of 19 December 1949
on the management of production and distribution within the field of competence of the Minister of Information and Information.
The National Assembly of the Czechoslovak Republic decided on the following Act:
§ 1.
(1) The Minister of Information and Information is hereby authorised, within the framework of the Single Economic Plan and in accordance with it, to act in its field of competence, in particular in the production sector of printing, book, gramophone and film measures to manage production and distribution, with the exception of foreign trade, taking into account the cultural needs of the working people.
(2) The measures referred to in paragraph 1 shall be taken by the Minister of Information and Information in agreement with the Ministers involved, in particular the agreement with the Minister of Industry as regards production and the Minister of Internal Trade as regards distribution, and shall declare them, if they are of a general nature, in the Official Journal, if applicable, in the Official Journal.
§ 2.
The acts and omissions of a measure taken pursuant to this law or the provisions issued pursuant to it shall be punishable by the county national committees, in so far as the offence is not a criminal offence, by a fine of up to 100.000 CZK or by a prison (lockdown) within 3 months or both. In the event of non-compliance with the fine, a replacement prison sentence (lock-down) shall be determined in accordance with the rate of guilt within 3 months. If both penalties are imposed, the prison sentence (lockdown), together with the replacement penalty, shall not exceed 3 months for an impenetrable fine.
§ 3.
(1) The following shall be deleted:
(a) Law of 29 January 1947, No 20 Coll., on compulsory copies and Government Decree of 25 March 1947, No 43 Coll., laying down detailed provisions on the surrender of compulsory copies for official and academic purposes;
(b) Ordinance of the Ministry of the Interior in conformity with the Ministry of Public Works of 18 September 1912, No 191, on the organisation of public performances by cinematograms and the order of the Minister with full authority for the administration of Slovakia of 1 November 1919, No 174, on the publication of public cinematographic presentations in Slovakia.
(2) Without prejudice to any provisions concerning the competence of other ministries, other central offices or bodies, in particular:
(a) the Act of 13 May 1936, No 131 Coll., on the defence of the State, and its amendments,
(b) Decree of the President of the Republic of 27 October 1945, No 109 Coll., on production control,
(c) Decree of the President of the Republic of 27 October 1945, No 113 Coll., on the adaptation, management and control of foreign trade,
(d) Act of 11 March 1948, No. 38 Coll., on the National Bank of Czechoslovakia,
(e) Act of 28 April 1948, No. 119 Coll., on the State Organisation of Foreign Trade and International Shipbuilding,
(f) Act of 22 February 1949, No. 60 Coll., on Economic Planning (Planning Act),
(g) Act of 16 June 1949, No. 160 Coll., on Internal Trade.
§ 4.
This Act shall take effect on the day of its publication; It shall be carried out by the Minister of Information and Information in agreement with participating members of the Government.
