GOVERNMENT REGULATION
of 21 August 2017
on awards awarded by the Ministry of the Interior
The Government orders pursuant to § 49 (6) of Act No. 218 / 2000 Coll., on budgetary rules and on the amendment of certain related laws (budgetary rules), as amended by Act No. 26 / 2008 Coll.:
§ 1
Valuation awarded by the Ministry of Interior
The Ministry of the Interior may award the following awards:
(a) Cross of State security;
b) Medal of the Minister for the Interior,
c) Medal "For Merit on Czech archiving,"
(d) the title "Admirable Office,"
e) Ministry of the Interior Award for Quality in Public Administration,
f) Ministry of the Interior Award for Innovation in Public Administration,
g) Award for the best crime prevention project at local level,
h) Award for the best project of the national round of the European Crime Prevention Prize,
(i) Award for volunteering,
(j) title "Best athlete of the Ministry of Interior,"
k) Award of the Ministry of the Interior for exceptional action or contribution in the field of sport,
(l) putting an athlete in the Sports Hall of Fame of the Ministry of Interior.
§ 1a
Cross State security
(1) The Cross of State Security is granted to a natural person who:
a) has shown exceptional personal courage or an exceptional personal initiative in ensuring the security of the Czech Republic and its inhabitants,
b) achieved excellent results in ensuring the security of the Czech Republic and its inhabitants;
(c) has made a substantial contribution to international cooperation in the field of State security and its inhabitants or to the construction of the reputation of the Czech Republic in this area abroad;
(d) make a substantial contribution by its scientific, professional or publishing activities to increasing the level of security of the Czech Republic and its inhabitants; or
(e) it has made a significant contribution by other activities to deepening the security of the Czech Republic and its inhabitants.
(2) The award has three degrees, the first grade being the highest.
(3) The awards consist of a gold-plated cross and a diploma, a silver cross and a diploma in the first degree and a bronze cross and a diploma in the third degree.
§ 2
Medals of the Minister of Interior
(1) The Medal of the Minister of the Interior is awarded to a natural person for merit or lifelong work in areas entrusted to the Ministry of the Interior or for merit in the international promotion of the Ministry of the Interior and its activities.
(2) The Medal of the Minister of the Interior may be awarded in memoriam.
(3) The award consists of the Medals of the Minister of the Interior, including ethue and diploma. There can also be other awards worth up to CZK 20,000.
§ 3
Medal "For Merit on Czech archiving"
(1) The Medal "For Merit on Czech archiving" is awarded to a natural person for Merit on the Development of Czech archiving.
(2) The awards consist of medals "For Merit on Czech archiving," including ethue and diplomas. There can also be other material awards worth up to CZK 10,000.
§ 4
Title "Liaison Office"
(1) The title "Supporting Office" is awarded to 3 municipal authorities of the municipality with extended scope for the scope and quality of services provided to citizens.
(2) The award of the title "Admirable Office" consists of a plaque, including an ethue and a diploma. There can also be other material awards worth up to CZK 10,000.
§ 5
Ministry of Interior Award for Quality in Public Administration
(1) The Ministry of the Interior Award for Quality in Public Administration is awarded to a local authority or to a voluntary association of municipalities for the use of modern quality management procedures in public administration.
(2) The Ministry of the Interior Award for Quality in Public Administration consists of a diploma. There can also be other material awards worth up to CZK 10,000.
§ 6
The Ministry of the Interior Award for Innovation in Public Administration
(1) The award of the Ministry of the Interior for innovation in public administration is awarded to the administration, the local authority or the local authority or the voluntary association of municipalities for the long-term improvement of its activities as a result of the use of the new instrument, approach, procedure or innovative use of existing instruments.
(2) The Ministry of the Interior Award for Innovation in Public Administration is a diploma. There can also be other material awards worth up to CZK 10,000.
§ 7
Award for the best crime prevention project at local level
(1) The award for the best crime prevention project at local level is awarded to the local and local authorities, to the voluntary association of municipalities, to the police department of the Czech Republic, to the Probation and Mediation Service Centre or to the legal person involved in crime prevention to award the 3 best crime prevention projects implemented.
(2) The award for the best crime prevention project at the local level is a plaque, including ethia and diplomas. There can also be other material awards worth up to CZK 10,000.
§ 8
The prize for the best national round project of the European Crime Prevention Prize
(1) The award for the best project of the national round of the European Crime Prevention Prize is awarded to the local and local authorities, to the voluntary union of municipalities, to the police department of the Czech Republic, to the Centre for Probation and Mediation Services or to a legal person dedicated to crime prevention for the award of the 3 best crime prevention projects implemented, which have been entered into the national round of the European Crime Prevention Prize.
(2) The award for the best project of the national round of the European Crime Prevention Prize is a plaque, including ethia and diplomas. There can also be other material awards worth up to CZK 10,000.
§ 8a
Award for volunteering
(1) The price of volunteering in the category of volunteer is awarded to a natural person who, in addition to his or her duties, without entitlement to financial remuneration and, in his or her spare time, assisted, for example, people in his or her surroundings, the conservation of nature, sport, culture or organisations in the implementation of their voluntary programmes or projects.
(2) The price of volunteering in the category of voluntary organisation is awarded to a legal person who has contributed significantly to the development of volunteering in the Czech Republic or has implemented particularly important programmes, projects or activities in the field of volunteering.
(3) The evaluation referred to in paragraphs 1 and 2 shall consist of a plaque, including an ethue and a diploma. The awards referred to in paragraphs 1 and 2 may also include other awards worth up to CZK 10,000.
§ 9
Title "Best athlete of the Ministry of Interior"
(1) The title "The best athlete of the Ministry of the Interior" is awarded to an athlete who is a member of the Ministry of the Interior's resort sports centre for outstanding sporting results.
(2) The award of the title "The best athlete of the Ministry of the Interior" consists of a plaque including an ethue and a diploma. The valuation may include other material or cash valuation in
a) adult category worth up to CZK 50,000 for first place, up to CZK 35,000 for second place and up to CZK 20,000 for third place, or
b) Junior category worth up to CZK 35,000.
§ 10
The Ministry of the Interior Award for an extraordinary achievement or contribution in the field of sport
(1) The prize of the Ministry of the Interior for an extraordinary achievement or contribution in the field of sport is awarded to a natural person who is or has been a member of the Ministry of the Interior's resort sports centre, for its long-term and successful representation of the Czech Republic, an extraordinary achievement in the field of sport, a lifelong position, sports in the spirit of fair play or leading athletes to integrity in sport and life.
(2) The award of the Ministry of the Interior for exceptional achievement or contribution in the field of sport is a diploma. The award can also include other material or cash awards worth up to CZK 10,000.
§ 11
Introduction of an athlete to the Sports Hall of Fame of the Ministry of Interior
(1) The Sports Hall of Fame of the Ministry of Interior can be entered by an athlete who is or has been a member of the Ministry of Interior's resort sports centre for long-term excellent sports results.
(2) An athlete may enter the Sports Hall of Fame of the Ministry of Interior in memoriam.
(3) A diploma is part of introducing an athlete to the Sports Hall of Fame of the Ministry of Interior. The award can also include other material or cash awards worth up to CZK 10,000.
§ 12
Common provision
The valuations referred to in § 1 (d) to (l) shall be awarded no more than once in the calendar year.
§ 13
Efficacy
This Regulation shall enter into force on 1 September 2017.
