of 7 November 2014
amending Decree No. 410 / 2006 Coll., on Civil Aviation Security and amending Decree No. 108 / 1997 Coll., implementing Act No. 49 / 1997 Coll., on Civil Aviation and amending and supplementing Act No. 455 / 1991 Coll., on Business Business (Trade Act), as amended
The Ministry of Transport sets out, pursuant to Article 102 (1) of Act No. 49 / 1997 Coll., on Civil Aviation and on the amendment and amendment of Act No. 455 / 1991 Coll., on Commercial Business (Commercial Trade Act), as amended, Act No. 146 / 2000 Coll., Act No. 258 / 2002 Coll., Act No. 225 / 2006 Coll., Act No. 301 / 2009 Coll., Act No. 407 / 2010 Coll., Act No. 137 / 2011 Coll. and Act No. 127 / 2014 Coll., ("Act ') to implement § 85j (6), § 85m (4), § 85r. 3, § 85x (7), § 85y (3) and § 85z § 6 Civil Aviation Act:
Decree No. 410 / 2006 Coll., on the Protection of Civil Aviation and amending Decree No. 108 / 1997 Coll., implementing Act No. 49 / 1997 Coll., on Civil Aviation and amending and supplementing Act No. 455 / 1991 Coll., on Business Business, as amended, as amended, is hereby amended as follows:
1. Part one, including the headings and footnotes 1 and 2 shall read as follows:

This decree regulates the content and structure of the airport security programme and the safety programme of the air traffic service provider, the content and form of the test demonstrating the applicant's professional knowledge and practical skills for the issue of a training permit, and the content and form of a theoretical test and a practical test demonstrating the professional knowledge and practical skills of the training guarantor and the means of achieving sufficient detection capacity of dogs, and further adjusting the model of the evidence of reliability and model of the training document.
Model of the proof of reliability
(K § 85j (6) of the Act)
The model of the proof of reliability is set out in Annex 1 to this Order.
Content elements and structure of airport security programme
(K § 85m (4) of the Act)
The content and structure of the airport security programme are set out in Annex 2 to this Decree.
Content elements and structure of the safety programme of the air traffic service provider
(K § 85r (3) of the Act)
The contents and structure of the safety programme of the air traffic service provider are set out in Annex 3 to this Decree.
Content and form of the examination showing the applicant's professional knowledge and practical skills for the issue of a training permit
(K § 85x (7) of the Act)
(1) The applicant's expertise in issuing a training permit shall be demonstrated by a theoretical examination in the form of a written test. The practical skills of the applicant for a training permit shall be demonstrated by presentation.
(2) The written test must:
(a) consist of a minimum of 20 and a maximum of 60 questions depending on the scope of the training and types of training under the directly applicable European Union law governing civil aviation security (2), which the applicant wishes to implement;
(b) include all elements of the content of training under the directly applicable European Union civil aviation security regulation (2);
(c) include all types of professional preparations under the directly applicable European Union civil aviation security regulation (2) which the applicant wishes to implement.
(3) The presentation consists in an oral explanation by a participant in the winning topic. A range of topics from which the participant draws lots must
(a) be consistent with the different points of the content of the training under the directly applicable European Union civil aviation security regulation (2);
(b) include all types of professional preparations under the directly applicable European Union Civil Aviation Security Regulation (2) which the applicant wishes to implement.
Model of training document
(K § 85y (3) of the Act)
The model of the training document is set out in Annex 4 to this Decree.
Content and form of theoretical examination and practical test showing the professional knowledge and practical skills of the training guarantor and means of achieving sufficient detection ability of dogs
(Paragraph 85z (6) of the Law)
(1) The training guarantor's expertise is demonstrated by a theoretical examination in the form of a written test and an oral interview. The practical skills of the training guarantor shall be demonstrated by checking the training guarantor with the help of the dog in a real environment using test items representing explosive materials to the extent directly applicable European Union civil aviation security regulation (2).
(2) The written test must consist of at least 60 questions. Test circuits for testing of expertise are listed in Annex 5 to this Decree.
(3) The review of the guarantor training with the help of the dog in the real environment shall include:
(a) examination with the help of a dog whose guarantor is the leader of the training;
b) dog examination involving the handling, manoeuvrability and response of the dog to the environment,
(c) verification of knowledge of the creation of explosive samples;
(d) a practical test of the ability of a dog to detect explosives under a directly applicable European Union regulation on civil aviation security (2).
(4) Samples of explosions or inert training aids shall be used as a means of ensuring adequate detection of dogs.
