Government Regulation
of 4 July 1956
about city national committees in the West Bohemian spa.
The government of the Czechoslovak Republic orders pursuant to § 7 of Act No. 43 / 1955 Coll., on Czechoslovak spas and springs:
(1) Urban national committees are set up in Karlovy Vary, Mariánské Lázně and Františkové Lázně, which are directly managed by the government and carry out on their territory the tasks of national committees of all degrees.
(2) The status and organisation of these municipal national committees are intended in particular to enable the performance of their tasks related to the construction of spa sites and the care of their visitors.
(1) The territorial districts of the municipal national committees in Karlovy Vary, Mariánské Lázně and Františkova Lázně are determined by the government; the government also decides on the creation of urban districts in these cities, on a substantial change in these districts and on their abolition.
(2) Circumstantial national committees carry out tasks in urban areas which otherwise belong to local national committees. However, the Circular National Committees do not provide tasks which, for reasons of uniform implementation or for reasons of effectiveness, necessarily require that they be carried out by the Municipal National Committee. The division of tasks between the municipal national committee and its district national committees shall be approved by the Government.
(1) With the approval of the Government for the various sections of the government, the municipal national committees establish trade unions and administrations in such a number and with such designation as is primarily the case for their tasks related to the construction of these spa cities and the care of their visitors.
(2) The Government may provide that certain tasks which are not related to the construction of spa sites and the care of their visitors and belong otherwise to the county and regional national committees will be provided by the Regional and Regional National Committee for the territory of the municipal national committee.
(3) The municipal national committees may, with the approval of the Government, provide that the departments (administrations) of the municipal national committee in Karlovy Vary will also carry out certain work for the council of the municipal national committees in Mariánské Lázně and Františková Lázně.
The main tasks and measures to ensure the construction of spa sites and the care of their visitors will be laid down in the National Economy Development Plan for the local districts of the National Committees in Karlovy Vary, Mariánské Lázně and Františková Lázně.
(1) The provisions on the municipal national committees of Act No. 13 / 1954 Coll., on the National Committees, and the implementing provisions for this Act apply, unless otherwise provided for in this Regulation, also to the municipal national committees in Karlovy Vary, Mariánské Lázně and Františkové Lázně.
(2) However, the Presidents of the municipal national committees in Mariánské Lázně and Františkové Lázně have one deputy.
(1) This Regulation shall enter into force on the day of its publication.
(2) If the Government does not approve the new organisation of trade unions and administrations of the Councils of the Municipal National Committees pursuant to Article 2 of this Regulation, the executive bodies of the Regional and District National Committees will provide the tasks of the government to the present extent.
(3) This Regulation shall be implemented by all members of the Government.
