Decret of the President of the Republic
of 17 July 1945
on the uniform management of internal settlements.
On the proposal of the Government and in agreement with the Slovak National Council, I establish:
Internal settlement means a set of all measures to recover all areas of the Czechoslovak Republic from the original Slavic element under the special regulations on this issue.
(1) A settlement office based in Prague for the Czech and Moravian-Silesian countries and a settlement office based in Bratislava for Slovakia is set up to manage and regulate internal settlements. Those authorities shall exercise their responsibilities as central management of the Central Commission for Internal Seating (hereinafter the Central Commission).
(2) The substantive competence of individual ministries and other central offices in the field of internal settlement, laid down by specific regulations, remains unaffected; However, it shall be carried out in accordance with the Directives of the Central Commission and the Seating Offices.
(1) The President, appointed by the President of the Republic on a proposal from the Government, shall be the head of each settlement office. The Presidents of the settlement offices shall attend meetings of the Central Commission with an advisory vote.
(2) The composition, organisation and operation of the settlement offices shall be adapted in more detail by the government on the proposal of the Central Commission; The Minister of the Interior will declare it in the Collection of Laws and Regulations.
(1) The Central Commission is set up with the Ministry of the Interior. Its President is the Minister of the Interior, who can be represented by a certain official of his department. Its members are representatives of the Bureau of Government and ministries of National Defence, Industry, Agriculture, Internal Trade, Labour and Social Welfare, Finance and Justice and two representatives of the Slovak National Council. The Central Commission shall elect from among its number the Deputy Chairperson of the Commission; If he is the President of the Czech Republic, he is his deputy Slovak and vice versa. The Secretary-General of the Central Commission shall be a representative of the Bureau of the Government; its task is to ensure that the Central Commission also takes care of the interests of those branches of the government and of the departments which are not directly represented in the Central Commission.
(2) The Central Commission shall draw up its rules of procedure, approved by the Government; for the period before that happens, the Interim Rules of Procedure shall be issued by the Minister for the Interior.
(3) The President may invite representatives of other ministries or other persons as expert advisors to attend the meetings of the Central Commission, as appropriate, in particular if proposed by the Secretary-General.
(1) On a proposal from the Central Commission, the Government may delegate certain tasks of the sitting offices to other public authorities or bodies or establish special offices or offices for that purpose.
(2) All public authorities and bodies are required to cooperate with the Central Commission and the settlement offices for the request and to be effectively supported in the performance of their tasks.
This decree shall take effect on the date of its publication and shall apply to the territory of the whole State; it shall be carried out by all members of the Government.
