laying down details on the labelling of footwear with data on the materials used in its main parts
The Ministry of Industry and Trade provides pursuant to § 28a (d) and (e) of Act No. 634 / 1992 Coll., on Consumer Protection, as amended by Act No. 104 / 1995 Coll. and Act No. 64 / 2000 Coll.:
Main parts of footwear, their materials and labelling methods
(1) The labelling of the essential parts of the footwear which are the upper part of the footwear (hereinafter referred to as "the upper"), lining and sole, as well as the lining of the materials used in the main parts, is carried out by pictograms or names in the Czech language for at least one pair of shoes. The names and pictograms of the materials used in its main parts are given in Annex 1. The pictograms of the materials used in the main parts of the footwear and pictograms of the main parts of the footwear shall be placed side by side so that they are visible, unremovable, accessible and the dimensions of the pictograms are sufficiently large and legible so that the information contained therein is easily understood so that the consumer cannot be misled.
(2) Footwear shall bear indications of a material comprising at least 80% of the surface area of the upper, lining and sole and at least 80% of the volume of the sole. In the case where none of the materials reaches at least 80% of the surface area of the top, lining and sole or 80% of the size of the sole, information shall be provided on the two main materials from which the footwear consists. For the top, accessories or stiffening (ankle protectors, trimming, ornaments, buckles, handcuffs, rings and small accessories) are not included.
(3) For the labelling of footwear, data on the materials used on the main part of the footwear may be used as a marking technique for printing, gluing, embossing or affixing the label with the required information on the footwear.
(4) Examples of the types of footwear covered by this Decree are set out in Annex 2.
Footwear which does not need to be labelled
This decree does not require footwear
(a) security, protection and work covered by specific legislation, 1)
(b) of asbestos fibres, 2)
(c) having the character of toys covered by specific legislation; 3); or
(d) worn or already used.
Efficacy
This decree shall take effect on 1 January 2001.

Examples of types of footwear covered by the Order
The decree covers, for example, the following types of footwear:
1. low or high heels, walking or home footwear,
2. ankle, half-tibia, tibia and high footwear,
3. sandals of different types, footwear with canvas top and sole of plaited vegetable material, tennis, cross-country shoes and other sports footwear, bathing shoes and other recreational footwear,
4. special sports footwear intended for sports activities, which is or may be fitted with spikes, pins, stops, linkages, outlets, etc., skating boots, ski boots, wrestling shoes and boxers, cycling shoes; ensembles consisting of footwear and attached skates or roller skates are also included,
5. ballet shoes,
6. footwear made up of one piece, made mainly of rubber or plastics, but excluding articles for single use of non-durable materials (paper, plastic foil, etc., without attached sole),
7. slippers worn over other footwear, which in some cases are free from the heel,
8. disposable footwear with attached soles,
9th orthopaedic footwear.
