Ordinance on honours for State Construction Merit and Excellent Labour Performance

on honours for merit in the construction of the state and excellent work.
With the agreement of the President of the Czechoslovak Republic, the Government hereby orders, in accordance with Sections 1 and 4 of the Act of 21 October 1936, No 268 Coll., on Regulations and Titles, as amended by the Act of 25 March 1948, No 55 Coll., and having regard to Article III, paragraph 2 thereafter:
§ 1.
In order to appreciate the building effort, the enthusiasm of the working people and the results of the work of socialist competition, Czechoslovak honours of work for individual persons and for three-stage work files are established.
§ 2.
(1) For the merits of the economic construction of the state in the spirit of socialist and excellent work performance, especially the winners of the labour competitions, Czechoslovak work honours can be awarded:
a) Individual persons gold medal "Hero of the Work" associated with the honorary title "Hero of the Work" as 1st degree, silver medal "For Merit for Construction" as 2nd degree and bronze medal "For Labour Sacrifice" as 3rd degree,
b) Work set of honorary travelling battalion "Heroes of Work" as 1st degree, honorary travelling battalion "Labor Warriors" as 2nd degree and honorary travelling battalion "Labors of Work" as 3rd grade.
(2) The same merit may be recognised by individual persons or work files.
(3) More detailed provisions on these honours shall include the statutes attached to this Regulation as part of it.
§ 3.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister for Social Welfare in agreement with participating members of the Government.

Statutes
honours for merit in state construction and excellent work.
Czechoslovak work honours are founded with the approval of the President of the Republic by government regulations as honours for individuals or sets of persons who have contributed to the economic construction of the state in a socialist spirit.
(1) Czechoslovak honours of work awarded to individuals have three degrees:
a) Grade I, which is the gold medal "Hero of Work" associated with the honorary title "Hero of Work,"
(b) stage II, which is the silver medal "for the merit of construction"; and
c) Grade III, which is the bronze medal "For work dedication."
(2) Grade I can be lent to persons who have obtained extraordinary credit for the economic construction of a state with excellent pioneering activities that have contributed to the development of such a broad economic sector that this affects the life of the whole State by its consequences.
(3) Grade II may be granted to persons who have obtained exceptional credit for the economic construction of the State.
(4) Grade III can be lent to persons who have become high labour performance and dedicated work excellent models in the performance of their tasks, have also acquired other workers to follow and thus have earned economic construction of the State.
(1) The Czechoslovak honours of the work awarded by the work file have three degrees:
a) Grade I, which is the honorary travelling battalion of "Heroes of Work,"
b) Grade II, which is the honorary travelling battalion of "Labour Warriors,"
(c) Grade III, which is the honorary travelling battalion of "Labour Strikers."
(2) Grade I can be lent by working files that have outdone the other working files in the field of particular economic importance and thus contributed exceptionally to the building effort for the economic construction of the State.
(3) Grade II may be lent by working files which have obtained exceptional merit in the construction of the State by outlining, by their high production, the other working files in a wider major economic sector or which have achieved extraordinary success of far-reaching public importance.
(4) Grade III can be lent to a working file, which, with its high production capacity or excellent achievements in scientific, research, administrative or cultural activities, have been models of a working file of the same kind in the performance of its tasks and have thus been responsible for the economic construction of the State.
For excellent performance of public interest in economic or administrative activities, in science, in technology or in the field of culture, individuals or work files can be recognised for merit.
(1) The medal awarded to individuals has the shape of a round target made of a metal diameter of 36 mm, is bilateral and is worn on a ribbon of red colour, 38 mm wide. On the face of the medal is represented the figure of a man right-looking, holding a hammer with his right hand, leaning against the knee of the right foot, resting on the stage. Left hand holds the handle of the plow. In the background, there is a heavy tower, a sling and two masts of electrical wiring. The upper part of the medal is parallel to the edge of the inscription "Work Honor." On the back of the medal is a depiction of a lion from a small state emblem of the Czechoslovak Republic. The first degree of the medal is silver, all gilded in the fire and it has the inscription "Hero of Work" on the back of the lion. Stage II is all silver, and under the image of the lion, it says "For Construction Merit." Stage III is bronze, and under the image of the lion it says "For work dedication." The medal is mounted on the ribbon with a suspension ring. If the medal is not worn in nature, the ribbon is worn 38 mm long and 10 mm wide with a miniature of the relevant degree of the medal.
(2) The honorary travelling battalion "Heroes of Work" is a rectangular shape of 100 cm x 80 cm. It is made of silk red. The border of the battalion is 8 cm wide, white, with alternating red and blue stripes. On the front of the battalion is an upright silver two-tail lion on the right. The tongue, claws and headband of a lion are the colors of gold. The lion carries a red label on his chest with three blue tops. The silver Patriarch Cross is erected on the middle upper. Under this picture of the lion is the inscription "Heroes of Work" in gold. On the back of the battalion is a symbolic representation of the work, consisting of a toothed wheel in a perpendicular position, sickle, hammer and circle, two lip branches and the inscription "Work Honor" in gold. The battalion is mounted on a wooden mast, 220 cm long and finished with a metal gilded head.
(3) The honorary travelling battalion "Labour Warriors" is a rectangular shape of 80 cm x 64 cm. It is made of red wool. The border of the flag is 7 cm wide, white, with alternating red and blue stripes. On the front of the battalion is an upright silver two-tail lion on the right. The tongue, claws, and headband of a lion are yellow. The lion carries a red label on his chest with three blue tops. The silver Patriarch Cross is erected on the middle upper. Under this picture of the lion, in yellow, it says "Labour Warriors." On the back of the battalion is a symbolic representation of the work, consisting of a gear wheel in a perpendicular position, sickle, hammer and ring. Under this pattern, in yellow, it says "Work Honor." The battalion is mounted on a mast, 200 cm long and ends with a metal silver-plated head.
(4) The honorary travelling battalion "Work Strikers" is a rectangular shape of 80 cm x 64 cm. It is made of red cotton fabric. The border of the flag is 7 cm wide, white, with alternating red and blue stripes. On the front of the flag is a white two-tail lion on the right. The tongue, claws, and headband of a lion are yellow. The lion carries a red label on his chest with three blue tops. A white Patriarch cross is erected on the middle upper. Under this picture, the lion is in yellow with the inscription "Labour Strikers." On the back of the battalion is a symbolic representation of the work, consisting of a gear wheel in a perpendicular position, sickle, hammer and ring. Under this pattern, in yellow, it says "Work Honor." The battalion is mounted on a mast, 200 cm long and ends with a metal head.
(1) Czechoslovak honours of the work are given by the President of the Republic on a proposal from the Government.
(2) The President of the Republic, the Government or the competent member of the Government shall be given credit.
Czechoslovak honours follow Czechoslovak orders and Czechoslovak War Cross from 1939.
(1) Honours under this Regulation shall be awarded free of charge.
(2) At the same time as the honours, the honours are awarded to the decorated person or to the decorated set of diplomas that the honours have been awarded.
(1) The decorated person loses his honour if he has been lawfully convicted by the court for an offence which, in turn, has lost both domestic and foreign orders, military and civil honours and honorary badges.
(2) The award may be withdrawn if the award has been awarded after the award of the award of the award, which makes it an unworthy honour, or if they have subsequently come to the effect of the fact that the award has been awarded undeservedly.
If a decorated person dies, the medal and diploma are left to its heirs in memory. But they must not wear honours.
The Ministry of Social Welfare manages the honours for merit in the construction of the state and excellent work.
