DECLARATION
of 20 August 2013
amending Decree No. 2 / 2006 Coll., implementing certain provisions of the Education Act for schools and educational establishments established by the Ministry of the Interior, as amended
According to Section 172 (5) of Act No. 561 / 2004 Coll., on Pre-School, Basic, Medium, Higher Vocational and Other Education (Education Act), as amended by Act No. 342 / 2006 Coll. and Act No. 242 / 2008 Coll., (hereinafter referred to as "the Act"):
Decree No. 2 / 2006 Coll., implementing certain provisions of the Education Act, as amended by Decree No. 323 / 2008 Coll. and Decree No. 21 / 2010 Coll., is hereby amended as follows:
1. in Article 1 (1) and (2):
"(1) The lowest number of pupils in high school with full years is 60. The lowest number of students in the upper vocational school with full years is 20.
(2) The lowest number of pupils in the secondary school class is 15. The lowest number of students in the upper vocational education group at the beginning of the first year is 5. "
2. Paragraph 6 (5) reads as follows:
"(5) Spring break lasts one week between January and March. They shall be set by the Director of the School for the period January to March and shall be published no later than 30 September of the previous calendar year. ';
3. in Article 8 (1) (a):
"(a) an accident resulting in the absence of a pupil or student at a school or a school establishment affecting at least two consecutive teaching days;"
4. in Article 8 (1), the following point (b) is inserted after point (a):
"(b) an accident by a pupil or a student, the result of which was not his absence or was less than two consecutive teaching days, for which compensation may be expected for pain or compensation for difficulties in social application, or"
Point (b) shall be renumbered (c).
5. Paragraph 8 (4) is deleted.
Paragraph 5 shall become paragraph 4.
6. In Article 8, the following paragraph 5 is added:
"(5) The school or school establishment shall update the accident record without undue delay
(a) where compensation has been granted for pain or compensation for the inconvenience of social application caused by the accident; or
(b) in the case of a fatal accident, where the death occurred after an accident alert has been made. ";
7. In Article 9, the current text becomes paragraph 1 and the following paragraph 2 is added:
"(2) If the circumstances of the accident indicate that a criminal offence has been committed, the school or school establishment shall immediately notify the local competent department of the Police of the Czech Republic and the Ministry of Interior (hereinafter referred to as the Ministry)."
8. Paragraph 10, including the title, reads:
Sending an accident record
(Paragraph 29 (3) of the Act)
The record of the accident referred to in Article 8 (1) shall be sent no later than 5 working days after its completion.
(a) the Ministry;
(b) the health insurance undertaking of the injured pupil or student,
(c) in the case of serious or fatal injury to the police of the Czech Republic. "
9. Paragraph 11 (2) reads as follows:
"(2) In addition, the application shall include documents related to the criteria of the admission procedure laid down by the school director, which shall be determined by the school director, such as evidence of results in professional competitions, publishing activities, acquired professional qualifications (5a) or further education at the school. ';
10. in Paragraph 13 (2), "7 May" is replaced by "30 April."
11. in Article 13, paragraph 3 is deleted;
Paragraphs 4 to 7 shall be renumbered paragraphs 3 to 6.
12. In the second sentence of Article 13 (6), "5 days' is replaced by" 7 days';
13. in Article 14 (1), point (b) is deleted;
Point (c) shall be renumbered (b).
14. in Paragraph 15 (2), the words "Ministry of the Interior (" the Ministry ")" shall be replaced by the words "Ministry."
15. in Article 17 (7), the words' not worse than 'shall be replaced by' not higher than ';
16. In Paragraph 20 (2), "partial 'is replaced by" professional'.
17. The following Section 26a is inserted after Section 26, including the title and footnote 19:
Profile part of the graduation exam

For the rules on the course and manner, the criteria for the evaluation of the test of the profile part of the graduation examination, for the rules for the preparation, organisation and management of the profile part of the senior examination and for the rules on the content, form, form and time of filing of the application for the graduation, replacement or correction test, on the content, terms, form and manner of transmission of data from these applications, on the scope, content, manner and form of keeping of the records concerned, on the manner in which the application is submitted, and on the details of the maturities of the maturities and their processing and issue, mutatis mutandis, the provisions of other legislation19).

18. In Paragraph 27 (2), "15 June 'is replaced by" 1 June';
19. in Paragraph 34 (4), the word "last" shall be inserted after the words "Chairman of the Examination Committee."
20. In Paragraph 43, at the end of paragraph 2, the sentence "The term shall also be published in a way that allows remote access. 'is added.
21. in Paragraph 45 (1) (c):
"(c) a framework description of school staff security,"
22. In Paragraph 45, at the end of paragraph 1, the dot is replaced by a comma and the following points (j) and (k) are added:
"(j) data on the prevention of social pathologies;
(k) data on school involvement in lifelong learning. ';
Article 23 (46) and (47) shall be deleted.
24. in Article 48a (2), the words "school and school staff established by the Ministry" shall be inserted after the words "staff of the Security Corps";
25. Paragraph 48b, including the title and footnote 20, reads:
Performance of inspection activities
(Paragraph 175 (6) of the Law)
(1) The performance of the inspection activity towards police schools and educational establishments set up by the Ministry and its contracting entities is entrusted to the Ministry's organisational article (department) designated by the Ministry's rules of organisation. Authorisations for carrying out this inspection activity shall be accompanied by a certificate from an inspection officer, a model of which is given in Annex 3 to this Decree, by the staff member designated by the Ministry's organisational article.
(2) The inspection activities against schools and fire protection facilities set up by the Ministry and their contractors belong to the General Directorate of the Fire Rescue Corps of the Czech Republic 20). Authorisations for carrying out this inspection activity shall be accompanied by a certificate of an inspection worker, a model of which is given in Annex 4 to this Order, by members and staff of the General Directorate of the Fire Rescue Corps of the Czech Republic.
20) Articles 25 (1) and 26 (1) of Act No. 133 / 1985 Coll., on Fire Protection, as amended. § 2 (1) (a) of Act No. 238 / 2000 Coll., on the Fire Department of the Czech Republic and on the amendment of certain laws. '
Article 26 (49), including the title, reads:
Common provisions
The provisions governing secondary education, with the exception of Sections 11 (1) (a), 11 (1) (b) and (f), 3 and 4 and 12 (1), shall also apply to secondary education and to short study for secondary education with a graduate examination. '
27. the following Annexes 3 and 4 are added:

The card is in the form of a plastic card with dimensions of 85 x 55 mm. The colour of the underprint grid is in shades of white and light blue colour of variable saturation, with relief of horizontally oriented letters of height 15 mm, forming the text "MV CR."
The upper part of the licence is centred on the text "Inspection Officer's Card," made by dark blue letters of height 3 mm.
In the left-third of the licence, a photograph of the inspector is placed under the text "Inspection Officer's Card 'and the text" No of the licence' appears in black letters below it, followed by the figures of the black colour 3 mm.
In the right two thirds, under the text "Inspection Officer's Card ', the text" title, name, surname' is given in the upper part of the dark blue letters of height 1 mm on the left, and below it is given by the individual inspection worker's own data, made in black letters of height 3 mm. Below it is given the dark blue letters of height 2 mm left-hand oriented text "IP:" and below it a specific six-digit personnel registration number of the Ministry, made by the thick letters of black colour height 3 mm. Below it is a dark blue letter of height 1 mm right oriented text "Director of the Department," over which will be placed the physical signature of the Director of the Organising Article of the Ministry of Interior (Department), to which according to the Internal Code (Order of Organisation) of the Ministry of Interior belongs the exercise of this competence and the red print of an official stamp with a state emblem.

The back of the licence shall contain the following text:
"The holder of this licence in accordance with § 172 (5) of the Act of Education (Act No. 561 / 2004 Coll.) exercises at the Ministry of the Interior the competence of the Czech School Inspection in accordance with § 173 to 175 of the Act of Education towards the Police Schools of MV and their Contracting Entities."

The card is in the form of a plastic card with dimensions of 85 x 55 mm. The colour of the underprint grid is in shades of white and light red colour of variable saturation, with relief of horizontally oriented letters of height 15 mm, forming the text "MV CR."

'.
Efficacy
This Decree shall take effect on 1 September 2013.
