Ordinance of the Office for Standardisation and Measurement amending and supplementing Decree No. 33 / 1964 Coll., on Czechoslovak Analytical Standards

amending and supplementing Decree No. 33 / 1964 Coll., on Czechoslovak Analytical Standards
In agreement with the participating ministries and central authorities pursuant to § 7 (1) (f) and § 9 of Act No. 35 / 1962 Coll., on the measure service:
Čl. I
The Order of the Office for Standardisation and Measurement No. 33 / 1964 Coll., on Czechoslovak Analytical Standards, is amended as follows:
Article 1 (1) reads as follows:
"(1) The Czechoslovak analytical standard (also the Czechoslovak reference material of the composition, hereinafter referred to as" normal ") is a rate in the form of a substance or material with a specified content of one or more ingredients officially certified by the Office for Standardisation and Measurement (hereinafter referred to as" the Authority. "'
Article 2 (1) reads as follows:
"(1) An organisation producing material intended for normal use (hereinafter referred to as" the manufacturer ") shall submit the technical specification for such production before its commencement to the Authority for approval. ';
3. the following paragraph 3 is added:
"(3) The manufacturer shall attach a report on the results obtained in relation to the technical specifications to the declaration of the finished production of the material for the standard; it shall at the same time transmit samples of the material to the Office in accordance with Article 3. ';
4. the following paragraph 3 is added:
"(3) Verification of normal is the nature of detection and determination of certain values (attestation). In justified cases, in particular when the verification is carried out using a state etalon, (1) verification analyses shall not be carried out at different locations and at different times referred to in paragraph 1 and the verification procedure shall be determined in an approved technical specification. ';
5. the following paragraphs 4 and 5 are added:
"(4) The Authority may, depending on the nature of the normal situation, provide for a method of official verification other than that referred to in paragraph 2.
(5) Samples intended for safekeeping in accordance with both paragraph 2 and paragraph 3 shall be transmitted free of charge to the Office in the quantities specified. '
6. The following Section 9a is inserted after Section 9:
„§ 9a
Reference material of characteristics
(1) Czechoslovak reference material of characteristics (hereinafter referred to as "reference material") is a rate in the form of a substance or material which, for the duration of its validity, continuously reproduces the value of a particular variable and is officially certified by the Authority.
(2) For the reference material established and used as the main business etalon2), the verification carried out under this Decree shall be as type-verification and official verification carried out before it is put into circulation.
(3) The provisions of the Ordinance on Standards shall apply mutatis mutandis to reference materials, with the exception of the provisions of Section 4 (1). '
7. The following sections 9b and 9c are inserted after Section 9:
"Provisions common
§ 9b
(1) At the request of the organisation, the Authority may exceptionally verify the material for the standard or reference material, without complying with Section 2 or allowing it to be verified abroad.
(2) The indigenous customer normal from imports or reference materials from imports is obliged to obtain an authorisation from the office prior to the conclusion of an economic contract with an organisation authorised for foreign trade and to submit the necessary supporting documents to the Authority, in particular in view of the need for imports.
(3) The standard of import or reference material from imports is considered to be certified under this Decree, provided that this results from an international treaty binding on the Czechoslovak Socialist Republic.
(4) The register of standards and reference materials is managed by the Czechoslovak Metrology Institute. The Institute shall also ensure, to the extent specified by the Office, the relevant organisational and technical activities under this Decree and shall invoice organisations according to the price list of metrological performance of the remuneration for official verification.
§ 9c
This decree shall not apply to operational standards and operational reference materials which are not intended for official verification. ';
Čl. II
This Decree shall take effect on 1 April 1983.
