laying down rules for rigorous tests (rigorous order)
The Ministry of Education and Culture, in agreement with the State Commission for Scientific Aspects, provides, pursuant to § 19 (2) of Act No. 19 / 1966 Coll., on Higher Education Institutions (hereinafter referred to as "the Act '):
The rigorous examinations provided for in § 14 (2) of the Act shall take place in the faculties and in the scientific fields listed in the Annex to this Decree.
A graduate of a university applying for a doctoral degree (hereinafter referred to as "applicant ') may pass a rigorous examination only in the field of science which relates to the field of study in which he has achieved a university qualification.
The Rigoros test is intended to show that the candidate has deeper knowledge in the chosen scientific field and its broader basis, that he controls the basic methods of scientific work, that he is able to acquire new knowledge of science and practice, critically evaluate them and that he is able to apply the acquired knowledge in a creative way.
(1) The Rigorous test consists of written work and oral examination.
(2) Written work is carried out on the subject of the chosen scientific field agreed by the applicant with the relevant faculty. The President of the Rigorosne Examination Board (§ 7) may allow other work of the candidate (or a set of his or her thesis) to be accepted as written work if he or she fulfils the requirements laid down in § 3.
(3) The oral examination shall be carried out by a candidate from the chosen scientific field and its wider basis. The subject matter, which forms a wider basis for the relevant scientific field, shall be declared by the Dean, acting on a proposal from the Chairman of the Committee on Rigorous Trials.
(1) The application for the rigorous examination shall be submitted by the applicant to the faculty responsible. The application shall indicate the scientific field in which the rigorous examination is to be carried out.
(2) The applicant shall attach the following documents to the application:
(a) citizenship certificates; foreigners shall submit a certificate of foreign nationality;
(b) a diploma or equivalent evidence of a university qualification (graduate); for foreign university graduates, evidence of nostalgia;
(c) a brief CV;
(d) written rigorous work.
The application for a rigorous test shall be assessed by the chairman of the relevant rigorous test commission (§ 7). If the application has formal deficiencies, it will arrange for them to be removed. If the applicant fails to fulfil the conditions laid down by law or by this decree, *) the President of the Commission shall reject the application. The applicant may appeal the rejection decision within 15 days of its delivery to the Dean; His decision is final.
(1) The Rigor Test shall be held before the Rigor Test Board (hereinafter referred to as the Commission).
(2) The Commission shall be composed of the President and at least two other members; the number of members depends, in particular, on the number of subjects forming a broader scientific basis from which the candidate is to take an oral examination.
(3) The Commission is appointed by the Dean for each field of science from which rigorous examinations are held at the faculty. The chairman of the commission shall be appointed by professors or lecturees who are present at the relevant faculty, the other members may also be appointed by scientists of the relevant or related scientific field.
(1) The President of the Commission shall designate at least one opponent from among the members of the committee to consider the written work.
(2) The opponent shall submit an opinion in writing and expressly state and justify whether the work has a specified level or does not meet the requirements.
(3) On the basis of the opponent's opinion, the Commission will decide whether the written work will be accepted or returned to the tenderer.
(4) If written work is accepted, the President of the Commission shall fix the date and place of the oral examination; the tenderer must be informed of this at least one month before the deadline.
(1) The oral test is public; should not last more than two hours.
(2) If the candidate has not benefited from the oral examination, he may only repeat it once in the same field of science at the earliest three months after the date of the unsuccessful examination; if the candidate repeats the exam at another faculty, he / she is obliged to state in the application which faculty he / she passed the exam for the first time.
(1) The outcome of the rigorous test shall be evaluated at "passed 'or" failed' degrees.
(2) The panel shall negotiate the outcome of the rigorous examination in private session. The result shall be voted on by raising your hand. In the event of a tie, the chairman shall vote.
(3) A minutes shall be taken of the conduct of the rigorous examination and the outcome of the vote, signed by the President and the members of the Commission.
(4) The result of the vote shall be announced publicly by the President.
Graduate of a university which has passed a rigorous examination shall be awarded a diploma in accordance with Article 15 (2) of the Act.
This Decree shall take effect on 1 May 1966.
