of 3 November 1999
on the model and registration of labels proving the payment of the fee for the use and handling of motorways and express roads
The Ministry of Finance provides, pursuant to § 46 (2), for the implementation of § 21 (4) of Act No. 13 / 1997 Coll., on the Road:
Sticker elements
(1) On the front side of the sticker visible from the inside of the vehicle ("the front side of the sticker ') and on the rear side of the sticker visible from the outside of the vehicle (" the rear side of the sticker') are the following elements:
(a) rastrated symbols of the road signs "Motorways" and "Motorways for motor vehicles" in the form laid down by a specific legislation, 1)
(b) universal protective perforation;
(c) an indication of the mass of the vehicle for which the sticker is intended,
(d) the year of validity, expressed as a number identifying the year of validity in question;
(e) the period of validity indicated by the letter R for the annual labels, for the monthly letter M and for the 10-day letter D;
(f) by the circumference of the lower part of the sticker, valid for one calendar month, the digits 1 to 12 to indicate its validity in the month in question;
(g) by the circumference of the upper part of the sticker, valid for a period of up to 10 consecutive calendar days, of the digits 1 to 31 for the indication of the date on which it begins to be valid and of the lower part of the sticker 1 to 12 for the indication of the validity of the sticker in the month in question;
(h) a holographic element;
(i) a marked space for registration of the registration plate on the front of the sticker.
(2) The lower part of the sticker is labelled on the front side of the sticker with the marked space for filling in the registration plate and the registration plate under it.
(3) The front side of the sticker and the back side of the sticker are supplemented by a holographic element which is reprinted on the front side of the sticker with a two-letter series and a six-digit serial number.
(4) In the case of motor vehicles used for the transport of severely disabled citizens receiving a contribution to the operation of that motor vehicle, the front and rear of the sticker shall be the element referred to in paragraph 1 (a). (c) replaced by a symbol of a vehicle carrying a person severely affected, in the form laid down by a special regulation. 2) The other elements of the sticker are identical to those of the sticker valid for a period of one calendar year for vehicles of up to 3,5 tonnes.
(5) To protect against counterfeiting, the label contains protective features.
Dimensions and shape of the sticker
The sticker shall have the shape of an irregular symmetrical hexagon with rounded corners of a radius of 4 mm. External dimensions are 61 x 61 mm with two shortened corners. The distance between opposite sides in horizontal and vertical directions is 61 mm.
Label Surface Solutions
(1) The symbol of the "Motorway" is 8.5 mm high and 7 mm wide. The symbol is located from the lower edge of the frame at 18,5 mm, from the upper edge 20,5 mm. The distance from the left edge of the frame is 28 mm and from the right edge is 13 mm.
(2) The symbol of the road sign "Road for motor vehicles" is 8,5 mm high and 7 mm wide. The symbol is located from the lower edge of the frame at 18,5 mm, from the upper edge 20,5 mm. The distance from the left edge of the frame is 37,5 mm and from the right edge 3 mm.
(3) The distance between the symbols of the road signs "Motorways' and" Roads for motor vehicles' is 2 mm.
(4) Vehicle mass data
(a) "vehicle up to 3,5 tonnes," or
(b) "vehicle over 3,5 to 12 tonnes"; or
(c) "vehicle over 12 tonnes":
is located in two rows on the front side of the sticker on the left under the holographic item, on the back side of the sticker is located on the right under the holographic item. The distance between the lower part of the text and the lower edge of the frame is 14 mm, the upper part of the text from the upper edge of the frame is 26,5 mm. The font height is 2,5 mm.
(5) The marked space to fill the registration plate is 34 mm wide, 5 mm high and is placed on the front of the sticker. Its upper part is 36 mm from the upper edge of the frame, the lower part is 6 mm from the lower edge of the frame. Under the marked space is the sign "license plate" placed in the right part of the sticker. The font height is 2 mm. The label in force also contains an indication of the registration plate, which is completed in such a way that it is not normally removable, e.g. by a filling pen, by a pen.
(6) The year of validity, expressed by a number identifying the year of validity in question, shall have 7 mm long digits which are placed on the upper right of the front of the sticker and on the upper left of the rear of the sticker. The lower edge of the digits is 29 mm from the lower edge of the sticker frame. The zeros are partially overlapping.
(7) Validity is shown in the sticker:
(a) for one calendar year, the letter "R" placed on the front of the sticker on the top right, on the back of the sticker on the top left. The height of the letter is 8 mm,
(b) for one calendar month, the letter "M" placed on the front of the sticker on the top right, on the back of the sticker on the top left. The height of the letter is 8 mm,
(c) for a period of 10 consecutive calendar days, the letter "D" placed on the front of the sticker on the top right and on the back of the sticker on the top left. The letter height shall be 8 mm.
(8) The holographic item is placed on the front side of the sticker at the top left and on the back side of the sticker at the top right. The shape of the holographic item is different from that of the vehicle referred to in paragraph 4.
(9) The two-letter series is 2,6 mm high, the six-digit serial number is 3 mm high and are located on the front side of the sticker over the holographic item. The series is shown under the serial number placed on the centre axis of the holographic item.
(10) In the case of labels with annual validity, on the front of the self-adhesive film in the lower left corner, the two-letter series is 3,5 mm high and the six-digit serial number is 3 mm high. The space for registration of the registration plate is defined under the information text on the back of the sheet.
Colour design of the sticker
The colours of the sticker elements referred to in Sections 1 (1) to (5) and 3 (5) and (7) shall be chosen in such a way as to guarantee their easy legibility and mutual recognition. With regard to the background colours of the sticker, one of the colours shall be the protection iris crossing of shades. In the case of stickers, it is used as a basic background for vehicles of total weight:
(a) up to 3,5 tonnes blue,
(b) more than 3,5 tonnes up to 12 tonnes of redfish;
(c) over 12 tonnes green.
Registration and treatment of labels
(1) Labels shall be recorded according to series marked in capital letters and six-digit serial numbers. The labels shall be recorded separately by category of vehicle by category of mass, by period of validity of the stickers, by accepted, sold and issued stickers. Labels shall be recorded as price in accordance with the special regulation.3)
(2) In particular, damaged, replaced or otherwise useless labels shall be recorded.
(3) The legal person authorised by the Ministry of Finance for the activities relating to the sale of stickers shall keep records of the stickers referred to in paragraph 1 and transmit them for distribution and sale on the basis of the transfer protocol.
(4) The validity of the monthly and 10-day stickers is marked by the seller's punching.
Replacement of stickers due to damage to a motor vehicle with a sticker glued on
(1) Damaged stickers are exchanged in the event of damage to a motor vehicle due to an accident. 4) Stickers removed from damaged motor vehicle shall be replaced by selected branches of Czech Post, p., listed in the Annex, on the basis of a duly completed application. The application shall be accompanied by an affidavit stating that he did not request compensation for the damaged sticker of the insurance company and a copy of the protocol (record) of the Police of the Czech Republic on the accident.
(2) The replacement of the sticker shall be possible if a two-letter series and at least three digits of the six-digit serial number of the sticker are maintained on the changed sticker which the applicant transfers to the transparent foil so that both the front and the rear side are visible.
(3) Only labels valid for one calendar year may be exchanged.
(4) Where the label has been replaced by an insurance company, no replacement sticker shall be provided.
The validity of the 1999 model labels proving the payment of the fee for use of motorways and express roads issued under the present Regulation shall not be affected until 31 January 2000.
They shall be deleted:
1. Decree No. 283 / 1997 Coll., on the model and registration of stickers proving the payment of the fee for the use of motorways and express roads and their handling.
2. Decree No. 260 / 1998 Coll., amending Decree No. 283 / 1997 of the Ministry of Finance Coll., on the model and registration of stickers proving the payment of the fee for the use and treatment of motorways and express roads.
This Decree shall take effect on 1 December 1999.
