DECLARATION
of 24 October 2018
amending Decree No. 146 / 2008 Coll., on the scope and content of the project documentation of transport structures
The Ministry of Transport provides pursuant to § 194 (c) of Act No. 183 / 2006 Coll., on Territorial Planning and Construction Regulations (Construction Act):
Decree No. 146 / 2008 Coll., on the scope and content of project documentation of transport structures, is amended as follows:
1. In Section 1, the words "and on the runway including track equipment 'are deleted.
2. In Paragraph 1, the current text becomes paragraph 1 and the following paragraph 2 is added:
"(2) This decree shall not apply to documentation for the issue of a common authorisation for railway construction and documentation for the issue of a common authorisation for the construction of motorways, roads, local roads and publicly available special-purpose communications. ';

Project documentation
Scope and content of project documentation
(a) the aircraft construction for the declaration of construction referred to in § 104 (1) (a) to (e) of the Building Act or for the issue of a building permit is listed in Annex 1 to this Decree;
(b) the aircraft construction for the implementation of the construction is listed in Annex 2 to this Decree;
(c) railway and rail construction for the declaration of construction referred to in § 104 (1) (a) to (e) of the Construction Act or for the issue of a building permit is listed in Annex 3 to this Decree;
(d) railway and track construction for construction is listed in Annex 4 to this Decree;
(e) the construction of motorways, roads, local roads and publicly accessible special-purpose roads for the declaration of construction referred to in § 104 (1) (a) to (e) of the Building Act or for the issue of a building permit is listed in Annex 5 to this Decree;
(f) the construction of motorways, roads, local roads and publicly accessible special-purpose roads for the implementation of the construction is listed in Annex 6 to this decree. "
4. The following Section 2a is inserted after Section 2:
(1) The scope of the individual parts of the project documentation must correspond to the type and importance of the construction, the construction design, the purpose of use, the environmental impact and the duration of the construction. Items of individual parts not included in the construction shall not be entered.
(2) The document part is attached to the project documentation. '

A.1 Identifying information
A.1.1 Construction data
(a) the name of the building;
(b) place of construction - airport / ICAO code, region, cadastral territory, address, descriptive numbers, parcustoms numbers of land, designation of air construction,
(c) subject matter of project documentation - new construction or change of completed construction, permanent or temporary construction, purpose of use of the construction.
A.1.2 Data on the builder
(a) the name, surname and address of the place of residence, if any; or
(b) the name, surname, business name, identification number of the person, if assigned, instead of the business, if the project relates to his business; or
(c) the business firm or name, the identification number of the person, if any, address of the registered office, if any, of the legal person.
A.1.3. Data on the documentation processor
(a) the name, surname, business name, identity number of the person, if any, place of business, if any, if it is a natural person who is in business or if it is a commercial company or name, identity number of the person, address of the registered office, if it is a legal person;
(b) the name and surname of the main designer, including the number under which he is entered in the register of authorized persons maintained by the Czech Chamber of Architects or by the Czech Chamber of Authorised Engineers and Technicians active in the construction, with a marked field or specialization of his authorization; in the case of an air ground installation project, the reference number issued by the Civil Aviation Authority,
(c) the names and surnames of the designers of the individual parts of the project documentation, including the number under which they are entered in the register of authorized persons held by the Czech Chamber of Architects or by the Czech Chamber of Authorised Engineers and Technicians active in the construction, with a marked field or specialization of their authorization; in the case of an air ground installation project, the reference number issued by the Civil Aviation Authority.

B.1 Description of construction territory
(a) the characteristics of the territory and the building site; the built-up territory and the unbuilt territory, the conformity of the proposed construction with the nature of the territory, the use and construction of the territory,
(b) details of compliance with a territorial decision or regulatory plan or public contract replacing a territorial decision or a territorial agreement;
(c) details of compliance with the zoning documentation, in the case of construction modifications to the change in use of the construction,
(d) information on decisions to authorise exemptions from the general land use requirements;
(e) whether and in what parts of the dossier the conditions of binding opinions of the authorities concerned are taken into account;
(f) listing and conclusions of surveys and analyses carried out - geological survey, hydrogeological survey, historical survey, etc.,
(g) protection of the territory under other legislation1) - conservation, conservation zone, especially protected area, flood area, etc., existing protection and safety zones,
(h) the location in relation to the flood area, subdolled area, etc.,
(i) impact of the construction on surrounding buildings and land, protection of the surroundings, impact of the construction on drains in the territory;
(j) requirements for sanitation, demolition, wood felling;
(k) the requirements for the maximum temporary and permanent seizures of the agricultural land fund or parcels intended for the performance of the forest function;
(l) territorial technical conditions - in particular the possibility of connecting to existing transport and technical infrastructure, the possibility of access to the proposed construction without barriers;
(m) physical and temporal linkages of the construction, contingent, induced, related investments;
(n) the list of land according to the cadastral of the property on which the construction is carried out;
(o) a list of the land according to the cadastral of the property where the protection or security zone is established; this does not apply to the protection zone of air construction subsequently established under Act No. 49 / 1997 Coll., as amended.
B.2 General description of the construction
B.2.1. Basic characteristics of the construction and its use
(a) a new construction or modification of the completed construction; for the change of construction, data on its current condition, conclusions of construction technical or historical survey, and results of static assessment of supporting structures,
(b) permanent or temporary construction;
(c) the purpose of the use of the construction;
(d) information on decisions taken to allow an exemption from technical requirements for construction and technical requirements ensuring the barrier-free use of the construction;
(e) protection of construction under other legislation;
(f) proposed construction parameters - built-up area, built-in space, usable area, number of functional units and their size, number of users or workers, operational capacity of construction, air traffic - day / night etc.,
(g) basic balance of construction - needs and consumption of media and materials, rainwater management, total quantities produced and types of waste and emissions, energy performance class of buildings, etc.,
(h) basic construction assumptions - time data on implementation of the construction, breakdown into stages;
(i) the indicative cost of the construction.
B.2.2 Total urban and architectural solutions
(a) urban planning - territorial regulation, spatial solution composition,
b) architectural solution - composition of shape, material and colour solution.
B.2.3 Total operational solutions, production technology
B.2.4 Handicap use of the building
Principles for dealing with accessibility and use of construction by persons with reduced mobility or orientation, including information on conditions for the performance of the work of disabled persons.
B.2.5 Safety when using the construction

(c) the impact on the Natura 2000 system of protected territories;
(d) the way in which the conditions of the binding opinion are taken into account in the environmental impact assessment, if any,
(e) in the case of projects falling under the integrated prevention scheme, the basic parameters of the way in which best available techniques or integrated permits are implemented, if issued;
(f) the proposed protection and safety zones, the scope of the restrictions and the conditions of protection under other legislation.

(p) laying down the conditions for the implementation of the construction in terms of air safety.
C Situation drawings
C.1 Situation drawing of broader relations
(a) measure 1: 1 000 to 1: 50 000;
(b) connection of the construction to transport and technical infrastructure;
(c) existing and proposed protection and security zones; this does not apply to new protection zones of air structures subsequently established under Act No. 49 / 1997 Coll., as amended,
(d) the marking of the boundaries of the territory concerned.
C.2 Catastral situation drawing
(a) the scale by the cadastral map used;
(b) a drawing of the proposed construction;
(c) identification of links and effects on the environment.
C.3 Coordination situation drawing
(a) measure 1: 200 to 1: 1 000, for large-scale buildings 1: 2 000 or 1: 5 000, for a change in the building, which is a cultural monument, for a building in a conservation or conservation zone of the scale 1: 200;
(b) existing buildings, transport and technical infrastructure;
(c) land border, parcustoms numbers,
(d) the border of the territory concerned;
(e) existing altimeter and semi-copy,
(f) identification of the individual structures proposed and removed and the technical infrastructure;

C.4 Special situation drawings
Situation drawings, prepared on an appropriate scale as appropriate, showing the special requirements of objects, technological equipment, technical networks, infrastructure or related engineering measures, including barrier-free measures for accessibility and use of construction by persons with reduced mobility or orientation and environmental features - Natura 2000 protected area system, environmental stability system, significant landscape features, protected areas, etc.
D Documentation of objects and technical and technological equipment
Documentation of building objects, engineering objects, technical or technological equipment shall be processed after the objects and sets of technical or technological equipment in the following subdivisions to a reasonable extent.
D.1 Documentation of building or engineering object
D.1.1 Architectural and construction solutions
a) Technical report - architectural, art, material, layout and operational solutions, barrier-free use of the building; design and construction technical solutions and technical characteristics of the construction; building physics - thermal technology, lighting, sunbathing, acoustics - noise, vibration - description of solutions, listing of used standards.
(b) Drawing section - drawings of the construction pit; ground floor, floor and roof floor, with dimensional cubits of main dividing structures, holes in perimeter structures and overall dimensions of construction mass; a description of the purpose of the use of flat-surface rooms, including the graphical resolution of the characteristic material solution of the basic structures; characteristic cuts with basic design solutions, including cuts documenting the link to the existing installation, in particular with regard to the depth of the construction of the proposed construction and construction of existing ones, with height cubits related to the existing terrain, including a graphical distinction between the characteristic material solutions of the basic structures; views showing the basic height solution, colour and characteristics of surface materials; views documenting the integration of the construction into existing buildings or landscapes.
D.1.2 Construction solutions
(a) Technical report - a description of the proposed construction system, the result of the survey of the current state of the construction carrier system in the design of its change; design materials and main design elements; the values of the useful, climatic and other loads considered in the design of the structure; the design of specific, unusual structures or technological processes; securing the construction pit; technological conditions for the process of work which could affect the stability of the construction itself or adjacent buildings, as appropriate; principles for the implementation of cutting, sealing and strengthening structures or permeability; requirements for checking covered structures; a list of the supporting documents used, standards, technical regulations, etc.; specific requirements on the scope and content of the documentation for the implementation of the construction or, where applicable, the documentation provided by its contractor.
(b) Drawing section - Drawings of foundations, unless these structures are shown in building drawings of foundations; the shape of monolithic concrete structures; drawings of assembly of parts of the assembled concrete structure; Drawings of assemblies of metal and wood structures, etc.
(c) Static assessment - supporting documents used - basic standards, regulations, load and material data, verification of basic conceptual design solutions; the design stability assessment; determination of the dimensions of the main elements of the structure, including its formation; dynamic calculation if dynamic stress is applied to the structure.
D.1.3. Fire safety solutions
D.1.4 Construction environment technology
The documentation shall identify the equipment and systems in technical detail showing compliance with standards and legislation. It defines basic material, technical and technological, layout and operational characteristics of equipment and systems. It shall specify the essential quality and safety requirements for equipment and systems.
The documentation shall, as a general rule, be processed separately for each part according to a specific construction and shall include in particular:
- medical installations,
- air conditioning and heating, cooling,
- measurement and regulation,
- heavy current electrical equipment including lightning protection,
- electronic communications,
- dedicated technical equipment,
- dedicated fire safety equipment and others.
The content and scope of the documentation will be adapted to the nature and technical complexity of the building and equipment. It is useful to organise the documentation according to the construction process.
The documentation shall in particular include:
