DECLARATION
Ministry of Industry and Trade
of 3 September 1996
on states of emergency in electricity
The Ministry of Industry and Trade provides, pursuant to § 45 (6), with regard to § 12 (2) and (7) of Act No 222 / 1994 Coll., on the Terms and Conditions of Business and on the Performance of Government Administration in the Energy Sector and on State Energy Inspection, hereinafter referred to as "the Act ':
Means of reducing electricity consumption
(1) The consumption of electricity in emergency or immediate avoidance ("emergency") 1 shall be limited by the following means:
(a) by reducing the performance of the customer in accordance with the declared stages of the consumption reduction plan (the regulatory plan), a mass remote control system or a supply of electricity with different parameters, i.e. frequency and voltage, than those provided for in the technical standards or conditions concluded in the electricity supply contract; the regulatory plan, as set out in Annex 1 to this Decree, is a procedure to prevent or address emergency situations caused by a lack of electricity supplied to customers after the depletion of all resources and assistance in the import of electricity from abroad,
(b) an interruption in the supply of electricity where the customer's demand facilities are disconnected from the supplier's distribution facility or the parts of the distribution facilities are switched off or the supply of electricity is limited to zero in accordance with the switching and frequency plan.
(2) The switching-off plan, as set out in Annex 2 to this Decree, is a procedure for the rapid and short-term interruption of the supply of electricity to customers, which is treated exceptionally in the event of the disposal of major system or local disturbances in the electricity system, unless other possibilities for limiting the load on the system can be used.
(3) The frequency plan set out in Annex 3 to this Decree is a means of preventing and addressing emergency situations associated with emergency frequency change.
(4) In accordance with the frequency plan, technical means are installed to automatically reduce consumption on the facilities of authorisation holders and on the facilities of certain electricity customers. The choice of the places and the fitting-out of the funds for those customers and their reimbursement shall be made by the authorisation holder, taking into account the operating conditions of the customers.
Scope of the restriction on electricity consumption
(1) The scope of the restriction on electricity consumption in the territory where there is a imminent emergency or for which an emergency has been declared is determined by the application of the relevant stage of the regulatory and shut-off plan, the use of which is determined on the basis of an assessment of the situation by the central electricity dispatcher and by the automatic operation of the frequency relays in accordance with the frequency plan.
(2) The scope of the restriction of electricity consumption under the regulatory plan is derived from the agreed technical maximum, which is the value of the quarter-hour average of the electricity output that can be withdrawn from the supplier's distribution facility under the contract concluded.
(3) The regulatory plan may limit consumption to a safety minima, which is the lowest value of contracted performance by the customer, where the lives and health of persons are not compromised and no damage to the production facility or significant material losses occur.
Procedure for the creation and removal of emergency consequences
(1) Restrictions on the consumption of electricity in emergency situations are declared by the mass media, via telephone and fax connections and a system of mass remote control.
(2) In cases where there is a risk of default, the restriction of consumption to prevent emergency situations shall be implemented by the appropriate dispatcher without prior notice.
(3) The removal of emergency situations arising from installations for the production and distribution of electricity shall be carried out according to emergency plans and the specific situation in the electricity system. The requirements of the emergency plan are set out in the methodical instruction prepared by the Ministry of Industry and Trade.
Efficacy
This decree shall take effect on the day of its publication.

REGULATORY PLAN
The individual regulatory stages of the regulatory plan shall be determined by the limits of performance collected by selected customers. The limitation of the power to be withdrawn is the reduction of the agreed hourly output in the hourly load diagram for customers with a recording record of consumption and the reduction of the agreed average hourly output for other customers by the value of the regulatory load.
For each of the selected customers, the scope of the power charge for regulatory steps 2 to 5 is 37% of the technical maximum agreed between the supplier and the customer. It is possible to break down the value of the restriction into several regulatory degrees.
The power charge in each regulatory stage is determined by a central electricity dispatching system based on systemic considerations. The values of the level-by-grade reduction are part of the electricity supply contract within the meaning of Section 15 (2) (a) of the Act between the supplier and the electricity customer.
Control steps
Basic degree
It expresses the normal operating state of the Czech electricity system with balanced power balance and the necessary power reserve.
Regulation No 1
It draws the attention of the customer to the need for strict compliance with the agreed hourly power values in the sampling diagram due to the situation in the electrical system near the emergency.
Regulation No 2
It represents a reduction in the output of selected customers from very high voltage networks up to 30 minutes after publication. The announcement and withdrawal of the regulatory level shall be carried out by a central electricity dispatching system through the dispatches of the authorisation holders according to the principles of the dispatching procedure by telephone, fax or a system of mass remote control, or by other comparable and mutually agreed means.
Regulation No 3
It represents a reduction in the output of selected customers from very high voltage networks and high voltage networks with an agreed technical maximum of more than 1 MW, valid up to 30 minutes after publication. The announcement and withdrawal of the regulatory level shall be carried out by a central electricity dispatching system through the dispatches of the authorisation holders according to the principles of the dispatching procedure by telephone, fax or a system of mass remote control, or by other comparable and mutually agreed means.
Regulation No 4
It represents a reduction in the output of selected customers from high-voltage networks with an agreed technical maximum of up to and including 150 kW up to and including 1 MW, valid within four hours after publication unless a longer period is set.
Regulation No 5
It represents a reduction in the output of other selected customers from high voltage networks with an agreed technical maximum of up to and including 150 kW up to and including 1 MW, valid within four hours after publication, unless a longer period is specified.
Regulation No 6
It represents a reduction in the output of selected customers to the value of the safety minima, with the possibility of a reduction within one hour after publication.
Regulation No 7
It represents a reduction of the withdrawn output of selected customers to the value of the safety minima with the possibility of a reduction within eight hours after publication.
Regulation Nos 2 to 5 may be declared and enter into force simultaneously. The allocation of customers to regulatory steps 2 to 7 and the determination of the size of the power limits for a particular customer in each regulatory stage shall be negotiated by the corresponding authorisation holder for divorce in the electricity supply contract.
Regulation Nos 2 to 7 do not apply to customers whose predominant activity is in the field of executive health [Sectoral classification of economic activity codes 2) 85.11, 85.12, 85.13, 85.14 1], connections (64.11 1, 64.11 2, 64.20, 64.20 1), water equipment (41.0), fire protection (75.25), State defence (75.22), production of food and beverages (15.2, 15.51, 15.81), deep-water mines (10.1, 10.2), civil aviation transport (63.23), urban public transport (60.1, 63.21), buildings and equipment of the Ministry of the Interior (75.23) and the Czech Republic Police of the Czech Republic (75.24).
The level of basic and regulatory step 1 to 7 shall be declared and withdrawn by the central electricity dispatching via mass media at regular time intervals.

COMPLETION PLAN
The interruption of the supply of electricity to customers shall be done by shutting down selected outlets in high voltage and very high voltage distribution stations, as a rule, for a period of up to two hours from publication.
The immediate shutdown of the customer's equipment according to the cut-off plan shall be issued by the appropriate dispatcher by telephone in accordance with the dispatching procedure principles.
The percentage of off-mode power in relation to the annual maximum load of the relevant authorisation holder for the last year shall be indicated in the individual switch-off stages.
Discharge stages
Switching steps No 21 to 25
At stage 21, selected sections of high voltage and very high voltage distribution devices are switched off to such an extent that the restriction on consumption does not exceed 2,5% of the annual maximum load on the relevant power distribution holder. Each higher degree shall include the value of the output of the off-mode devices of customers at the previous stage plus 2,5% of the annual maximum load on the relevant authorisation holder for the divorce (12,5% in total).
Switching steps 26 to 30
When stage 26 is declared, selected sections of high voltage and very high voltage distribution devices shall be switched off in such a way that the consumption limitation does not exceed 17,5% of the annual load limit of the relevant authorisation holder for the electricity distribution. Each higher stage shall include the value of the disconnected output of the off-mode devices of customers at the previous stage plus 5% of the annual maximum load on the relevant authorisation holder for the divorce (37,5% in total).
The area covered by the cut-off shall be indicated when announcing the switch-off steps and the duration of the required power limitation shall be specified. In cases where it is not possible at the same time to determine the time of the restriction at the time of issuing the order, that period shall be declared retrospectively but no later than two hours after the issuing of the off-set order. The switch-off steps No 21 to 30 cannot be declared simultaneously.
The power charges of individual switching grades are mutually agreed between the central electricity dispatcher and the holder of the divorce authorisation.

FREQUENCY PLAN
The objective of the frequency plan measures is to reduce the generation of major system failures, to return and maintain the frequency after the failure at values at which the technical equipment of power plants and electricity customers is not compromised, and to create conditions for the rapid return of the electricity system to normal operating conditions, which are determined in terms of frequency by the range of 49,8-50,2 Hz. In this band, the frequency is maintained at a given value by basic measures against the occurrence of an emergency, i.e. by the primary regulation of the turbines of power blocks and by the activities of secondary regulation of the frequency and transmitted power of the electricity system of the Czech Republic.
In marginal cases where, following the exhaustion of both resource and consumption measures to maintain the frequency within acceptable limits, its value deviates further, the frequency plan aims to maintain the operation of critical power stations in operation at its own consumption, thereby creating conditions for accelerating the recovery of voltage and normal operation of the electricity system.
1. Measures of the frequency plan at reduced network frequency
1.1 In the frequency drop band below 49,8 Hz up to 49,0 Hz, measures are taken on the side of the resources connected to the affected network.
In particular, stable frequency control, automatic power increase of operated sources, automatic and according to the instructions of the relevant dispatcher manual phasing and loading of prepared sources, automatic and manual shut-off of pump pump power units is ensured.
The measures are carried out at the specified frequency values in such a way as to avoid an increase in the risk of the operation of the Czech Republic's electricity system or of neighbouring states.
1.2 In the frequency drop band below 49,0 Hz, measures are taken in the area of electrical system load.
The pre-specified load volumes are automatically disconnected in the frequency steps using the frequency relay. The number of degrees, their setting and the size of the volumes of the disconnected load are determined on the basis of system calculations of fault modes and in accordance with agreements with the electricity companies of the countries with which the electricity system of the Czech Republic is synchronously connected.
For the resolution of system failures, automatic automatic frequency load relief shall be used with tiered action in the 49,0 to 48,1 Hz frequency band. In addition to the automatic load relieving system, local automatic load relieving with degrees and below 48,1 Hz can be performed to address local scale failures.
1.3 In the frequency drop band to 48.0 Hz and below, the selected critical sources are automatically disconnected from the network and converted to self-consumption.
The disconnection of resources takes place at frequency levels such that technical constraints on resources are not exceeded and the transition to self-consumption is reliable.
2. Measures of the frequency plan at increased network frequency
In the frequency increase band above 50,2 Hz, resource measures are taken. In particular, stable regulation of the turbin frequency, automatic reduction of operating power, automatic and in accordance with the instructions of the relevant dispatcher shall be ensured by manual disconnection of power plants from the network and their conversion to captive operation.
The measures are carried out at the specified frequency values and for selected power plants so as to avoid an increase in the risk of the operation of the Czech Republic's electricity system or neighbouring state systems.
3. Processing, issue and update of the frequency plan
The frequency plan shall be processed by a central electricity dispatcher in cooperation with the power generation authorisation holders in significant sources and with the power distribution authorisation holders. When selecting the disconnected load, account shall be taken of the safety of the operation of the equipment and of the risk of damage to the customers concerned.
The elaborated frequency plan for a specific technical condition and the way in which the electricity system of the Czech Republic is connected to international interconnections is issued by a central electricity dispatcher in the form of operational instructions.
If there are changes in the electricity system of the Czech Republic in connection with foreign systems that affect the frequency plan, the central electricity dispatching system is updated in cooperation with the power generation and distribution authorisation holders.
If these changes do not occur, the central electricity dispatcher shall check the current frequency plan at least once every four years.
