DECLARATION

of 16 January 1998
on the external designation of the police and the demonstration of police competence
The Ministry of Interior provides pursuant to § 11 (b), § 50a (4) and § 54 (3) of the Act of the Czech National Council No. 283 / 1991 Coll., on the Police of the Czech Republic, as amended by the Act of the Czech National Council No. 26 / 1993 Coll. and Act No. 326 / 1993 Coll.:
INTRODUCTORY PROVISIONS
Subject matter
This decree provides for:
(a) method of external marking and badges of the Police of the Czech Republic ("police"), models of service uniforms of police officers ("police") and special colour and marking of service vehicles, vessels and aircraft of the police, 1)
(b) details of evidence of police involvement, 2)
(c) further details on the demonstration of the competence of soldiers in active duty called upon to carry out police tasks.

Method of external identification of police officers
(1) The police wearing the service uniform 92 are marked on the sleeve of the uniform by the sleeve of the police, which forms a large national emblem of the Czech Republic with the word "POLICIE" in white frame on the background of the dark blue colour ("sleeve emblem"). The sleeve character pattern is shown in Annex 1, Figure 1.
(2) Police officers who wear a working uniform of 92 and a suit of 92 shall, in addition to the sleeve marking referred to in paragraph 1, bear the yellow inscription "POLICIE," on the jacket and in combination with the yellow inscription "POLICE," which shall form yellow letters on a dark background. The model of the yellow inscription "POLICE 'is shown in Annex 1, Figure 2.
(3) Police protection services ensuring the protection of the President of the Czech Republic and the protection of the premises in which the President resides, hereinafter referred to as "the President's Protection Service ', shall be marked with the inscription" BRAD POLICE', which shall form white letters in the light-blue frame on a dark background. The model of the inscription "FOREIGN POLICE 'is shown in Annex 1, Figure 4.
Police badges
(1) The police badges are:
(a) the identification number constituting:
1. the metal plastic design of the police symbol, the lower edge of which is a six-digit number, the pattern is shown in Annex 1, Figure 5; or
2. yellow six-digit number on a dark background, the pattern is shown in Annex 1, Figure 10,
(b) a symbol of the police, which forms a circle symbol with an eight-point star whose circumference is the words "POLICE OF THE CZECH REPUBLIC"; the model of the police symbol is shown in Annex 1, Figure 6;
(c) a badge of the criminal police service, which forms a metal oval of blue colour, with a silver frame. The upper part of the badge is a plastic symbol of the police, underneath which are three horizontal stripes in national colours and the inscription "SERVICE OF CRIMINAL POLICE AND INVESTIGATION." There is an engraved five-digit number at the bottom of the badge; The pattern of the badge of the criminal police service is shown in Annex 1, Figure 7.
(2) The badges of police officers of the President's Protection Service are:
(a) the substance character of the President's Protection Service with the words "Semper Fidelis"; the model of this character is shown in Annex 1, Figure 8,
(b) the metallic character of the President's Protection Service with the words "Semper Fidelis"; the model of this character is shown in Annex 1, Figure 9.
Models of service uniforms
(1) Staff uniforms form part of the service equipment intended for uniform equipment of police officers. The external appearance of the service uniforms is characterized by the colour and cut of the uniforms, the external marking and badges of the police and the rank of the police officers.
(2) Staff uniforms, depending on the purpose of their use, occur in different types and assemblies of the equipment. The models of service uniforms are shown in Annex 2.
Location of the external marking and badges of the police on the service uniform
(1) When wearing a uniform, 92 is
(a) the sleeve character on the left sleeve,
(b) the identification number visibly placed on the left side of the policeman's chest.
(2) When wearing a service uniform 92 and suits 92, the sleeve character and the identification number shall be placed mutatis mutandis as specified in paragraph 1. Next on the left side of the chest and on the back of the jacket and the uniform of 92 officers is the yellow sign "POLICE."
(3) When wearing a uniform of police officers of the President's Protection Service, the metallic character of the President's Protection Service and the inscription "FULL POLICE" are placed on the left side of the police's chest. On the service uniform of the officer of that department, the mark and inscription shall not be worn. On both sleeves of the uniform of police officers and officers of the President's Protection Service is the fabric of this unit.
(1) For the service uniforms referred to in paragraphs 1 and 2 of Section 5, additional components of the service equipment with an identification number placed on the market mutatis mutandis, as referred to in Section 5 (1) (b), e.g. for use on a motorcycle, as well as reflective, protective or other devices with a yellow or black and white inscription "POLICE" may be used; Reflective means means components of yellow colour with the white inscription "POLICE 'on the ground of green.
(2) The service uniform referred to in § 5 (3) may be accompanied by additional components with the characteristics of the President's Protection Unit, such as raincoat.
Special colour and marking of police service vehicles
(1) The service vehicle of the police is a special colour and marking (hereinafter referred to as "vehicle") in white with a horizontal green stripe on the side of the vehicle. The vehicle is marked on the sides and back with a black and white inscription "POLICE '. This inscription consists of black letters on white background. On the front of the vehicle is a symbol of the police or a black and white sign" POLICE. "The model of the black and white inscription" POLICE' is shown in Annex 1, Figure 3.
(2) A police service vehicle which does not have the special colour design provided for in paragraph 1 and which is referred to as a police service vehicle shall be marked with the black and white inscription "POLICE" on the front and side sides of the vehicle. If such a vehicle is parked, it may be marked only behind the windscreen of the vehicle.
(3) For the specific colour design of motorcycles, paragraph 1 shall apply mutatis mutandis, provided that the scope of this design is limited by the design of the type of motorcycle. The specified colour combination must be maintained.
Special colour and marking of police service vessels
(1) The service vessel of the police is a special colour and marking (hereinafter referred to as "vessel") of white colour with a horizontal green stripe around the whole circumference of the vessel. The vessel is marked on the sides with a black and white sign "POLICE ', which may also be on the front of the vessel.
(2) A police official vessel which does not have the special colour provided for in paragraph 1 and which is designated as a police service vessel shall be marked with the black and white inscription "POLICE" on the sides and behind the windshield of the vessel. If such a vessel is anchored, it may be marked only behind the windscreen.
Special designation of police service aircraft
The police service aircraft is marked with a symbol of the national flag of the Czech Republic in the shape of a spherical triangle on the hull or keel surface. On the bottom and sides of the fuselage of the police service aircraft is the inscription "POLICIE" with letters of such colour as to contradict the background colour of the inscription.
PROHIBITION OF ACCESS TO THE POLICE AND IMPLEMENTATION OF THE TASKS OF POLICE
Demonstration of police affiliation with a service card and badge of a criminal police service
A police officer shall present to the police for inspection the front of a photo card or the front of a badge of a criminal police service without giving it away. A police officer in civil clothing may also prove his / her responsibility to the police by placing a service card or badge of a criminal police officer on the left side of the chest in such a way that his / her front page is visible. The model of the service card is shown in Annex 3, Figure 1.
Demonstration of the competence of soldiers called upon to carry out police tasks
(1) An active-duty soldier called upon to carry out the duties of police4) ("soldier") demonstrates responsibility for the performance of the duties of the police ("jurisdiction") by his prescribed uniform with the external designation "POLICE" ("uniform") or by oral declaration or by a certificate confirming the authorisation to carry out the duties of the police ("card").
(2) A soldier shall only use the oral statement "police" when the conditions and circumstances in the performance of a particular police task do not allow the soldier to prove his competence in a uniform manner.
(3) When proving jurisdiction, a soldier shall present the front of the licence for inspection without giving it away.
(4) The external marking "POLICE" referred to in paragraph 1 is a sleeve with a black and white inscription "POLICE." This inscription is similar to the black and white "POLICE 'inscription in Section 7 (1). The model of the soldier card is shown in Annex 3, Figure 2.
Decree of the Ministry of Interior of the Czech Republic No. 290 / 1992 Coll., implementing the Act of the Czech National Council No. 283 / 1991 Coll., on the Police of the Czech Republic, is amended as follows:
1. In the opening sentence of the decree, the words "and 54" are deleted.
(2) Sections 2 and 3, including Notes 6), 7) and 8) shall be deleted.
3. The annex to the Order is deleted.
FINAL PROVISIONS
Efficacy
This Decree shall take effect on 1 July 1998.
