Legislative measures on management funds in machinery and tractor stations

on directors' funds in machinery and tractor stations.
The Bureau of the National Assembly of the Czechoslovak Republic has decided on the following legal measure under Article 66 of the Constitution:
§ 1.
In order to encourage the material interest of machinery and tractor station workers (hereinafter referred to as "stations') in further increasing the yield of agricultural crops, in meeting the production financial plan and in reducing their own costs, in improving the cultural and social conditions of such workers and in increasing the initiative and accountability of station managers, a Management Fund (hereinafter referred to as" the Fund ') shall be established in the stations.
§ 2.
(1) The allocation to the Fund shall be in the amounts fixed under:
(a) the amount of remuneration in kind for station work;
(b) the amount of remuneration for station work;
(c) the number of hectares carried out by autumn orbs, condiments, senoses, interline cultivation, combine harvesting and straw harvesting;
(d) the amount of savings made by reducing the own costs determined by the station's production plans.
(2) The Ministry of Agriculture and Forestry transfers allocations from the State budget to the Fund.
§ 3.
(1) An allocation of 5% of the prices for the current year's remuneration to the fund is determined on the basis of the actual remuneration to the beneficiaries for the work of the stations.
(2) The Ministry of Agriculture and Forestry may, in agreement with the Ministry of Finance and after the hearing of the Unified Trade Union Organisation, amend the fixed amount of the allocation of natural remuneration.
(3) The allocation from the Fund's in-kind remuneration shall be granted on condition that the plan for the contribution from the network's in-kind remuneration, including the balances of the previous period, to be settled in the current year has been fulfilled; In addition, for the granting of the allocation of natural remuneration by the single agricultural cooperative ("cooperative '), the cooperative needs to obtain the yield provided for by the type contract between the station and the cooperative. A further condition for granting this allocation in full is not to exceed the planned costs (§ 7).
(4) The allocation to the fund of natural meat and milk remuneration is reduced by 5% if the centres have failed to meet the annual senosec plan.

§ 4.
(1) An allocation of 2% of the cash remuneration paid for the work of the stations shall be granted on condition that the annual performance plan in the field work and the discharge plan has been met in average hectares and subject to 100% compliance with the revenue plan. If the revenue plan is met at 90% or less, this allocation shall not be granted. For each percentage of compliance with the revenue plan above 90%, 10% of the allocation to which the network would be entitled if the revenue plan was met shall be granted. A further condition for granting this allocation in full is not to exceed the planned costs (§ 7).
(2) No allocation to the Fund is granted on the basis of the income from the work for the 1955 harvest and the years preceding.
§ 5.
(1) The allocation to the Fund is 1,80 CZK for each hectare actually carried out, the condition of 1,50 CZK, the harvest of grain harvesters 1,70 CZK, senoseče 1, - Kčs, interline cultivation 1,50 CZK.
(2) These allocations shall be transferred to the Fund on condition that the station has fulfilled the plan of the said works and, as regards cooperatives, in the quality and within the deadlines set by the type contracts between the station and the cooperatives.
(3) The Ministry of Agriculture and Forestry may, in agreement with the Ministry of Finance and after hearing, amend and supplement the types of work for which allocations to the Fund are granted and the level of allocations.
(4) For each hectare of work carried out in excess of the plan, allocations to the Fund shall be made at twice the amount.
§ 6.
(1) 25% of the actual achieved own-cost savings provided for in the production plan shall be transferred to the Fund on condition that the Centre has complied with the annual field work and discharge plan in average hectares.
(2) In determining the amount of the savings achieved by reducing own costs, the amounts resulting from the reasons which are not dependent on the production activities of the stations shall not be taken into account in this saving.
§ 7.
The allocation to the fund of in-kind and cash remuneration may be carried over in full if the stations do not exceed the planned costs. If the planned costs are exceeded, the allocation to the Fund shall be reduced by twice the percentage of the expenditure exceeded by the allocation to the Fund. If it exceeds 10% of the planned costs, the allocation of actual and cash remuneration to the fund falls at all.
§ 8.
(1) The total annual allocation to the Fund may not exceed 5% of the annual wage fund of the staff of the station converted into the actual extent of the agricultural work carried out, including the beatdown.
(2) The amount of the allocations transferred to the Fund is determined on the basis of an approved annual balance sheet. The allocation for each hectare carried out by interline cultivation shall be carried over to the Fund on 31 July of the same year, the allocation for each hectare carried out by the condition, the harvest of the combine and the cenoche on 31 October of the same year and the allocation for each hectare carried out by the autumn orbs on 31 January of the following year.
(3) The level of the allocation is reviewed by the agricultural management of the Regional National Committee and approved by the Regional National Committee.
§ 9.
(1) The Director of the Centre uses the Fund's resources
(a) to expand, improve and improve production, to build and repair residential homes managed by stations and to improve production (implementation of improvement proposals, etc.) and beyond planned investments, at the rate of 40% of Fund funds;
(b) to pay individual rewards to the winners of socialist competitions, to the staff of the station for excellent work, to pay workers' recreation vouchers and to pay one-off assistance to the staff of the station;
(c) to improve the cultural, social, hygienic, health and safety care of station workers (for the establishment of children's facilities, clubs and tractor brigades centres, for the purchase of inventory for such facilities, for physical purposes and such as).
(2) Expenditure relating to the Fund may be carried out only at the amount already transferred to the Fund. The disbursement of amounts which are still expected to be transferred to the Fund shall be prohibited.
(3) The budget of the Fund shall be approved by the Director of the Station after consultation of the Racing Committee. The use of the Fund's resources, in particular the purpose and amount of the sums spent, shall be made known to all the staff of the station.
§ 10.
The Ministry of Finance is responsible for checking the transfer of the fixed amounts to the Fund and issuing them at the stations. The right of the Ministry of Agriculture and Forestry to carry out this check and its responsibility for it shall remain unaffected.
§ 11.
The Ministry of Agriculture and Forestry will issue detailed directives in agreement with the Ministry of Finance and a unified trade union organisation to implement this legal measure.
§ 12.
This legal measure shall take effect on 1 January 1956; they shall be carried out by the Minister for Agriculture and Forestry in agreement with the Minister for Finance.
