Law on Honours and Honourable Recognition

about honours and honours.
The National Assembly of the Czechoslovak Republic decided on the following Act:

Část první.

Honours.
§ 1.
(1) The Government may, with the agreement of the President of the Republic, establish honours by means of regulations and other types of honours.
(2) The Order is a token of gratitude and recognition for the excellent merit of the Czechoslovak Republic, in particular its working people, and also for the particularly important work of creative, as well as for the successful and excellent act of command or for heroism in defending the country.
(3) Other types of honours are an expression of gratitude and recognition for outstanding action or performance or for particularly excellent bravery, determination or dedication, expressed for the benefit of the whole.
§ 2.
The Government may, with the agreement of the President of the Republic, lay down regulations for the preferred rights, benefits and special honours or cash and other remuneration which may be awarded together with the honours.
§ 3.
(1) The honour is given by the President of the Republic; The President of the Republic may authorise another institution to lend honours on his behalf.
(2) The proposal to lend honours to the President of the Republic is made by the Government.
§ 4.
Honours may be given to citizens and foreigners (also after death) or to sets of persons, such as working groups, or to military and similar departments, enterprises, institutes and state bodies (hereinafter referred to as "departments') or their symbols.
§ 5.
The President of the Republic is responsible for the highest levels of all Czechoslovak honours; he holds them even if he ceases to be President of the Republic, unless he loses his office for treason.
§ 6.
(1) The decorated one shall receive, at the same time as the award, an award (diploma).
(2) Honours and diplomas are left to his family in death.
(3) In the event of the demise of a decorated group of persons or a decorated unit, the honours and diplomas of the office which manages the honours shall be returned.

Honorable appreciation.
§ 7.
(1) Honourable recognition is honorary titles, public recognition and commemorative badges.
(2) The Government may lay down honorary titles and honours associated with them for specially deserved and excellent workers. Academic degrees awarded by universities and honorary citizenship are not affected by this.
(3) The President of the Republic, the Government or its members and the Heads of Central Authorities may show public recognition. The details shall be determined by the Government by a regulation which, with the agreement of the President of the Republic, may also specify when priority rights, benefits and special honours or monetary and other remuneration are attached to public recognition.
(4) The Government may, by means of a resolution, base commemorative badges and determine the details of their granting; commemorative badges are not worn on a ribbon.

Common provisions.
§ 8.
Czechoslovak citizens (sets of persons and departments) can accept foreign honours and foreign honorary titles only if the President of the Republic agrees on the proposal of the Government.
§ 9.
(1) If a decorated act, which makes it an unworthy honour or an honorary recognition, has been committed, or if the facts have subsequently come to light, indicating that the award or the honorary recognition has been given to it undeservedly, it loses the award or the honorary recognition. For the same reasons, the right to wear foreign honours or to use a foreign honours will cease.
(2) Whether the facts referred to in paragraph 1 have arisen are decided by a six-member commission set up for the entire national territory at the Ministry of Interior. The members of the Commission and their representatives shall be appointed and withdrawn by the Government. The Commission's decision is final. Its Rules of Procedure shall be issued by the Ministry of the Interior by a decree in the Official Journal.
(3) The provisions of criminal laws on the loss or withdrawal of honours and honours remain unaffected.
§ 10.
Who unjustly personifies honours or honorary recognition, who, without the consent of the President of the Republic, is publicly wearing foreign honours or using a foreign honorary title, who sets up or grants a badge which could lead to confusion with a medal or a commemorative badge, as well as who publicly wears such a badge, will be punished - unless the offence is a criminal offence - by the District National Committee, by a fine of up to 50,000 Kns or a sentence of freedom within three months. In the event of imperfections, a replacement sentence shall be imposed at the rate of guilt within three months.
§ 11.
(1) The honours and honours thus far established are not affected by this law; for their further lending, for their withdrawal and for the amendment or repeal of the regulations on them, this law shall apply.
(2) The Law of 21 October 1936, No 268 Coll., on Regulations and Titles, and the Law of 25 March 1948, No 55 Coll., amending and supplementing the Law of 21 October 1936, No 268 Coll., on Regulations and Titles, are hereby repealed.
§ 12.
This Act shall take effect on the day of its publication; it shall be carried out by all members of the Government.
