laying down conditions for the fire safety and performance of state fire control (Fire Prevention Order)
The Ministry of the Interior (hereinafter "the Ministry ') provides for the implementation of § 6b, § 11 paragraph 8, § 15 paragraph 2, § 16 paragraph 4, § 17 paragraph 5 and § 31a of Act No. 133 / 1985 Coll., on Fire Protection, as amended by Act No. 425 / 1990 Coll., Act No. 40 / 1994 Coll., Act No. 203 / 1994 Coll., Act No. 163 / 1998 Coll., Act No. 71 / 2000 Coll. and Act No. 237 / 2000 Coll. (hereinafter" the Act'):
INTRODUCTORY PROVISIONS
Basic concepts
For the purposes of this decree:
(a) fire safety - a summary of organisational, territorial, construction and technical measures to prevent fire or explosion with subsequent fire, to protect persons, animals and property in the event of fire and to prevent its spread;
(b) fire-fighting equipment - fire-fighting vehicles, fire trailers, semi-trailers, containers, vessels, hovercraft and aircraft;
(c) by means of fire protection in kind - the means used to protect, rescue and evacuate persons, to extinguish fire and the means used in the operation of the fire protection unit in rescue and disposal operations and the protection of the population in the performance of civil protection tasks and, where appropriate, in the operation of the fire patrol;
(d) fire safety equipment - systems, technical equipment and products for buildings which underpin fire safety of construction or other equipment;
(e) reserved types of fire-fighting equipment, fire-fighting equipment and fire-fighting equipment - fire-fighting equipment for which the technical conditions are laid down by a specific legislation, (1) means of fire protection and fire-fighting equipment for which the design, installation, operation, inspection, maintenance and repair of which are subject to specific requirements;
(f) the normative requirement - the specific technical requirement contained in the Czech technical standard, the requirement of which is deemed to be met by the relevant provision of the Decree; In the absence of a valid Czech technical standard for the relevant area, a specific technical specification contained in a publicly available recognised normative document shall be considered as a normative requirement, 2)
(g) flammable material - a substance in a solid, liquid or gaseous state which, under foreseeable conditions, is capable of burning or, in its substance or phase change, produces products capable of burning;
(h) fire hazard - likelihood of fire or explosion followed by fire,
(i) fire-related technical characteristic - a property of a substance expressed as a measurable value or determined on the basis of measurable values of multiple subcharacteristics or a phenomenon which attaches to the behaviour of the substance in or relating to the burning process;
(j) technical safety parameter - fire-related technical characteristics which, qualitatively or quantitatively, express the characteristics of the flammable substance, under which, under foreseeable conditions, the activity is considered safe in view of the risk of fire or explosion followed by fire;
(k) accompanying documentation - installation instructions, technical conditions for design or operation, operating instructions, inspection, maintenance or repair requirements, fire safety conditions for use of the product or equipment, safety data sheets, etc.,
(l) by the public - persons who are legally eligible for operating activities and who are not in an employment relationship or similar working relationship (3) to its operators are not owners of the premises in which the activities are carried out or the operators of such activities;
(m) fire - any unwanted burning involving the killing or injury of persons or animals, damage to material values or to the environment, and unwanted burning in which persons, animals, material values or the environment have been immediately threatened;
(n) reporting fires - a permanent operating site equipped with the necessary means of communication to receive fire reports or other incidents and to declare a fire alarm, as well as to carry out other tasks in accordance with the relevant fire protection documentation.
DETERMINATION OF SIGNIFICANT SAFETY CONDITIONS FOR LEGAL PERSONS AND PHYSICAL PERSONS
EQUIPMENT OF THE SPACE OF LEGAL PERSONS AND ENTERTAINING PHYSICAL PERSONS BY THE INVIRONMENTAL ENVIRONMENT OF THE MARITIME PROTECTION AND HEALTH PROTECTION
[K § 6b (c) and (d) of the Act]
Essential requirements
(1) The quantity, types and manner of fitting-out of premises and facilities of legal persons and natural persons engaged in business according to specific regulations (hereinafter referred to as "operating natural persons") by means of fire protection material and fire safety equipment are derived from the fire safety solution of the building, 4) or from similar documentation which is part of a project documentation verified by the construction office or documentation that does not need to be processed by the designer (hereinafter referred to as "unauthorised documentation") and is verified by the construction office or, where appropriate, by documentation for the implementation of the construction (hereinafter referred to as "implementing documentation") pursuant to specific legislation5) or provided for in another legislation. 6)
(2) The quantity, types and manner of fitting-out of premises and facilities of legal persons and business natural persons by means of means of fire protection in kind and by fire safety equipment established in accordance with paragraph 1 may be extended (e.g. on the basis of an approved fire hazard assessment or setting of fire safety conditions).
(3) The types of means of fire protection in kind are:
(a) fire extinguishers (portable, outboard and mobile);
(b) personal protective equipment;
(c) means for rescuing and evacuating persons (e.g. jump mattresses, sails and rescue tunnels, ladders, hydraulic discharge devices, pneumatic bags);
(d) means for working at heights, over free depths, on water, in water and below water;
(e) devices for working with hazardous substances and for decontamination, gas, liquid and dangerous substances analysers;
(f) fire-fighting equipment, uniform parts and accessories,
(g) connecting and communication means and technologies of operational centres;
(h) firefighting and firefighting accessories;
(i) fire-fighting equipment;
(j) portable means of intervention (e.g. fire syringes, generators, fans).
(4) Fire safety equipment types (7) means:
(a) fire alarm equipment (e.g. electric fire alarms, remote transmission devices, fire detection equipment for flammable gases and vapours, autonomous fire alarms, manual fire alarm equipment);
(b) fire or explosion suppression equipment (e.g. stable or semi-stable fire extinguishers, automatic anti-explosion devices, automatic fire extinguishing systems);
(c) fire control equipment (e.g. smoke and heat removal equipment, pressure relief equipment, smoke flap including control mechanism, smoke-proof doors, natural smoke ventilation equipment);
(d) fire escape equipment (e.g. fire or evacuation elevator, emergency lighting, emergency communication equipment, door functional equipment, safety and warning equipment);
(e) equipment for the supply of fire water (e.g. external fire pipes including aerial and underground hydrants, filling points and fire discharge stands, internal fire pipes including wall hydrants, hose and hydrant systems, non-water fire pipes);
(f) equipment to limit the spread of fire (e.g. fire flap, fire doors and doors, including their functional equipment, systems and elements to increase the fire resistance of construction structures or to reduce the combustible properties of building materials, water screens, fire bulkheads and seals);
(g) alternative sources and means intended to ensure the operation of fire-fighting equipment, source or supply of fire-fighting equipment for fire-fighting or explosion-fighting equipment and fire-water supply facilities, fire-fighting water sources, central stop switch-off element and Total stop;
(h) equipment to prevent the initiation of fire or explosion.
(5) In the premises and facilities of legal persons and business natural persons for which no quantity has been established, the types and manner of equipment provided by means of fire protection in kind and fire safety equipment referred to in paragraphs 1 or 2, or where this cannot be demonstrated, at least the following shall be secured and installed:
(a) at least 13 A (for fires of solid state substances, in particular organic origin, the combustion of which is usually accompanied by ignition), for each 200 m2 surface area of the building floor of a portable fire extinguisher containing a fire extinguisher with a total extinguishing capacity of 8); or
(b) for each 200 m2 surface area started on the floor of the building, portable fire extinguishers with a total extinguishing capacity of at least 70 B (for fires of flammable liquids or flammable substances moving into the liquid state); or
(c) if the fire extinguisher's type labels do not show the values of their extinguishing capability, one portable extinguisher for each 200 m2 of the floor of the building, the nominal amount of charge of the fire extinguisher shall correspond to at least one of the following: 9 litres of water, 6 litres of water solution, 6 kg of halon or other equivalent extinguishing agent, 6 kg of extinguishing powder or 5 kg of carbon dioxide (CO2).
(6) In cases where the number of portable fire extinguishers complies with the requirements of paragraph 5, but fire extinguishers are not available for the entire area under consideration (e.g. the construction division of the space into multiple unconnected rooms) or not only one type of fire extinguisher can be used, at least one portable extinguisher shall be installed for each such separate space or at least one portable fire extinguisher with the required type of fire extinguisher.
Location of fire extinguishers
(1) The location of fire extinguishers shall allow for easy and rapid use.
(2) Fire extinguishers shall be so placed as to be easily visible and freely accessible. If necessary (e.g. for operational reasons), fire extinguishers may be placed in hidden spaces. In cases where the orientation of persons with regard to the installation of fire extinguishers (e.g. in opaque, large or hidden spaces) is limited or made difficult, the appropriate fire mark (9) shall be used to indicate the location of the fire extinguishers in a visible place.
(3) Fire extinguishers are placed in places where the highest likelihood of fire is present or within their reach. The choice of types and types of portable fire extinguishers shall be made depending on the nature of the expected fire, flammable substances or activity; the use of a fire extinguisher with an inappropriate extinguisher shall be excluded if necessary.
(4) Portable fire extinguishers shall be placed on a vertical structure and, if they are designed to do so, on a horizontal structure. The handle of the fire extinguisher on the vertical construction structure shall be not more than 1,5 m above the floor. Fire extinguishers placed on the floor or on other horizontal structures shall be adequately secured against fall.
(5) In vehicles and machinery portable fire extinguishers shall be so placed as not to endanger the safety of persons.
Types of dedicated fire-fighting equipment, means of fire protection and fire-safety equipment
(1) Emergency fire-fighting vehicles with the exception of command and investigation vehicles with a total mass of up to 2000 kg and with the exception of automotive cranes and rescue cars (1) and containers shall be considered as reserved types of fire-fighting equipment.
(2) Reserved types of fire protection material shall be considered as:
(a) fire extinguishers (portable, outboard and mobile);
(b) breathing appliances,
(c) means for rescuing and evacuating persons (e.g. jump mattresses, sails and rescue tunnels, ladders, hydraulic discharge devices, pneumatic bags);
(d) means for working at heights and over free depths;
(e) protective clothing for working in water,
(f) fire extinguishers (except water) and fire-extinguishers;
(g) fire hoses, nozzles and fittings,
(h) motor syringes.
(3) Reserved types of fire safety equipment ("dedicated fire safety equipment ') shall be considered as:
(a) electrical fire alarm;
(b) remote transmission equipment;
(c) equipment for the detection of flammable gases and vapours;
(d) fixed and semi-stable fire extinguishers;
(e) automatic anti-explosive devices;
(f) smoke and heat extraction equipment;
(g) fire valves;
(h) fire and evacuation lifts.
Design of fire safety devices
(1) The design of fire safety devices shall be carried out according to the normative requirements. 10) Design of fire safety equipment is an integral part of the fire safety solution of the building.
(2) In the event of a collision of two or more interacting fire-fighting safety devices, the project shall address their essential functions and prioritise them (e.g. order and mode of operation of the individual elements of the system). The co-ordination is provided by the processor of the fire safety solution of the building.
(3) For dedicated fire-fighting safety equipment the design of which is not defined by the normative requirements is to be treated in accordance with the design rules of the manufacturers or importers (hereinafter referred to as "the manufacturer") of such equipment.
(4) If the dedicated fire safety equipment is composed of the main functional components (Section 7 (7)) 2 or more different manufacturers, the manufacturer shall be the person who designed the equipment as a whole to ensure the required fire safety function.
(5) The design of dedicated fire-fighting safety equipment referred to in paragraph 1 shall be ensured by means of a person eligible for this activity who has been authorised to operate under a specific legislation. 11) Where a specific type of dedicated fire-safety equipment is designed, the requirements set out in Section 10 (2) shall also be met.
(6) When presenting implementing document12), the requirements set out in Section 10 (2) must be met.
(7) In the event of a collision of 2 or more interacting fire-fighting safety devices, the processor shall also ensure the fire-safety solution of the construction when processing the implementing documentation referred to in paragraph 6.
Installation of fire safety devices
(1) The installation of the fire safety equipment shall comply with the conditions resulting from the validated project documentation or the validated unauthorised documentation, and, where appropriate, the implementing documentation and procedures set out in the manufacturer's accompanying documentation.
(2) The person who has carried out the installation of the fire safety equipment confirms that the requirements referred to in paragraph 1 are met in writing.
Operation, inspection, maintenance and repair of fire safety equipment
(1) Prior to the entry into service of the fire safety equipment, except manually operated fire doors and fire closures of openings, systems and elements ensuring that the fire resistance of construction structures or the reduction of flammable materials, fire bulkheads and gaskets is increased, the person referred to in Section 6 (2) shall ensure that functional tests are carried out and, in the event of a collision of two or more interacting fire-fighting safety equipment, coordination functional tests. The functional tests shall verify that the performance of the fire safety equipment complies with the design and technical requirements for its fire safety function. The coordination functional tests shall verify that the fire safety function of the system as a whole complies with the design and technical requirements.
(2) The operation of the fire safety equipment shall be carried out according to the normative requirements and the manufacturer's accompanying documentation and, where appropriate, the validated project documentation, validated unauthorised documentation or implementing documentation.
(3) The operation of the installed fire-fighting safety equipment shall be demonstrated by evidence of its installation, functional test, or coordination functional test, performance check, maintenance and repair carried out under the conditions laid down in this Decree. In the case of dedicated fire safety equipment, and where provided for by the manufacturer's accompanying documentation, other fire safety equipment, the operability shall also be demonstrated in the relevant operational documentation (e.g. the operating book).
(4) A check on the operation of the fire safety equipment shall be carried out to the extent provided for by the legislation, the normative requirements (13) and its manufacturer's accompanying documentation at least once a year, provided that the manufacturer, the validated project documentation, the validated unauthorised documentation or the implementing documentation or the assessment of the fire hazard does not provide for shorter periods. For an object listed in Annex 6 and subject to the conditions laid down in this Annex, a check on the operation of a fire safety device shall be carried out to the extent provided for by the legislation, the normative requirements (13) and the accompanying documentation of its manufacturer at least once every 20 months, unless the manufacturer provides for a shorter period.
(5) The operation, inspection of the operation, maintenance and repair of a fire safety device in which no accompanying documentation is available or no manufacturer exists shall be conducted according to the accompanying documentation and the conditions laid down by the manufacturer of a technically or functionally comparable type or type of fire safety device.
(6) If a fire safety device is found unfit to perform its function, this shall be clearly marked on the device and in the space where the device is installed. In such a case, the operator shall take measures to put it into service without delay and shall ensure, by means of a competent person or fire protection technique, to the extent necessary, alternative organisational or technical measures. The replacement measures shall be ensured until the equipment is put into service again.
(7) Only spare parts corresponding to the manufacturer's technical specifications may be used for repairs of the fire safety equipment. Changes to the components of the fire safety equipment system, which are products specified in accordance with the specific legislation14) (main functional components) and those changes which affect the function of the fire safety equipment, shall be considered as maintenance work on the construction site which could affect the fire safety of the construction. 15)
(8) The evidence of performance control of fire safety equipment shall always include the following:
(a) an indication of the firm, name or name, registered office or place of business of the operator of the fire safety equipment and identification number; for a person registered in a commercial register or other register, also an indication of that registration; where the operator of the establishment is a natural person, also the name, surname and address of the natural person's permanent residence;
(b) the address of the object in which the fire safety equipment operation check was carried out, unless it is identical to the address of the operator's registered office referred to in (a);
(c) location, type, manufacturer's designation, type designation, and, if necessary for accurate identification, the production number of the equipment checked;
(d) the result of the operational check, the defects identified, including the method and date of their removal and the observations on the operability of the equipment;
(e) the date of implementation and the date of the next operational check;
(f) a written confirmation of the performance check of the fire safety equipment, the date, name, surname and signature of the person who carried out the operational check; for an entrepreneur, an indication of the firm, name or name, place of business or place of business and identification number; for a person registered in a commercial register or other register, also an indication of that registration; for a staff member, similar data concerning his employer.
Electrical fire alarm
(1) In the case of electrical fire alarms, in addition to regular one-year operational checks, tests shall be carried out on the operation of electrical fire alarms,
(a) once a month for switchboards and supplementary facilities;
(b) every six months for automatic fire detectors and equipment controlled by the electrical fire alarm;
where, in the validated project documentation, the validated unauthorised documentation or the implementing documentation or, where applicable, the manufacturer's accompanying documentation or the fire hazard assessment, due to operational conditions or environmental impact, the time limit is not specified.
(2) The operation of the electric fire alarm in service shall be tested by persons responsible for the maintenance of the equipment. If the date of the electric fire alarm operation test in operation is agreed with the date of the periodic one-year operational check, this check shall replace the performance check.
(3) The performance test of each type of automatic fire alarm shall be carried out in operation using the test products supplied by the manufacturer.
Fire extinguishers
(1) The operation of the extinguisher shall be demonstrated by evidence of its inspection carried out in accordance with the conditions laid down in this Regulation, the control plate and the seal of the actuator.
(2) The inspection of the extinguisher shall be carried out to the extent provided for by the legislation, the normative requirements and the accompanying documentation of the manufacturer after each application or where there is doubt as to its operation (e.g. in the event of mechanical damage) and at least once a year, provided that the accompanying documentation of the manufacturer, the validated project documentation or the validated unauthorised documentation or, where appropriate, the implementing documentation or assessment of the fire hazard for certain installations (e.g. in a chemically aggressive environment) does not provide for a shorter period. The first check on the operation of the extinguisher shall be carried out no more than one year before its installation.
(3) The maintenance of fire extinguishers shall include their periodic test and filling.
(4) When checking, maintaining and repairing a fire extinguisher, it is possible to replace individual parts, components, fillings and accessories (e.g. type label, extinguishing agent, exhaust gas) only components corresponding to the manufacturer's technical conditions.
(5) Periodic test for surface inspection, marking check, container interior inspection, container strength and leakage test, leak test of actuators or valves and valve test of fire extinguishers
(a) water and foam once every 3 years;
(b) others every 5 years.
(6) The person who has carried out the inspection, maintenance or repair shall affix the fire extinguisher with a trigger seal and a permanently legible control plate in such a way that it is visible when looking at the installed extinguisher, unless the design of the extinguisher does not exclude it. The control plate shall not interfere with the type plate and shall overlap the production number of the extinguisher.
(7) The control label shall indicate the month and year of the operation referred to in paragraph 6, the date of the next inspection or the next periodic examination and the particulars by which the person who carried out the operation referred to in paragraph 6 may be identified, the name and surname of that person and, where applicable, the business name, name, seat or place of business, and the identification number, respectively; for a person registered in a commercial register or other register, also an indication of that registration; for a staff member, similar data concerning his employer.
(8) The evidence of control, maintenance or repair of fire extinguishers shall always include the following:
(a) an indication of the company, name or name, seat or place of business of the owner (s) of the extinguisher and identification number; for a person registered in a commercial register or other register, also an indication of that registration; if the owner (user) of the extinguisher is a natural person, also the name, surname and address of the natural person's permanent residence;
(b) the address of the object in which the extinguisher was installed, unless it is identical to the address referred to in (a);
(c) location, type, manufacturer's designation, type designation, production number of the container of the controlled extinguisher;
(d) the date of implementation and other details of the check on the operation, maintenance or repair, the result thereof and the statement on the operation of the extinguisher;
(e) a written confirmation of the performance of the business, date, name, surname and signature of the person who carried out the business, with the entrepreneur, of the company, name or name, seat or place of business and identification number; for a person registered in a commercial register or other register, also an indication of that registration; for a staff member, similar data concerning his employer.
(9) The person carrying out the inspection, maintenance or repair will exclude the fire extinguisher from use
(a) defective which cannot be repaired in the prescribed manner; or
(b) one for which the production number and the year of manufacture cannot be safely identified; or
(c) over 20 years of age, except for a CO2 extinguisher which is excluded from use if it is over 40 years of age.
Any person who has removed the extinguisher from use shall issue to the owner or user a document stating the reason for the removal.
Common requirements for design and installation of fire-fighting equipment and fire extinguishers
(1) In the design and, where applicable, processing of implementing documentation and assembly of dedicated fire-fighting equipment, as well as in the maintenance and repair of fire-fighting equipment and fire extinguishers, the person carrying out the relevant activity shall comply with the conditions laid down in the legislation, the normative requirements and the accompanying documentation of the manufacturer of a particular type of fire-fighting equipment or fire extinguisher.
(2) The person who has carried out the activity referred to in paragraph 1 shall be responsible for the quality of the activity carried out and for the fulfilment of the conditions laid down in paragraph 1 in writing.
(3) The conditions of knowledge, practical skills and, where appropriate, the technical equipment of persons carrying out the activities referred to in paragraph 1 may be laid down in the accompanying documentation of manufacturers of fire safety equipment and fire extinguishers. The scope and content of such conditions shall comply with the legislation and relevant regulatory requirements.
(4) Where the accompanying documentation is provided for by a manufacturer of fire-safety devices which are not restricted species, the requirements referred to in paragraphs 1 and 2 shall apply to their design and assembly.
(5) The conditions for obtaining professional competence, issuing and withdrawing authorisations for certain activities under special legislature16 are not affected by the provisions of paragraphs 1 to 4.
METHOD OF DESIGNATION OF CONDITIONS FOR FIGHTING AND SAFEGUARD WORK
[K § 6b (e) of the Act]
Conditions for fire fighting and rescue operations
(1) Creating conditions for fire fighting and rescue and rescue operations means a summary of organisational and, where appropriate, technical measures enabling the use of existing assumptions, in particular technical construction, rapid and effective intervention, evacuation of persons, animals and materials and rescue operations.
(2) In order to carry out the rapid and effective intervention referred to in paragraph 1, legal persons and natural persons engaged shall ensure that:
(a) the emergency number (the telephone number of the firehouse) has been clearly marked, or further instructions on how to report a fire in all the premises where they operate have been provided; legal persons and business natural persons engaged in activities with increased or high fire risk shall publish fire alarm directives;
(b) access to the means of communication has been granted, their operability and usability for emergency communication;
(c) the continuous free passage width of the access roads is maintained at least 3 m to the objects, to the entry areas for fire-fighting equipment and to the water sources intended to extinguish fires;
(d) marking has been carried out (17) and the use of entry areas for fire-fighting equipment and fire elevators is permitted;
(e) the continued applicability of internal and external intervention routes (e.g. fire elevators, fire ladders) and continued free access to fire water supply facilities is ensured;
(f) electricity distribution devices, main power switches, water, gas, production ducts, central heating distribution closures have been marked.
(3) In order to evacuate persons, animals and material and to carry out the rescue operations referred to in paragraph 1, legal persons and natural persons engaged shall ensure that:
(a) the 9) emergency (escape) exits, evacuation elevators and means of escape of persons in all objects where the public or persons working or having a similar working relationship may be present in the operations; the marking does not need to be made in objects with exits to open spaces which are clearly visible and accessible from each location,
(b) there are permanent open communication spaces (corridors, staircases, etc.) which are part of the escape routes, so as not to restrict or jeopardise evacuation or rescue operations;
(c) a protected escape route (18) and all its components have not been used in a way that increases fire risk. 19)
PERIOD AND METHOD OF IMPLEMENTATION OF THE RULES ON CONTROL OF ADJUSTMENT OF ADVERSE PROTECTION RULES
[K § 6b (f) of the Act]
Method of carrying out periodic checks
(1) Regular checks on compliance with the fire protection rules provided for in Article 5 (1) (e) of the Act shall be carried out by means of preventive fire inspections and by examining the evidence of compliance with the obligations laid down in the fire protection regulations ("preventive fire inspections").
(2) The subject of preventive fire inspections is always the detection of the state of fire protection for legal persons and business individuals, the way in which the fire safety conditions are respected and the examination of the evidence of compliance with the obligations laid down in the fire protection regulations.
(3) The purpose of the preventive fire inspections is to eliminate detected defects and deviations from the requirement ("fire defects"). Time limits for the removal of detected fire defects are proposed by the person carrying out the preventive fire inspection.
(4) Preventive fire inspections shall be carried out in all premises and facilities where legal persons and business natural persons carry out the activities referred to in § 4 (2) and (3) of the Act.
(5) In buildings and facilities where legal persons or natural persons engaged in activities without increased fire risk, preventive fire inspections shall be carried out in premises where there are at least 3 persons in work or similar working relationship with the operator or the public at regular intervals at the workplace, or in other objects or facilities where specified by the operators of such activities.
(6) The conduct of a preventive fire inspection shall be evidenced by a record in the firebook, or by any other evidence. The record of the preventive fire inspection shall be drawn up immediately after its implementation.
(7) The preventive fire inspection record shall include the date of execution, the identification of the premises and workplaces, the facts found, the measures proposed, the determination of the manner and dates of their compliance, the name and signature of the person who carried out the alert, the name and signature of the head of staff of the inspected workplace or other designated person (§ 30) and the record of the completion of the proposed measures.
(8) The system for carrying out preventive fire inspections and the method of keeping records referred to in paragraph 6 may be adapted in detail by an approved fire hazard assessment or documentation of fire protection processed on the basis of the determination of fire safety conditions (e.g. § 30).
Time limits for preventive fire inspections
(1) Preventive fire inspections pursuant to Article 12 shall be carried out within the following time limits:
(a) in the premises and facilities where high fire risk activities are carried out at least once every 3 months (Section 4 (3) of the Act);
(b) in buildings and facilities where activities with increased fire risk are carried out (Section 4 (2) of the Act), at least every 6 months;
(c) in premises and facilities where activities are carried out without increased fire risk as referred to in Article 12 (5) at least once a year.
(2) The time limits referred to in paragraph 1 may be shortened by an approved fire hazard assessment or fire protection documentation processed on the basis of the determination of fire safety conditions (e.g. § 30).
PROCEDURE FOR THE PROVISION OF PRODUCTS AND SAMPLES TO IMPLEMENTATION OF THE MARITIME TECHNICAL EXPERTISATION

Procedure for the provision of specified products
(1) Legal persons, business natural persons and natural persons shall provide the State Fire Surveillance Authority with products or samples to carry out fire-related technical expertise to determine the cause of the fire (Section 50 (2)) on request.
(2) At the request of the person transmitting the product or sample referred to in paragraph 1, the State Fire Supervision Authority shall draw up a certificate ("Protocol on the transmission and take-over of the product or sample '), the copy of which shall be received by the transmitting person.
