DECLARATION
Ministry of Agriculture
of 3 September 1996
for the implementation of § 5 paragraph 3 of the Act of the Czech National Council No. 246 / 1992 Coll., for the protection of animals against abuse, as amended by Act No. 162 / 1993 Coll.
The Ministry of Agriculture provides pursuant to § 5 (3) of the Act of the Czech National Council No. 246 / 1992 Coll., for the protection of animals against abuse, as amended by Act No. 162 / 1993 Coll., hereinafter referred to as "the Act":
§ 1
Conditions for the protection of animals when moving to slaughterhouses and slaughterhouses
(1) The loading and unloading of an animal from a means of transport is subject to the use of places and equipment intended for that purpose, bridges, ramps, gangways or moving loading and unloading platforms whose slope does not exceed 20 degrees, height inequalities do not exceed 20 cm, and gaps in the floor or two floors make it impossible to insert a limb when loading or unloading the animal; These devices shall be fitted with an anti-slip floor and a lateral barrier to prevent the fall of the animal or animal container.
(2) Replaced unloading spaces, overpass corridors and animal overflow alleys before slaughter are adapted so that the animals can walk freely and do not get hurt.
(3) Animals shall be exaggerated using their herd behaviour and, where appropriate, individually to avoid pain, suffering, agitation or injury to animals. In particular, it is not possible to use
(a) kicking or beating an animal with blows to the head, abdomen, sexual organs and other painful areas or putting pressure on those places;
(b) crushing, twisting or breaking the tail of an animal;
(c) keeping an animal for pupils or ears,
(d) lifting the animal behind the head, limb or tail in a way that causes pain or injury;
(e) the propulsion or partial immobilization of the animal using an electrical stunning device.
(4) Propelling devices using intermittent electrical discharge are used only for pigs and bovine animals over six months old by means of a short-term addition to the muscular parts of the body so that discharges do not last for more than two seconds and do not cause obvious clinical injuries and only if the animal has the possibility of free passage.
(5) Animals or containers with animals on the load areas of means of transport and in the case of arrival or other movement in slaughterhouses may not:
(a) expose extreme climatic effects;
(b) drop from the loading area of the means of transport or from another elevated position;
(c) carry in the inverted position.
§ 2
Protection of animals before slaughter
If the animals are not slaughtered immediately after their arrival, i.e. no later than eight hours after unloading, they shall be treated as animals in breeding and treated in accordance with the law and special regulations (1), (2)
§ 3
Care of animals before slaughter
To prevent pain, distress, agitation or injury, animals are immobilized before slaughter. Adequate means of immobilization shall be considered as:
(a) tying of the pelvic limbs of the animal;
(b) suspension before stunning, except for poultry and rabbits, provided that they are stunned no later than 45 seconds after suspension.
§ 4
Slaughter in slaughterhouses
(1) The stunning of livestock in slaughterhouses is carried out by stunning devices and devices approved under a special act, (1) by species and age category, so as to ensure that they are unconscious until the time of killing. The stunning is carried out
(a) by a mechanical stunning device, by hitting the animal's skull or by a mechanical stunning device which penetrates the skull of the animal in the location specified in Annex 1, by a tethered projectile;
(b) by an electric stunning device as specified in Annex 2,
(c) carbon dioxide gas (CO2), at a minimum concentration of 70 volume percent until the time of loss of consciousness.
(2) The animals are brought to a stunning place immediately before stunning.
(3) The bleeding shall be carried out after stunning as referred to in paragraph 1 (a) not more than 60 seconds, after stunning as referred to in paragraph 1 (b) not more than 20 seconds and after stunning as referred to in paragraph 1 (c) not more than 30 seconds.
(4) The operations related to the slaughter of the animal shall be carried out not earlier than 30 seconds after bleeding.
(5) The use of a weapon with a free projectile, canine, hammer, axe and stun-head in slaughterhouses is considered a method of causing excessive pain and suffering under § 5 (7) (c) of the Act.
(6) In the event of faulty or inefficient stunning, it is necessary to ensure, in the slaughterhouse, on the spot available to persons carrying out slaughter, a replacement effective stunning device.
§ 5
Domestic defeats
Domestic slaughter may be carried out
(a) only for the species of animals referred to in the specific Regulation (2) and subject to the conditions laid down in this Decree;
(b) in the case of hoarder and water poultry referred to in Article 5 (3) of the Act, also by removing their head.
§ 6
Necessary defeat
If the survival of a sick, exhausted or injured animal is associated with pain or suffering, it shall be slaughtered at the place where the injury, exhaustion or detection of the disease occurred, under the conditions laid down in the Special Regulations (1), (2), (3), (4), (7), (8), (8), (8), (8), (8), (9), (9), (9), (9), (9), (9), (9), (9), (10), (10), (10), (10), (10), (10), (10), (10), (10), (10), (10), and (10).
§ 7
Death of fish
(1) Fish may be stunned at the points of their regular processing by a device using a pulse current of 220 V, carbon dioxide (CO2) or other gas, approved in accordance with a special Regulation, 1) followed by bleeding.
(2) When killing fish on sale and for citizens' own needs, fish are stunned by a severe blunt force trauma to the scalp. To such stunned fish, the spinal cord and blood vessels shall be cut immediately behind the head or the gill arches shall be broken and bled.
(3) When handling live fish, acts causing excessive pain, suffering or harm shall be considered in particular:
a) insert your fingers under the gills,
(b) pushing fingers into their pupils;
(c) to force the eggs to be sold to determine whether they are eggs;
(d) to dispose of fish with live scales;
(e) to stun and bleed fish in a manner other than those referred to in paragraphs 1 and 2.
(4) Live market fish in vats and hand tanks are retained at the constant exchange and inflow of non-toxic water, where appropriate by other effective means of aerating or oxygenating water.
(5) The ratio of live market fish and water density in vats and hand tanks, including the lowest amount of oxygen in water and water temperature, is set out in Annex 3.
§ 8
Professional persons
(1) Specially competent persons for the slaughter of large livestock by stunning and bleeding are:
(a) persons with a certificate or certificate issued under special regulations, 4), 5)
(b) graduates of secondary vocational schools in the meat processing sector;
(c) graduates of secondary and higher education institutions.
(2) Persons carrying out domestic slaughter under the conditions laid down in specific provisions (1), (2), (3) shall not be required to have the professional qualifications referred to in paragraph 1 (a) to (c).
(3) The persons referred to in paragraph 1 may only carry out the slaughter of animals in slaughterhouses under the direct supervision of a person who is competent to ensure that the abuse of animals is prevented and shall ensure that, in the event of incorrect stunning, the animal is immediately remedied.
(4) The slaughter required may be carried out by a person other than the competent person for slaughter over 18 years of age only under the conditions laid down in the specific Regulation (1), (2), (3).
§ 9
Efficacy
This Decree shall take effect on 1 October 1996.

COLLECTIONS AND DESCRIPTION OF THE DESIGNED POSTS AT THE HEAD OF THE ANIMAL FOR THE LEADING OF THE EMPLOYMENT DEVICE AND THE LOCATION OF THE MECHANICAL OILLAGE INSTRUMENT

Bovine animals (excluding bulls and calves)
It is aimed at the right angle to the frontal bone at the intersection point of the couplings from eye to ear.
Bulls
It shall be aimed at the right angle to the frontal bone at the intersection of the joints of the eye to the ear, with the mouth attached very firmly to the forehead, not more than 1 cm from the edge of the dorsal furrow running through the centre of the head.
Calves
They aim at the right angle to the frontal bone so that the brain is affected.

Pigs
Place the mouth 5 cm above the eye coupling and at a right angle to the head.
Boars
Place the mouth 5 cm above the eye coupling on one side of the trapeze extending through the centre of the skull and at a right angle to the face surface.

Sheep
In the case of horny sheep, the mouth shall be placed in the highest position of the head and directed towards the angle of the jaw.
The horned sheep are placed just behind the rampart between the corners, heading for the oral cavity.

Goats
In the case of hornless goats, the mouth shall be placed in the highest position of the head and directed towards the angle of the jaw.
At the horned goats, the mouth is placed just behind the wall of the furrow between the corners, heading for the oral cavity.

Horses
The mouth is placed at a right angle to the frontal bone above the intersection of the eye and ears, as the brain is located at the top of the skull.
Rabbit
In the case of rabbits, the mouth shall be placed in the highest position of the head and directed towards the angle of the jaw.

METHOD OF EMPLOYMENT OF THE ELECTRIC PROJECT
A. Use of electrodes in the stunning of mammals
1. The electrodes are placed in the region of sleep so that they can seal the head and allow the electric current through the brain. The place of contact of electrodes with the skin of the animal shall be humidified, in sheep and in other animal species where the hair or wool may be isolated, the hair or wool shall be removed in such places.
2. An alternating current of 50 Hertz in the following values is used for stunning

In all cases, so that the required current level is reached within 1 second and maintained for 1 to 3 seconds.
B. Use of water bath for stunning poultry
When using the stunning of poultry by electrocution in a water bath, in each group of birds, an alternating current of 50 Hertz shall be used, acting for 4 seconds at the following values:
