laying down rules on heating and supply of hot commercial water, including the breakdown of costs for buildings and between final consumers
The Ministry of Industry and Trade of the Czech Republic provides, pursuant to § 45 paragraph 6, with regard to § 32 paragraph 6 of Act No. 222 / 1994 Coll., on the Terms and Conditions of Business and on the Performance of State Administration in the Energy Sector and on State Energy Inspection ("the Act '):
Subject matter
This decree provides:
(a) heating and supply rules for hot commercial water;
(b) rules on the allocation of costs to be allocated to buildings and between final consumers (hereinafter referred to as "the consumer") for heating heat and other use and supply of hot commercial water.
Heating rules
(1) The heating season, unless otherwise agreed between the customer and the supplier, begins on 1 September and ends on 31 May of the following year.
(2) Heat supply shall start in the heating season when the average daily outdoor air temperature in the relevant location falls below + 13 ° C on two consecutive days and, according to weather developments, no increase above + 13 ° C for the following day is expected.
(3) The average daily outdoor air temperature is a quarter of the sum of outdoor temperatures measured in the shade excluding the effect of radiating the surrounding walls at 7: 00, 14: 00 and 9: 00, the temperature measured at 21.00 hours is calculated twice.
(4) The heating shall be reduced or interrupted during the heating period when the average daily outdoor air temperature rises above + 13 ° C in two consecutive days and, according to the weather trend, a decrease of this temperature for the following day cannot be expected.
(5) During the heating season of the apartments between 6.00 and 22.00, the non-residential and common areas are heated as necessary to ensure the internal temperature determined by the project, which for the accommodation rooms is 20 ° C. From 22.00 to 6.00, heating shall be restricted or interrupted in the short term to the extent that the room's thermal stability requirements are met.
(6) For the purposes of this Decree, the requirement of paragraph 5 is fulfilled if, in a room with a heating body, the air temperature measured by a thermometer in the middle of the floor plan of 1 m above the floor surface layer, without the effect of the sun, is against the numerical temperature value determined by the project
- higher by 1 ° C in a room with one outside wall,
- higher by 1,5 ° C in a room with two outside walls,
- higher by 2 ° C in a room with three or more outside walls or with excessive glazing.
(7) The permissible values of the specific heat consumption indicators to ensure the indoor temperature referred to in paragraph 5 are set out in Annex 3 to this Decree.
(8) The minimum efficiency of heat production is set out in Annex 5 to this Decree.
(9) The planned repairs, maintenance and revision work, which may result in a limitation or interruption of heating heat supply, are carried out during the non-heating period.
Rules for the supply of hot commercial water
(1) Hot commercial water is supplied year-round to the consumer with a temperature of 45 ° C to 60 ° C at the outlet, except for consumption peaks in the unit of account.
(2) The billing unit is a part of an object, object or set of objects in which heat for heating and hot commercial water is distributed by the heat sampling device to consumers from the supplier's distribution facility.
(3) The delivery referred to in paragraph 1 shall take place daily at least between 6.00 and 22.00.
(4) The permissible values of the specific heat consumption indicators needed to prepare the hot water collected by the consumer are set out in Annex 3 to this Decree.
Heating regulation
(1) The regulation of the parameters of the heat transfer medium, depending on climatic conditions, which allows the internal temperature to be secured in accordance with Section 2 (5), is ensured, where technically possible, in the production and distribution facilities.
(2) The heating regulation in the unit of account is carried out:
(a) by regulating the parameters of the heat carrier depending on climatic conditions, unless provided by the supplier;
(b) individual automatic regulating devices for individual heating appliances;
(c) by regulating the differential pressure in the unit of account heat collection, if the internal heat distribution equipment equipped with the individual regulation referred to in (b) so requires;
(d) by self-regulating the heating of part of the unit of account.
(3) The heating regulation referred to in paragraph 2 shall be carried out to ensure the temperature of the rooms referred to in Article 2 (5) without exceeding the permissible values of the specific heat consumption indicators referred to in Article 2 (7).
Breakdown of heat supply for heating and supply of hot utility water to units of account
The supply of heat is charged by the supplier according to his own measuring equipment separately for each sampling point depending on how the unit is connected:
(a) together for heating and hot water preparation;
(b) separately for heating;
(c) separately for the preparation of hot commercial water.
Breakdown of heat costs for heating and other use in the unit of account
(1) The heat costs for heating and other uses include the charges charged in accordance with the applicable price regulations, (1) which have been incurred in the unit for the annual settlement period in question, (2) starting on 1 January or 1 June or 1 July or 1 September.
(2) The heating costs within the unit of account are to be divided into basic and consumer components, where appropriate 30% to 50% for the base component, 50% to 70% for the consumption component.
(3) If there are non-residential areas in the unit of account, the consumption component shall be divided into flats and non-residential areas according to their identified share of the total heat consumption in the unit of account.
(4) The consumption component shall be distributed to consumers in proportion to the data of heat meters or indicators using a calculation method that allows the consumption component to be accounted for according to the achieved average indoor temperature of each room with the heating body of the apartment or non-housing space in the unit of account.
(5) The essential component shall be divided between consumers in proportion to their countable floor area (hereinafter referred to as "floor area ') of the flat or non-residential space. The floor area shall be the area of the rooms other than the ships and balconies (even in glass) multiplied by the coefficients set out in Annex 1 to this Decree. If apartments and non-residential premises have different ceilings or ceilings bevelled, the floor area of their rooms shall be determined by conversion in proportion to their height to the uniform ceiling height of all rooms in the unit of account.
(6) If heat is removed for other uses, the basic component shall be divided into the relevant appliances and heating according to the input, the consumption component according to their share of the total heat consumption in the building.
(7) In the unit of account where no indicators or heat meters are installed for consumers, the heating costs shall be broken down by floor area multiplied by the coefficient according to the information set out in Annex 1 to this Decree.
(8) The heat meter and indicator readings shall be made at least once a year.
(9) If the data are not subtracted by the installation of heat meters or indicators, the consumption component per m2 of room area shall be determined by 30% to 50% higher than the average value of the consumption component recorded in the rooms by measuring or indicating.
Breakdown of costs for the supply of hot utility water in the unit of account
(1) The costs of preparing and supplying hot water include the payments charged in the unit of account for the annual settlement period at the point of connection of the demand heat installation, at prices in accordance with the applicable price regulations. 1)
(2) The heat costs for the preparation of hot utility water per unit of account shall be divided into basic and consumer components, the basic component being 10% to 30%, the consumption component being 70% to 90% of the costs.
(3) The costs of the supply of hot commercial water per unit of account shall be divided into basic and consumer components, the basic component being 5% and 95% respectively.
(4) The basic component shall be divided between consumers by floor area.
(5) The consumer component shall be divided between consumers according to the water meters. This component shall be added to the share of consumption costs by water meter in common spaces.
(6) In the unit of account where water meters are not installed for consumers, the consumption component of the hot water supply costs shall be divided according to the average number of persons living in the housing in the accounting period; in non-residential areas, the average number of persons shall be determined by expert assessment according to the way in which hot commercial water is used.
(7) Water meter readings shall be made at least once a year.
(8) The consumption component of the unmeasured sampling per m2 of floor area shall be up to 300% higher than the average consumption consumption consumption consumption consumption.
Breakdown of hot utility water costs delivered for multiple units of account
(1) The heat costs for hot water preparation are divided into essential and consumer components. The basic component is 30% and 70% of the cost of consumption.
(2) The cost of the supply of hot commercial water is divided into essential and consumer components. The basic component is 5% and the consumption 95% of the costs.
(3) The base component shall be divided into units of account by floor area of each unit of account.
(4) The consumption component shall be broken down according to the sum of the water meters data in the units of account; if measurement is installed at the input to the unit of account, the measurement shall be used.
(5) If the water-meters data referred to in paragraph 4 are known only for certain units of account, the consumption component of the costs that falls on the set of units of account with known measurement data and the set of units of account without known measurement data shall be calculated in accordance with Annex 4 to this Decree. The consumption component of the set of units of account with known measurement data shall then be divided into individual units of account in accordance with paragraph 4 and the consumption component of the set of units of account where the measurement data are not known shall be divided into individual units of account by floor area.
Special method for discharging heat costs for heating and supply of hot utility water in the unit of account
(1) If the heating and hot water preparation costs cannot be determined separately by measurement in the unit of account with its own transfer station or with its own heat source, the heat costs for the heating of the utility water or the amount of fuel needed to do so may be determined and the total costs referred to in Annex 2 to this Decree may be allocated. If the volume of hot water V (m3) cannot be determined due to water meter failure, the total heat costs shall be divided according to a comparable previous period or 70% for heating and 30% for hot water preparation.
(2) Where it is not possible to detect heat consumption for non-residential spaces for a failure of a heat meter, they shall be determined by the same share of the consumption of the unit of account as in a comparable period, if not possible by technical calculation.
(3) The basic cost component shall be allocated to flats and non-residential premises not connected to the internal central heating plant of the unit of account. Consumers who have withdrawn from the internal distribution of hot utility water in the unit of account shall be charged the basic component of heat costs for the preparation of hot utility water.
(1) The costs of heating and the supply of hot water to consumers shall be broken down once a year, not later than three months after the end of the accounting period.
(2) The accounts shall include:
(a) heat consumption for heating and heat consumption for hot water preparation in GJ, cold water consumption for hot water preparation in m3 per unit of account;
b) unit prices of heat for heating and hot water preparation in CZK / GJ and cold water for hot water preparation in CZK / m3, which are per unit of account,
(c) the total costs of the unit of account in CZK separately for heating, heat in hot commercial water and cold water in hot commercial water, which are accounted for among consumers, and the distribution of these costs into the essential and consumer components,
(d) the floor area (§ 6 (5)) of the unit of account and the floor area of the consumer's apartment or non-residential space in m2, the sum of the translated consumption patterns in the unit of account and in the consumer's apartment or non-residential space in the units of measurement and, where applicable, the average number of persons living in the unit of account and in the consumer's apartment in the unit of account,
e) share of the costs of the basic component, the consumption component and the total cost in CZK, which is to be paid to the consumer (users of the apartment or non-residential space) separately for heating service, heat supply in hot water and cold water in hot water including the method of calculation.
(3) Costs higher than those corresponding to the specific parameters set out in Annex 3 and the efficiency of heat production as set out in Annex 5 to this Decree shall be charged to the consumer in the unit of account when the excess is due to the regulation provided for in Section 4 of this Order.
(a) a longer heating period or a higher internal temperature than provided for in Article 2 of the Decree; or
(b) before 31 December 2000, prior to the validity of the Decree, a design and design solution for the system of heat supply and hot commercial water; or
(c) failure to comply with the agreement between the lessor and the lessee on the rational management of heat consumers and hot commercial water; or
(d) in the case of hot commercial water, by its unlimited provision at night.
Repeal
They shall be deleted:
a) Decree of the Ministry of Economic Policy and Development of the Czech Republic No. 186 / 1991 Coll., on heat management, management of systems of centralised heat supply and protection zones,
(b) Decree of the Ministry of the Local Economy No 197 / 1957 of the Ú. l., on the payment of central (remote) heating and the supply of hot water.
Efficacy
This Decree shall take effect on 1 January 1996.

If there is an uninsulated internal heat distribution line in the apartment room or non-residential space without heating body, these coefficients shall be increased by up to 0,25 points according to the formula
k = 5 × St / A, where St is the surface of the tube (in m2), A is the area of the room (in m2), k is the coefficient of increase. The sum of this coefficient and the coefficient referred to in paragraph (b) may not exceed 1,0.
Coefficient according to the table shall also be applied to rooms with similar usage. The coefficients for calculating the floor area of non-residential areas for the allocation of hot water costs shall be determined according to the nature of the collection within the meaning of the relevant hygiene and operational rules.

The heat for use water heating shall be determined from the heat measured for this purpose during the period (e.g. mimotopy) measured according to the formula:

The above efficiency applies to individual boilers. The minimum efficiency of whole boilers may be up to 2% lower.
The tables shall be used where the owner of the heat source and the owner of the unit of account is the same legal or natural person and where the measurement of the amount of heat supplied from that heat source is not installed.
