on vehicle registration
The Ministry of Transport and Communications provides pursuant to § 91 (1) of Act No. 56 / 2001 Coll., on the conditions of operation of vehicles on the road and amending Act No. 168 / 1999 Coll., on insurance of liability for damage caused by the operation of a vehicle and on the amendment of certain related laws (Act on Insurance of Liability from the operation of a vehicle), as amended by Act No. 307 / 1999 Coll., ("the Act ') for the implementation of § 4 (7), § 5 (3), § 7 (2) and (4) and § 79 (1) and (5) of the Act:
Preliminary provisions
§ 1
Subject matter
This decree regulates
(a) the way in which the register of road motor vehicles and trailers, special motor vehicles (hereinafter referred to as "the register of road vehicles") is maintained, the details of the data entered in the register of road vehicles, the way in which changes are made in the register of road vehicles and the models of the various forms used for vehicle registration;
(b) the model of the road vehicle and trailer technical pass and the model of the special motor vehicle technical pass;
(c) a model certificate for the registration of a road motor vehicle and trailer and a model certificate for the registration of a special motor vehicle;
(d) the manner, scope and time limits for the transmission of data by the municipal authorities of the enlarged municipalities and by the authorities referred to in Article 4 (6) of the Act (hereinafter referred to as the registration place) to the central register of road vehicles and special motor vehicles (hereinafter referred to as the central register of road vehicles), the publication of statistics on vehicles registered in the register of road vehicles;
(e) the method of making entries in the technical licence of the road motor vehicle and trailer, the technical licence of the special motor vehicle by the municipal authority of the municipality with extended scope;
(f) the procedure in the event of loss or destruction of a technical licence for a road motor vehicle and a trailer, a technical licence for a special motor vehicle, a certificate of registration for a road motor vehicle and a trailer and a certificate of registration for a special motor vehicle or a registration mark;
(g) the form, content and presentation of the registration mark, the types of registration marks and the manner in which they are issued and handled; the design of the registration plate tables and the way in which the registration plate plates are placed on the road motor vehicle and trailer and the special motor vehicle.
§ 2
Definition of basic terms
For the purposes of this Order
(a) the registration plate is a plate of dimensions defined by the various provisions of the Ordinance which is produced, unless otherwise specified in the individual provisions, of a light alloy bearing the registration mark and, in the cases provided for by the various provisions of the Ordinance, a sticker of the periodic technical inspection carried out on the vehicle and the periodic measurement of the emission of pollutants carried out in the exhaust gases of the vehicle, provided that the vehicle is subject to regular technical inspection and measurement of the emission of pollutants in the exhaust gases;
(b) the registration mark shall be the entry of the letters and numbers indicated on the registration plate table. The registration mark shall consist of a registration of at least five characters and a maximum of seven characters, the first letter in the registration mark being always the regional code to which the registration mark is assigned. This does not apply to diplomatic, foreign and special registration marks,
(c) the implementation of the registration plate shall be understood as the dimensional and colour design of the registration plate, as well as the method and size of the writing of each registration mark character. The implementation of the registration mark shall be determined by the different groups of vehicles or the specific groups of their owners and operators for which it is intended,
(d) the distinguishing sign of the State shall be an oval plate of light alloy or self-adhesive material of the prescribed dimensions and design, on which the code of the State concerned is entered and which must be fitted with a vehicle operating on the territory of a foreign State;
(e) the technical licence of a road motor vehicle and a trailer is a document certifying the approval of the technical capacity of a vehicle to be used on the road, the data relating to the owner and the operator of the vehicle, the data relating to the technical changes made on the vehicle and the changes in the register of road vehicles, the data relating to the periodic roadworthiness tests carried out, where this is subject to such a technical inspection. This card is a public document,
(f) a special motor vehicle technical licence is a document certifying the approval of the technical competence of a special vehicle for use on the road, the data relating to the owner and operator of the special vehicle, the data relating to the technical changes made on the vehicle and the changes in the road vehicle register. This card is a public document,
(g) a certificate of registration of a road motor vehicle and a trailer is a compulsory document by which the driver demonstrates the identity of the vehicle, the essential technical data of the vehicle, the vehicle registration data and the vehicle registration mark;
(h) a certificate of registration of a special motor vehicle and a special trailer is a compulsory document showing the identity of the special vehicle, the basic technical data of the special vehicle, the registration of the special vehicle and the registration mark assigned to the special vehicle when the special vehicle is used;
(i) the emblem of the European Union marked by the distinguishing mark of the Czech Republic is part of the registration mark table and consists of twelve yellow five-pointed stars placed in a circle and the white letters "CZ" on the blue stripe.

(Articles 4 (7) and 79 (1) and (5) of the Law)
§ 3
Method of keeping the register of road vehicles
(1) Data relating to a road motor vehicle and trailer, a special motor vehicle and a special trailer which has been approved as technically fit for use on the road and for which a road vehicle and trailer registration or a special motor vehicle registration has been issued shall be entered in the register of road vehicles.
(2) The register of road vehicles is divided into two parts:
(a) a part of the electronically maintained list of technical data to the vehicle, data on its owner and operator, data on the technical inspections carried out and the measurement of emissions, on the recording checks carried out and on the technical changes made to the vehicle and on changes to the owner or vehicle operator. In addition, the data list shall include information on the issue of the vehicle's technical licence, the registration certificate, the assignment of the registration mark and the issue of the registration plate,
(b) the part for the management of the documents needed to prove the correctness of the registration operations carried out and the retention of the documents for decision-making in the register of road vehicles ("the vehicle file"). The vehicle file shall contain the originals or copies of all documents which the owner or the vehicle operator is obliged to submit at the time of registration of the vehicle or of the change of registration of the vehicle or when the vehicle is removed from the register of road vehicles under the law. The vehicle file shall be kept at a registration point in whose administrative district the vehicle operator has his permanent or authorised residence or place of business, if different from the address of the permanent or authorised residence or registered office. In the event of a change in the registration point of the vehicle, the file shall be sent to the new registration point. The vehicle file shall include a list of the individual documents constituting the vehicle file.
(3) All data shall be kept and stored in the register of road vehicles for the duration of registration of the vehicle, its owner and the operator. Where a vehicle is temporarily removed from the register at the request of its owner, the registered data and the vehicle file shall be moved to the part of the register where they are kept for the duration of the temporary withdrawal of the vehicle from the register. Where a vehicle is permanently removed from the register at the request of its owner or at the request of the authority responsible for maintaining the register of road vehicles, the data in the register shall be kept for a period of 5 years and then electronically kept and the vehicle file destroyed.
(4) Part of the road vehicle register electronically shall allow the authorised person to automatically locate the vehicle, owner or operator in the vehicle file by entering only one registered item or by a free combination of those items.
(5) The data on liability insurance for damage caused by the operation of the vehicle under special legislation (1) communicated by the Czech Insurers' Office computer technology are entered in the central register of road vehicles.
§ 4
Marking of changes in the road vehicle register
(1) Data on changes in the part of the road vehicle register kept electronically shall be stored by transferring them to the part of the registered items to the vehicle, owner or operator which may not be directly accessible.
(2) The documents kept in the vehicle file shall be kept in the file even if they are replaced by new or amended documents.
(3) The registration details of the change which are entered in the road vehicle and trailer technical licence or in the special motor vehicle technical licence shall be entered in the relevant boxes of this document or in the part "official records" or "other records" according to the type of form. If this information cannot be entered in the already issued technical licence, the registration place in whose administrative district the vehicle operator has his permanent or authorised residence or place of business, if different from the address of the permanent or authorised residence or registered office, shall issue a new licence.
(4) Data on changes in the registration certificate of a road motor vehicle and a trailer or in the registration certificate of a special motor vehicle and a special trailer shall not be entered in this document. Where the information in this document changes, the competent authority which keeps the register of road vehicles shall issue the new document.
§ 5
Forms used to register vehicles
(1) The form "Application for registration of a vehicle in a road vehicle register" (hereinafter referred to as "vehicle registration application") shall be used for registration of a vehicle in a road vehicle register. The application for registration of a vehicle shall form an envelope for the vehicle file. The application for registration of a vehicle shall contain the information contained in Section 6 (3) of the Act. The model application for registration of a vehicle is set out in Annex No 1 to the Decree.
(2) The form "Request for registration - erasure of a security for a vehicle registered in a road vehicle register" (hereinafter referred to as "Request for registration") shall be used to register a security for a vehicle registered in a road vehicle register. In the form for the registration of a vehicle lien, the necessary data shall be provided by the vehicle owner or by the lien to the vehicle with the agreement of the vehicle owner and, in the case of the application for the removal of the vehicle lien, only the vehicle owner shall provide the necessary data. The forms shall also bear the documents required for this registration. The model of the registration application - the removal of the security of the vehicle is set out in Annex 2 to the Decree.
(3) For the registration of a change in the road vehicle register, the "Request for registration of changes in the data in the road vehicle register" (hereinafter referred to as the "Change Request") shall be used. The form shall indicate the applicant for the change in the data in the road vehicle register, the vehicle to which the change relates and the reason for the request to change the data in the road vehicle register. The annexes to the amendment application shall be entered. The model of the amendment application is Annex 3 to the Order.
(4) For the exclusion of a vehicle from the register of road vehicles, the application for the exclusion of a vehicle from the register of road vehicles (hereinafter referred to as "the application for the exclusion of a vehicle") shall be used. In addition to the data relating to the applicant and the vehicle, the application for elimination shall indicate the type of disposal (temporary with the time of disposal or permanent disposal) and the annexes to the application shall be entered here. The model of the vehicle exclusion application is set out in Annex 4 to the Decree.
(5) In order to consult the register of road vehicles, copy or extract of the registered data in the register of road vehicles, the authorised person shall use the "Request for data transmission from the register of road vehicles'. The application for data transmission from the register of road vehicles shows the applicant, the type of data output from the register of road vehicles and the legal interest in data output. The model of the application for data from the register of road vehicles is Annex 5 to the Decree.
§ 6
Technical licence of road motor vehicle and trailer
(K § 7 (4) of the Act)
(1) The registration of registered data on a road motor vehicle and trailer, its owner and operator shall be used for the relevant part of the technical licence of the road motor vehicle and trailer.
(2) The technical licence of a road motor vehicle and a trailer is a document to a vehicle which is protected by tampering features and in which the vehicle's technical data are entered. The technical licence issued by the road motor vehicle and trailer shall be issued to a new vehicle which has not yet been registered in the road vehicle register and has been purchased on the domestic market, the vehicle manufacturer or his accredited representative (the vehicle manufacturer). The registration shall include its declaration of conformity of the vehicle to the approved type. In the case of individual approval of the technical capacity of a vehicle after its construction or of an individually imported vehicle from abroad, the technical licence of the road motor vehicle and trailer shall be issued by the competent authority which approved the technical capacity of the vehicle. This authority shall record the approval of the technical capability of the vehicle in the prescribed part of this document. This licence shall also include information on technical and other changes made to the vehicle, which may only be carried out by a person authorised by the Ministry of Transport and Communications (hereinafter referred to as "the Ministry ') or by the competent approval authority which authorised and approved the change.
(3) At the designated location, the authorised station operator shall record the details of the periodic technical inspection carried out on the vehicle. The person who made the relevant entries in this document shall certify them by means of a stamp and signature. The signature shall always be accompanied by the date of the record. The technical licence of a road motor vehicle and a trailer shall not allow unauthorised persons to make any records or changes.
(4) The model of the technical licence for a road motor vehicle and trailer is Annex 6 to the Decree.
§ 7
Certificate of registration of a road motor vehicle and trailer
(K § 7 (4) of the Act)
(1) Upon registration of a road motor vehicle and trailer, the registration point carrying out the vehicle registration shall issue a "Certificate of registration of a road motor vehicle and trailer." This certificate shall be protected against counterfeiting and shall be laminated with a protective liner after completion.
(2) The model of the certificate of registration of the road motor vehicle and trailer is set out in Annex 7 to the Decree.
§ 8
Technical licence of a special motor vehicle
(K § 79 (5) of the Act)
(1) The registration of registered data for a specific motor vehicle, its owner and operator shall be used for the relevant part of the special motor vehicle technical licence.
(2) The technical certificate of a special motor vehicle is evidence of a special vehicle which is protected by protective features against counterfeiting and in which the technical data of a special vehicle subject to registration are entered in the register of road vehicles. The technical licence of a special motor vehicle shall be issued by the vehicle manufacturer for a new special vehicle which has not yet been registered in the road vehicle register and which has been purchased on the domestic market. It shall also include a declaration of conformity of a special vehicle with an approved type. In the case of individual approval of the technical competence of a special vehicle after its construction or of an individually imported special vehicle from abroad, the technical licence of a special motor vehicle shall be issued by the competent authority which granted the approval of the technical competence of a special vehicle. This authority shall record the technical competence of the special vehicle in the prescribed part of this document.
(3) This licence shall also contain information on technical and other changes made to a special vehicle, carried out only by a person authorised by the Ministry or the competent approval authority who has authorised and approved the change. The person who made the relevant entries in this document shall certify them by means of a stamp and signature. The signature shall always be accompanied by the date of the record. In the technical certificate of a special motor vehicle, unauthorised persons shall not be permitted to make any records or changes.
(4) The model of the special motor vehicle technical licence is Annex 8 to the Decree.
§ 9
Certificate of registration of a special motor vehicle and a special trailer
(K § 79 (5) of the Act)
(1) Upon registration of a special vehicle, the authority carrying out the registration of a special vehicle shall issue a certificate of registration of a special motor vehicle and a special trailer. This certificate shall be protected against counterfeiting and shall be laminated with a protective liner after completion.
(2) The model of the certificate of registration of a special motor vehicle and a special trailer is Annex 9 to the Decree.
§ 10
Carrying out of vehicle technical licence entries
(Articles 7 (4) and 79 (1) and (5) of the Law)
(1) The registration point carrying out vehicle registration, the collection and registration of the registration data in the road vehicle register shall simultaneously record the registration data in the road vehicle and trailer technical licence and in the special motor vehicle technical licence.
(2) The entries in the technical licence of a road motor vehicle and a trailer or in the technical licence of a special motor vehicle are made only by the printing works of the road vehicle register. In case of failure of the printer of the road vehicle register system, the recording is permitted by means of a typewriter. Entries written by hand are not allowed.
(3) The code lists and abbreviations shall be used for the registration of official records or other records on the technical card, if provided by the Ministry.
§ 11
Loss, destruction or damage of a technical licence or vehicle registration certificate
(Articles 7 (4) and 79 (1) and (5) of the Law)
(1) In the event that the owner or the operator of the vehicle loses, destroys, damages or has been stolen a road vehicle and trailer registration card, a special motor vehicle registration certificate, a road vehicle registration certificate or a registration certificate for a special motor vehicle and a special trailer, he shall, within the time limit laid down by the law on the issue of a new technical licence or registration certificate, request a registration place in whose administrative district he has his residence or place of business, if different from his residence or registered seat.
(2) The application shall be submitted by the owner of the vehicle or by the vehicle operator with the agreement of the owner of the vehicle on the "change request 'form. The application shall state the reason for requesting a duplicate of the technical licence or registration certificate.
(3) The registration post shall issue a duplicate of the technical licence or registration certificate to which it shall enter the last valid data and shall affix the form "DUPLICATE." He shall record that he has issued a replacement document in the register of road vehicles in both parts.
§ 12
Loss, destruction, damage or theft of the vehicle registration plate table
(K 7 (4) and § 79 (1) and (5) of the Act)
(1) In the event of the loss, destruction, damage or theft of the vehicle registration plate table, an application shall be submitted for the issue of a new registration plate table at a registration point in whose administrative district the vehicle operator has his permanent or authorised residence or business location, if different from the address of the permanent or authorised residence or registered office. The application made on the "change request 'form by the owner or vehicle operator with the agreement of the vehicle owner shall specify the reason for the application.
(2) The registration space shall assign a new registration mark to the vehicle and issue a new registration plate table. It shall record that it has assigned a new registration mark and issue a new vehicle registration certificate. At the same time, it shall record in the register of road vehicles, both parts thereof.
§ 13
Transmission of data by registration points to the central register of road vehicles
(K § 5 (3) of the Act)
(1) The registration point shall transmit the registered data to the vehicles, their owners and operators kept in the electronic part of the road register to the central register of road vehicles without delay.
(2) In the event of a long-term failure of the electronic data processing system of the road vehicle register, the registration point shall transmit the data on magnetic media within the time limits specified by the Ministry.
(3) The data transmitted shall be identical in form and content to the data kept in the central register of road vehicles.
(4) The provisions of paragraphs 1 and 3 do not apply to registration points provided for in Section 4 (6) of the Act. Such registration points shall transmit without delay to the central register of road vehicles only data enabling the vehicle to be identified. The other vehicle information provided for in Sections 4 (4) and 4 (5) of the Act shall be transmitted to the Central Register of Road Vehicles immediately after the vehicle has been removed from registration records provided for in Section 4 (6) of the Act.
§ 14
Publication of statistics from the road vehicle register
(K § 4 (7) of the Act)
(1) The registration site issues statistics on registered vehicles in the road vehicle register for the needs of national authorities and organisations, state and non-state institutions and other organisations. The statistical data shall be published in the form of statistical surveys within one month of the end of the calendar year.
(2) The statistical surveys shall show the numbers of registered vehicles broken down by type and type of vehicle and by age. The registration post shall issue statistical summaries for the territory of its local competence.
(3) The registration site may, at the request of the bodies referred to in paragraph 1, issue a statistical overview of registered vehicles different from that referred to in paragraph 2.
(4) The Ministry issues a "Statistical yearbook" on numbers, types, types and marks of vehicles registered in the central register of road vehicles, on the age of registered vehicles, on the geographical distribution of registered vehicles, on registration changes made on vehicles, etc. The statistical yearbook shall be issued by the Ministry no later than 90 days after the end of the calendar year.
(5) The Ministry issues regular statistical reports on newly registered vehicles (numbers, types, types, vehicle markings and geographical distribution according to the national legal arrangement). Such statistical statements shall be issued no later than 10 days after the end of the calendar month and published in an appropriate manner.
(6) Within the framework of international agreements and arrangements by which the Czech Republic is bound, the Ministry shall transmit registration data on registered vehicles, their owners and operators abroad.
(7) The registration post shall ensure that the personal data of the owners and operators of registered vehicles are protected when issuing data from the road register.
(8) The publication of vehicle statistics shall not apply to registration points provided for in Section 4 (6) of the Act.
§ 15
Types of registration marks
(Articles 7 (4) and 79 (5) of the Law)
Registration marks shall be broken down into species according to their destination to:
(a) the standard to be determined:
1. for all road motor vehicles and trailers,
2. for all special motor vehicles,
3. for vehicles the owner or operator of which is a natural or legal person enjoying diplomatic immunity and privileges under international treaties (2) (hereinafter referred to as "diplomatic or foreign registration mark"),
4. for vehicles registered for permanent export abroad (hereinafter referred to as "export registration mark"),
(b) specific
1. for single use with limited validity,
2. permanently manipulative,
3. for test purposes,
4. for historical vehicles which have been issued a certificate of a historical vehicle (hereinafter referred to as the "registration mark for historical vehicles"),
5. for sports vehicles which have been issued a sport vehicle licence (hereinafter referred to as the "registration mark for sports vehicles").
Form, design and content of the registration mark
(Articles 7 (4) and 79 (1) and (5) of the Law)
§ 16
(1) The registration mark is indicated on the table of the registration mark by means of protruding, except for the special registration mark for single use with limited validity, which is indicated on the table by means of printing.
(2) Individual registration mark characters shall be made in at least five or more capital letters of the Latin alphabet and Arabic numerals. At least one letter and at least one digit shall always be placed in the registration table. The first letter in the standard registration mark shall indicate the country code to which the registration mark is assigned, except for the diplomatic, foreign and historical vehicle registration mark.
(3) The diplomatic or foreign registration mark is composed of the large letters of the Latin alphabet "CD," "XX," "XS" or "HC" and, in the case of cars out of five, motorcycles out of four and mopeds, three Arab numerals have been ticked.
(4) The registration mark for exports is supplemented by a red field to indicate its validity.
(5) The registration mark for historical vehicles always starts with a two-digit figure of the Arabic digits of the registration point, which ensures the registration of historical vehicles in the administrative territory of the county, and with the capital "V," under which four are placed in the case of historic cars, three in the case of historical motorcycles and two in the case of historical mopeds.
(6) The special registration mark shall consist of at least five characters and at most six characters and shall start with the letter of the county code, the other characters being composed of the large letters of the Latin alphabet and Arabic numerals.
(7) The special registration mark for single use with limited validity shall consist of seven characters and shall start with the letter of the county code, the other characters being expressed in Arabic numerals.
(8) The special registration mark for test purposes shall consist of five characters and shall begin with the letter "F ', the other characters being expressed in Arabic numerals.
(9) The registration mark for sports vehicles shall always begin with a two-digit figure of the Arabic digits of the registration place which ensures the registration of sports vehicles in the administrative territory of the county and the capital letter "R ', followed by four for sports cars and three for sports motorcycles.
§ 17
(1) The layout of the registration mark characters on the registration plate table is determined by the dimensions of each registration plate table. Characters are arranged in one or two rows. If they are arranged in two rows, then in the first row there are a maximum of three characters and in the second row a maximum of four characters; This does not apply to a special registration mark for single use with limited validity, where one character is placed in the first row and no more than six characters in the second row.
(2) No punctuation mark is inserted among the individual characters. This does not apply to special registration marks. In the case of a registration mark made on the registration plate table in one row, between the third and the fourth place designated for the gap for the location of the periodic technical inspection sticker and the emission measurement sticker.
§ 18
(1) The letters A, B, C, D, E, F, H, I, J, K, L, M, N, P, R, S, T, U, V, X, Y, Z shall be used for characters expressed in capital letters of the Latin alphabet that are added after the country code or the first mandatory character.
(2) The digits 1, 2, 3, 4, 5, 6, 7, 8, 9, 0 shall be used for characters expressed in Arabic numerals.
Method of allocation of registration marks
(Articles 7 (4) and 79 (1) and (5) of the Law)
§ 19
(1) The registration post shall assign the registration mark in accordance with the implementation referred to in Article 16 of the Decree.
(2) The plates bearing the registration mark are assigned only according to the country code

(3) The registered offices of the municipal authorities with extended scope issue tables only with a registration mark according to their local jurisdiction.
(4) Paragraph 2 shall not apply to the registration points provided for in Paragraph 4 (6) of the Act. At the request of such registration points, a registration plate bearing the code of any region shall be provided.
(5) Number codes shall be assigned to the plates bearing the registration mark for historical vehicles and the registration mark for sports vehicles for:
(a) region of the City of Prague - digits 01,
(b) South Moravian Region - digit 02,
(c) region of South Bohemia - digits 03,
(d) Region of Pardubice - digit 04,
(e) the county of Králové Hradecký - the figure 05,
(f) Region Vysočina - digit 06,
(g) Region of Karlovy Vary - digit 07,
(h) Region of Liberec - digit 08,
(i) Region Olomoucký - digit 09,
(j) Region of Pilsen - digit 10,
(k) region of Central Bohemia - digits 11,
(l) region of Moravian-Silesian - digits 12,
(m) region of Ústecký - number 13,
(n) Zlínský kraj - číslo 14.
§ 20
(1) When transferring the vehicle to the perimeter of the registration point for which another regional code is intended, the new registration point shall always assign a new registration mark and issue a new registration plate table.
(2) In the event of a change in the residence or registered office of the owner or the vehicle operator to another registration place, the vehicle owner or the vehicle operator shall report that change on the prescribed form with the agreement of the vehicle owner to the registration place in whose administrative district the new place of permanent or authorised residence or place of business differs from the address of the permanent or other residence or registered office.
(3) In the event that the owner or the vehicle operator intends to re-register the vehicle to another owner or operator, the vehicle owner or the vehicle operator shall, with the agreement of the vehicle owner, report the change to the prescribed form at the registration point where the vehicle is registered. The new owner or the vehicle operator, with the agreement of the owner of the vehicle, shall then apply for registration of the vehicle on the prescribed form at the registration place in whose administrative district the place of permanent or authorised residence or place of business is different from the address of the permanent or authorised residence or registered office.
(4) The vehicle owner or vehicle operator shall request the replacement of the registration plate table for the destroyed or lost vehicle with the agreement of the vehicle owner on the prescribed form at the registration place where the vehicle is registered.
(5) The assigned registration number shall no longer be assigned to another vehicle.
§ 21
(1) The plates of the special registration mark shall permanently assign a registration space in the necessary number to a person who ensures the driving of vehicles not yet registered in the register of road vehicles but which have already been approved for technical roadworthiness and are not intended for permanent use on the road. These are mainly handling drives for manufacturers, importers and vehicle dealers.
(2) This special registration mark shall be prohibited to be used on a vehicle already registered in the register of road vehicles and assigned another type of registration mark. This does not apply to vehicle repair test runs where this special registration mark is placed on the registration plate of the vehicle previously assigned.
(3) The tables of the special registration mark for test purposes will assign a registration site, after prior approval by the Ministry, to a necessary number of legal or natural persons who provide for the use of vehicles not yet registered in the register of road vehicles for which technical roadworthiness has not yet been approved or on which non-approved parts, parts, accessories or accessories are tested. This is exclusively a journey provided by the vehicle manufacturer, the Ministry, the Ministry responsible for testing or the natural or legal person authorised by the vehicle manufacturer.
(4) The tables of the single use special registration mark shall be assigned by the vehicle vendor who supplies the vehicles sold to individual customers to make the necessary journey to the registration point. The table shall indicate the validity of the registration mark, which shall be fixed 10 days after its issue. A vendor or registration place which has issued, at the place designated for that purpose, a table of the special registration mark for single use with limited validity shall indicate the date of issue. The registration shall be endorsed by the stamp and signature of the authorised person.
§ 22
(1) The registration post shall keep a record of each special registration mark issued. The registration shall include the name, registered office and identification number, if any, of the legal person or natural person of the entrepreneur; the name, surname, birth number, place of permanent or authorised residence or, where applicable, the address of the place of residence when granting asylum, if it is the natural person to whom the table was issued and the date of its issue.
(2) For each special registration mark, permanent handling and for test purposes, the registration space shall be issued by the "certificate for the special registration mark 'and the" special registration plate driving records' in which the operator records all vehicle running data. This certificate and record of journeys shall replace the vehicle registration certificate and shall be submitted by the driver of the vehicle to the police officer when in-service traffic checks. For driving abroad, the operator shall issue a registration post after prior approval by the Ministry and after surrender a "certificate for a special registration mark 'of a vehicle registration certificate valid for a specified period of time, but not more than 6 months.
(3) For single use special registration marks with limited validity, the vehicle vendor shall issue a "Special registration plate issue book 'in which the dealer records the individual allocation of the table. The registration place shall enter in this book the individual allocation of tables of the special registration mark for single use with limited validity. The book shall be submitted by the vehicle vendor to the registration place for inspection whenever it requests further allocation of tables of the special registration mark for single use with limited validity.
(4) The model of the certificate for the special registration mark shall be permanently handled and the special registration mark for test purposes, as set out in Annex 10 to the Decree.
(5) The model of driving records for the special registration mark is set out in Annex 11 to the Decree.
(6) The model of the book of issue of the special registration mark is annexed to No 12 of the Decree.
§ 23
(1) If the reasons for which the registration plate has been assigned by the registration plate are omitted, the person who was assigned shall return them within 10 working days at the latest to the registration post which issued them.
(2) Where the loss, destruction, damage or theft of the plate of a special registration plate is permanently handled or for trial purposes, the person who has been assigned shall report this fact within 10 working days at the latest to the registration place which assigned it.
Implementation of registration plates, national distinguishing marks and additional registration marks
(Articles 7 (4) and 79 (1) and (5) of the Law)
§ 24
(1) The plate of the vehicle registration mark is composed of a rectangle with rounded corners with a radius of curvature of 10 mm, measuring:
(a) 520 x 110 mm for a passenger car unless it has space for placing the plate bearing the registration mark referred to in (c) or (e); for a truck, a bus, a special vehicle and a trailer, unless it has space for placing the plate bearing the registration mark referred to in (b); for a tractor and its trailer or self-propelled work machine, unless it has space for placing the plate bearing the registration mark referred to in (c) or (d);
(b) 340 x 200 mm for the truck, bus, special vehicle and trailer;
(c) 280 x 200 mm for a passenger car, a tractor and its trailer or a self-propelled working machine;
(d) 200 x 160 mm for a motorcycle, for a tractor and its trailer or self-propelled work machine and for other road vehicles;
