DECLARATION
Ministry of Transport
of 15 August 1996
amending and supplementing the Decree of the Ministry of Transport No. 177 / 1995 Coll., which publishes the construction and technical rules of the runways
The Ministry of Transport provides pursuant to § 66 paragraphs 1 and 4 of Act No. 266 / 1994 Coll., on Railways, for implementation of § 5 paragraph 3 and § 20 paragraph 3:
Decree of the Ministry of Transport No. 177 / 1995 Coll., which is published in the Construction and Technical Regulations of Railways, is amended as follows:
Article 1 (2) (b) reads as follows:
"(b) the platform safety belt part of the platform surface at the entrance edge, separated from the other platform surface by a contrasting colour and tactile (blind stick and step), by a susceptible warning strip."
Article 11 (12) reads as follows:
"(12) The provisions of paragraphs 2, 4, 5, 6 and 7 shall apply at all times, unless the complexity of local conditions in a built-up territory or State-protected territory or adverse geological conditions so prevent. If the parameters referred to in these paragraphs cannot be complied with, the safety of runway operation and runway transport must be ensured by appropriate engineering and organisational measures. '

In § 13 (2), the first sentence is: "On the national track of the structures of the runway in which a new runway ground body is established, the radius of the arc shall not be less than 500 m in track tracks and, in the case of the reconstruction or modernisation of the runway in which a new runway ground body is not set up, the radius of the arc shall not be less than 300 m in track tracks'.
4. the following paragraph 14 shall be added to Article 13:
"(14) The provisions of paragraphs 2, 3, 4 and 8 shall apply at all times, unless the complexity of local conditions in a built-up territory or State-protected territory or adverse geological conditions so prevent. If the parameters referred to in these paragraphs cannot be complied with, the safety of runway operation and runway transport must be ensured by appropriate engineering and organisational measures. '
5. In Paragraph 14 (3), the first sentence after the words "must be 'is replaced by the following:" for new railway construction'.
6. In Paragraph 16 (1), the following sentence is added at the end: "A seat belt must be marked on newly established platforms. '
7. In the third sentence of Paragraph 18 (5), the words "with a sprinkler 'are deleted, a dot is inserted after the words" sections of the line' and the rest of the sentence is deleted.
8. In Article 24 (11), the following is inserted after the word "management ':" except for electrically non-conductive communication lines'.
9. In Article 26 (2) (f), the word "inspection 'is replaced by" inspection' and the words "and their strife 'are replaced by" visual inspection of their welds'.
10. In the second sentence of Paragraph 43 (6), "half 'is replaced by" double'.
11. Article 53 (4) reads as follows:
"(4) The provisions of paragraphs 1 and 2 shall apply at all times, unless the complexity of local conditions in a built-up territory or State-protected territory or adverse geological conditions so prevent. If the parameters referred to in these paragraphs cannot be complied with, the safety of runway operation and runway transport must be ensured by appropriate engineering and organisational measures. '

"(f) buildings and equipment intended for the organisation and management of railway transport, the shutdown of trolleybuses and the conduct of their regular roadside inspections and the satisfaction of the transport needs of the public, including the civil engineering networks necessary for their operation, the stops forming the platforms and the entry islands, their equipment and shelters,";
13. in Paragraph 88 (1), the following shall be inserted after the words "the provisions of this Decree": "governing the technical conditions and requirements for railway and track construction."
This Decree shall take effect on the date of its publication, with the exception of Article I (1), (3), (6) and (7), which shall take effect on 1 November 1996.
