Decree of the Minister for Foreign Affairs
of 19 October 1948
concerning the Convention and the Agreements negotiated in Paris on 5 July 1947 at XII. World Postal Congress.
According to § 1 (e) of the Law of 21 July 1948, No 214 Coll., on collections of laws I declare:
On 5 July 1947 they were at XII. The following acts have been negotiated at the World Postal Congress in Paris:
1. The World Postal Convention with the Final Protocol, the Implementing Regulations and the provisions on air transport by letter with the Final Protocol to these Provisions;
2. Arrangements for valuable letters and valuable boxes with the Final Protocol and Implementing Regulations;
3. Arrangement on postal packages with the Final Protocol, the Implementing Regulations and the provisions on air transport of postal packages with the Final Protocol to these Provisions;
4. Arrangements for delivery on delivery with the implementing rules;
5. Arrangements on postal vouchers with the implementing rules and the supplement on the service of postal travel gods;
6. Arrangements on postal transfers with implementing rules;
7. Arrangements for postal orders with implementing rules;
8. Arrangements for subscriptions to newspapers and magazines by post with implementing rules.
The Convention and the Arrangement were ratified on 25 June 1948 by the President of the Republic and deposited with the Government of the French Government on 30 August 1948. The international effectiveness of the Convention and the Arrangement shall be calculated from 1 July 1948.
The translation of the original (French) text of the ratified acts was published under the title "Convention and Arrangement of the World Postal Union (Paris 1947) 'as a separate part No 31 of the Bulletin of the Ministry of Posts I of 29 June 1948. The French text of these acts may be consulted at the post office on request. The list of countries, settlements, etc., bound by the Convention and the Agreements, was published in Annex to No 45 of the Bulletin of the Ministry of Posts I of 5 October 1948.
