DECLARATION
of 26 June 2025
on the dispatching control of the electricity system (Dispatching Order)
The Ministry of Industry and Trade provides pursuant to § 98a (1) (b) of Act No. 458 / 2000 Coll., on the Terms and Conditions of Business and on the Enforcement of State Administration in the Energy Sector and on the amendment of certain laws (Energy Act), as amended by Act No. 87 / 2025 Coll.:
Subject matter
(1) This Decree, following the directly applicable regulation of the European Union( 1), regulates the
(a) the dates and extent of data or information transmitted to the transmission system operator, the distribution system operator or the data centre for dispatching management, the coordination of the preparation of the operation of the transmission or distribution system, the preparation and evaluation of the operation of the transmission and distribution system and the operation and development of the electricity system;
(b) the scope and procedure for preparing the operation of the transmission or distribution system;
(c) technical equipment requirements for electricity generation and storage facilities for dispatching control;
(d) the scope and procedure for carrying out periodic tests of the equipment enabling the dispatching control of the electricity generation or storage facility and the manner and dates of notification of the start and end of the reduction, increase, restriction or interruption of the supply of electricity in such cases; and
(e) rules for the joint training of persons involved in dispatching and the content of the national training plan.
(2) This decree further regulates
(a) the method of dispatching control of the electricity system;
(b) the scope and procedure for dispatching the electricity generation and storage facilities;
(c) rules for the cooperation of technical dispatches and control and surveillance centres;
(d) the scope and procedure for evaluating the operation of the electricity system;
(e) the use of facilities for providing support services; and
(f) the method and procedure for determining the compensation for the change of electricity production and supply to or from the electricity storage facility in the dispatching procedure provided for in Article 26 (5) of the Energy Act.
Definition of terms
For the purposes of this decree:
(a) an automated dispatching control system, a separate technology system with its own secure interfaces to other information systems and technologies, including the dispatching control system, the protection, telecommunications and information transmission equipment and the dispatching instructions and systems for automatic control of the electricity system;
(b) by the dispatching order, instruction to the technical dispatching of the transmission system operator or the technical dispatching of the distribution system operator or the control and surveillance centre of the local distribution system operator to carry out the dispatching procedure;
(c) the available power, the achievable value of the highest and lowest active power supplied or withdrawn by the power generation, demand or storage facility without restriction;
(d) a local distribution system for a distribution system not directly connected to the transmission system;
(e) by manipulating the operation by changing the instantaneous state of the wiring of the electrical system by means of switches, switches, disables or grounding devices, including voltage control, switch-off, change in protection settings, switch-off and switch-on of the automation and regulation, except for changes caused by network protection and automatic action;
(f) the guaranteed performance of a power plant or a power storage facility which can be restricted under the conditions laid down by the Energy Act (m2) without compensation;
(g) connected electricity generation, demand or storage facilities;
(h) the transmission system or distribution system.
Control
(1) The dispatching control serves to ensure the reliable and secure operation of the electricity system. The control shall be carried out by the system operator through a technical dispatching or control and surveillance centre.
(2) The dispatching procedure includes:
(a) preparing the operation of the electricity system;
(b) operational management of the operation of the electricity system; and
(c) evaluation of the operation of the electricity system.
(3) System operators, electricity generators, electricity storage facilities operators, customers, electricity traders and support service providers are required to cooperate in the preparation of operations, operational management of the electricity system and evaluation of the operation of the electricity system, and in the development of the electricity system. For the purposes of the first sentence, the electricity market participants shall exchange and regularly specify information, including contacts with the technical dispatching or control and surveillance centre of the system operator, the electricity producer, the electricity storage facility operator whose installation is connected to the system and the customer whose demand facility is connected to a system with a voltage above 1 kV.
(4) The details of the exchange of information, structural data, real-time operational and information are set out in a methodology issued pursuant to Article 40 (6) of the Commission Regulation laying down a framework instruction for the operation of the electricity transmission system (1) and the TSO operating rules or the distribution system operating rules.
(5) The transmission system operator shall make use of changes in active and reactive power supplied to the transmission system from power generating facilities or power storage facilities connected to the transmission system with a negative power for activation of remedial actions pursuant to Article 23 of the Commission Regulation laying down a framework instruction for the operation of the electricity transmission system (1) and the measures of the system defence plan pursuant to Article 13 of the Commission Regulation establishing a network code for the defence and restoration of the electricity system (3). The procedure for the use and scope of the power-generating modules or power storage facilities connected with the negative power shall be negotiated by the transmission system operator with the electricity producer or the electricity storage facility operator.
Control and information exchange hierarchy
(1) The transmission system operator's technical dispatching shall issue dispatching instructions
(a) electricity generators, electricity storage facility operators or customers whose connected facilities are connected to the transmission system;
(b) the technical dispatching of the regional distribution system operator;
(c) providers of support services provided through connected transmission-connected facilities;
(d) providers of balancing services provided through connected distribution system-connected facilities pursuant to Article 23; and
(e) providers of non-frequency support services provided through connected distribution system-connected facilities through a technical dispatching or control and surveillance centre of the distribution system operator.
(2) Technical dispatching of the regional distribution system operator issues dispatching instructions
(a) the technical dispatching of the transmission system operator in the execution of the work and in the resolution of fault conditions in fields 110 kV, 33 kV and 10,5 kV transformers 400 / 110 kV and 220 / 110 kV which require handling of switching elements 400 kV, 220 kV, 33 kV and 10,5 kV transformer fields 400 / 110 kV and 220 / 110 kV;
(b) electricity generators, electricity storage facilities or customers whose connected facilities are connected to a regional distribution system;
(c) the technical dispatcher or the control and surveillance centre of the local distribution system operator connected to the regional distribution system;
(d) providers of non-frequency support services provided through connected equipment connected to the regional distribution system pursuant to Article 23;
(e) the provider of the flexibility relating to changes in active power which provides this service through connected equipment connected to the local distribution system, through a technical dispatching or control and surveillance centre of the operator of that local distribution system pursuant to Section 24; and
(f) providers of non-frequency support services provided through a connected facility connected to a local distribution system through a technical dispatcher or a control and surveillance centre of the operator of that local distribution system.
(3) Technical dispatching or control and surveillance centre of the local distribution system operator issues dispatching instructions
(a) the electricity generators, the electricity storage facility operator and the customer whose connected installation is connected to the local distribution system;
(b) the technical dispatcher or control and surveillance centre of the local distribution system operator connected to the local distribution system;
(c) providers of non-frequency support services provided through connected equipment connected to the local distribution system pursuant to Article 23;
(d) providers of flexibility relating to changes in active power which provide this service through connected equipment connected to the connected local distribution system, through a technical dispatching unit or a control and surveillance centre of the operator of that local distribution system, unless a procedure for the direct issue of operational instructions is established pursuant to Article 24 (7); and
(e) providers of non-frequency support services providing non-frequency support services to the local distribution system operator, provided through connected equipment connected to the connected local distribution system through a technical dispatching or control and surveillance centre of the operator of that connected local distribution system.
(4) Dispatcher instructions issued pursuant to paragraph 2 (b) and paragraph 3 (a) take precedence over those issued under paragraph 1 (d) or (e). Dispatcher instructions issued in accordance with paragraph 3 (a) shall take precedence over those issued in accordance with paragraph 2 (e) or (f). Dispatcher instructions issued in accordance with paragraph 3 (a) shall have priority in the local distribution system connected to another local distribution system than those issued in accordance with paragraph 2 (e) or (f) and paragraph 3 (d) or (e).
(5) The local distribution system operator shall notify the establishment or cancellation of the technical dispatching or control and surveillance centre referred to in Article 25 (10) (e) of the Energy Act to the technical dispatching or control and surveillance centre of the system operator to which its equipment is connected and the superior technical dispatching of the regional distribution system operator no later than 5 working days before the start or termination of the operation of the technical dispatching or control and surveillance centre.
(6) The electricity producer, the electricity storage facility operator, the customer or the support service provider shall transmit the information necessary for the dispatching procedure, except for information to coordinate the processing of the preparation of operations, to the technical dispatcher or to the control and surveillance centre of the system operator to which its connected facility is connected.
(7) The technical dispatching or control and surveillance centre of the local distribution system operator shall transmit the information necessary for the dispatching control, except for information to coordinate the processing of the preparation of operations, the technical dispatching or the control and surveillance centre of the distribution system operator to which the local distribution system is connected by it.
(8) The technical dispatching of the regional distribution system operator shall transmit the information necessary for the dispatching process, except for information to coordinate the preparation of operations, to the technical dispatching of the transmission system operator.
(9) The power-generating facility manufacturer, the electricity storage facility operator, the customer or the local distribution system operator shall, in preparation for the operation and provision of support services, provide technical information to the electricity market participants only with the consent of the distribution system operator to which the connected facilities or local distribution system is connected.
(10) For local distribution system operators which have not set up a technical dispatching centre or a control and surveillance centre, the provisions on information exchange and control shall apply mutatis mutandis.
(a) the customer when at least one customer's demand point is connected to the local distribution system and no electricity generation or storage facility is connected;
(b) the electricity producer, if no customer demand point is connected to the local distribution system and at least one electricity generation or storage facility is connected; or
(c) both the electricity producer and the customer, where at least one customer's demand point and at least one electricity generation or storage facility are connected to the local distribution system.
Coordination of data centre preparation process
(1) The transmission system operator shall transmit to the data centre information on the certified power values for the provision of flexibility, the activation of which gives rise to the supply of regulatory energy, at the transmission point to which the assignment of the initial supply or electricity distribution diagram is registered, or where the assignment of the initial supply or electricity collection diagram to an electrical installation with flexibility. The transmission system operator shall transmit to the data centre the information referred to in the first sentence before the provision of flexibility begins.
(2) The data centre shall provide the information referred to in paragraph 1 to the distribution system operator to which the connected installation with the possibility of providing flexibility at the transmission point referred to in paragraph 1 is connected.
(3) The data centre makes available to electricity market participants in the data centre information system data from the preparation of the operation of the transmission system to the extent of the information referred to in Articles 7 (6) and 7 (7), with the exception of the information referred to in Articles 7 (4) (a), (d), (e), (g) and (h), 7 (6) (c) and 7 (7) (a).
Coordination of data centre preparation process
(1) Information for the coordination of the preparation of operations is information for the preparation of operations pursuant to Sections 8, 13 and 14, with the exception of information
(a) for the processing of the preparation of the operation of the transmission system pursuant to Sections 8 (2) (a) (5), (6) and (8) (4), (8) (5) (a) (2) and (8) (5) (b) (2),
(b) for the processing of the preparation of the operation of a regional distribution system pursuant to Articles 13 (3) (c) (4), 13 (3) (d), 13 (4) (c) (7), 13 (4) (d), 13 (5) (c) (7) and 13 (5) (d);
(c) for the processing of the preparation of the operation of the local distribution system pursuant to § 14 (3) (b) (6), § 14 (3) (c) (4) and § 14 (3) (d).
(2) The data centre shall verify the scope of the power-generating module's authorisation, which shall transmit the information for the coordination of the preparation of operations, the completeness and accuracy of the information transmitted and, after verification, shall transmit the information to the system operator for the preparation of operations.
(3) The data centre makes available to electricity market participants in the data centre information system data from the preparation of the operation of the transmission system to the extent of the information referred to in Articles 7 (4), (6) and (7), with the exception of the information referred to in Articles 7 (4) (a), (d), (e), (g) to (j), 7 (6) (c) and 7 (7) (a).
(4) The data centre shall allow the system operator to register the equipment and to submit the requirements for the release of the equipment and the re-entry into service of the equipment pursuant to paragraphs 15 and 16.
Preparation of the operation of the transmission system, its breakdown and content elements
(1) The transmission system operation preparation processed by the transmission system operator's technical dispatcher shall include long-term and short-term operational preparation and long-term outage information plans.
(2) Long-term preparation of transmission system operations is divided into:
(a) annual preparation of the operation of the transmission system; and
(b) the monthly preparation of the operation of the transmission system.
(3) The short-term preparation of transmission system operations is divided into:
(a) weekly preparation of the operation of the transmission system; and
(b) the day-ahead preparation of the transmission system operation and its intraday update.
(4) The long-term preparation of transmission system operations includes:
(a) a plan for the maintenance and shut-down of transmission system equipment and information on distribution system equipment with a voltage of 110 kV, their maintenance and shut-down plan and the putting into service or decommissioning of new system equipment;
(b) the expected course of electricity consumption in the electricity system;
(c) the expected operation of the electrical system load;
(d) the outage plan of connected transmission-connected facilities;
(e) information on the outage plan of connected facilities connected to the distribution system;
(f) the electricity power balance of the electricity system, including foreign cooperation;
(g) control of network operation modes, check of static and dynamic stability of networks, check of conditions of reliability of operation of the electricity system and international interconnection, calculation of short-circuit ratios, check of transformation capacity with a voltage of 400 / 110 kV, 220 / 110 kV and check of compensation devices for voltage control and reactive power that affect the operation of the transmission system;
(h) a proposal for measures to eliminate situations that do not meet the conditions of reliability of the operation of the electricity system and of international interconnection;
(i) transmission system restrictions affecting the operation of power generating plants; and
(j) the necessary scope, size and structure of the performance balance services.
(5) In addition, the monthly preparation of the transmission system operation, in addition to the content elements referred to in paragraph 4, shall include an overview of the work, approved tests and measurements in the transmission system and of the connected facilities affecting the operation of the transmission system.
(6) The short-term preparation of the operation of the transmission system, in addition to the content elements referred to in paragraph 4 (a) to (h), also includes:
(a) the planned performance diagram at the terminals of the installation for each trading interval for the period;
(b) the indicative quantity of performance balance services demanded for the day-ahead market; and
(c) an overview of the work, approved tests and measurements in the transmission system and connected facilities affecting the operation of the transmission system.
(7) The day-to-day preparation of the transmission system operation, in addition to the contents referred to in paragraph 6, shall also include:
(a) the operational scheme for the connection of the transmission system and information on the connection of equipment with a voltage of 110 kV distribution systems;
(b) information on balancing services secured for trading intervals of the day; and
(c) an analysis of the adequacy of the electricity system for the following 7 days.
(8) Long-term outage information plans contain the information referred to in paragraph 4 (a) and (d).
Processing of the preparation of transmission system operations
(1) The development of operational preparation is a process involving technical and organisational measures and procedures in the area of the production, transmission, distribution, consumption and storage of electricity, leading to reliable and safe operation of the transmission system, resulting in long-term and short-term preparation of the operation of the transmission system and long-term outage plans. The processing of the preparation of the transmission system operation shall take place within a period of 3 years before the real time of operation of the transmission system until the real time of operation of the transmission system.
(2) To process the preparation of the operation of the transmission system, it shall transmit:
(a) distribution system operator
1. the maintenance and restoration plan for distribution system installations affecting transmission system operation;
2. requirements for the putting into service of new distribution system facilities or decommissioning of distribution system facilities affecting the operation of the transmission system;
3. the requirements for the release of distribution system facilities and the re-entry into service of distribution system facilities affecting the operation of the transmission system, in accordance with the outage plan of those facilities;
4. information on the short-circuit contribution from the distribution system to the transmission system,
5. information on the expected area of foreign cooperation divided by parts of the distribution system with a voltage of 110 kV;
6. information on the anticipated connection of 110 kV distribution system equipment,
7. information on availability of distribution system facilities used in the recovery plan;
8. Expected consumption in the defined distribution system territory for each trading interval;
(b) the electricity producer or the electricity storage installation operator whose connected installation is connected to the transmission system or whose connected installation with a total installed power of 1 MW or more is connected to the distribution system;
1. information on the available power of the connected equipment,
2. the outage plan of the connected equipment, indicating the reasons for the outage,
(c) a power-generating facility or an operator of an electricity storage facility providing power-balancing services whose connected facility is connected to a transmission system or whose connected facility with a total installed power or power input of 100 kW or more is connected to a distribution system, the information referred to in point (b); and
(d) the customer, the electricity producer or the operator of the electricity storage facility whose connected installation is connected to the transmission system, information on the planned work on the connected installation.
(3) For the processing of the annual preparation of transmission system operations, market participants shall transmit the information referred to in paragraph 2. For the processing of the monthly, weekly and daily preparation of transmission system operations, TSOs shall transmit the information referred to in paragraph 2 or update the information already transmitted for the processing of the previous preparation of transmission system operation for the period for which the preparation of the transmission system operation is being processed.
(4) In addition, for the processing of the monthly and short-term preparation of transmission system operations, it shall transmit the requirements for the approval of tests and measurements affecting the operation of the transmission system.
(a) the distribution system operator; and
(b) an electricity producer or an operator of an electricity storage facility whose connected installation is connected to a transmission system or whose connected installation with a total installed power of 1 MW or more is connected to a distribution system.
(5) In addition, for the processing of short-term preparation of transmission system operations it shall transmit:
(a) distribution system operator
1. a diagram of consumption in the defined distribution system territory for each trading interval;
2. confirmation or updating of the test and measurement requirements affecting the operation of the transmission system;
(b) the electricity producer or the electricity storage installation operator whose connected installation is connected to the transmission system or whose connected installation with a total installed power of 1 MW or more is connected to the distribution system;
1. the planned power diagram at the terminals of the connected equipment for each business interval;
2. updating the approved test and measurement requirement affecting the operation of the transmission system;
3. information on technical restrictions on the operation of the connected equipment,
4. the estimated quantity of electricity produced from renewable energy sources for each business interval;
5. Information on available performance,
(c) a power-generating facility or an operator of an electricity storage facility providing power-balancing services whose connected facility is connected to a transmission system or whose connected facility with a total installed power or power input of 100 kW or more is connected to a distribution system, the information referred to in point (b); and
(d) the provider of the support services shall provide information on the planned distribution of the agreed support services, while respecting the limits set by the system operator to which the connected facility through which the support services are provided is connected.
(6) For the intraday update of the preparation of transmission system operations, the distribution system operator, the electricity producer, the electricity storage facility operator, the customer or the support service provider shall immediately inform the transmission system operator of the change of the information provided under paragraph 5 for all remaining trading intervals of the day.
(7) The transmission system operator shall process the annual transmission system operation preparation by 30 November of the calendar year preceding the calendar year for which the annual transmission system operation preparation is being processed and publish it on its website.
(8) The transmission system operator shall process the monthly preparation of the operation of the transmission system by the end of the third working day before the end of the month preceding the calendar month for which the monthly preparation of the operation is being processed.
(9) The transmission system operator shall process weekly preparation of the operation of the transmission system by Thursday of the week preceding the week for which the weekly preparation of the operation of the transmission system is processed. The weekly preparation of the transmission system operation shall be processed for seven consecutive days from Saturday to Friday.
(10) The day-ahead preparation of the transmission system operation shall be processed by the transmission system operator within 16.00 hours of the day preceding the day on which the daily preparation of the transmission system operation is processed.
Regional coordination and preparation of the network model
(1) The transmission system operator ensures regional coordination of the electricity system of the Czech Republic with the transmission system operators with whose systems the transmission system is connected and with regional coordination centres.
(2) Where the installation of a distribution system operator, electricity producer, operator of a storage facility or customer is included in an individual network model processed by the transmission system operator pursuant to Article 67 or 70 of the Commission Regulation laying down a framework instruction for the operation of the electricity transmission system (1), Article 17 of the Commission Regulation laying down a framework instruction for the allocation of capacity and congestion management4), and Article 18 of the Commission Regulation laying down a framework instruction for the allocation of capacity on the long-term market5),
(a) the transmission system operator shall inform the operator of this fact and the extent of the information required; and
(b) the operator shall provide the transmission system operator with the required information at the request of the transmission system operator by the deadline set by the transmission system operator.
(3) The transmission system operator shall inform the distribution system operator of the change in the fact that the remedial actions of the distribution system operator are subject to regional coordination and of the change in the scope of the area monitored pursuant to Article 75 of the Commission Regulation laying down a framework instruction for the operation of the electricity transmission system 1).
(4) For the preparation of the two-day individual network model, the regional distribution system operator and the local distribution system operator whose installation has a demonstrable impact on the operation of the transmission system shall transmit the update of the information transmitted pursuant to Article 8 (5) for the following 2 days to the TSO for the preparation of the two-day network model.
(5) The transmission system operator shall conduct daily regional operational security coordination for the following day and intraday regional operational security coordination for the remaining business intervals of the day referred to in Article 76 of the Commission Regulation laying down a framework instruction for the operation of the electricity transmission system (1). Where corrective actions by the distribution system operator are subject to regional coordination,
(a) the distribution system operator shall provide up-to-date information on corrective actions at the dates specified in the joint operational instructions;
(b) the transmission system operator shall inform the distribution system operator of the outcome of such coordination.
Long-term outage information plans
(1) The transmission system operator shall process long-term outage plans for the next 3 years each year prior to the annual operation preparation.
(2) If the outage of the distribution system operator, electricity producer, electricity storage facility operator or customer is subject to regional coordination, it shall transmit for the following three calendar years:
(a) the distribution system operator shall provide the information referred to in Article 8 (2) (a) (1) to (3);
(b) the electricity producer and the operator of the electricity storage facility, the information referred to in Article 8 (2) (b) (2) and (3); and
(c) the customer information referred to in Article 8 (2) (d).
(3) The transmission system operator shall inform the distribution system operator, the electricity producer, the electricity storage facility operator and the customer of a change in the fact that the outages of its facility are subject to regional coordination in accordance with Article 84 to 86 of the Commission Regulation laying down a framework instruction for the operation of the electricity transmission system (1).
Transmission dates for operational preparation
(1) Deadline for transmission of information for the processing of annual preparation of operations
(a) the transmission system shall be no later than 30 June of the calendar year preceding the calendar year for which the preparation of operations is carried out;
(b) the regional distribution system shall be no later than 20 June of the calendar year preceding the calendar year for which the preparation of operations is being carried out;
(c) the local distribution system connected to the regional distribution system shall be no later than 15 June of the calendar year preceding the calendar year for which the preparation of operations is being carried out.
(2) Date of transmission of updated information for the processing of annual preparation of operations
(a) the transmission system shall be no later than 30 September of the calendar year preceding the calendar year for which the preparation of operations is carried out;
(b) the regional distribution system shall be no later than 20 September of the calendar year preceding the calendar year for which the preparation of operations is being carried out;
(c) the local distribution system connected to the regional distribution system shall be no later than 15 September of the calendar year preceding the calendar year for which the preparation of the operation is being processed.
(3) If, before the deadline for the transmission of updated information for the processing of annual operational preparation, there are exceptional events affecting the processing of annual operational preparation, the system operator may extend the deadline referred to in paragraph 2 by up to 30 days. The distribution system operator may extend the deadline for the transmission of updated information for the processing of annual preparation of operations only with the consent of the system operator to which the system operated by it is connected. The system operator shall publish on its website information on the extension of the deadline for the transmission of updated information.
(4) Deadline for transmission of information for the processing of monthly preparation of operations
(a) the transmission system shall be without delay after the requirement to change from the annual preparation of the operation, but not later than the 15th day of the calendar month preceding the calendar month for which the preparation of the operation is being processed;
(b) the regional distribution system shall be immediately after the requirement to change from the annual preparation of operations, but no later than 3 working days before the 15th day of the calendar month preceding the calendar month for which the preparation of operations is being processed;
(c) the local distribution system connected to the regional distribution system shall be immediately after the requirement for change has been established against the annual preparation of the operation, but no later than 5 working days before the 15th day of the calendar month preceding the calendar month for which the preparation of the operation is being processed.
(5) Deadline for transmission of information for the processing of weekly preparation of operations
(a) the transmission system shall be immediately after the requirement to change from the monthly preparation of operations, but no later than 12.00 on Tuesday of the week preceding the week for which the preparation of operations is being carried out;
(b) the regional distribution system shall be immediately after the requirement to change from the monthly preparation of operations, but no later than 9.00 on Tuesday of the week preceding the week for which the preparation of operations is being carried out;
(c) the local distribution system connected to the regional distribution system shall be immediately after the requirement for change has been established against the monthly preparation of the operation, but no later than 16.00 on Monday of the week preceding the week for which the preparation of the operation is being processed.
(6) The deadline for the transmission of information for the processing of the two-day individual network model shall be within 15.00 hours of the second day preceding the day for which the two-day individual network model is processed.
(7) Deadline for the transmission of information for the processing of daily preparation of operations
(a) transmission systems
1. the electricity producer, the operator of the electricity storage facility or the customer shall be immediately after the change requirement has been established against the weekly preparation of the operation but no later than 8.15 hours on the day preceding the day for which the daily preparation of the operation is being processed and, in the case of updating the information already transmitted, no later than 15.00 hours on the day preceding that for which the daily preparation of the operation is being processed,
