DECLARATION

amending and supplementing the Decree of the Ministry of Transport No. 173 / 1995 Coll., which publishes the Railway Regulations
The Ministry of Transport provides pursuant to § 66 (1) of Act No. 266 / 1994 Coll., on Railways, for implementation of § 22 (2), § 35 (2) and § 43 (4):
The Decree of the Ministry of Transport No. 173 / 1995 Coll., which is issued by the Railway Regulations, is amended as follows:
Article 8 (2) reads as follows:
"(2) On lines with a braking distance of 1000 m, the track speed may be up to 160 km.h-1, provided that the warning signal" Warning "or signals, which indicate reduced speed, will be prelined on the lead train vehicle by means of a train alarm from the previous signal and the train alarm will ensure the registration of reception signals ordering speed reductions. '
2. Article 15 (5) (b) reads as follows:
"(b) in the event of failure of the safety device."
3. In Paragraph 25 (3), the following sentence is added at the end: "This synergy may not be guaranteed for the duration of the reconstruction or modernisation of the signalling equipment, provided that the safe operation of railway transport in the various train running modes referred to in Section 27 (7) is ensured by uniform technological procedures for train management."
4. In Paragraph 35 (1) (c), the word "train 'is added at the end.
5. In the first sentence of Paragraph 60 (5) (c), the words "(i.e. speeds above the nominal design speed) 'are deleted.
6. In Annex 1, Part I, Table 1
(a) one green light and one yellow light in the column "Indicator sign" shall be added to the symbol of the speed indicator with the number three in the ninth row of the sign;
(b) in the 34th row, in the case of a marker, one yellow light shall be deleted in the column "Note", in the column "Indicative character of the VZ" the symbol "yellow intercircle in brackets" shall be deleted and in the column "Identification of the VZ code" the letter "(zm) shall be deleted,"
(c) the last line with the sign green light with white light is deleted;
(d) in the explanatory notes to Table 1, explanatory notes 6) and 7) are deleted.
7. In Annex 3, Part II, in point 14, in the first sentence, the words "or edge distance 'shall be inserted after the word" height' and the following words shall be deleted at the end of the sentence and added: "or a barrier-free access platform '. In the third sentence, the word" integral "is deleted. The following sentences are added after the last sentence:" Rail vehicles with wheelchair-free access shall have visual information for passengers supplemented by tactical, acoustic and optical information elements for persons with sensory disabilities. Railway vehicles with barrier-free access and self-service control of external doors shall be equipped with a remote control device for doors by persons who are blind and mobile.';
8. In Annex 3, Part II, point 16, the words "for the carriage of persons' are deleted.
9. In Annex 3, Part III, in point 17, in the first sentence, the words "or edge distance 'are inserted after the word" height' and the dot is deleted at the end of the sentence and the following words are added: "or a barrier-free access platform '. In the second sentence, the words" In vehicles' are replaced by the words "In train vehicles'. In the third sentence, the word" integral "is deleted. The following sentences are added after the last sentence:" Rail vehicles with wheelchair-free access shall have visual information for passengers supplemented by tactical, acoustic and optical information elements for persons with sensory disabilities. Railway vehicles with barrier-free access and self-service control of external doors shall be equipped with a remote control device for doors by persons who are blind and mobile. ';
10. In Annex 3, Part IV, in the first sentence of point 21, the words "or edge distance 'shall be inserted after the word" height' and the dot shall be deleted at the end of the sentence and the following words shall be added: "or a barrier-free access platform '. In the third sentence, the word" integral "is deleted. The following sentences are added after the last sentence:" Rail vehicles with wheelchair-free access shall have visual information for passengers supplemented by tactical, acoustic and optical information elements for persons with sensory disabilities. Railway vehicles with barrier-free access and self-service control of external doors shall be equipped with a remote control device for doors by persons who are blind and mobile.';
11. in Annex 3, in Part V, in the first sentence of point 14, the words "or edge distance" shall be inserted after the word "height," and the following words shall be deleted at the end of the sentence: "or a barrier-free access platform." In the second sentence, the words "In vehicles' are replaced by the words" In train vehicles'. In the third sentence, the word "integral" is deleted. The following sentences are added after the last sentence: "Rail vehicles with wheelchair-free access shall have visual information for passengers supplemented by tactical, acoustic and optical information elements for persons with sensory disabilities. This Decree shall take effect on the day of its publication, with the exception of Article I (1), (6) (b), (c) and (d) and points 7 to 11, which shall take effect on 1 November 1996.
