amending and supplementing the Order of the Czech Mining Authority No. 104 / 1988 Coll., on the rational use of exclusive bearings, on the authorisation and reporting of mining activities and reporting of mining activities
The Czech Mining Authority provides pursuant to § 30 paragraph 7, § 32 paragraph 5 of Act No. 44 / 1988 Coll., on the Protection and Use of Mineral Wealth (Mining Act), as amended by the Act of the Czech National Council No. 541 / 1991 Coll., Act No. 10 / 1993 Coll., Act No. 168 / 1993 Coll., and pursuant to § 5 paragraph 4, § 9 paragraph 2, § 10 paragraph 8, § 11 paragraph 3 and § 13 paragraph 2 of the Act of the Czech National Council No. 61 / 1988 Coll., on Mining Activities, Explosives and State Mining Administration, as amended by the Act No. 425 / 1990 Coll., Act No. 542 / 1991 Coll.
The Decree of the Czech Mining Office No. 104 / 1988 Coll., on the rational use of exclusive bearings, on the authorisation and reporting of mining activities and reporting of mining activities is amended as follows:
1. In the title of the decree, the word "rational 'is replaced by" economical'.
2. In the title of Part One, "Rational 'is replaced by" Rational'.
3. In Paragraph 1, the following footnote (1a) is inserted after the word "organisation ':
"(1a) § 5a of Act No. 44 / 1988 Coll., on the Protection and Use of Mineral Wealth (Mining Act), as amended by Act No. 541 / 1991 Coll. '.
4. In Paragraph 2 (1), the words "and from a social point of view 'are deleted.
5. In Paragraph 2 (2), part of the sentence after the word "losses', including note 2, is deleted.
6. In Section 3, the words "and from a social perspective 'are deleted.
7. In Article 4 (1), the words "the quantity of substances stored within the scope of the plan on cavities, droppings and descalings' shall be inserted after the words" and to register '.
8. In Article 4, the following paragraph 4 is added:
"(4) The organisation shall record the data needed to determine the level of remuneration from the reserved minerals and conquest areas. ';
9. in Paragraph 6 (1) (d), the following words are added at the end: "and their changes and the possibilities for the future use of mining works and quarries for other purposes."
10. in Article 6 (3) (e), the reference to footnote 2 shall be deleted;
11. Article 6 (3) shall be added by points (f), (g) and (h):
"(f) evaluation of the impact of mining activity on the surface and on the environment, 9a)
(g) the quantification of the expected costs of the expected mining damage and the remediation and reclamation of the land 9b) affected by the acquisition of the exclusive bearing and the proposal to create the necessary financial provisions, including the timing of their formation;
(h) an assessment of the alternative use of mining works and quarries, including surface objects, after finished mining activities for non-mining purposes. ';
Notes No 9a) and 9b) read:
"9a) For example Act No. 17 / 1992 Coll., on the Environment, Act No. 244 / 1992 Coll., on Environmental Impact Assessment.
9b) Act No. 334 / 1992 Coll., on the Protection of the Agricultural Soil Fund, as amended by Act No. 10 / 1993 Coll. Act No. 61 / 1977 Coll., on Forests, as amended by Act No. 229 / 1991 Coll. '
12. Paragraph 7 (3) of the first sentence reads: "The plan and documentation shall be approved by the manager, at the mine of the racing mine, at the quarry of the quarry of the quarry (hereinafter referred to as the" racing "). 10a) '.
Note 10a:
"10a) § 6 (1) of Act No. 61 / 1988 Coll., as amended."
13. § 9 is released.
14. Article 11 (1) shall be added by point (j) as follows:
"(j) evidence of the organisation's approval to carry out the activity subject to reporting."
15. Article 12 (1) (b) reads as follows:
"(b) digging pits, shafts and wells,"
16. In Paragraph 13 (1), the following sentence is added at the end: "If the activity is interrupted for more than six months, submit a reinsurance plan which must be treated mutatis mutandis in accordance with paragraphs 6 (2) (d) and (e). '.
Annexes 1 to 11 are deleted and replaced by the new Annexes 1 to 11 which are part of this Decree.
This decree shall take effect on the day of its publication.

RESEARCH DOCUMENTATION AND EXAMINATION OF EXPOSURES
1. Objective of search and survey: description, purpose, scope and arrangement of mining works.
2. Security of operation of energy, water, mechanical means and material; method and system of mining transport.
3. Basic measures to ensure safety and health at work and safety of operations, measures in connection with old mine parts, surrounding mines and quarries, in particular with regard to the occurrence of explosive gases and dust, self-ignition, rock, coal and gas bursts, water and mud drains and other dangerous phenomena.
4. Mining water management.
5. The method of ensuring the requirements resulting from decisions of the institutions and agreements with the institutions and organisations to which the protection of objects and interests falls under specific rules.
6. Measures to ensure conditions laid down by decisions on protected bearing areas and conquest areas.
7. A list of mining works which will enter or close to the surface that could cause adverse effects on the surface, including the way in which they are controlled.
8. Assessment in the plan of the proposed mining works taking into account their possible use for other purposes.
9. Maps and sections with a clear indication of the facts needed to assess the data of points 1, 2, 3, 4 and 7.

DOCUMENTATION OF ENTERTAINMENT AND DISCLOSURE OF EMPLOYMENT WORKS IN RESEARCH AND EXAMINATION OF EXPOSURES
1. Reasons for the freezing or liquidation; the date of the planned renewal.
2. Stocks of the exclusive bearing, method of protection or acquisition, or proof of depreciation, if any.
3. Method of securing, disposal and other use of mining works, time process of work.
4. Basic measures to ensure safety and health at work and safety of operations, measures in connection with old mine parts, surrounding mines and quarries, in particular with regard to the occurrence of explosive gases and dust, self-ignition, rock, coal and gas bursts, water and mud drains and other dangerous phenomena.

PLAN OF RELATED, PREPARATED AND ENFORCEMENT OF EXPLANATORY LINES BY PULL AND SUPERVISORY ELEMENTS
1. Text Part
1.1 Geology and management of sole bearing reserves.
1.1.1 Brief geological, stratigraphic, petrographic and hydrogeological characteristics of the exclusive bearing.
1.1.2 Stocks of the exclusive bearing in the plan of the part concerned, reported in the stock register according to the latest state of exploration.
1.1.3 Planned changes in stocks of the exclusive bearing:
(a) gains, losses, stock transfers and depreciation;
(b) roughness and pollution,
(c) final stocks.
1.1.4. Breakdown of stocks by ready to take.
1.1.5 Estimated quantity and quality of stocks tied to the protection pillars, reasons for the binding and measures to be taken at a later date.
1.1.6 The distribution, quantity and quality of stocks, the procurement of which will be made difficult by the planned opening, preparation and extraction, and measures to protect or recover them.
1.1.7. Conditions for the recovery of stocks, their calculation and the quantity of extractable stocks in the plan of the given part of the bearing.
1.2 Opening, preparation and conquest.
1.2.1 Ensuring that the conditions set out in the decisions establishing the protected bearing area and the conquest area are met.
1.2.2 Planned further survey.
1.2.3. Method of opening, preparing and capturing, their breakdown, both temporal and substantive continuity of work; ensuring the advance of exploration, opening and preparation before conquest, in the case of quarries in advance of hiding, the procedure for restocking.
1.2.4 Conquest methods, information on their approval, justification for their use; specific measures to implement new mining methods.
1.2.5. General slopes of the hiding, refraction and parameters of the hiding and mining cuts; the location and time sequence of the operation of the drains, their design capacity and service life; the general slopes of the droplets, the parameters of the droplets; measures against landslides.
1.2.6 Measures to conduct work at the border of the conquest area; data on mining works or planned works in the adjacent contiguous contiguous area, if work could influence each other and the necessary measures.
1.2.7 Method of untying rocks.
1.2.8 The location of mining structures below the surface and of mining structures serving openers, the preparation or extraction of an exclusive bearing in the quarry and hiding areas within the boundaries of the demarcated lines of actual hiding or excavation carried out, where appropriate in the territory exposed to the direct effects of extraction, unless the land has been reclamated.
1.2.9 Mechanization and electrification, mining, water supply and material provision.
1.3 Safety and health at work and safety of operation and protection of objects and interests protected under specific regulations.
1.3.1. Basic precautions against hazards
(a) gas and money explosions;
(b) self-igniting fires in the underground;
(c) drains of water and mud;
(d) rock, coal and gas ruptures;
(e) mine shocks,
(f) ionising radiation;
(g) landslides in quarries, on couches and ditches,
(h) other dangerous phenomena.
1.3.2. Basic ventilation system for mines or parts of mines, or individual separate wind compartments, air conditioning and degausings, anti-dust measures; ventilation of deep quarries.
1.3.3 Draining:
(a) the collection and collection of mining waters;
(b) handling of mining waters.
1.3.4. an overview of the objects and interests protected under the specific provisions concerned by the planned activity, the manner in which the requirements arising from decisions of the institutions and the agreement with the authorities and organisations to which their protection is due; data on the intensity of the reformation of the surface terrain on which the relevant objects and interests are situated, including the assumed movement of groundwater level.
1.4 Treatment and processing:
(a) the means of transport for processing and processing;

(b) quantification of the expected costs of the expected mining damage and of the remediation and reclamation of the land affected by the conquest;
(c) a proposal for the creation of the necessary financial reserves and for the timing of their creation.
2. Graphic Part
2.1 A map of the surface situation and mining and cutting operations in the range of planned mining activities on an appropriate scale, indicating the facts needed to assess the data in points 1.2 and 1.3.
2.2 A map of the stock blocks of the area concerned, indicating the main tectonic disorders, the expected shortages of stocks depreciation and extractable stocks.
2.3 A map of ventilation on an appropriate scale or in a specific projection (e.g. isometric, axonometric) indicating safety objects and air conditioning equipment; canonical ventilation scheme.
2.4 A plan for energy distribution, drainage and dewatering facilities.
2.5 Characteristic geological cuts and cuts with the determination of working horizons (cutting, melting).
2.6 Specific annexes for mines and quarries with complex geological, hydrogeological and mining conditions (e.g. mines with a risk of mine shocks, water and mud drains, rock, coal and gas breaks).

HEALTH PLAN AND OIL, HOURS OF EARTH GAS AND TECHNICAL ON-USE NATURAL GAS
1. Text Part
1.1 Geological and hydrogeological characteristics of the bearing, its location and characteristics of surrounding rocks.
1.2 The estimated stock level of the bearing with the plan of the part concerned, the conditions for the usability of the stocks, their calculation including the extractable stocks.
1.3 Ensuring that the conditions set out in the decisions establishing the protected bearing area and the conquest area are met.
1.4 The expected number of wells and probes, their location, depth and purpose, technical characteristics (construction and insulation of wells and probes; isolation of individual horizons, permissible deviations of wells and probes, securing their mouth, or measures to protect another exclusive bearing in the housing).
1.5 Proposed mining, time sequence of mining openings and mining.
1.6 Ensuring the operation of energy, water and technology.
1.7 Bearing mining mode and use of bearing energy.
1.8 Technical and technological characteristics of the extraction method. Method of checking measurements of the technical state of the extraction probes and surface extraction installations.
1.9 Characteristics of the collection system and treatment of oil and natural gas. Method of measuring and recording the extracted quantities of reserved minerals.
1.10 Application of secondary and other mining methods.
1.11 Basic precautions against danger
(a) the formation and consequences of oil and gas eruptions;
(b) explosion and fire;
(c) other dangerous phenomena.
1.12. Overview of the objects and interests protected under the specific regulations concerned by the planned activities; the way in which the requirements arising from decisions of the institutions and agreements with the institutions and organisations to which their protection is due are ensured.
1.13. Assessment in the plan of the proposed works taking into account their alternative use for non-mining purposes.

PREPARATION PLAN, HEALTH AND TRAINING
1. Text Part
1.1 Brief geological and hydrogeological characteristics of the bearing, its storage conditions and characteristics of surrounding rocks.
1.2 The state and exploration of stocks, their readiness to conquer, quality-based distribution, division of the bearing into a puddle field.
1.3 Ensuring that the conditions set out in the decisions establishing the protected bearing area and the conquest area are met.
1.4 The conquest method used.
1.4.1 The technical and technological characteristics of the extraction process, including the treatment of leases and the method of creating a protective separation zone against the process of its own leaching solution.
1.4.2 Arrangements of the mains in compression wells and pumping wells, their diameter and depth, working mode, distribution of puddle solutions, separation of leaching, arrangement and process of treatment of leaching.
1.4.3. Method of drilling drilling, i.e. drilling technology, construction of wells, including branching and insulation, isolation of individual waterproofing horizons, shut-off of wells, control of wells as well as of the downstream surface contact of the extracting installation.
1.5 Measures to protect surface water and groundwater against the effect of leaching processes with the design of a network of monitoring wells, including the monitoring system of the whole leaching process and its impact on the surrounding environment.
1.6 Sequence of works and projected volume of layouts.
1.7 Security of operation of energy, water, technological means and materials.
1.8 Basic measures to ensure safety and health at work and safety of operations, in particular when working with chemicals, against the explosion of gases and vapours, when operating pressurised equipment, working machinery, electrical equipment and for protecting against ionising radiation.
1.9 Control measures to monitor the effects of mining activity on the earth's surface.
1.10 How to ensure the requirements resulting from decisions of the institutions and agreements with the institutions and organisations to which the protection of objects and interests falls pursuant to specific rules.
1.11 Plan for rehabilitation and reclamation of the land affected by leaching:
(a) the technical plan and schedule of works;
(b) quantification of the expected costs of the expected mining damage and of the remediation and reclamation of the land affected by the leaching;
(c) a proposal for the creation of the necessary financial reserves and for the timing of their creation.
2. Graphic Part
2.1 A map of the surface situation on an appropriate scale indicating the protected bearing area, the conquest area, the individual puddles and protected objects and interests (protected areas, protection zones) and, where appropriate, the observation points to monitor the impact of the conquest on the surface.
2.2. Stock map with well marking.

1.2 In the plan for disposal, a summary of the results of geological research work, opening, preparation and extraction in the given part of the bearing, as well as the modification and refining of acquired minerals.
1.3 In the liquidation plan, a brief summary of the results of the stock management in the plan of the given part of the bearing (if approved, the calculation of the stocks of the exclusive mining bearing).
