of 27 June 2012
laying down the necessary technical and organisational rules to ensure the security and integrity of the public communications network and the interoperability of publicly available electronic communications services in crisis situations
Pursuant to Section 150 (5) of Act No. 127 / 2005 Coll., on electronic communications and amending certain related laws (Act on electronic communications), as amended by Act No. 468 / 2011 Coll., the Czech Telecommunications Authority provides for the implementation of Section 99 (1) of the Act on electronic communications:
Forms of technical and organisational rules
Technical and organisational rules for ensuring the security and integrity of the public communications network ("the network ') and interoperability of publicly available electronic communications services (" the service'), in the event of a risk of a crisis situation and in situations of crisis, include provisions governing:
(a) the organisation, structure and elements of the crisis management system, the principles of its activation and coordination of procedures, including organisational, logistical and personnel arrangements for dealing with crisis situations, training of relevant operational personnel, maintenance and renewal of networks and services;
(b) measures to manage and maintain the security and integrity of the network and to ensure its continuity and interoperability of services, to monitor network operation, to detect defects arising, to monitor the progress and increase of defects and to remedy network defects, including solutions and basic measures for the recovery of the network and the provision of services;
(c) measures to ensure obligations under Section 99 (3) of the Electronic Communications Act;
(d) the principles of development, planning and construction of the network, taking into account crisis situations and the resilience of the network to prevent, resist, mitigate, absorb and recover from incidents which distort or threaten to distort its operation;
(e) how to provide personnel, financial and logistical support for the restoration of the integrity of the network and the services provided to it (operational material, technology, installation, energy, services);
(f) the principles and organisation of the external and internal communication of the entrepreneur.
Efficacy
This Decree shall take effect on 1 August 2012.
