on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Five-year Plan Act).
The National Assembly of the Czechoslovak Republic decided on the following Act:

Část první.

Objective and content of the first five-year economic plan.
§ 1.
(1) Between 1949 and 1953, the economic activity is determined by a five-year economic plan (hereinafter referred to as the five-year plan). Its main content is construction and reconstruction of the Czechoslovak economy. Its main objective is to further significantly increase the standard of living of all layers of working people of cities and rural areas on the basis of increased labour productivity and to consolidate the union of workers, peasants, intelligence and middle-class urban areas on this basis.
(2) The five-year plan will be an important step in the development of Czechoslovak popular democracy towards socialism, in particular by strengthening and strengthening the nationalised industry and by intensifying the mechanisation and electrification of agriculture and thus laying the foundations for more socially advanced production forms in this economic sector. The remaining capitalist elements will be gradually reduced and pushed out of all sectors of the national economy.
§ 2.
The objective of the five-year plan shall be achieved by full and constant development of production forces so that national income increases by half. The stability of the development of our economy and its resilience to the effects of economic crises will be ensured by its efficient construction and rebuilding and deepening of economic relations and economic cooperation with the countries with the planned economy. All of this will strengthen the Republic's defence force.
§ 3.
In other parts, this law sets out in more detail a plan for the development of production in the various sectors of the economy (part two), a plan for the development of the material and cultural level of the people as a result of the development of production (part three), the conditions for the fulfilment of the five-year plan (part four), the tasks of the five-year plan in areas with particular regard to Slovakia (part five) and the way in which the five-year plan is implemented, as well as checks on its implementation (part six).

Production development.

Oddíl I.

Development of industry and craft.
§ 4.
Industrial production will be escalated by its gross value in 1953 reaching CZK 454 billion against CZK 288 billion in 1948, i.e. 57% more. In particular:
(a) accelerate the development of production mainly in the metallurgical industry, in the metal industry, in particular in the heavy machinery industry, in the mining and chemical industry, and expand the energy base by building other thermal and hydroelectric power plants;
(b) intensifies the production of building materials;
(c) increase the production of agricultural machinery;
(d) extend the production of consumer goods.
§ 5.
In the industry, in 1953:
(a) in the mining sector in particular:

§ 6.
(1) The production and activity will be stepped up so that its gross value in 1953 will reach CZK 59 billion against CZK 49 billion in 1948, i.e. 20% more.
(2) Of the value of CZK 59 billion, the gross value of craft production and activity in the sector will be:
a) kovodělném12,9 miliardy Kčs,
b) chemickém1,3 miliardy Kčs,
c) sklářském0,4 miliardy Kčs,
d) stavebních hmot a keramiky1,4 miliardy Kčs,
e) papírenském0,9 miliardy Kčs,

(3) Cooperative craft will be further built and improved.

Oddíl II.

Development of agriculture and forestry.
§ 7.
Agricultural production will be stepped up by achieving a gross value of CZK 105 billion in 1953 against CZK 90,5 billion under the original production plan for 1948, i.e. 16% more, and CZK 76.3 billion under the reduced production plan for 1948, i.e. 37% more. In particular:
(a) accelerate the development of livestock production;
(b) continue the mechanisation and electrification of agriculture;
(c) allow farmers to use noble seeds and lard and ensure a sufficient amount of feed and fertilizer;
(d) build water management facilities and expand ponds;
(e) promote the development of all forms of agricultural cooperatives.
§ 8.
In agriculture in 1953,
(a) in the production of vegetable products

The gross value of the entire livestock production will reach CZK 49,8 billion against CZK 26,8 billion in 1948, i.e. 86% more.
§ 9.
In the forestry sector, 55 million plm of wood with a bark value of 18,8 billion CZK will be harvested by the end of 1953.

In particular:
(a) reforestation forest crops and afforestation non-forest land;
(b) introduce selective forestry and transfer low forests to high-tribal forests and clean crops to mixed forests;
(c) to meliorize depleted forest land and repair damage to war management in forests;
(d) continue to operate the extraction and transport of wood and expand the forest road and road network.

Oddíl III.

Construction development.
§ 10.
(1) Construction production will be stepped up by achieving a gross value of CZK 46 billion in 1953. In particular:
(a) promote the gradual transformation of today's construction production into the construction industry as mechanised as possible and using mass-produced building components, in particular cement and steel building components, in order to fully ensure the implementation of the planned renewal, construction and reconstruction in all sectors of our economy;
(b) implement and fully develop the production of building components in order to reach 1.3 million tonnes of CZK 1.2 billion in 1953.
(2) During the period of the five-year plan, construction production will reach a total value of CZK 176,9 billion, of which the new construction will be carried out at around CZK 135 billion.
(3) Of the amount of CZK 176,9 billion, construction works with total construction load are carried out for:

c) stavebnictví za0,7 miliardy Kčs,
d) dopravu za23,1 miliardy Kčs,

g) účely sociální, zdravotní a kulturní za14,4 miliardy Kčs,
z toho pro účely sociální za4,3 miliardy Kčs,
zdravotní a národního pojištění za5,0 miliardy Kčs,
kulturní za5,1 miliardy Kčs,
h) silnice a mosty, vodní hospodářství a ostatní veřejnou správu za41,1 miliardy Kčs.

Oddíl IV.

Transport development.
§ 11.
Transport performance will be increased by 40% in 1953 than in 1948. In particular, it will be possible for transport performance to be distributed effectively per transport sector, in particular between rail and road sectors, so that transport performance corresponds to the needs of increased economic activity.
§ 12.
In the various transport sectors, performance will be stepped up by:
(a) rail transport
freight will reach 17 billion net tonne kilometres, increasing output by 39% against 1948, transporting 100 million tonnes of goods and reaching 56 million train kilometres;
personal will reach 70 million train kilometres in the steam, increasing performance against 1948 by 11%, and 32.6 million train kilometres in the motor, increasing performance against 1948 by 80%; This will increase rail passenger performance against 1948 by 27%;
(b) urban transport
carry 1.075 million persons, thereby increasing performance against 1948 by 19%, and driving 104 million kilometres;
(c) road transport
freight will reach 441 million net tonne kilometres, increasing its performance by 39% against 1948, transporting 26,3 million tonnes of goods and driving 224 million kilometres;
the passenger transport of 307 million persons, thus increasing the number of persons transported against 1948 by 36% and driving 127 million kilometres;
(d) river transport
increase by 70% against 1948;
(e) air transport
It flies 13.6 million kilometres, increasing air traffic performance against 1948 by 120%.
§ 13.
In postal transport, during the five-year plan,
a) reconnect
6.155 municipalities on the state telephone network, so the number of such municipalities will increase by 61% in 1953 against 1948,
120.000 main telephone stations, so their number in 1953 will increase by 54% against 1948;
(b) continue the construction of telex stations;
(c) continue to mechanise and motorised operations.

Oddíl V.

Development of internal trade.
§ 14.
Effectively and economically organised internal trade, based in particular on more socially advanced distribution forms, shall ensure the circulation of goods to an extent consistent with the planned development of the economy. It will be planned in such a way as to ensure the smooth distribution of consumer goods primarily to the working population and to continuously expand and improve the services provided to it.

Developing the material and cultural level of the people.
§ 15.
(1) The purpose of the development of all production under the five-year plan is to increase the physical and cultural level of the people in such a way that their mental and physical capacities can develop as much as possible.
(2) In doing so, consumption, wages and pensions at all, as well as prices, will be planned to increase the standard of living of the citizen in proportion to his performance and merit.
(3) Increasing the material and cultural level of the people will serve
(a) tiered consumption of social, i.e. expansion and improvement of social services of public administration, including social, health and cultural and educational care (Sections 16 to 18);
(b) escalated private consumption, i.e. a gradual increase in quantities and improvements in the quality of consumer goods intended for both the domestic market and the services provided (Sections 19 and 20).
(4) The aggregate social and private consumption, in which the standard of living is immediately reflected, will increase by 35% on average in the period of the five-year plan against 1948, assuming a projected increase in labour productivity (§ 21).

Graduating social consumption.
§ 16.
Social services.
(1) In order to fully ensure the development of the working capacity of the population and thereby increase its standard of living, social care will further develop by expanding existing and building new social facilities; while improving and economical.
(2) By the end of 1953, it will in particular be possible against 1948
in charge of working women:
a) place more children

(3) National insurance will allow
(a) to provide treatment to all citizens and to bring them closer to a level consistent with modern medical science, with 9.5 billion CZK in 1953 against 4.3 billion CZK in 1948, i.e. 121% more;
b) to ensure a more adequate standard of living for all persons, without any fault of their own, in order to fulfil this task, 22,8 billion CZK against CZK 12,5 billion in 1948, i.e. 82% more;
