on the fund of cultural and social needs of the single agricultural cooperative
The Federal Ministry of Agriculture and Nutrition, in agreement with the Federal Ministry of Finance, the Ministry of Agriculture and Nutrition of the Czech Socialist Republic and the Ministry of Agriculture and Nutrition of the Slovak Socialist Republic pursuant to Section 14 (4) of Act No. 122 / 1975 Coll., on Agricultural Cooperatives, provides:

ČÁST PRVNÍ

GENERAL PROVISIONS
§ 1
Subject matter and scope of the adjustment
This decree provides for the creation, use and management of a fund of cultural and social needs ("the Fund ') in a single agricultural cooperative (" the cooperative').
§ 2
Purpose of the Fund
(1) The fund's resources are used by the cooperative to implement its plan for cadre, personnel and social development and for other purposes defined by this decree.
(2) The Fund serves the members of the cooperative, including members of the pensioners, members of the cooperative, pensioners who have worked in the cooperative in employment, pupils of the secondary vocational teachers who are preparing for the cooperative, (1) and apprentices who have negotiated a teaching contract with the cooperative (2) (hereinafter referred to as "members of the cooperative"), and provided that this is expressly stated in other provisions to the members of the cooperative, or to other persons.
(3) For the purposes of this decree, the spouse, the spouse, the children until the end of compulsory schools3) and then until the age of 26, if they are continuously preparing for a future occupation through study or prescribed training, as well as children who are unable to prepare for a future occupation or who are unable to be employed for a disease or are permanently unable to work for a physical or mental disability.

§ 3
(1) The Fund constitutes a cooperative by allocation of profits and other resources (paragraph 6).
(2) The profit allocation is subdivided into
(a) basic allocation,
(b) additional allocation,
(c) an allocation corresponding to the annual permanent and regular allowances of the members of the cooperative.
(3) The basic allocation to the Fund is 750 CZK per person per year. 5) This allocation shall be made by the cooperative even if it does not show profit or loss; in this case, they shall be made up of a reserve fund.6)
(4) The additional allocation of the Fund shall not exceed 8% of the profits after payment of taxes and levies to the State budget, the national committee budget and the national funds, and up to 0,4% of the annual amount of the remuneration from the premiums for the increase in market agricultural production. 7)
(5) The amount of assigned revenue in accordance with Article 21 (3) of the Financial Regulation is estimated at EUR 150000. (c) carry out the cooperative even if it does not show profit or loss by allocation from the reserve fund.6)
(6) Other resources of the Fund are the proceeds of the transfer (sale) of basic funds and other items acquired from the Fund, any profit from the food race and a premium on the price of food up to 20% of the financial limit, 8) repayments of loans, or fees for the use (lending) of items acquired from the Fund and the funds obtained by the cooperative for extraordinary results in its activities, particularly in the context of socialist competition. 9)

USE OF THE FUND
§ 4
Ideally educational and cultural activity
In the field of ideoeducational and cultural educational activities cooperative from the fund
(a) may cover the costs of:
1. significant social events organised by the cooperative (in particular milestones, members meetings of the cooperative and the association of representatives),
2. cooperative contacts resulting from agreed agreements; international cooperation must be carried out in the context of reciprocity in such a way as not to give rise to claims for foreign exchange funds;
3. entertainment and eventual gift on the occasion of International Women's Day, actions for children, events of socialist work and meetings with pensioners,
4. the purchase of gifts for members of the cooperative at weddings (especially jubilee) and for fellow members' visits to the cooperative in old age and illness,
5. purchase of gifts on the occasion of the birth of the child of a member of the cooperative, in particular during events on this occasion organised by the Civil Affairs Board of the National Committee;
(b) may contribute to:
1. promotion activities (promotion of socialist competition, technical and economic promotion),
2. Expenditure related to the award of honorary honours of the cooperative, significant days in the agricultural cooperative, significant years of the cooperative, significant public holidays (e.g. May 1, May 9, the Great Socialist Revolution of October, etc.) and significant social and political events organised by the national committees and organisations of the National Front (e.g. celebration of the anniversary of cities and municipalities, etc.),
3. costs of training organised by the Union of cooperative peasants,
4. ensuring the interest of members of the cooperative and their family members; The Fund may cover organisational and administrative expenditure relating to collective activities of interest groups, sets and rings and expenditure on material and articles serving collective interest activities. Where participation by non-members of a cooperative is necessary for the pursuit of an interest activity, the Fund may contribute to the same extent as members of the cooperative,
5. the cost of fitting non-investment items in schools, nursery schools, nursery schools or children's homes where the cooperative has patronage over such establishments; for children from children's homes, can be contributed to actions as well as to the children of members of the cooperative,
6. to organise visits to theatres, concerts, cinemas, cultural events, exhibitions, museums and cultural monuments (including the purchase of tickets and permanent ones); family members of cooperative members may also be contributed to such actions,
7. to purchase books and magazines for libraries, clubhouses, red corners, lectures, film and meetings,
8. the entertainment of an extraordinary foreign delegation. 10)
§ 5
Investment construction, repair, maintenance and operation
(1) In the field of investment construction, repair, maintenance and operation of the cooperative from the Fund
(a) pay the costs of:
1. acquisition, reconstruction, modernisation, equipment of an investment and non-investment nature, repair and maintenance of equipment of the non-investment nature of cooperative recreational, recreational rehabilitation, recreational physical and sports facilities and sports inventory serving recreational purposes;
2. repair and maintenance of other equipment of a non-investment nature acquired from the Fund, including in accordance with previous Fund Regulations;
3. purchase of a bus for recreational and cultural purposes; 11)
(b) may be paid:
1. acquisition of medical devices and tools for increased care of members of the cooperative serving exclusively medical operations in cooperative medical institutions, 12)
2. transport, accommodation and subsistence services for part-time support carried out on cooperative facilities referred to in § 5 up to the amount laid down by specific regulations; 13)
(c) may contribute to:
1. operating costs 14) cooperative recreational, recreational rehabilitation and recreational physical and sports facilities of the cooperative,
2. the acquisition, reconstruction, modernisation, equipment of an investment and non-investment nature, and the repair and maintenance of the cultural facilities of the cooperative, cooperative health facilities, facilities for racing meals, cooperative pre-school facilities, cooperative educational and educational facilities, cooperative sanitary and social facilities (toilets, bathrooms, washrooms, dressing rooms and similar facilities), 12) to improve the working environment and to acquire uniform working suits for members of the cooperative in addition to personal protective equipment. The main sources of financing for those facilities are the other investment and operating assets of the cooperative,
3. repair and maintenance of equipment of an investment nature of cooperative recreational, recreational rehabilitation, recreational physical and sports facilities, sports inventory serving recreational purposes and other equipment of an investment nature acquired from the Fund, including in accordance with previous Fund regulations;
4. services organised by the cooperative for members of the cooperative, which serve to eliminate the effects of the working environment or facilitate the work of women.
(2) The cooperative-built facilities referred to in paragraph 1 (a) (1) may also be financed by the cooperative investment fund provided that their investment needs are not thereby jeopardised.
§ 6
Housing
(1) In the housing sector, the cooperative may, under a written contract, provide the members of the cooperative with:
(a) loan for:
1. the acquisition of an apartment or a family house for the personal ownership or co-ownership, the composition of a member's share of the cooperative's apartment and the implementation of building modifications to apartments and family houses owned or co-owned by members of the cooperative covered by the building permit or declaration and the acquisition, repair or replacement of heating equipment in those apartments or houses;
2. the acquisition of furniture, floor coverings, carpets, lamps, television and radio receivers and electrical and gas household appliances (household appliances),
3. the construction works covered by the building permit or declaration, the apartment used by it in personal, private or socialist houses and the purchase, repair or replacement of heating equipment in those apartments;
4. the outstanding balance of the repayable loan with the previous employer;
(b) a contribution to the composition of the minimum Member Statement15) to the stabilisation cooperative flat on a case-by-case basis in which labour stabilisation cannot be dealt with under specific rules.
(2) The loans from the Fund referred to in paragraph 1 (a) are free of interest and are granted under the following conditions:
(a) two or more loans may be granted simultaneously or gradually to a member of the cooperative; the sum of all loans granted to a member of the cooperative and his spouse (s) under paragraph 1 (a) from the funds of their employers' organisations shall not exceed 50 000 CZK, of which for the purpose referred to in paragraph 1 (a) No 2 or 3, shall not exceed, separately, the amount of 25 000 CZK. The outstanding outstanding loan balances at the date of entry into force of this Order provided for under the previous Fund Regulations, including those of partially non-refundable loans, shall be included in those limits. Limits under this Decree may be drawn only once over a period of 5 years;
(b) the loan is due no later than 10 years after the conclusion of the loan contract; a member of the cooperative shall be obliged to start paying the loan no later than one year after the conclusion of the loan contract;
(c) the amounts lent shall be transferred to the interest-free accounts of the members of the cooperative with the State Savings Bank, which shall be established without the order of the citizen (or the account of the building housing cooperative with the Czechoslovak State Bank); they may be used only for the purposes for which they were provided, in accordance with the principles of the credit policy applicable to the State Savings Bank at the time of borrowing. They shall be released by the State Savings Bank in a similar manner to payments made on loans which it itself provides;
(d) on termination of membership (16) or termination of employment, the loan shall be payable no later than 6 months from the date of termination of membership or, where appropriate, the termination of employment; an exemption from this deadline is permitted by the Board of Directors of the Cooperative Group;
(e) the loan cannot be granted to cover the costs which were covered by the loan from the State Savings Bank or from other sources;
(f) the loans are granted preferably to the socially weaker members of the cooperative.
(3) Loans granted from the Fund, including under previous Fund regulations, may be waived if a member of the cooperative has died or become wholly disabled.
(4) The members of the cooperative may, instead of a loan from the Fund, be granted an interest payment on loans granted to them by the State savings fund for the purposes referred to in paragraph 1 (b). (a) No 1 and 3. The interest payment shall be granted on a one-off basis, at a maximum rate equal to the interest payable on loans of CZK 50,000 [paragraph 1 (a) No 1.] or CZK 25,000 [paragraph 1 (a) No 3.] on a regular basis for a period of 10 years, up to and including the outstanding balance of the loan (including the interest payable) on the loan account of the State savings bank.
(5) The contribution referred to in paragraph 1 (b) may be granted on a one-off basis up to the minimum membership rate or, where applicable, its residual value calculated in accordance with the rules in force at the time of construction, but not more than CZK 25,000, provided that the member of the cooperative undertakes to work continuously in the cooperative and to use the stabilising cooperative as a member of the housing cooperative for 10 years in the written contract.
(6) The allowance may be granted only to a member of a cooperative who has not yet received irreparable financial assistance for the acquisition or modernisation of an apartment from the resources of the cooperative, another organisation or from the state budget or, where appropriate, returned such assistance. The contribution cannot be transferred to another person. In the event of failure to comply with the agreed terms, the member of the cooperative shall be obliged to repay the contribution no later than 6 months after the date of termination of the membership or, where appropriate, the termination of the contract; the exemption from this deadline is permitted by the Board of Directors of the cooperative.
(7) The repayment of the contribution shall not be required if the member of the cooperative goes before the end of the stabilisation commitment due to the reorganisation, structural changes and rationalisation measures to another organisation and, in addition to the contract, undertakes to complete the outstanding period of the stabilisation commitment in that organisation, as well as the other commitments entered into in the contract to grant the stabilisation commitment. If the written commitment is not fulfilled, the member of the cooperative shall repay the contribution to the cooperative which granted the contribution under the conditions set out in paragraph 6. In the case of public interest, it may be treated in a similar way only with the consent of the Ministry of Agriculture and Nutrition of the Czech Socialist Republic or the Ministry of Agriculture and Nutrition of the Slovak Socialist Republic.
(8) Prior to the termination of the contractual period of the stabilisation commitment, no repayment of the contribution shall be required where a member of the cooperative:
(a) he dies or becomes wholly disabled as a result of an accident at work or an occupational disease,
(b) it becomes permanently unfit for work as a result of its state of health for occupational disease or for the risk of occupational disease or for an expired exposure period or an uncaused accident at work or other disease arising from, or significantly deteriorating from, the work environment.
(9) In other serious cases, the cooperative may waive the repayment of the contribution before the expiry of the contractual period of the stabilisation commitment only with the agreement of the competent authority of the State Economic Management of Agriculture. 17)
(10) The cooperative may proceed in accordance with paragraphs 6, 7, 8 and 9 in the case of loans or balances granted to members of the cooperative pursuant to Article 7 (8) of Decree No. 110 / 1976 Coll., on the Fund for the Cultural and Social Needs of the Single Agricultural Cooperative, as amended by Decree No. 160 / 1979 Coll.
§ 7
Racing and health care
(1) In the field of food and health care, the cooperative may contribute to the costs of:
(a) racing meals of members of the cooperative in accordance with specific regulations, 8)
(b) treatment, catering and accommodation in treatment facilities in the domestic and socialist countries (including Yugoslavia) and for transport to and back to the place of treatment, up to the price of transport by train or bus to members of the cooperative for whom the spa treatment has been medically approved and recommended by the social commission of the cooperative (including outpatient treatment);
(c) therapeutic stays of disabled children of members of the cooperative in socialist countries (including Yugoslavia) Balneou18) or Slovakotermou19) in cooperation with regional national health institutes, to the extent referred to in (b).
(2) The cooperative may, with the agreement of the member meeting, pay unused vouchers (stays) for medical stays (including outpatient spa care) in extremely serious cases (e.g. illness, death).
§ 8
Recreation and tours
(1) In the field of recreation, the cooperative from the fund may contribute to the members of the cooperative and, unless otherwise specified, to their family members for the costs of:
(a) selection recreation organised by the Association of Cooperative Farmers Association, domestic and abroad, 20)
(b) domestic recreation in cooperative recreational establishments and mutual exchange of foreign-exchange recreation (21) organised by a cooperative or an organ of the Association of Cooperative Farmers under approved cooperative agreements;
(c) recreation and tours in the domestic and socialist countries (including Yugoslavia) organised by the cooperative or body of the Association of Cooperative Farmers and through a travel agency or other socialist organisations operating recreational services; 22) foreign thematic tours to socialist countries (including Yugoslavia) cannot be contributed to family members,
(d) recreation organised by a cooperative in the domestic and socialist countries (including Yugoslavia) through a travel agency or other socialist organisations operating recreational services for the well-deserved members of the cooperative on their first retirement or disability; the member of the cooperative may also be given a voucher for his wife (spouse, partner, partner),
(e) pioneering camps and foreign exchange recreation of the children of members of the cooperative in socialist countries (including Yugoslavia).
(2) The allowance for recreation referred to in paragraph 1 (a) and (d) may be fixed up to the full price of the voucher; in the case of foreign recreation, allowance and transport costs may not be paid by personal means of transport.
(3) The allowance for recreation referred to in paragraph 1 (b) and (c) may be granted for accommodation and the price of transport by public transport. The cooperative may also include personal and material catering costs in the accommodation costs of its own recreational facilities provided that the catering is included in the price of the stay.
(4) In the case of domestic recreation, the cost of transport by passenger vehicle to and from the place of recreation can be paid only where the cooperative does not organise transport by mass means of transport, up to the price of transport by train or bus. Each participant may be contributed separately.
(5) The contributions referred to in paragraph 1 (e) shall be determined by the Board of Cooperatives in accordance with the principles agreed by the Assembly of Representatives, taking into account the social situation of the family; in the case of foreign child exchange recreation, no contribution can be made to pocket, handling and transport costs by a passenger vehicle. To the same extent as for pioneering camps, the stay of disabled children in the Czechoslovak Red Cross and the Union of Invalidity can be paid. Contributions may be granted even if the pioneering camp or foreign exchange recreation is organised by organisations other than the cooperative.
(6) The cooperative may, with the agreement of the member meeting, pay unused vouchers (stays) for recreation, tours and children's recreation in exceptional cases (e.g. illness, death).
(7) Recreation in cooperative establishments is organised by cultural and social commissions and operated by the cooperative. The budget of the financial and material security of the operation of the cooperative's recreational facilities is drawn up by the cultural and social commission of the cooperative and approved by the membership meeting (the representative board).
§ 9
Body and sport
(1) In the field of sports and sports, the cooperative may contribute to:
(a) the cost of hiring gym, sports and sports equipment for the purposes of recreational sports and sports of members of the cooperative and their family members, provided that the possibility of using them in writing is ensured to an extent equivalent to that provided by the cooperative for that purpose;
(b) the body-building units of the Czechoslovak Union of Physical Education and the basic organisations of Swaziland for the cost of physical and sports equipment and physical and sports inventory, for their repair and operation, provided that the written contract ensures that such facilities and inventory are used by the mass body and sports organisations and can be used by members of the cooperative and their family members who are not members of those units, to an extent appropriate to the level of resources provided by the cooperative; contributions may only be granted during the period during which such exploitation takes place;
(c) members of the cooperative and their family members for the cost of paid physical services organised by the cooperative (e.g. swimming, sauna, recreational rehabilitation, ski lifts, aerobics, reduction exercises);
(d) for the costs of sports, physical and tourism competitions organised by the cooperative (including events organised in schools and preschool facilities, or in children's homes over which the cooperative has patronage) or organised bodies of the Association of Cooperative Farmers and other organisations where members of the cooperative and their family members participate actively,
1. technical security (sports equipment, tools, tools, methodological aids, technical material for the preparation and modification of sports sites),
2. health service (by agreement with the relevant national health institute or the Czechoslovak Red Cross),
3. aristocrat (according to the Czechoslovak Association of Physical Education Directives),
4. promotion (posters, belt passwords, leaflets, brochures, photographs, etc.),
5th diplomas, medals, plaques,
6. snacks for active participants (mineral water, tea, etc.),
7. transportation, accommodation, meals, 13)
8. gifts in kind for individuals and communities,
9. insurance of participants in sports competitions,
10. purchase of uniform sports equipment for competitors (T-shirts with numbers, shorts, sweatpants, etc.),
11. expenditure on the secondment to specialised courses and training of trainers, coaches and arbitrators, to ensure their own sport competitions and physical events, unless the organiser pays for such expenditure;
(e) the costs of organising sports and physical events, including the purchase of tickets (even permanent) for members of the cooperative and their family members.
(2) No contribution to performance and peak sport may be granted from the Fund.
§ 10
Social assistance and loans
(1) In social matters, the cooperative may:
(a) to provide one-off social assistance of up to 5 000 Kčs to members of the cooperative or the nearest survivors in extremely serious cases;
(b) provide the cooperative member with an interest-free loan up to CZK 10,000 to bridge the difficult financial situation; on the granting of the loan, the cooperative shall conclude a written contract with the member of the cooperative, in which the maturity of the loan shall be agreed no later than 5 years after the conclusion of the contract, starting with the repayment of the loan within one year after the granting of the loan;
(c) provide pension contributions to members of the cooperative, 4)
(d) provide the members of the cooperative with contributions to the price of agricultural products sold to them by the cooperative. 23)
(2) A loan granted under paragraph 1 (b) may be waived if a member of the cooperative has died or become wholly disabled. In the event of termination of membership (16) or termination of employment, the loan shall be payable no later than 6 months from the date of termination of membership or, where appropriate, the termination of employment; the exemption from this deadline is permitted by the Board of Directors of the cooperative.
§ 11
Rewards and gifts
(1) The Fund may be provided to members of the cooperative
(a) non-monetary remuneration for results in socialist competition;
(b) non-monetary remuneration for exemplary work or exceptional social engagement;
(c) gifts during working years (20, 25, 30 and every 5 years' work in the organisation); the period worked in another organisation may be counted against the working anniversary,
(d) gifts for life years (50, 55, 60 and every other 5 years of age) and for the first retirement (old-age, full-time disability).
(2) The total amount of remuneration and donations from the Fund may not exceed CZK 1,500 in the current year for the appraised member of the cooperative. In the run-up to the work and life anniversary, the amount of rewards and gifts can be doubled (up to 3,000 CZK). Gifts for life and work years and for the first retirement can also be cash and can be paid in cash. Purchases of rewards and gifts are governed by special regulations. 24)

ČÁST ČTVRTÁ

FUND MANAGEMENT
§ 12
Establishment of the Fund's budget, approval and allocation
(1 The budget resources of the Fund are the funds used to create the Fund, including the outstanding balance of the Fund for last year. Budget expenditure shall consist of appropriations the implementation of which is planned under Part Three of this Order.
(2) The Members' Meeting (Assembly of Representatives) approves the principles governing the granting of loans and allowances from the Housing Fund, the contribution to ideologically educational and cultural training activities, recreation, tours, therapeutic stays, paid services (§ 5 (1) (c) No 4 and § 9 (1) (c)), the principles governing the provision of remuneration and gifts and individual cases of social assistance, pensions and loans (§ 10). Under the approved budget of the Fund and the approved principles, the level of the contribution from the Fund shall be decided on in specific cases by the Board of Directors.
(3) The Board of Cooperatives shall be entitled to decide, in the period between the member meetings, where justified and in accordance with the agreed principles, on the sub-adjustments between each budget item and to submit them to the next member meeting (College of Representatives) for additional approval. The Board of Directors shall also be authorised to authorise expenditure up to 25% of the planned basic allocation for the current year and pension contributions in accordance with the principles applicable in the previous year from the end of the last year until the current year's budget is approved.
(4) Fund funds are deposited in a special account with the Czechoslovak State Bank. Expenditure relating to the Fund may be effected only up to the amount of the funds deposited in this special account.
(5) The basic allocation and allocation of pension contributions (within the meaning of Article 3 (2) (c)) to the cooperative fund are made in advance at the beginning of each quarter. The accounting for the actual basic allocation and pension contributions shall be made at the accounts of the year for which they are granted. The additional allocation for the previous year shall also be transferred to the Fund at the same time and shall be approved in the evaluation and closure of the annual results of the economic activity.
(6) When financing investment construction from the fund, the cooperative shall transfer the necessary resources to the relevant investment fund (investment funds) before starting funding, to the extent that the planned need for such investment construction in the relevant year.
(7) In order to offset the approved budget of the cooperative's cultural facilities, an advance shall be granted from the Fund, which shall be charged after the end of the calendar year, no later than the first quarter of the following year; the accuracy of the use of this advance shall be verified by the review committee of the cooperative.
(8) In order to make better use of the Fund, the Cooperative may pool fund funds with other socialist organisations26) only with the agreement of a member meeting (the Board of Representatives).
(9) The Fund may contribute to expenditure on actions (to which the Fund serves) organised by social organisations, including members of the cooperative. The Fund shall not grant financial contributions or gifts in kind to social organisations unless it is a contribution under specific rules. 26)
(10) The contribution provided for in this Order, if not fixed, shall also mean full reimbursement of costs (expenses).
(11) The terms of use (lending) of the items acquired from the Fund are approved by the members' meeting (the Assembly of Representatives). Any fees for their use shall be the income of the Fund.
(12) There is no legal claim for the performance of the Fund. It shall take into account the social circumstances of the members of the cooperative and their results of work and social engagement.
(13) Unspent fund funds are not forfeited by the end of the year and are transferred to next year.
(14) Transfers of resources and funds of the Fund to other cooperative funds, other than the Investment Fund, shall not be allowed.
(15) The chairman of the cooperative shall be responsible for the sound accounting agenda, the management of the assets acquired from the Fund and compliance with the rules relating to the management of the Fund's funds.
(16) The members of the cooperative shall be responsible for the unauthorised use or creation of the fund in accordance with the relevant rules. 27)
(17) The audit of the fund is carried out by the Cooperative Review Committee. The results of the inspection and the draft measures shall be discussed with the participation of a representative of the District Committee of the Association of Cooperative Farmers.
§ 13
Provision of rewards and gifts in special cases
The cooperative for which pupils and apprentices are preparing for a future occupation in the secondary vocational training centre shall transfer the funds of its fund to the fund of the organisation where the secondary vocational training centre is set up or to the fund of the secondary vocational training centre. The receiving organisation shall not exceed the amount of fees and gifts of 1.500 Kčs per pupil or a secondary vocational apprentice in a calendar year. The amount and dates of transfers of funds shall be determined by the participating organisations in a written agreement. The use of the Fund's resources for that purpose is the content of the Fund's budget, which is approved by the Members' Meeting (Assembly of Representatives).
§ 14
Transfers of assets acquired from the Fund
When merging cooperatives or transferring cooperatives to a state agricultural organisation, the cooperative shall transfer to the receiving organisation a proportion of the basic funds and items of gradual consumption acquired from the Fund, including funds of the Fund, in a separate account with the Czechoslovak State Bank, according to the number of members taken over.

§ 15
Authorisation of exemptions
(1) The Ministry of Agriculture and Nutrition of the Czech Socialist Republic or the Ministry of Agriculture and Nutrition of the Slovak Socialist Republic, after consulting the Czech Committee of the Association of Cooperative Farmers or the Slovak Committee of the Association of Cooperative Farmers, may, on a case-by-case basis, authorise an exemption from the provisions of Part Three and Part Four of this Decree.
(2) The Ministry of Agriculture and Nutrition of the Czech Socialist Republic or the Ministry of Agriculture and Nutrition of the Slovak Socialist Republic may, in an agreement with the Federal Ministry of Agriculture and Nutrition on a case-by-case basis, authorise the increase in the supplementary allocation of the Fund provided for in Article 3 (4) for the provision of a contribution to the composition of a minimum member share of the stabilising cooperative flat (Articles 6 (1) (b) and 6 (5), where appropriate, to provide for a basic allocation of the Fund by way.
§ 16
Repeal
(1) Decree No. 110 / 1976 Coll., on the Fund for the Cultural and Social Needs of the Single Agricultural Cooperative, as amended by Decree No. 160 / 1979 Coll., is hereby repealed.
(2) The exemptions or derogations authorised under the repealed Decree shall cease to apply on 1 June 1986.
§ 17
Efficacy
This Decree shall take effect on 1 April 1986; However, the allocation to the Fund for the whole of 1986 shall be carried out in accordance with this Order.
