Regulation on reports of regional national committees on internal trade and nutrition

Government Regulation
of 8 February 1949
on reports by regional national committees on internal trade and nutrition.
The Government of the Czechoslovak Republic orders pursuant to § 8, § 3, point (a) and § 19, § 3 of the Act of 21 December 1948, No 280 Coll., on the Regional Establishment:
§ 1.
An internal trade and nutrition report shall be established for each Regional National Committee. The report shall be divided into departments as necessary; the principles for such division, in particular the number of departments, are laid down by the Ministry of Internal Trade and Nutrition in an agreement with the Ministry of Interior.
§ 2.
(1) The report on internal trade and nutrition provides regional administration in matters of supply, nutrition and prices in such a way that the standard of living of the working people is continuously increased by ensuring the smooth distribution of consumer goods and good nutrition.
(2) The report performs in particular the following tasks in its field of non-injurious competence of other bodies (offices):
1. It shall draw up and monitor the implementation of its own regional plan and cooperate with the Regional National Committee's planning report in the performance of its tasks;
2. ensure the purchase, circulation and consumption of products and eliminate supply defects;
3. Care for adequate and proper nutrition according to the food consumption plan;
4. Supports the maintenance and enhancement of national assets;
5. Cooperates with the nutrition industry to carry out its tasks successfully;
6. Solves trade-related legal matters of food production, the trade of innkeeper and innkeeper, trade and other non-productive trades, with the exception of trade of servants and trade of a medical nature;
7. Handles and ensures the development of consumer and food production cooperatives;
8. carry out a supply, maintenance and price control service;
9. Cooperate in the implementation of the State Price Policy;
10. Handles tourism matters and ensures its development;
11. Care for the development of joint catering;
12. make arrangements for national administrations and confiscation and co-operate in the allocation of confiscated assets in respect of trades covered by its scope under No 6;
13. care for the collection of waste and collection materials;
14. takes care of feed management and organises the collection and recovery of feed waste.
(3) An internal trade and nutrition report also carries out administrative criminal proceedings in its field of competence.
§ 3.
The Ministry of Internal Trade and Nutrition shall, in agreement with the Ministry of the Interior and the other central authorities involved, issue regulations detailing the scope of the internal trade and nutrition report.
§ 4.
On 15 February 1949, the Regional National Committees of the Regional Administration are in charge of the Internal Trade and Nutrition Report (§ 2), which is still provided by the Regional National Committees, and in Slovakia, the competence of the same kind, which is still carried out by the nutritionofficer, the industry and trade officer and the economic control service authority.
§ 5.
This Regulation shall enter into force on 15 February 1949; They shall be implemented by the ministers of internal trade, nutrition and home affairs in agreement with participating members of the Government.
