on the scope, form and manner of transmission of personal and identification data, the form of the database of such data and the extent, form and manner of transmission of such data to the entity operating the emergency call centre (Emergency call number transfer order)
The Ministry of Industry and Trade, in cooperation with the Ministry of Interior, provides pursuant to § 150 (3) of Act No. 127 / 2005 Coll., on Electronic Communications and on the amendment of certain related laws (Act on Electronic Communications), as amended by Act No. 310 / 2006 Coll. and Act No. 110 / 2007 Coll., ("the Act ') for the implementation of § 33 (10) of the Act:
Definition of terms
For the purposes of this decree:
(a) BTS base station of the public mobile telephone network,
(b) by the register ÚIR-ADR territorial identification register of addresses,
(c) register of the ÚIR- ZSJ of the territorial identification register of the main residency units;
(d) the IMEI number of the international mobile telephone device identifier.
Personal, identification and other data for localization in a public fixed communications network
(1) Personal data of a participant who is a trading or non-trading natural person shall, for the purposes of this Order, mean the surname, name and telephone number. For the purposes of this Order, the identification details of the participant, which is a legal person in business, shall be the name and telephone number of the non-commercial legal person.
(2) For the purposes of this decree, data for the location of the geographical location of the end point in the public fixed communications network are:
(a) street name,
(b) the number of the descriptive and indicative houses and, where appropriate, the registration number;
(c) the code of the municipality, the part of the municipality, the main residential units according to the Statistical lexicon of the municipalities of the Czech Republic, issued by the Czech Statistical Office on the basis of a special legislature1),
(d) the name of the municipality, the part of the municipality and, where appropriate, the main housing unit;
(e) name of district;
(f) the coordinates of the location of the end point of the network in accordance with the World Geodetic Reference System 1984 (WGS84) under the special legislature2 (hereinafter WGS84 coordinate system);
(g) other information, such as in particular the floor and apartment number.
Form and manner of transmission of personal, identification and localisation data to an operator providing connection to a public fixed communications network of the entity operating an emergency call reception centre
(1) The data referred to in Section 2 shall be transmitted electronically in the text format "* .csv." The data referred to in § 2 (2) (a) to (d) shall be transmitted together with the network identification number of the public communications network, the address code for the location of the network end point according to the registry of the UIR- ADR of all buildings with a descriptive or registered number (3), and the code of the basic seat unit according to the registry of the UIR- ZSJ.
(2) An entrepreneur providing a publicly available telephone service shall transmit the data referred to in Article 2 in the structure and in the order set out in the Annex.
Database content
The database shall consist of its own database containing continuously updated data referred to in Section 2, the access part and the authorisation part.
Form and manner of transmission of personal, identification and location data from the workplace database for receiving emergency call numbers
(1) Localisation of the location and, where appropriate, identification of the caller using a publicly available telephone service on public fixed communications networks shall be carried out on the basis of the telephone number from which the call to the emergency number is made. An operator providing connection to a public fixed communications network of an entity operating an emergency call station shall, at each emergency call, transmit a telephone number to an emergency call number by a system signal which is in accordance with a network plan issued under Section 62 of the Act (hereinafter referred to as "system alarm ').
(2) The data referred to in Section 2 shall be collected by the emergency call reception centre by a request to the database based on the telephone number from which the call to the emergency call number was made.
(3) Access to the database is only possible through the authorisation certificate, which is generated by the authorisation part of the database.
(4) The HTML or XML protocol is used for queries into the database.
(1) If it is not possible to determine the data referred to in Article 2 (2), a replacement address consisting of the address of the nearest end point of the public fixed telephone network and the coordinate location of the terminal device in the WGS84 coordinate system shall be used. This method is also used to localize calls to an emergency number from public telephone machines.
(2) If the public mobile telephone network technology is used to connect the terminal equipment to the public fixed communications network, the data referred to in Section 7 shall be transmitted as specified in Section 8.
(3) A telephone number identifying the end point of the public fixed communications network, including the end-user number of the non-public communications network, or a telephone number identifying the end-point of the public fixed communications network for access to the non-public fixed communications network shall be transmitted to identify the end-point of the public fixed communications network, which shall allow a verification of the return call point from the station for receiving calls to emergency calls.
Localization of the geographical location of the caller in public mobile telephone networks
The call point for emergency call numbers shall be transmitted in the framework of a system alarm at each call to an emergency call number indicating:
(a) the geographical location of the caller in the WGS84 coordinate system, which means the geographical location of the centre of gravity of the relevant BTS sector;
(b) the area index;
(c) indices of special objects, namely road and rail tunnels and metro, or
(d) the geographical location of the BTS station of the public mobile telephone network in the WGS84 coordinate system.
Method and form of transmission of data from public mobile telephone networks
(1) In the case of transmission referred to in § 7 (b), the region index shall be decoded by the entity that operates the emergency call reception centre according to a list containing the region indices, their geographical delimitation and the decoding method. The division of the territory of the Czech Republic into areas is determined by the entrepreneur providing a public mobile telephone network (hereinafter the "mobile operator '). The number of areas shall be as high as possible depending on the annual average probability rate of occurrence of the caller within the identified area, which shall not be less than 70%. The list of region indices shall be updated by the mobile operator on 30 June of the relevant calendar year.
(2) In the case of a transfer referred to in § 7 (a) or (d), the mobile operator shall transmit the data needed to display the area in which the caller is located and the decoding method of the information transmitted by the system signalling.
(3) In the case of transmission referred to in Section 7 (c), the mobile operator shall transmit a list containing indices of specific objects for which the provision of publicly available telephone services is provided in a special way to the entity operating the emergency call reception centre. The list of indices of specific objects shall be drawn up by the entity that operates the call reception centre to the single European emergency number "112," in agreement with the mobile operator. The list of special object indices shall be updated by the mobile operator by 30 June of the relevant calendar year.
(4) If the data obtained for caller localization when calling 911 numbers do not allow the necessary measures to be implemented, the emergency call reception centre shall proceed with the call localization in conjunction with the relevant mobile operator workplace.
Specific cases
When calling without using a SIM card to the single European emergency number "112 ', a system signal shall be transmitted to the emergency call reception centre instead of the telephone number calling the IMEI number.
Efficacy
This Decree shall take effect on 1 October 2007.

1. In the case of a participant who is a natural person, the information shall be given in the order:
1.1. Surname and surname or names,
1.2. Telephone number,
1.3. Network identification number for call routing on public communications networks,

1.5. the descriptive and indicative house number and, where appropriate, the property registration number,
1.6. The code of the municipality, part of the municipality, basic housing units,
1.7. the name of the municipality, part of the municipality and, where applicable, of the basic housing unit,
1.8. name of district,
1.9. the coordinates of the position of the network end point according to the WGS84 coordinate system,
1.10. object code, expressed in accordance with the registry of the RIR-ADR,
1.11. address code, expressed in accordance with the RIR-ADR registry,
1.12. the municipality code, expressed in accordance with the register of the ÚIR- ADR,
1.13. the code of the part of the municipality, expressed in accordance with the register of the ÚIR- ADR,
1.14. street code, expressed in accordance with the register of the RIR-ADR,
1.15. the code of the basic unit of residence, expressed in accordance with the register of the Authority-ZSJ.
2. In the case of a participant who is a legal person, the information shall be given in the order:
2.1. Business name or name in the case of a non-business legal person,
2.2. Telephone number,
2.3. Network identification number for call routing on public communications networks,
2.4. street name,
2.5. The descriptive and indicative house number and, where applicable, the property registration number,
2.6. village code, part of the municipality, basic residential units,
2.7. the name of the municipality, the part of the municipality and, where applicable, the main housing unit,
2.8. name of district,
2.9. Coordinates of the location of the network end point according to the WGS84 coordinate system, address code of the network end point location,
2.10. the object code expressed in accordance with the registry of the RIR-ADR,
2.11. address code, expressed in accordance with the registry of the RIR-ADR,
2.12. the municipality code, expressed in accordance with the register of the ÚIR- ADR,
2.13. the code of the part of the municipality, expressed in accordance with the register of the ÚIR- ADR,
2.14. street code, expressed in accordance with the registry of the RIR-ADR,
2.15. the code of the basic unit of residence, expressed in accordance with the register of the ÚIR- ZSJ.
The separator of individual data is a semicolon ("; ').
