DECLARATION
of 28 July 2010
amending Decree No. 93 / 1999 of the Ministry of Industry and Trade Coll., laying down procedures for the quantitative analysis of binary textile fibre mixtures, as amended
The Ministry of Industry and Trade provides pursuant to Section 28a (a) of Act No. 634 / 1992 Coll., on Consumer Protection, as amended by Act No. 104 / 1995 Coll.:

Decree of the Ministry of Industry and Trade No. 93 / 1999 Coll., laying down procedures for quantitative analysis of binary textile fibre mixtures, as amended by Decree No. 510 / 2006 Coll. and Decree No. 318 / 2007 Coll., is amended as follows:
1. At the end of footnote 2, the words "Commission Directive 2009 / 122 / EC of 14 September 2009 amending, for the purposes of adapting to technical progress, Annex II to Directive 96 / 73 / EC of the European Parliament and of the Council on certain methods of quantitative analysis of binary textile fibre mixtures (Text with EEA relevance) 'are added.
2. In Annex 1, Part Methods, the table summarises:

(ab) chlorofibres / 27 / based on homopolymers of vinyl chloride, whether or not further chlorinated, elastolefin / 47 / and melamine / 48 /. ';
Note: The following modacrylic fibres are those which give a clear solution after immersion in concentrated sulphuric acid (density at 20 ° C: 1,84). '
27. Point 14.2 of Annex 2 to method No 14 reads:
"14.2. Essential of the test
Dry and weigh the sample. The other ingredients, other than chlorofibres, elastolefin or melamine, i.e. the fibres mentioned 14.1 ab), are released from the mixture by solvent concentrated sulphuric acid (density at 20 ° C: 1,84). The residue after reconstitution, remaining from chlorofibres, elastolefin or melamine, is collected, washed, dried and weighed. From the determined mass, corrected if necessary, the percentage of the undissolved component in the default dry mixture shall be calculated. The percentage of the second component shall be calculated from the difference in weight. ';
28. The second sentence of point 14.5 of Annex 2 to method No 14 is: "The value d is 1,00 except for melamine for which the value d is 1,01. '
29. in Annex 2, method No 15 (15.1) (a):
"(a) This method is applicable, after removal of non-fibrous substances, to two-component mixtures:
(aa) acetate fibres / 19 /, triacetate fibres / 24 /, chlorofibres / 27 /, specified modacrylic fibres / 29 /, determined elasticated fibres / 43 / s

30. In Annex No 2, in the second sentence of point 15.5 of method No 15: "The value of d is 1,00 except for silk and melamine for which the value of d is 1,01, and of acrylic fibres for which the value of d is 0,98. '
31. In Annex No 2, the following point 16 is added:
"16. Method No 16 Melamine and other specified fibres (method using hot formic acid)
16.1. Field of use
(a) This method is applicable, after removal of non-fibrous substances, to two-component mixtures:
(aa) melamine / 48 / s
(ab) cotton / 5 / and aramid / 31 /.
16.2 Substance of the test
Dry and weigh the sample. Melamine fibres are released from the mixture by solvent in hot formic acid 90% / w /. The rest shall be collected, washed, dried and weighed after reconstitution. From the determined mass, corrected if necessary, the percentage of the undissolved component in the default dry mixture shall be calculated. The percentage of the second component shall be calculated from the difference in weight.
Note: The recommended temperature range should be closely observed as melamine solubility is significantly dependent on temperature.
16.3 Testing equipment, equipment and chemical2)
(a) Test aids
(aa) a glass closed conical flask of at least 200 ml capacity,
(ab) a shaking water bath or other device to shake and maintain the flask at (90 ± 2) ° C.
(b) Chemicals
(ba) formic acid (90% w / w, density at 20 ° C: 1,204). 890 ml of formic acid 98 - 100% w / w (density at 20 ° C: 1,220) is diluted with distilled water to the resulting volume of 1 litre. Hot formic acid is very corrosive and must be handled carefully,
(bb) diluted ammonia solution: 80 ml of concentrated ammonia (density at 20 ° C: 0,880) is diluted with distilled water to the resulting volume of 1 litre.
16.4. Test procedure
(a) General instructions must be followed during the test (3).
(b) Add 100 ml of formic acid per gram of sample to the sample contained in the flask [according to 16.3 aa). The flask shall be sealed and shaken to wet the sample. Keep the flask in a shaking water bath at (90 ± 2) ° C for one hour and shake vigorously. Then let it cool to room temperature.
c) The contents of the flask are filtered with a weighed filter cup. Add 50 ml of formic acid to the flask containing the remainder, shake manually and filter the contents with a filter cup. The residual fibres are transferred into the cup by washing the flask with a small amount of formic acid. The filtration is accelerated by the addition of a vacuum and the rest is washed with formic acid, hot water, dilute ammonia solution and eventually cold water, emptying the cups after each addition. It does not suck out until every washing fluid has left spontaneously. After suction of the last washing liquid, the cup is dried, cooled and weighed.
Note: The temperature has a very significant effect on melamine solubility and should be carefully monitored.
16.5 Calculation and expression of results
The results shall be calculated in accordance with point 8.6 of Annex 1 to this Decree. The value of d for cotton and aramid is 1,02.
16.6 Conformity
For a homogeneous mixture of textile materials, the allowed critical difference between the results obtained by this method is max. 4 at a probability of 95%. '
32. Annex 3 is deleted.

This Decree shall take effect on 15 September 2010.
