Communication from the Ministry of Foreign Affairs on the negotiation of the Agreement between the Government of the Czech Republic and the Government of the State of Israel on visa waiver for holders of national passports

Ministry of Foreign Affairs
The Ministry of Foreign Affairs states that the Agreement between the Government of the Czech Republic and the Government of the State of Israel on the visa waiver for holders of national passports was negotiated in exchange for the note of 11 and 29 April 1996 in Prague and Jerusalem.
The Agreement entered into force on 19 July 1996.
The Czech version of the Czech note and the translation of the Israeli note are announced simultaneously.

Your Excellency,
wishing to facilitate the travel of nationals of both our countries to the territory of the second State and, in accordance with the Agreement between the Government of the Czech Republic and the Government of the State of Israel on the visa waiver for holders of valid diplomatic and service passports, signed at Jerusalem on 7 August 1995, I have the honour to inform you that the Government of the Czech Republic is prepared to conclude with the Government of the State of Israel the following agreement:
Nationals of the Czech Republic and the State of Israel, holders of valid national passports, may enter the territory of the State of the other Contracting Party for a stay which does not serve gainful activities and stay there for no more than 90 days without a visa.
Nationals of the Czech Republic and the State of Israel who enter the territory of the State of the other Contracting Party for the purpose of gainful activity or intend to stay there for more than 90 days must obtain a visa in advance on a diplomatic mission or consular post of that State.
1. Citizens of a State of one Contracting Party who have lost their valid passports in the territory of the State of the other Contracting Party shall travel from that territory with the relevant documents issued by the diplomatic mission or consular post of their State without having to have a visa.
2. The relevant documents referred to in paragraph 1 of this Article shall, in the case of the State of Israel, be the national passport or the Laissez Passer passport and in the case of the Czech Republic, the passport.
Nationals of the Czech Republic and the State of Israel may cross the borders of the State of the other Contracting Party at border crossing points for international contact.
Depending on the previous provisions, beneficiaries of this Agreement are required to comply with the legislation of the State of residence during their stay in the Czech Republic and the State of Israel.
The Contracting Parties shall immediately inform each other by diplomatic means of any changes to the conditions for entry, stay or travel for citizens of the States of the Contracting Parties.
The Contracting Parties reserve the right to refuse entry to persons deemed undesirable, including persons whose national travel document has expired, as well as persons who are liable to endanger the security of the State or public policy or who do not have sufficient funds or otherwise demonstrate the security of their residence in the territory of the beneficiary State.
Each of the Contracting Parties undertakes to readmit its nationals to its territory without formalities.
The Contracting Parties reserve the right to temporarily suspend the application of this Agreement on grounds of security, protection of public order or health, except in the cases referred to in Article 8. Each Contracting Party shall immediately notify, in writing, by diplomatic means, the implementation of the measures and the repeal of them. Such measures shall take effect by notification to the other Contracting Party.
1. The Contracting Parties shall, at the latest 30 (30) days before the entry into force of this Agreement, send each other models of their valid travel documents.
2. If one of the Contracting Parties introduces any change in its valid travel documents or introduces a new travel document, it shall notify the other Contracting Party by diplomatic means no later than 30 days before their entry into force and shall include their models together with all necessary information on the applicability of such documents.
This Agreement shall be negotiated for an indefinite period. It may be terminated by each of the Parties by means of a written communication sent by diplomatic channels. The Agreement shall expire 30 (30) days after the notification of termination in writing to the other Contracting Party.
If the above proposal is acceptable to the Government of the State of Israel, I have the honour to propose that this note and the consent of your Excellency in this matter constitute an Agreement between the Government of the Czech Republic and the Government of the State of Israel on the visa waiver for holders of national passports, which will enter into force at the end of 60 (60) days after the date of exchange of diplomatic notes in which the Contracting Parties notify themselves of the fulfilment of the necessary legal conditions for this purpose.
