DECLARATION
of 15 July 2010
on the basic content of the technical map of the municipality
The Czech office of surveyor and cadastral provides pursuant to § 20 paragraph 1 (i) of Act No. 200 / 1994 Coll., on surveying and amending and supplementing certain laws related to its implementation, as amended by Act No. 380 / 2009 Coll.:
Basic concepts
For the purposes of this decree:
(a) transport infrastructure for infrastructure construction, railways, waterways, airports and related facilities;
(b) the detailed points measured by the detailed points defined by the geodetic methods in the coordinate system of the single trigonometric network of the catastral (S-JTSK) 1) and in the height system of the Baltic system - after alignment (Bpv) 1) with the required accuracy in the position given by the basic mean coordinate error mxy = 0,14 m and at the height given by the basic mean height error mH = 0,12 m2.
Documentation of the technical map
(1) All elements of the technical map of the village are determined both in position and height.
(2) The technical map of the municipality is based on a semi-educational and educational basis
(a) maps expressing the true surface situation, objects and technical equipment on, below and above the earth surface;
(b) the geodetic parts of the documentation of the actual implementation of the structures;
(c) geometric plans;
(d) other purpose orientation of the actual state if they comply with their content and accuracy in the position of the basic mean coordinate error mxy = 0,14 m and at the height of the basic mean height error mH = 0,12 m2).
(3) The geodetic basis of the technical map of the municipality is
(a) points of point fields, auxiliary measuring points, points of networks of reference permanent stations;
(b) in the field, clearly identifiable detailed points whose coordinates have been determined by geodetic methods in S-JTSK and Bpv with the required accuracy in the position given by the basic mean coordinate error mxy = 0,14 m and at the height given by the basic mean error mH = 0,12 m2).
Scope of the technical map
(1) The technical map of the municipality is drawn up for the entire territory of the municipality, part of it, in particular for the built-up territory (3) or for the standstill area (4) or for the corridors (5).
(2) The basic content of the technical map of the municipality consists of:
(a) the marks of the points of the field (6),
(b) half-life,
(c) an extract;
(d) a description of the technical map of the municipality; and
(e) metadata on elements of the technical map of the municipality.
(3) The elements of the basic content of the technical map of the municipality are set out in the Annex to this decree.
(4) The content of the technical map of the municipality are elements that are conducted in accordance with the facts in the field using
(a) documentation of the actual implementation of the construction (7);
(b) geometric plans,
(c) the results of the revision of the technical map of the municipality (detailed check of compliance of the content of the technical map with the actual situation),
(d) the purpose of targeting the actual situation; or
(e) metering documents8).
(5) The content of the technical map of the municipality is characterised by the method laid down in the relevant technical standard (9).
(6) Objects with a special protection and operation regime may be listed as elements of the technical map of the municipality only with the consent of the competent Ministry.
Half-book
(1) The half-book of the technical map of the municipality shows
(a) a surface situation showing boundaries and types of terrain surface, building objects, mining works and mining structures on the surface, water and greenery;
(b) objects and networks of transport and technical infrastructure on, above and below the ground.
(2) The detailed points of the half-book shall be determined with the required mapping accuracy given by the basic mean coordinate error mxy = 0,14 m2).
(3) The detailed points of the half-book taken from earlier supporting documents which do not meet the required accuracy may be used but must be distinguished in such a way as to show that they have been taken from earlier supporting documents.
Allocation
(1) The altimeter shall consist of a view of the detailed points of the altimeter on the terrain, in particular the height of the altimeter at its characteristic points, such as the peak of the cluster, saddles, view of the terrain edges, crests, watercourses, technical and topographical shraffes and layer2), including a description of the height of the detailed points. The altimeter also consists of a view of the detailed points of the altimeter on the street and other reinforced surfaces, on the hatches of underground ducts, on the technical infrastructure and underground structures.
(2) The altitude of the detailed points is determined with the required accuracy at the height of the underlying mean height error mH = 0,12 m2).
(3) Details of the alerting points taken from earlier supporting documents which do not meet the required accuracy may be used, but must be distinguished in such a way as to show that they have been taken from earlier supporting documents.
Description of technical map of the municipality
Description of the technical map of the municipality
(a) the name of the city, the city district, the suburb, the settlement, the urban colony, the municipalities, the settlements, the parts of the village, the square, the street,
(b) the name and description of the building, the object (e.g. underground garages, passages), the building group, the public space, the industrial plant, the mine, the quarry, the farm, the monument object or the object, the solitude, the yard,
(c) the descriptive number, the registration number and the indicative building number;
(d) description of the road, kilometer number, border sign number,
(e) name of railway station and stop, direction of railway line,
(f) the name of the port, port, watercourse, water surface, water works,
(g) the name of the airport;
(h) the number and, where applicable, the name of the point field,
(i) figure of altitude, description of pedigree,
(j) the station of the kilometre;
(k) a description of the type of surface for agricultural and forestry parcels by map mark 9), for other species a description of its surface (e.g. asphalt, concrete, paving, lock tiles, gravel, lawn, park, non-reinforced surface),
(l) the name of the specially protected area, the monument tree, the protection zone, the protected bearing area, the conquest area;
m) name of the monument reservation, monument zones.
Metadata on elements of the technical map of the municipality
Metadata are part of the technical map of the municipality and contain at least data on
(a) origin (description of the basic information on the outcome of the surveying activity, which was the basis for indicating the element in the technical map of the municipality),
(b) a geospatial data source (geostat) provider;
(c) procures10) and processors
1. name, surname, address of residence; if there is no permanent residence in the Czech Republic, if the customer and processor are a natural person,
2. the name, surname, place of business, name or business name, if the customer and the processor are an undertaking natural person;
3. the name and address of the registered office of business where the customer and the processor are a legal person;
(d) officially authorised surveyor (11) as the verifier of the outcome of the surveying activity, which was the basis for indicating the element in the technical map of the municipality;
(e) the date of the focus of the element, the date of the last revision.
Efficacy
This Decree shall take effect on 1 January 2011.

Elements of the basic content of the technical map
1. Semi-copy
1.1 Borders
(a) a fence undifferentiated,
(b) wooden fence,
(c) wire or metal fence,
(d) hedges;
(e) the wall;
(f) suspected;
(g) the area interface (e.g. road or pavement);
(h) the border of the specially protected territory, the border of the conquest area, the border of the protection zone, the border of the protected location, the border of the conservation zone,
(i) the limit referred to in (a) to (h) above invisible, the limit of the above invisible penetration of the building object (on the surface) with the terrain or boundary of the above invisible penetration of the building object covered (above ground construction),
(j) the detailed points measured at the border.
1.2 Types of terrain surface
(a) arable land;
(b) hops,
(c) vineyards;
(d) the garden,
(e) fruit orchard,
(f) permanent grassland;
(g) forest crop;
(h) green, lawn, ornamental garden,
(i) a cemetery;

1.3 Building objects
(a) vertical supporting wall or wall;
b) entrance to the building, entrance to the fenced land (gate),
c) Walled building, concrete, metal,
(d) wooden building,
(e) the underpass building or its underpass,
(f) lift in the sidewalk,
(g) staircases,
(h) building objects as referred to in (a) to (g) above invisible;
(i) church, chapel, church of Christian religion, cross,
(j) synagogue,
k) Small-scale objects (for example, cross, divine torture, pillar of technological structure, self-standing mailbox),
(l) belfry,
m) monument, statue, mound, memorial,
(n) bridge weight,
(o) fuel dispenser,

1.4 Transport infrastructure equipment
