on the implementation of certain provisions of Act No. 247 / 1995 Coll., on Elections to the Parliament of the Czech Republic and amending and supplementing certain other laws, as amended by Act No. 212 / 1996 Coll., the Constitutional Court found published under No. 243 / 1999 Coll. and Act No. 204 / 2000 Coll.
The Ministry of the Interior provides in the agreement with the Ministry of Foreign Affairs pursuant to § 92 paragraph 1 (a) of Act No. 247 / 1995 Coll., on the elections to Parliament of the Czech Republic and amending and supplementing certain other laws, as amended by Act No. 204 / 2000 Coll., ("the Act '), in the agreement with the Czech Statistical Office pursuant to § 92 paragraph 1 (b) of the Act and in the agreement with the Ministry of Labour and Social Affairs and the Ministry of Finance pursuant to § 92 paragraph 1 (c) of the Act:
PROCEDURE OF THE GENERAL OFFICIALS, CERTIFIED GENERAL OFFICIALS AND OF THE REPRESENTATIVE OFFICIALS IN THE CONSTRUCTION AND MANAGEMENT OF SPECIFIC ELECTION LIST AND THE ORDER OF THE RESULTS
(1) A separate list of voters (hereinafter referred to as "the special list") 1) shall be conducted in a book or a filing system, or by means of computer technology, broken down by constituency or special constituencies of the municipal office, the municipal authority, the municipal authority, the municipal authority, the municipal authority, the municipal authority, the municipal authority, the municipal authority of the Czech Republic, with the exception of the consular office managed by an honorary consular officer (hereinafter referred to as the "representative office"). The models of the separate lists kept by the municipal office and the representative office are set out in Annex 1.
(2) The special list kept by the municipal office shall record the name and, where applicable, the names, surnames, date of birth, the reason for the entry on the special list, the place of permanent residence of the registered voter and the number of the constituency in which he will vote. The note shall state who initiated the entry on the separate list.
(3) The special list kept by the representative office shall record the number of the constituency in which the voter will vote, his name and, where applicable, his names, 1a) the surname and address of the post in the district of the representative office where he resides and, where appropriate, the permanent residence of the voter voting on the ballot; If the birth number is not indicated, the surname, date and place of birth, state of birth and sex of the voter shall be indicated.
(4) Any changes to the data in the separate lists shall be made by the municipal office or representative office on the basis of the notification of the person who initiated the previous entry in the separate list and, where appropriate, its amendment.
(5) The exclusion from the special list made on the basis of the notification referred to in paragraph 4 shall be notified by the municipal authority in the municipality where the voter was entered in the special list to the municipal authority in the municipality where the voter is registered in the permanent list of voters. 2) The announcement of the entry of the voter in a separate list, which is kept by the representative office, shall be submitted by the Ministry of the Interior to the Municipal Office for the purpose of removing the voter from the permanent list of voters. The municipal office shall state with such an electorate that it has been deleted because of its application for entry on the special list at the representative office in connection with the elections to the Parliament of the Czech Republic. This note shall also be included in the extract from the permanent electoral list for the District Electoral Commission.
(6) Two days before the elections, the municipal office shall close the special list and transmit to the District Electoral Commission extracts from special lists containing a list of voters authorised to vote in their constituency. Similarly, the representative office shall proceed to the conclusion of the special list, which shall then transmit the extracts thereof to the special district electoral commission. Voters included in a separate list for the reasons set out in Article 6 (1) (a), (b) and (c) of the Act shall be kept on separate sheets for each institution, object or establishment in the listing list. The extract from the separate list shall contain data consistent with those of the separate list.
(7) Following the closure of the special list, the municipal office and the representative office shall no longer make any changes. If, after the conclusion of a separate list, the municipal authority becomes aware of the facts justifying changes to the minutes, it shall forward the information to the District Electoral Commission.
(8) National citizen of the Czech Republic residing outside the Czech Republic and arriving
(a) on the days of the elections to the Chamber of Deputies to the Election Room, the District Election Commission or the Special Circuit Election Commission shall be entered in the extract of the special list,
b) on the days of the Senate elections to the Election Room on the territory of the Czech Republic, the District Electoral Commission will be entered in the listing of a special list on submission of the Voting Card.
(9) If there is a voter in the voting room, who is mentioned in the permanent list of voters' statement that he is included in a separate electoral list, the District Electoral Commission shall cancel that remark if it is demonstrated that he has not voted in the district where he is listed in the separate list of voters and that this entry has been cancelled.
FORM OF THE COOPERATION OF THE AUTHORITIES OF THE STATE GOVERNMENTS IN THE TRANSFER OF THE BASIS OF THE CANDIDATE LISTS AND OF THE REGISTERED REGISTERS AND THE NUMBERS OF THE CANDIDATES AND THE CANDITING POLITICAL PARTIES, THE POLITICAL HOCKS AND THE COALICATIONS OF THE CZECH STATISTICAL AUTHORITIES AND THE LOSING OF THE LISTS FOR MARKING VOICE MARKS
(1) The Regional Office or the entrusted municipal office at the headquarters of the constituency shall continuously purchase and transmit to the Czech Statistical Office, for the establishment of a register of candidates, copies of the documents submitted or applications for registration, no later than the first day following the expiry of the deadline for submission of the candidate documents or applications for registration.
(2) The Czech Statistical Office will draw up a list of candidates with the same name, surname and age and other supporting documents for the inspection by the Regional Office or registration applications by the municipal office at the headquarters of the constituency. It shall forward these documents to the Regional Office or to the entrusted municipal office at the seat of the constituency no later than the 60th day before the election date.
(3) The Czech Statistical Office updates the register of candidates after evaluation and according to the instructions of the Regional Office or the entrusted municipal office in the constituency. Similarly, it shall be applied in cases of revocation or renunciation of a candidate's application for registration or registration or in cases of refusal of registration of a candidate's application or registration by decision of the court. 8)
(4) At the latest on the first day following the expiry of the deadline for registration of candidates or applications for registration (9), the Regional Authority or the municipal authority responsible for the headquarters of the constituency shall send a list of registered candidates and a list of rejected candidates or a list of registered applications for registration and a list of rejected applications for registration to the State Electoral Commission.
(1) The State Election Commission will draw no later than 45 days before the date of the elections to the Chamber of Deputies of the Parliament of the Czech Republic numbers for the designation of ballots of political parties, political movements and coalition. 10)
(2) The numbers for the election of candidates for elections to the Senate of the Parliament of the Czech Republic are drawn no later than 45 days before the date of the election of the Senate of the Parliament of the Czech Republic by the municipal authority responsible for the election. 11)
(3) Voting lists of the same political parties, political movements and coalition must be marked with the same winning number for elections to the Chamber of Deputies of the Parliament of the Czech Republic in all electoral regions; Every political party, political movement and coalition enters the draw only once, regardless of how many electoral counties they have submitted candidate lists. If a political party, political movement or coalition has not submitted a candidate list in all electoral regions, this figure will remain vacant in the electoral district.
(4) The winning pool shall include as many whole numbers in an uninterrupted ascending row starting with number 1, as many different political parties, political movements and coalitions or independent candidates have submitted candidate lists or registrations.
(5) If any of the political parties, political movements or coalitions have not been registered in the electoral district even by decision of the court, 12) the number drawn by that political party, political movement or coalition in the electoral region remains vacant.
(6) If an application to register one of the political parties, political movements, coalitions or an independent candidate has not been registered in the constituency even by decision of the court, 13) the number drawn by the candidate of that political party, political movement, coalition or independent candidate in the constituency remains vacant.
(1) Following the drawing of the numbers, the Czech Statistical Office will draw up a code list for candidate political parties, political movements and coalitions for elections to the Chamber of Deputies of the Parliament of the Czech Republic and candidate political parties, political movements, coalitions or independent candidates for elections to the Senate of the Parliament of the Czech Republic, according to which they will be marked by the number and / or the number and abbreviation of the title when the election results are processed and provided.
(2) The Czech Statistical Office will enter the winning numbers of political parties, political movements, coalitions or independent candidates in the candidate's register of candidates, add the gender data code to it, make a copy of the candidate registry's data in the scope of the candidate list or registration application, and submit it to the Regional Office or to the entrusted municipal office in the seat of the constituency.
(3) The Regional Office or the mandated municipal office at the headquarters of the constituency shall immediately inform the Czech Statistical Office of any surrender or withdrawal of the candidacy in the period from the expiry of the deadline for the registration of the candidate document or application for registration within 48 hours before the beginning of the elections, by submitting to it a copy of the waiver or withdrawal declaration. The Czech Statistical Office sets a sign in the candidate register for these persons to ensure that they are not taken into account when determining the results of the elections.
ANNEX II
(1) For elections to the Parliament of the Czech Republic, Annex 1 to this Order sets out the models:

(2) For elections to the Parliament of the Czech Republic, Annex 2 to this Order sets out the model forms:

Minutes of the voting process and outcome in the constituency and in the special constituency for elections to the Chamber of Deputies of Parliament of the Czech Republic and the results of the vote for political parties, political movements and their coalition in the constituency and in the special constituency (4a, 4b)
5. Minutes of the vote in the constituency for the Senate of the Parliament of the Czech Republic
6. Card of employee of the City of Prague.
(3) If the District Electoral Commission or the Special District Electoral Commission makes use of the software supplied by the Czech Statistical Office, the press releases from this programme14 shall be replaced by the forms referred to in paragraphs 2 (4) and (5).
The voting card form is a strictly negotiable form with security features against abuse. Each form shall bear a letter identifying the series starting with A and a six-digit digit of each series from 000001 to 999999. After the numbers of the series are exhausted, the series marked in alphabetical order.
The Regional Office for Election to the Chamber of Deputies of the Parliament of the Czech Republic (15) and the mandated municipal office at the seat of the constituency for election to the Senate of the Parliament of the Czech Republic (16) provide printing of ballots via a business company selected by the Ministry of Interior. 17)
PROCEDURE OF THE GENERAL AUTHORITIES, THE COUNTRY AUTHORITIES, THE CONFIDENTIALITY OF THE GUIDELINES IN THE NETWORK OF VOLUNTARY CIRCUMSTANCES AND THE REPRESENTATIVE AUTHORITIES IN THE SAFEGUARD AND ARCHIVATION OF VOICE LOTS AND OTHER ELECTION DOCUMENTS
(1) Before the elections are held, the municipal office and the representative office shall ensure that the votes, envelopes and forms are protected in such a way as to prevent abuse.
(2) The municipal office and the representative office shall keep an overview of the forms received, issued and damaged or degraded; damaged or degraded voting licence forms shall be destroyed by protocol. Similarly, the representative office shall proceed with the handling of the forms of identification cards.
(3) The municipal authority shall take over all electoral documents, except for one copy of the minutes on the course and the outcome of the election in the constituency from the district electoral commission. The Office of the City of Prague 1 will take over all electoral documents in the elections to the Chamber of Deputies of the Parliament of the Czech Republic, except for one copy of the minutes on the course and the outcome of the voting in special constituencies from special constituencies. The municipal office shall keep three sets of unused ballots for archiving. Official envelopes, used delivery envelopes, used ballots, auxiliary ballots for the addition of priority votes and used auxiliary census sheets, the municipal office shall destroy by protocol
(a) after 30 days from the date of the futile expiry of the period for the submission of an application for nullity of vote, nullity of elections or nullity of election of the candidate (hereinafter referred to as "nullity proposal"),
(b) after 30 days from the date of the futile expiry of the period for lodging a constitutional complaint against the court's decision on the application for annulment; or
(c) 30 days after the date on which the Constitutional Court failed to comply with the last constitutional complaint lodged against the court's decision on the application for annulment.
(4) The electoral documents of the Regional Office and of the entrusted municipal office at the seat of the constituency, including a copy of the minutes on the conduct and outcome of the vote in the constituency, shall be kept by those authorities.
(5) The documentation on the financial costs of elections to the Chamber of Deputies of the Parliament of the Czech Republic and to the Senate of the Parliament of the Czech Republic shall be deposited separately from the other documentation.
(6) The following shredding features and deadlines shall be laid down for electoral documents concerning the holding of elections to the Parliament of the Czech Republic:
(a) a candidate's application, a candidate's application for registration, a statement of the candidate's declaration, including supporting documents on the candidate's application and the application for registration, petitions, documents of surrender or appeal, a decision of the Regional Office and an authorised municipal office at the seat of the constituency of the candidate's or registration application, a court decision on the registration of the candidate's document, a court decision on the registration of the application for registration, a ballot, minutes of the outcome of the vote................................................ And 10,
(b) other electoral documents................. 5: 00.
(7) At the end of the shredding period, the relevant legislation shall be followed. 19)
METHOD AND PROCEDURE FOR VERIFICATION OF ELIGIBILITY FOR THE PERFORMANCE OF THE FUNCTION OF THE EMPLOYMENT OF THE MAJOR'S MAJOR
Eligibility verification
An employee of the capital city of Prague, who is assigned to the City Council of the capital of Prague, who is responsible for the activities of the election section (hereinafter referred to as "the candidate '), shall receive training and demonstrate the necessary knowledge at the election section by conducting an examination before a test committee established under a specific legislation. 20)
The applicant's application pursuant to § 9 for the training and performance of the exam is sent by the Mayor of the City of Prague to the Ministry of Interior. The Ministry of the Interior shall determine the dates and place of the examination.
Test
(1) The test consists of verifying the legal knowledge of the elections and related legislation; consist of a written and oral part.
(2) The examination committee shall draw up a minutes of the examination committee, signed by the chairman of the examination committee and its members. The minutes shall contain:
(a) the name and surname of the tenderer, the place where he is registered for permanent residence, the indication of the employer of the tenderer and his working title;
(b) the names, surnames and working names of the members of the Examination Board;
(c) the oral questions;
(d) evaluation of the written and oral examination.
(3) The applicant shall demonstrate the necessary knowledge if he has succeeded in at least two thirds of the questions contained in the written part of the test and in two thirds of the questions contained in the oral part of the test.
(4) The results of the examination shall be notified to the candidate by the chairman of the examination committee on the day of the examination.
(5) The requirements of the Ministry of Interior certificate of the test carried out are set out in Annex 1 in Model 12.
(6) Candidates who have successfully passed the test shall issue a double-copy certificate of the test. One copy shall be transmitted by the tenderer to the employer. 21)
(7) If the tenderer has failed the test, the whole test may be repeated in at least one month; the deadline may be shortened by the Ministry of the Interior in exceptional cases.
Amount of the special remuneration for the performance of the duties of a member of the District Electoral Commission and a member of the Special District Electoral Commission, the manner in which it is paid and paid
(1) In the elections to the Chamber of Deputies of the Parliament of the Czech Republic, the President of the District Electoral Commission and the Special District Electoral Commission are responsible for the performance of the special remuneration of 22) (hereinafter referred to as "the remuneration ') of CZK 2,200, CZK 1,800, CZK 2,100 and CZK 1,800 respectively.
(2) In the elections to the Senate of the Parliament of the Czech Republic, the President of the District Electoral Commission shall be remunerated at CZK 2,200, the Vice-President and the minutes of the District Electoral Commission shall be remunerated at CZK 2,100 and the other members of the District Electoral Commission shall be remunerated at CZK 1,800 if the elections to the Senate of the Parliament of the Czech Republic were held in one round. For the next round of elections to the Senate of the Parliament of the Czech Republic, the remuneration according to the first sentence is increased by CZK 1 000 to the President, Vice-President and minutes of the District Electoral Commission and other members of the District Electoral Commission by CZK 700. If the vote is repeated, the reward will increase by another 400 CZK.
(3) If elections to the Chamber of Deputies of the Parliament of the Czech Republic or elections to the Senate of the Parliament of the Czech Republic are held in conjunction with other election23), the remuneration of a member of the District Electoral Commission and a member of a special District Electoral Commission pursuant to paragraphs 1 and 2 is increased by 400 CZK for each subsequent election. If the second round of the election of the President of the Republic is held in parallel, the remuneration for the next round of the election of the President of the Republic shall also be increased by the amount of the remuneration for the next round of the election of the President of the Republic under the special legislature27).
(4) In addition to the remuneration referred to in paragraphs 1 to 3, a member of the District Electoral Commission and a special District Electoral Commission, who is neither in employment nor in employment, is entitled to compensation for lost earnings for the duration of his duties as a member of the District Electoral Commission and a special District Electoral Commission of CZK 43 per hour but not more than CZK 340 per day.
(5) The remuneration referred to in paragraphs 1 to 3 and the flat-rate compensation for the loss of earnings referred to in paragraph 4 shall be paid by the municipal authority to the members of the District Electoral Commission within 30 days of the end of the term of office. In the event that a member of the District Electoral Commission does not participate in all the deliberations of the Commission, the Municipal Office shall reduce the total amount of remuneration determined in accordance with paragraphs 1 to 3, according to the records of his participation in the deliberations of the District Electoral Commission.
(6) The remuneration referred to in paragraph 1 and the flat-rate compensation for the loss of earnings referred to in paragraph 4 shall be paid to the members of the Special District Electoral Commission by the representative office with which the Special District Electoral Commission is set up, in the currency of the State concerned, within 30 days of the end of the term of office of the Special Circuit Electoral Commission, in accordance with the heading of the Czech National Bank25) at the date of the election. In the event that a member of the Special District Electoral Commission does not participate in all the meetings of the Commission, the representative office shall reduce the total amount of remuneration determined in accordance with paragraph 1 in proportion to the record of his participation in the meetings of the Special District Electoral Commission.
FINAL PROVISIONS
The mayor of the capital city of Prague sends applications to the Ministry of the Interior for the training and performance of the exam referred to in § 11.
If measures have already been taken to prepare elections in accordance with this decree before the beginning of the regulation, these measures shall be viewed as being taken for its effectiveness. 26)
Under this decree, election day means the first day of the election.
If the Chamber of Deputies has been dissolved, the period referred to in Article 3 (2) shall be reduced to the 33rd day before the election date and the period referred to in Article 4 (1) to 23 days.

Efficacy
This decree shall take effect on 1 August 2000.
