on the full text of the Government Regulation on the reports of the Regional National Committees on General Home Affairs.
Pursuant to Article IV of the Decree of 25 October 1949, No 232 Coll., amending the provisions on certain reports of the Regional National Committees, I declare in the annex the full text of the Decree of 22 February 1949, No 35 Coll., on the reports of the Regional National Committees for General Internal Affairs, as shown by the amendments provided for by the Decree of 25 October 1949, No 232 Coll.

on the reports of the Regional National Committees on General Home Affairs, as amended by the Decree of 25 October 1949, No 232 Coll.
The Government of the Czechoslovak Republic orders pursuant to § 8, § 3, point (a) and § 19, § 3 of the Act of 21 December 1948, No 280 Coll., on the Regional Establishment:
(1) A General Home Affairs Report is hereby established for each Regional National Committee. This report is headed by the Chairman of the Regional National Committee.
(2) In regions over 1,000,000 inhabitants, the Board of the Regional National Committee may, on a proposal from the President, divide the General Home Affairs Report into two groups. In this case, the President shall entrust one of his Deputy Directors, who shall not conduct any report, to the management of one of these groups. As Head of the Group, the Deputy Chairman shall have the status of a referendum.
(3) The General Home Affairs Report is divided into departments as necessary; the principles for such division, in particular the number of departments, shall be laid down by the Ministry of the Interior.
(1) General Home Affairs Report
ensuring that national committees, as the authorities of the people's administration, carry out public administration in the interests of the people, based on their direct participation and initiative, ensure the development of a popular democratic establishment and assist in the conversion of society into a socialist society;
ensure that the national committees focus all their activities under the government programme and use their working opportunities primarily to carry out those tasks which are the most important in terms of the government programme and the single state policy;
bring into line the activities of all elements of the Regional National Committee;
exercise general supervision over the activities of subordinate national committees;
ensure that religious and religious life in the region develops in accordance with the constitution and principles of the popular democratic establishment, thereby ensuring for each constitutional right of freedom of religion, based on the principles of religious tolerance and equality of all religions;
carry out all the tasks of regional administration, unless they are responsible to other reports of the Regional National Committee.
(2) Without prejudice to the competence of other authorities (authorities), the report shall, in particular, carry out the following activities:
1. It shall ensure that the internal organisation of national committees is simple, efficient, efficient and economical and that national committees perform their tasks properly;
2. Provides work on the performance of tasks assigned to the Chairman of the Regional National Committee, in particular as regards representation of the Regional National Committee and the Region as a union of the People's Administration, and general work on plenary sessions and meetings of the Regional National Committee Council;
3. monitor the work of the individual reports of the Regional National Committee, unify it and monitor the implementation of the directives of senior bodies, as well as the plenary sessions and the Councils of the Regional National Committee;
4. ensure proper organisation of internal services with the Regional National Committee, establish a schedule of work and determine, in dubious cases, the competence of individual reports;
5. monitor the activities of subordinate national committees, carry out general control of the internal administration and administration of these national committees and their businesses, institutes and establishments in conjunction with the other reports concerned and discuss general complaints about their progress; ensure the proper administration of all elements of the Regional National Committee and oversee their internal administration;
6. Performs state administration in matters of church and religious and oversees the activities of all churches, religious societies, beacons and monasteries in the region;
7. Supervises and examines the property of churches, religious societies, beacons and monasteries, examines their management and approves all property legal acts concerning church property;
8. Protects church monuments;
9. Supervises the teaching of religion and the church school;
10. Specially assesses the religious and religious press and monitors the landscape press and radio in terms of religious and religious;
11. monitors religious life in the region;
12. oversees the charitable activities of churches and religious societies, religious and religious associations, funds and other such establishments;
13. deals with matters of church foundations;
14. Participates in the handling of other matters provided by other reports of the Regional National Committee, insofar as they affect the interests of the Church and Religious;
15. It shall decide on the use of State symbols, shall supervise the observance of national borders and the maintenance of the workability of the border lane; dealing with citizenship matters;
16. deals with the general affairs of the volumes of the people's administration, their businesses, institutes and establishments, the characteristics and flags of the volumes of the people's administration and the matter of the honourable citizenship;
17. Provides matters of the territory and borders of the county, the merging and the separation of municipalities and counties, the modification and modification of their borders, as well as matters relating to the victualling;
18. manages the Regional Information Service, ensures the promotion of the activities of the People's Administration in the Region and publishes official publications of the Regional National Committee;
19. Handles the matters of members of the national committees and commissions arising from their duties and the matter of responsibility for its execution;
20. Decides and takes action according to the relevant regulations in the personal matters of regional, regional and local staff and in the personal matters of spiritual churches and religious societies operating in spiritual administration, church administration or institutions for spiritual education; ensure the organisation of the political and professional training of such staff;
21. Care for the location and equipment of national committees;
22. Cooperate in the appointment of judges from the people, after which they are called or dismissed;
23. Provides matters of permanent electoral lists and elections to the National Assembly, Slovakia and also to the Slovak National Council, as well as to national committees and other public authorities;
24. operates in matters of matrimonial, marriage and name change and oversees the management of the matrix; contribute to the census; deal with titles, orders, honorary and commemorative badges and honorary recognition; verify the signatures and seals of the public authorities;
25. Handles administrative matters for public archives;
26. collects documentation on the political, economic and cultural life of the region and leads to the importance of the directive and guidelines governing the activities of the people's authorities;
27. Provides general administrative and criminal matters.
(3) The General Home Affairs Report also carries out administrative criminal proceedings in its field.
(4) The General Home Affairs Report is attached to the Office and Economic Administration, the Auxiliary Treasury and the official library of the Regional National Committee.
The Ministry of the Interior shall, in agreement with the participating central authorities, issue regulations detailing the scope of the report of the Regional National Committee on General Internal Affairs.
On 25 February 1949, the Regional National Committees, unless they have already done so before, shall take place in the field of the General Home Affairs Report (§ 2) of the Regional Administration, which is still provided for by the Regional National Committees, and in Slovakia, the jurisdiction of the same type as the relevant delegates or other authorities.
The Government Order of 28 December 1948, No 300 Coll., on the reports of the Regional National Committees on General Home Affairs, and the Government Order of 18 January 1949, No 1 Coll., laying down further tasks of the Regional National Committees on General Home Affairs, is hereby repealed.
This Regulation shall enter into force on 25 February 1949 *); they shall be carried out by the Home Secretary in agreement with the participating members of the Government.
