Ordinance on State inspection of crop harvests

of 25 March 1953
on the State inspection of crop harvests.
The Government of the Czechoslovak Republic, with the agreement of the President of the Republic pursuant to § 42 paragraph 1 of Act No. 241 / 1948 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan):
§ 1.
In order to ensure the accuracy of the records and statistics on crop areas, hectares and crop crops, as well as for the systematic control of crop areas, the estimation of crop yields and crop harvests, and for the control of agro-technical measures to increase crop yields, a State inspection of crop crops (hereinafter referred to as "State crop inspections') is established.
§ 2.
(1) The State inspection of the harvest is set up at the State Office of Statistics.
(2) The head of the state harvest inspection is the chief state inspector, who has a representative. The Chief State Inspector and his representative shall be appointed and dismissed by the Prime Minister on a proposal from the President of the Statistical Office. The authority of the Chief State Inspector in Slovakia is the Regional State Inspector at the Slovak Statistical Office, appointed and withdrawn by the Chairman of the State Office of Statistics on a proposal from the President of the Slovak Statistical Office.
(3) The Chief State Inspector is subordinate to the District State Inspectors at the Regional Statistical Service of the Statistical Office. Their personal office is the State Statistical Office.
(4) The districts of the District State Inspectors are the territories of two to four counties and are determined by the Chief State Inspector. Circuits are to consist of counties preferably climate, soil and otherwise uniform.
§ 3.
(1) Circumstantial State inspectors have in particular the following obligations:
(a) organise and manage the survey of the estimation of the yield of hectares and crop harvests on standing (field);
(b) ensure the submission of the required statements of estimates of hectares of crop yields within the specified time limits;
(c) examine the prescribed statements of estimates of hectares' yields and act against the deliberate underestimation or overestimation of reported data;
(d) carry out checks on the estimates of hectare yields by sampling;
(e) to collect evidence of harvest prospects;
(f) to detect losses of agricultural crops, in particular during harvesting, collection and smashing;
(g) organise and carry out checks on crop records and on crop records;
(h) to examine the performance of State tasks ensuring an increase in hectares and crop harvests.
(2) In carrying out their duties, the district inspectors shall be independent of the other public authorities.
§ 4.
(1) National committees and other bodies of state administration, agricultural establishments and machinery and tractor stations are required to submit to the authorities of the State inspection of the harvest the data and supporting documents required by the State inspection of the harvest to determine the yield of hectares and crop harvests, crop areas and crop crops.
(2) The auxiliary authorities of the district state inspectors are the local agronomy harvesting trustees. They shall be entrusted with the function of the district harvest trustee by the Chief State Inspector on a proposal from the District State Inspector. The district harvest trustees shall carry out their tasks under the supervision of the State's harvest inspection bodies for remuneration provided for by the directives issued by the State's Statistical Office in agreement with the Ministry of Finance.
§ 5.
The authorities of the State inspection of the harvest shall be obliged to maintain the state, economic and professional secrets which they shall learn in the course of their service. This obligation to remain silent shall continue after termination of employment.
§ 6.
The State Statistical Office shall, in agreement with the participating ministries, issue more detailed provisions for the implementation of this Regulation.
§ 7.
The scope of the State harvest inspection shall not apply to land under the administration of national defence ministries and national security.
§ 8.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Chairman of the Statistical Office in agreement with the participating members of the Government.
