Government Regulation
of 8 February 1949
on the economic reports of the Regional National Committees.
The Government of the Czechoslovak Republic orders pursuant to § 8, § 3, point (a) and § 19, § 3 of the Act of 21 December 1948, No 280 Coll., on the Regional Establishment:
An economic report shall be established for each Regional National Committee. The economic report shall be divided into departments as necessary; the principles for such division, in particular the number of departments, shall be laid down by the Ministry of Industry and Transport in agreement with the Ministry of Interior.
(1) In order to develop the socialist economy and thus to continuously increase the material and cultural level of the working people, the Regional National Committee ensures, through its economic report, the preconditions for continuous industrial production and supports it in the performance of its tasks, takes care of local industrial and commercial production and service craft, ensures the construction, improvement and economy of transport and the development of civil motorism and aviation, and provides general economic affairs.
(2) In matters referred to in paragraph 1, the economic report shall carry out the following tasks in particular:
1. Develop in its field (paragraph 1) a part plan of its own regional plan and monitor its implementation and cooperate with the Regional National Committee's planning report in the performance of its tasks;
2. Supports the maintenance and enhancement of national assets;
3. ensure that energy supply is continuously improved according to the requirement of efficiency and economy;
4. ensure that the technical and economic level of production and transport is increased in particular by perfect training and supervision of technical equipment;
5. in the interest of education on the basis of scientific socialism, supports and provides economic conditions for education in educational and other cultural establishments of establishments;
6. ensure that production and labour cooperatives are successfully implemented in economic construction;
7. Serves the affairs of communal enterprises if they are not part of a financial report;
8. Solves matters of trade law, in so far as the trade of the nature of health, trade, innkeeper and law enforcement are not concerned, and ensures that business operations do not go further to the detriment of the whole;
9. take measures on national administrations and confiscation operations and co-operate in the allocation of confiscated assets, unless that competence falls under other reports;
10. participates in the schedule of transport tasks between different types of transport undertakings and manages the cost-effective provision of transport needs in the region;
11. make proposals and opinions on the timetables of transport undertakings and their tariffs, as well as on other transport matters, with regard to the needs of the regions;
12. examine, test and approve motor vehicles and their towing vehicles in addition to prototypes and test drivers;
13. procures acts of the railway public administration in the case of railways for non-public transport.
(3) The scope of the economic report does not apply to industry and nutrition craft.
(4) The economic report also carries out administrative criminal proceedings in its field of competence.
(5) In exercising its competence, the economic report shall take care of the interests of the single state economic policy.
In agreement with the Ministry of the Interior and other participating central offices, the Ministry of Industry and Transport will issue regulations detailing the scope of the economic report.
On 15 February 1949, the Regional National Committees of the Regional Administration in the field of the economic report (§ 2), which is still held by the Regional National Committees, in Slovakia, are of the same kind as those carried out by the delegates of industry and trade, transport, interior and engineering and by the State Engineering Authorities.
This Regulation shall enter into force on 15 February 1949; They shall be implemented by industry, transport and home affairs ministers in agreement with the participating members of the Government.
