Government Regulation
of 19 December 1947
defining national security tasks.
The Government of the Czechoslovak Republic hereby orders pursuant to Section 1, paragraph 2 of the Act of 11 July 1947, No. 149 Coll., on National Security:
§ 1.
The general task of national security authorities is to protect public security and to watch over public order and public morality, so that every citizen can live in peace and quiet.
§ 2.
The tasks of national security administrations (§ 1) are without prejudice to the jurisdiction of other authorities and bodies (courts):
1. the protection of the constitutional constitution, in particular the protection of the Czechoslovak Republic against attacks on its sovereignty, independence, integrity, democratic-Republican state form, security and defence;
2. The tasks which the Law of 13 May 1936, No. 131 Coll., on State Defence, commanded these authorities in the municipalities for which the former state police authorities were established;
3. the surveillance of national borders; matters of state defence guards;
4. ensuring the personal security of constitutional officials;
5. the protection of people's rights and freedoms guaranteed by the Constitution;
6. defence against economic espionage;
7. defence against economic harm, i.e. against criminal offences against a planned and managed economy or against national undertakings, nationalised undertakings or undertakings under national administration;
8. General protection of citizens' personal security;
9. General protection of public and private property security;
10. police matters concerning weapons, ammunition and explosives;
11. fire and firefighting police (except for the adjustment of the service and pay ratios of their members); aid for disasters;
12. road transport police matters, in particular: supervision of the state of communication in terms of transport safety; matters of road transport behaviour; road signs; admission to road transport;
13. police matters relating to rail transport, in particular: care that nothing is done in the vicinity of the runway that endangers the runway or its operation or causes a fire hazard; care for maintaining public security, peace and order on the track;
14. Police matters concerning air transport, in particular: observation and registration of all air activities in the sovereign areas of the State; supervision of compliance with legal regulations and international aviation conventions;
15. population records, in particular: reporting of residence; reporting to military personnel outside active military service in accordance with military regulations; identity cards;
16. foreign, passport and border traffic matters;
17. matters of postal pigeons;
18. federal police (also special associations) and assembly police;
19. Fight against crime; the prostration and expulsion and the prostration; police surveillance; law enforcement, education, labour centres and police prisons;
20. The affairs of the gypsies;
21. Combating social vice, in particular: combating alcoholism, measures against workers avoiding work; measures to combat youth depravity; combating gambling, prostitution, beggars and vagrancy; combating the illicit spread and use of narcotic drugs;
22. police measures under the rules on the fight against sexual diseases;
23. Public collections, betting and lotteries; authorising and supervising slot machines;
24. the police affairs of public undertakings, in particular: theatrical and film police; authorisation of exhibitions, performances and entertainment; matters of production licences;
25. police matters to the press and radio;
26. supervision of publicly accessible rooms, meeting facilities and premises;
27. Police closing hours;
28. the protection of animals against abuse;
29. protection of crops, field, forest and water pride;
30. Losses and findings;
31. goods of uniforms, badges, flags and flags, with the exception of matters of supremacy symbols and honours;
32. records of the guilty of the courts; a certificate of preservation; matters of national reliability;
33. Investigation of criminal offences (preparatory proceedings under the Code of Criminal Procedure) and cooperation in the prosecution of other offences.
§ 3.
(1) In the field of national security, when the competence of the local national committee is determined in the first seat, national security authorities shall be responsible for supervision and decision-making in the order of the stools.
(2) National security tasks fall within the field of competence of the Ministry of Interior, unless the competence of another Ministry is given.
§ 4.
This Regulation shall take effect on the 15th day following its publication; they shall be implemented by the Minister for the Interior in agreement with the Ministers involved.
