Government Regulation
of 3 December 1946
on the adjustment of the internal government debt service in 1946.
The Government of the Czechoslovak Republic hereby orders pursuant to Article V., paragraph 1 of the Czechoslovak Republic Financial Law of 29 March 1946, No 59 Coll., laying down the State Budget for 1946:
(1) This Regulation applies to the internal state debt, namely the Czechoslovak internal state debt, if it was agreed by 31 December 1945, excluding the State building tickets, issued under the Act of 11 March 1921, No. 100 Coll., on construction and internal debt from the period of infreedom.
(2) Czechoslovak internal government debt means debt, the reason for which falls within the period before 30 September 1938, even if the bonds currently circulating were issued later (41 / 2% and 3% of the Slovak conversion loan, 41 / 2% of the retrenchment loan, both protectorate and Slovak, 31 / 2% of the treasury voucher, issued to convert old liabilities), as well as debt negotiated by the authorities of the Czechoslovak Republic in the period from the exemption until the end of 1945. Like the Czechoslovak debt, 41 / 2% of the unifying loan, issue A, issued at the time of the non-freedom of social insurance institutions to convert 5% of the non-emission loans from the beginning of 1939, 41 / 2% and 31 / 2% of the loan of the economic renewal of Slovakia, as well as the non-emission loans concluded before 14 March 1939, are assessed.
(3) The internal debt from the period of non-freedom shall mean the debt of the Czech and Moravian Protectorate and the Slovak State, excluding those emissions covered by paragraph 2.
(1) During the period of application of this Regulation, the internal government debt (Paragraph 1) is not amortised and the principal which has already come into effect or is due to take effect shall not be repaid unless the Minister for Finance provides otherwise.
(2) The provisions of the preceding paragraph shall also apply to treasury bills and treasury bills issued in Slovakia and payable between 1944 and 1946; of these vouchers and notes, interest (prolongation interest) shall be payable further over the period of deferral.
(3) Treasury Bones and three-month treasury bills will be exchanged upon maturity for paper of the same type with the same circulation period but with later maturity.
The interest service on internal government debt is renewed and will be provided in accordance with existing rules, unless otherwise provided for in this Regulation. Interest payments made before 1 November 1945 and not yet paid shall be made on a tied deposit by creditors. Interest on late payments shall not be paid.
(1) Interest on Czechoslovak internal government debt (§ 1 (2)), teen in 1946, is paid at 31 / 2%.
(2) Interest on the outstanding debt (Section 1 (3)), teen in 1946, is paid at a rate of 3% if it is more than 3%.
(3) The administrative contribution is considered to be part of the interest.
(4) The vintage bonds of older loans which were subject to unification under the Act of 15 May 1936, No 128 Coll., on the exchange of internal government debt bonds, or under the Order of the Minister of Finance of 3 June 1940, No 476 Ú. l., on the exchange of interest-bearing government bonds for a unifying loan, but have not yet been unified, are assessed as if the unification had already taken place.
This Regulation shall enter into force on 1 January 1946; to be carried out by the Minister for Finance.
