Announces
full version of Act No. 2 / 1969 Coll., on the establishment of ministries and other central bodies of the Czech National Administration of the Czech Socialist Republic, as it follows from the amendments made by the Act No. 34 / 1970 Coll., the Act No. 60 / 1988 Coll., the Act No. 173 / 1989 Coll., the Act Act No. 53 / 1990 Coll., the Constitutional Act No. 101 / 1990 Coll., and the Constitutional Act No. 50 / 1990 Coll.

Czech National Council
establishing ministries and other central bodies of the Czech Government
The Czech National Council decided on this law:
ESTABLISHMENT OF THE GOVERNMENT AUTHORITIES OF THE STATE GOVERNANCE
(1) In the Czech Republic, the following central government bodies of the Czech Republic are active, headed by a member of the Government of the Czech Republic:
1. Czech Commission for Planning and Scientific and Technological Development
2. Ministry of Finance
3. Ministry of Construction and Construction
4. Ministry of Education, Youth and Sports
5. Ministry of Culture
6. Ministry of Labour and Social Affairs
7. Ministry of Health
8. Ministry of Justice
9. Ministry of Interior
10. Ministry of Industry
11. Ministry of Agriculture and Nutrition
12. Ministry of Forestry and Woodworking Industry
13. Ministry of Trade and Tourism
14. The Committee of People's Control of the Czech Republic
15. Ministry of Environment.
(2) The Czech Commission for Planning and Scientific and Technological Development consists of the President, the Vice-President of the Government of the Czech Republic, and other members. The President of the Czech Commission for Planning and Scientific and Technological Development is appointed and recalled by the Bureau of the Czech National Council, other members of the Czech Commission for Planning and Scientific and Technical Development are appointed and withdrawn by the Government of the Czech Republic.
(3) The Committee of People's Control of the Czech Republic is composed of the President, who is a member of the Government of the Czech Republic, and an additional 8-12 members appointed and withdrawn by the Government of the Czech Republic.
(1) The following other central government bodies of the Czech Republic are hereby established:
1. Czech Statistical Office

3. Czech Office of Geodetic and Cartographic
4. Czech Geological Office
5. Czech Mining Office
6. Czech Science Commission.

(3) The President of the Czech Statistical Office is appointed and dismissed by the Bureau of the Czech National Council. The President of the other offices and bodies referred to in paragraph 1 shall be appointed and dismissed by the Government of the Czech Republic.
BORROWING OF THE SCOPE OF THE CURRENT AUTHORITIES OF THE STATE GOVERNMENT OF THE REPUBLIC OF CZECH
(1) The Czech Commission for Planning and Scientific and Technological Development is the central body of the state administration on the planning section (including planning of work, wages and price development) and on the scientific and technological development section.
(2) The Czech Commission for Planning and Scientific and Technological Development carries out state expertise on investment.
The Ministry of Finance is the central body of the state administration for the state budget of the Republic, taxes and charges, financial management, management of national assets, insurance and savings banks and prices.

The Ministry of Construction and Construction is the central body of the State Administration for Investment Development, Building Material Production and Construction.
(1) The Ministry of Education, Youth and Sports is the central body of the state administration for schools, primary, secondary and higher education institutions and for state care for children, youth, physical education, sport and tourism.
(2) At the Ministry of Education, Youth and Sports, the Czech Committee for Higher Education is established as a permanent advisory body of the Minister.
The Ministry of Culture is the central body of the State Administration for Arts, Cultural Education, Cultural Monuments, Churches and Religious Societies, Press and other information, including the publication of non-periodic press, the implementation of the Copyright Act and the production and trade in culture.
(1) The Ministry of Labour and Social Affairs is the central body of the state administration for labour relations, employment and retraining of workers, civil service, wages and other remuneration for work, pensions, sickness insurance, sickness insurance, social education, social care, care for the working conditions of women and adolescents, legal protection for maternity, care for family and children, care for disabled citizens and for citizens in need of special assistance, and for other issues of wage and social policy.
(2) The Ministry of Labour and Social Affairs is subordinate to the Czech Labour Safety Authority.
(1) The Ministry of Health is the central body of the state administration for preventive and hygienic treatment, medical scientific research, medical education, central health institutions, natural health baths and natural medical resources, health production and regression compensation issues.
(2) The main hygienist of the Czech Republic is appointed as the body of the health service in the Ministry of Health.
(3) Part of the Ministry of Health is the Czech Inspectorate of Spa and Rays.
(1) The Ministry of Justice is the central body of the state administration for the judiciary and state notaries.
(2) The Ministry of Justice is also the central authority of the state administration for prisons; He is subordinate to the Correctional Education Corps.
(1) The Ministry of the Interior is the central body of the state administration for public policy and security, ensuring the safety and continuity of road traffic, domestic affairs, in particular the territorial breakdown of the Republic, state symbols, matters of matrimonial, citizenship, citizen's cards and population records, association and assembly rights, as well as archiving and fire protection.

(3) The Ministry of the Interior is also the central body of the state administration for the local economy, paid services and local production, public utility services, private business of citizens, housing and non-residential premises, transport, including automotive repair within the competence of national committees and the road economy.
(4) The Ministry of the Interior manages the Public Security Services with the exception of activities falling within the competence of the Federal Ministry of Interior.
The Ministry of Industry is the central body of the state administration for the chemical and oil processing industry, rubber and plastic, glass and ceramics, textile and clothing, leather and printing.

(1) The Ministry of Agriculture and Nutrition is the central body of the state administration for agriculture, the food industry, hunting and fishing.
(2) The Ministry of Agriculture and Nutrition is subordinate to the Czech Agricultural and Food Inspection.
The Ministry of Forestry and Woodworking Industry is the central body of the State Administration for Forestry, the Paper and Cellulose Industry, the Woodworking Industry.
(1) The Ministry of Trade and Tourism is the central body of the State Administration for Internal Trade and Tourism.
(2) The Ministry of Trade and Tourism is subordinate to the Czech Trade Inspection.
The Committee of People's Control of the Czech Republic is the central body of state administration on the control section in the Czech Republic.
(1) The Ministry of the Environment is the authority of the Supreme Government in environmental matters.
(2) The Ministry of the Environment is the central body of the State Administration for Water Management, Air Protection, Nature Protection, Territorial Planning and Construction Regulations and Technical and Economic Issues for Waste Management.
(3) In order to ensure the management and control activities of the Government of the Czech Republic, the Ministry of the Environment is coordinating the process of all ministries and other central bodies of the Czech Government.
(4) The Ministry of the Environment provides a uniform information system on the environment, including surface monitoring throughout the Czech Republic.
(5) The Ministry of the Environment manages the Fund for the Development and Protection of the Environment of the Czech Republic.
(6) The Ministry of the Environment is subordinate to the Czech Technical Inspection of Air Protection, Czech Water Inspection and Czech Hydrometeorological Institute.
PRINCIPLES OF THE ACTIVITIES OF THE GENERAL AUTHORITIES OF THE STATE GOVERNANCE
The ministries and other central government bodies referred to in Part One (hereinafter referred to as "ministries') shall, within their scope, perform the tasks set out in the laws and other generally binding legislation.
In all its activities, the Ministry is governed by constitutional and other laws and resolutions of the Government.
The Ministry examines social issues within its scope, analyses the results achieved and takes measures to address current issues. They process the development concepts of the entrusted sectors and address the key issues presented to the Government of the Czech Republic.
The ministries shall provide the documents necessary for the preparation of the draft plans for the development of the economy of the Republic, for the preparation of the draft state budgets of the Republic and for the preparation of other wider-scale measures. They take an opinion on the proposals submitted to the Government of the Czech Republic by other ministries in so far as they relate to their scope.
The Ministry is responsible for the proper regulation of cases falling within the competence of the Czech Republic; prepare draft laws of the Czech National Council and other generally binding legislation; ensure that legality is maintained within the scope of their jurisdiction and that they take the necessary measures under the laws to remedy it.
The ministries cooperate with the relevant federal authorities in developing international relations in the entrusted sector and in preparing international treaties. Ministries in the area of exclusive competence of the Republic ensure implementation of commitments arising from international agreements and membership of the Czech and Slovak Federal Republic in international organisations.
Ministries are in regular contact with the competent authorities of the Slovak Republic, in particular exchanging experience, information and documentation.
(1) The Ministry shall cooperate closely in the performance of its tasks. They shall take advantage of the initiatives and synergies of national committees, as well as scientific and research institutions.
(2) The Ministry shall exchange the necessary information and documentation with each other. The lower authorities shall report to them and communicate the data required by the relevant ministries to the extent strictly necessary for the performance of their tasks.
The principles of activity and organisation of individual ministries will further adapt the status approved by the Government of the Czech Republic.
FINAL PROVISIONS
(1) The legal situation of organisations dealing with radio and television broadcasting and agency news in the Czech Republic and their relations with the central authorities of the Czech Republic will be regulated by the Act of the Czech National Council.
(2) The Act of the Czech National Council will also regulate the legal situation of the Academy of Sciences in the Czech Republic and its relations with the central authorities of the Czech Republic.
The following regulations do not apply in the Czech Republic:
1. Act No. 104 / 1963 Coll., on the establishment and competence of the Government Committee on Tourism;
2. Clause 4 of the Government Decree No. 10 / 1958 Coll., provided that it provides for the subordination of the Central Administration of Geodesy and Cartography to the Minister of Interior;
3. provision § 1 (2) of Act No. 115 / 1965 Coll., where it provides for subordination to the Central Geological Office of the Ministry of Mining.
This Act shall take effect on the day of its publication.
The Act of the Czech National Council No. 34 / 1970 Coll. took effect on the day of its publication (21 April 1970). Act of the Czech National Council No. 60 / 1988 Coll. came into force on 21 April 1988. The Act of the Czech National Council No. 173 / 1989 Coll. came into force on 1 January 1990. Legal measure of the Bureau of the Czech National Council No. 9 / 1990 Coll. came into effect on the day of publication (12 January 1990). The Act of the Czech National Council No. 126 / 1990 Coll. came into force on 1 May 1990. The Act of the Czech National Council No. 203 / 1990 Coll. came into force on 1 July 1990.
