Regulation on the jurisdiction and organisation of the State Office for Church Affairs

Government Regulation
of 25 October 1949
on the competence and organisation of the State Office for Religious Affairs.
The Government of the Czechoslovak Republic hereby orders pursuant to Section 5 of the Act of 14 October 1949, No. 217 Coll., establishing the State Office for Religious Affairs:
§ 1.
As a central office, the State Church Office shall exercise all jurisdiction in matters relating to ecclesiastical and religious matters, in particular those which have been carried out so far by other central offices.
§ 2.
In particular, the State Office for Religious Affairs shall:
(a) normative, management and supervisory activities in all matters of church and religious;
(b) administrative matters of churches, religious societies, their components, communities, institutes, foundations, churches, majors, funds, editors and monasteries, as well as economic and financial matters (property law, building, administration of church funds and foundations, etc.);
(c) the protection of religious monuments;
(d) matters of budgetary, credit and planning in the field of ecclesiastical and religious without prejudice to the competence of the State Planning Office;
(e) personal and salary matters of clerics, teachers and staff of the Bohemian faculties, schools and seminars, as well as religious teachers;
(f) the arrangements for the teaching of religions, the approval of syllables, textbooks and aids, the top supervision of the teaching of religion and of all kinds in agreement with the Ministry of Education, Science and Arts;
(g) professional assessment of the religious and religious press and publications;
(h) the publication of an official journal for clerics, information reports and publications;
(i) matters of religious associations and organisations without prejudice to the jurisdiction of the Ministry of the Interior;
(j) matters of charitable activity by churches and religious societies;
(k) ensuring that religious life develops in accordance with the Constitution;
(l) monitoring the development of international religious and religious relations.
§ 3.
(1) The work of the State Office for Religious Affairs is carried out in the Cult, Personal, Information and Economic and Administrative Department.
(2) For the field of work of accounting, office and typist, established and equipped with the State Church Office, the Ministry of Finance, the auxiliary treasury, office and economic administration.
§ 4.
The Slovak Ministry of ecclesiastical matters is organised according to the equivalent of § 3.
§ 5.
In regions and counties, the respective regional and regional national committees shall exercise jurisdiction in matters of religious and ecclesiastical matters and shall be subject to the Ministry of Religious Affairs in this field.
§ 6.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister responsible for the administration of the State Church Office in agreement with the participating members of the Government.
