on provisional application Additional agreement to the Trade Agreement between the Czech Republic and the Economic Union of Belgium-Luxembourg of 28 December 1925, signed in Brussels on 3 July 1948.
Under Article 1 of the Act of 4 July 1923, No 158 Coll., on the provisional treatment of trade relations with foreign countries, and Article VII of the Law of 22 June 1926, No 109 Coll., which partially amends the Customs Tariff Act for the Czechoslovak customs territory and the Customs Tariff and issues provisions on trade relations with foreign countries, I declare:
According to the Resolution of the Government of the Czechoslovak Republic of 26 July 1948 and with the agreement of the President of the Republic, the Additional Agreement on the Trade Agreement between the Czechoslovak Republic and the Economic Union of Belgium and Luxembourg of 28 December 1965, signed in Brussels on 3 July 1948, is hereby entered into force on 20 April 1948. This Additional Agreement is hereby published in the Annex to the Collection of Laws. *)

Additional agreement
the trade contract between the Belgian-Luxembourg Economic Union and the Czechoslovak Republic of 28 December 1925.
The Government of the Czechoslovak Republic and the Government of Belgium acting in their name and in the name of the Government of Luxembourg according to the existing agreements
Desiring to implement in the Trade Agreement of 28 December 1925 between the Republic of Czechoslovakia and the Economic Union of Belgium and Luxembourg the amendments justified by the signing by all three Governments of the Protocol on the provisional effectiveness of the General Agreement on Tariffs and Trade, the texts of which have become the authentic Final Act of the Second Meeting of the Preparatory Committee of the United Nations Conference on Trade and Employment, signed in Geneva on 30 October 1947, have agreed on the following measures:
As from the date of entry into force (and provisional) of the said General Agreement, the following shall be deleted:
(a) lists A and B annexed to the trade agreement of 28 December 1925 between the Republic of Czechoslovakia and the Economic Union of Belgium-Luxembourg;
(b) the contractual rates and the tariff and contingent measures contained in the Protocol and the Additional Agreements to the appointed contract:
in the Final Protocol of 28 December 1925,
in the Additional Protocol of 30 August 1926
in the Additional Protocol of 21 February 1928
in the Additional Agreement of 4 December 1935
in the Additional Agreement of 20 July 1937.
Should either Party cease to apply the General Agreement on Tariffs and Trade, the two Governments shall enter into negotiations within six months. The customs discounts contained in the General Agreement, negotiated in Geneva between Czechoslovakia and the Member States of the Union of Customs States of the Netherlands and Belgium-Luxembourg, shall remain in force between the two parties until the entry into force of a new agreement which would be concluded on the basis of the direct or indirect discounts enjoyed by them under the General Agreement. However, both parties reserve the right to abolish the benefits of the tariff rebates negotiated in Geneva between Czechoslovakia and the Member States of the Dutch-Belgian-Luxembourg Customs Union and contained in the General Agreement if, two months after the beginning of the negotiations, these do not lead to the conclusion of a new agreement.
As a result of the entry into force of the Common Customs Tariff of the Economic Union of Belgium-Luxembourg and the Netherlands on 1 January 1948, the Dutch Government shall take part in the negotiations referred to in Article II.
This Additional Agreement will be ratified and the instruments of ratification will be exchanged in Prague within the shortest time.
It will have the same period of validity as the commercial contract of 28 December 1925.
It shall enter into force 14 days after the replacement of the instruments of ratification.
However, the Contracting Parties agree that the Additional Agreement should be considered to be effective provisionally as from 20 April 1948.
Which, on the conscience of the relevant delegates, would be duly empowered to sign this Additional Agreement.
