DECLARATION
of 1 June 2005
amending Decree No. 247 / 2001 Coll., on the organisation and operation of fire protection units
The Ministry of the Interior provides pursuant to § 101 (a) of Act No. 133 / 1985 Coll., on Fire Protection, as amended by Act No. 237 / 2000 Coll., on Implementation of § 65 (8) (d), § 70 (6), § 72 (7) and § 93 (3) of the Act and under § 25 (a) of Act No. 238 / 2000 Coll., on the Fire Rescue Corps of the Czech Republic and on the amendment of certain laws, as amended by Act No. 362 / 2003 Coll.:
Decree No. 247 / 2001 Coll., on the organisation and operation of fire protection units, is amended as follows:
1. In Article 4 (1) (c), the words "(the voluntary unit) 'shall be inserted after the word" undertaking'.
2. In the first sentence of Article 4 (3), the word "species' is deleted.
3. Paragraph 4 (4) reads as follows:
"(4) The fire brigade set up by a municipality or undertaking pursuant to Paragraph 69 (1) of the Act shall consist of a fire patrol commander and at least three other members. '
4. Paragraph 5 (1) and (2) reads as follows:
"(1) There is a chemical service, machinery service, communication service, information service and technical service in the fire department of the county and in the fire department of the firm.
(2) The chemical service maintains the operability of material fire protection devices, in particular those for the use of hazardous substances, for decontamination, for the detection of gases and hazardous substances, for fire extinguishers and for underwater work, and also provides professional support in the intervention of units in the environment of hazardous substances on site and for the protection of the population. "
5. In Article 5, the following paragraph 7 is inserted after paragraph 6:
"(7) The technical service shall maintain the operational capability of the fire protection devices in question, in particular fire hoses, fire fittings, non-motor-powered rescue and rescue devices, means of work at height, above free depth or at water level. ';
Paragraph 7 shall become paragraph 8.
6. In Article 5, the words "and 7 'shall be added at the end of paragraph 8.
7. Paragraph 6 (2) is deleted and paragraph 1 is deleted.
8. Paragraph 7 (3) reads as follows:
"(3) The fire patrol is equipped with simple means of fire protection intended to fight fire or rescue. Other fire patrol equipment shall be designated by the fire brigade of the county. '
9. Paragraph 8 (3) reads as follows:
"(3) Fire equipment and means of fire protection may be used by the units only if an operational check is carried out, before being assigned to the unit, before, after use, at regular intervals or under conditions specified by the manufacturer, and if necessary to ensure operability, also during shift rotation. ';
10. in Article 8 (4) (f), the words "and hydraulic" shall be inserted after the words "pneumatic."
11. in Article 9 (1):
"(1) The performance of the service of members, employees of undertakings and persons serving in the unit of the voluntary firefighters of the municipality or in the unit of the voluntary firefighters of the enterprise as their employment (hereinafter referred to as" professional firefighters') shall be organised at the stations in exchange for 24 hours in order to ensure the capability of the unit under Paragraph 18. The capacity of the unit need not be secured for 24 hours in the event that a shift period of less than 24 hours is set for the performance of the service of professional firefighters or the number of professional firefighters in the exchange is changed due to various fire hazards in the station's territorial district. ';
12. in Article 9 (4), the words "appointed commander of the unit" shall be deleted;
13. in Article 9 (6), the words "the territorial authority" shall be inserted after the words "the notification."
14. in Article 10 (1), the words "or district under Article 28 (a) of the Act" shall be deleted;
15. in Article 11 (2), point (c) is replaced by a comma at the end of the text and the word "or" is added.
16. in Article 11 (2), the following point (d) is added:
"(d) 5 minutes of the unit of the fire department of the county established at the P0 station in accordance with Annex 3."
17. in Paragraph 12 (1), the second sentence shall be replaced by the following: "Unless otherwise specified by the commander of the unit, a special audible warning shall be applied to the vehicle when the vehicle is transported to the place of intervention, accompanied by a special blue warning light (hereafter referred to as the" priority-driving vehicle ")."
18. in Paragraph 18 (b), the word "who" shall be deleted;
19. in Article 19, the words "or the intervention report referred to in Article 26 (2)" shall be added at the end of the text (c).
20. In Paragraph 19, the words "and records of tests on fasteners for operational control" shall be added at the end of the text in point (e).
21. In the second sentence of Article 23 (8), the words "visibly marked" shall be inserted after the words "must be";
22. Paragraph 28 (1) is deleted.
Paragraphs 2 to 5 shall be renumbered paragraphs 1 to 4.

Firemen 'designation during intervention
In the event of a hit, the firefighters are marked
(a) the master of the vest, marked "Commander of intervention" or red tape marked "VZ" on the left arm,
(b) the Chief of Staff shall wear a vest marked "Chief of Staff" or a red tape marked "NH" on the left arm,
(c) a member of the crew for the vest connection with the inscription "Connection" or the red tape bearing "S" on the left arm;
(d) a member of the staff for the back of the vest, marked "Tel" or red tape marked "T" on the left arm,
(e) a member of the staff for analysis of the situation at the site of the vest, marked "Analysis" or "A" on the left arm,
(f) a member of the staff for the deployment of forces and means with a vest marked "Attachment" or a red tape marked "N" on the left arm,
(g) the master of the section with a vest marked "Section Commander" or a red tape marked "VU" on the left arm,
(h) a master of the sector with a vest marked "Sector Commander" or a red tape marked "VS" on the left arm. "
24. in Article 31, the word "countries17)" is replaced by "countries17)."
Footnote 17 reads:
"17) § 10 (2) (d) of Act No. 239 / 2000 Coll., as amended by Act No. 320 / 2002 Coll. '.
25. in Article 32 (a), the words "the protection of the population" shall be inserted after the word "the system."
26. In Paragraph 33 (4), the words "or machinery technician 'shall be inserted after the first use of the word" engineer'.
27. in Paragraph 34 (2), the words "Chief Official, Assistant" shall be inserted after the words "Senior Firefighter"; the words "(Paragraph 44)" shall be added at the end of the paragraph: "This shall not apply to members of the machinery service."
28. In Article 34 (3), the words ", chief officer or assistant 'shall be inserted after the word" firefighter' and the sentence "This shall not apply to members of the machinery service 'shall be added at the end of the paragraph.
29. In the first sentence of Paragraph 34 (4), "6 'is replaced by" 12'.
30. In the first sentence of Paragraph 36 (2), the words "for a calendar year 'are deleted.
31. in the second sentence of Article 36 (4), the word "also" shall be inserted after the word "means."
32. In Article 36, the following paragraph 5 is added:
"(5) Firefighters who fail to verify training shall be allowed to repeat such verification within 3 months at the latest."
33. in § 37 (2) (d) and (e):
"(d) firefighters designated to drive vehicles with a right of priority, who have not driven a fire-truck intended to come into contact within 4 weeks or any other motor vehicle of the same category of mass, shall pass without delay a conditioning journey of at least 10 km without the use of a warning device;
(e) professional firefighters to whom priority driving is to be entrusted, or if, as drivers of a priority-driving vehicle, they have had an accident involving death or severe injury, they shall be subjected without delay to a psychodiagnostic examination. "
34. the last sentence of Paragraph 39 (1) reads: "Tactical exercises shall be carried out to prepare fire fighting or emergency rescue teams."
35. in Paragraph 39 (2) (e):
"(e) the mayor of the municipality for the unit established by the municipality,"
36. in Paragraph 39 (2) (f), the words "for the unit" and the words "which unit" shall be replaced by the words "which."
37. in Paragraph 39 (4), the words "the territory of the district" shall be replaced by the words "the territorial jurisdiction of the district fire department of the fire brigade."
38. In Paragraph 40 (3), the words "professional firefighters' are replaced by the words" business workers' and the words ", in the case of members, the Director of the Fire Rescue Corps of the Region 'are deleted.
39. In Article 40 (5), the words ", Chief Official or Assistant 'shall be inserted after the word" firefighter' and footnote 21, including the reference thereto, shall be deleted.
40. In Paragraph 43, at the end of the text of paragraph 1, the words "except for the fittings referred to in paragraph 7 'shall be added.
41. In Paragraph 43, the sentence "In the case of working uniforms, I of the employees of the undertakings, members and other persons referred to in paragraph 3, the colour of the trousers or skirt shall be dark blue in the shade of the jacket."
42. in Paragraph 44 (2), "(l) and (m)" shall be replaced by "(k) and (l)";
(43) Annex 5 is deleted.
Annexes 6 to 14 to date shall be renumbered Annexes 5 to 13.

Criteria for the degree of danger of the territory of the municipality
For the purpose of determining the degree of danger of the territory of the municipality, the municipality shall mean the cadastral territory of the municipality 1. The degree of danger of the territory of the municipality is determined according to the value of the overall criterion Kc (Table 1).

The value of the criterion Kc is given by the sum of the values of the individual criteria:

where:
• Ko - population criterion
The value of the criterion is based on the number of residents in the cadastral territory of the municipality (see Table 2).

• Kui - criterion of the nature of the territory;
The purpose of implementing this criterion is to take account of local selected specificities in the cadastral territory of the municipality, which could not always sufficiently reveal the population criterion. Table 3 gives an overview of the possibilities for the application of individual criteria of the nature of the territory. Each Kui value shall be counted when the criterion is justified.

The value of the Kz intervention criterion depends on the number of incidents involving units in the cadastral territory of the municipality concerned over a period of one year, the average over the last five years.

Indication of the location of the dislocation of the unit on fire vehicles
1. Instead of dislocation of the fire brigade unit of the region, three lines shall be marked on the fire trucks. In the first row the words "HASICAL SAFETY SBB 'shall be placed, in the second row the name of the county shall be placed and in the third line the name of the municipality in which the station of the fire brigade unit of the county may be located. Example:

2. The location of the Ministry's training facilities shall be marked in three rows on fire trucks. 1) The basic number of members in one shift at the fire department station of the region listed in the table is increased
(a) in the case of a station which is predestined for a system of rescue work in road accidents on motorways, express roads and selected first class roads, by two members in exchange;
(b) in the case of a station which is intended as a support for the disposal of accidents involving dangerous substances by three members in exchange;
(c) up to one-and-a-half times, if justified by documentation of fire-fighting of objects whose protection against fires and exceptional occurrences is ensured by the unit or by the needs of operational control, or by the special fire technology operator.
2) The minimum number of members of the fire brigade of the region in one shift intended for departure at the stations is derived from the basic number of members in one shift in view of the possible absence of members on leave, illness, training, etc.
3) The position of the commanding officer of the shift shall be established at the C3 station at the headquarters of the fire department. In general, other members are included in the service as commanding officer of the shift.
Explanatory notes:
One of the stations of the type shall always be set up in one district department of the fire department of the region and the seat of the fire department of the region with regard to area coverage and for the creation of an appropriate basis for the activities of specialised services:
C1 - a station located in a village with a population of up to 50 thousand, where the fire brigade of the region provides a exit for two teams, or
C2 - a station located in a village with a population of between 50 thousand and 75 thousand, where the fire brigade of the district provides the exit of two teams, or
C3 - a station located in a village with a population of more than 75,000, where the fire brigade of the county ensures the exit of three teams, and
With regard to the area coverage and fire risk of the cadastral territories of municipalities in the county, P stations are established:
P0 - a station located in a village with a population of up to 15 000, where the fire brigade of the county was formed by the association of the resources of the municipality and the fire brigade of the county pursuant to § 69a of the Fire Protection Act,
P1- station located in a village with a population of up to 30 thousand or in a part of the village where the fire brigade of the county provides a exit of a team of reduced numbers,
P2 - a station which ensures the exit of the cooperative and is equipped with a specified fire and height technology; station P2 is established in a village with population
(a) up to 15 000 if more than 10% of buildings with more than 5 above-ground floors are in the municipality and the transport of a car ladder or a vehicle platform from another station or unit is not feasible within 15 minutes;
(b) more than 15 000 where the transport of a car ladder or platform from another station or unit is not possible in the municipality within 15 minutes.
P3 - a station located in a municipality or part of a municipality with a population of up to 30 000 inhabitants, where the fire department of the county provides a exit for one cooperative and a small-scale cooperative,
P4 - a station located in a village or part of a village with a population of more than 30 000, where the fire brigade of the region provides a exit for two teams.

1) The unit of the assembly of voluntary firefighters of the municipality shall be equipped with the said fire technique, material means of fire protection only if justified by flat cover, documentation of the firefighting of objects whose protection against fires and incidents is ensured by the unit. The number of insulating breathing devices, pressure fans and motor syringes shall also include these devices located in the CAS or other fire-fighting equipment in the unit.
(2) The equipment of the unit of the voluntary fire department of the municipality shall be carried out in accordance with a similar principle to that of the P2 station of the fire department of the region (Annex 3 and Annex 6).
(3) In addition to the minimum equipment of fire-fighting equipment and material means of fire protection, the unit of the assembly of voluntary firefighters of the municipality shall be equipped with additional fire-fighting equipment and material means of fire protection or other means, provided that it is predestined for a system of rescue operations in road accidents, accidents, natural disasters and public protection. This is also the case where fire-fighting equipment and material means of fire protection and other means of fire are justified by the emergency plan of the county or documentation of firefighting of objects whose protection against fires and other incidents is ensured by the unit. Fire equipment and fire protection equipment may be increased up to one and a half times the limits given in the table (rounded up).
4) Self-contained open circuit compressed air breathing apparatus, a type with a lung automatic for use in a gaseous environment.
5) The basic number of members of the voluntary fire department of the municipality shall be increased by the necessary number of members laid down in the legislation, provided that the unit is simultaneously a civil protection facility.
Explanatory notes:
JPO II / 1 - the unit of the voluntary fire department of the municipality with territorial competence of category JPO II, which ensures the exit of the reduced-number cooperative and is generally established in a selected municipality with a population above 1000 inhabitants,
JPO II / 2 - the unit of the voluntary fire department of the municipality with territorial competence of category JPO II, which ensures the exit of two smaller number cooperatives and is normally established in a selected municipality with a population above 1000,
JPO III / 1 - the unit of the voluntary fire department of the municipality with territorial competence of category JPO III, which ensures the exit of a reduced-number cooperative and is normally established in a selected municipality with a population above 1000 inhabitants,
JPO III / 2 - the unit of the voluntary fire department of the municipality with territorial competence of category JPO III, which ensures the exit of two smaller number cooperatives and is usually established in a selected municipality with a population above 1000,
JPO V - the unit of the voluntary fire department of the municipality with local competence of the category JPO V, which ensures the exit of the cooperative of reduced numbers.
Note: The unit of the voluntary fire department of the municipality, which is not included in the coverage area, has the basic status of members as JPO V.
