Regulation of the Minister for Labour and Social Welfare
of 27 October 1949
adjusting working time to facilitate the smooth supply of electricity and heating steam in the winter months.
The Minister for Labour and Social Welfare orders pursuant to § 41, paragraph 4 of the Act of 27 October 1948, No. 241 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan):
General measures.
(1) The persons responsible for the management of plants (hereinafter referred to as "plant management"), industrial, craft, offices, warehouses, trades, shops, including establishments and public administration workshops, are required to spread the working hours over the winter months to facilitate the smooth supply of electricity. The management of the plant shall, in particular, be required at 48-hour operating hours to plan working hours for at least 6 days a week. If the specific nature of the operation so requires and agreed by the plant in advance with the supplying energy undertaking, the relevant regional national committee may exceptionally allow a different layout of working time.
(2) The management of the plants referred to in paragraph 1 is required to take the necessary measures to ensure that there are no irregularities in operation which would increase electricity consumption. It is therefore not permissible for employees to replace working time by extending working time during the winter months, which they missed by not working in the race for a public race holiday.
(1) The management of the plant is required to determine the start of working hours taking into account local transport conditions as follows:

| cc) v ostatních místech na dobu mezi | 5.00 až 6.30 hod., | |
| c) | v ostatních závodech s výjimkou závodů zemědělských | |
| aa) na území města Prahy na dobu mezi | 8.15 až 8.30 hod., | |
| bb) v ostatních místech na dobu mezi | 8.00 až 8.30 hod., | |
| d) | v prodejnách, vyjma lékárny, prodejny tabáku a novin, a v nevýrobních závodech s výjimkou družstev pro příjem obilí na území města Prahy i v ostatních místech jednotně na dobu mezi | 8.30 až 9.00 hod., |
| e) | v kancelářích (včetně kanceláří ředitelství národních podniků, spolků, sdružení, korporací a pod.) s výjimkou kanceláří, jejichž provoz je časově vázán na provoz výrobního podniku, po dohodě s příslušným energetickým podnikem | |
| aa) na území města Prahy na dobu mezi | 7.45 až 8.45 hod., | |
| bb) v ostatních místech na dobu mezi | 7.30 až 8.45 hod. |
(2) The provisions of paragraph 1 shall not apply to food establishments which, in the interests of the timely and smooth supply of the population, have to have a different start of working time, to the business of the innkeeper and to establishments where the operating time results from specific regulations (e.g. mills and etc.).
(3) An exception to the provisions of paragraph 1 (d) provides for the start of working hours for paper shops at 7.45 hours.
(4) If doubts arise as to which of the groups referred to in the preceding paragraphs are to be included in a particular plant, the relevant Regional National Committee shall decide on that classification.
Emergency measures.
(1) In order to facilitate the smooth supply of electricity, the Regional National Committees may, with the exceptions referred to in paragraph 3, impose, where necessary, on the management of production undertakings after hearing the relevant regional components of the Central Union of Industry, in order to shift regular working hours to other periods of daily, night or rest days where the plants are less burdened. If measures would be required according to the previous sentence of adaptation of the timetable of working trains (bus connections), the Regional National Committees will decide to move working time after the expression of the Czechoslovak State Railways Operational Directorate, the National Company, the Regional Administration of Czechoslovak Automotive Transport, the National Company, and the relevant Regional Trade Council.
(2) The transfer of regular working hours referred to in paragraph 1 to Sunday may be carried out only in agreement with the race board.
(3) The transfer of regular working time referred to in the preceding paragraphs may not be imposed on administrations of plants of the mining, metallurgical, meat and fat industries, construction, sugar refineries, malting plants in campaigns, dairies, breweries, gas plants, plants in which only day-to-day work (e.g. gravel plants, quarries, alleys, sand extraction, bricks, dyeing in textile factories and lacquers) and plants whose operation cannot be interrupted due to their technical nature.
If, as a result of the measures provided for in § 2 or 3, temporary work is to be carried out at night, women older than 18 may also be employed during that period. If for the same reason it is necessary to work on Saturday afternoon, women can also be employed in factory plants that day after 14: 00.
Final provisions.
The management of establishments in which regular working time is transferred under the provisions of Sections 2 and 3 must post this Regulation and the measures of the Regional National Committee under Section 3 at the premises generally accessible.
The staff representatives shall be obliged to cooperate in implementing the measures provided for in this Regulation and to ensure that they are respected.
The provisions of this Regulation shall not apply to public administration except in respect of its establishments and workshops referred to in Paragraph 1 (1).
This Regulation shall enter into force on 7 November 1949 and shall expire on 28 February 1950.
