DECLARATION
of 10 July 2009
amending Decree No 15 / 2005 Coll., laying down the formalities for long-term projects, annual reports and school self-evaluation
The Ministry of Education, Youth and Sports provides, pursuant to Sections 11 and 12 (2) of Act No. 561 / 2004 Coll., on Pre-school, Basic, Medium, Higher Vocational and Other Education (Education Act):
Čl. I
Amendment of the Decree laying down the formalities for long-term projects, annual reports and school self-evaluation
Decree No 15 / 2005 Coll., laying down the formalities for long-term projects, annual reports and school self-evaluation, is amended as follows:

„§ 1
Framework structure and content of the long-term intention to educate and develop the education system
(1) The long-term objective of education and development of the education system (hereinafter referred to as the "long-term intention") sets out strategic guidelines for the development of education and education systems, in particular from the following basic aspects:
(a) lifelong learning;
(b) improving the quality and efficiency of education and education systems;
(c) facilitating equal access to education for all;
(d) sustainable development;
(e) education levels of the population, demographics, labour market, employment, social cohesion.
(2) The long-term plan always includes:
(a) evaluation of the situation achieved and changes to the previous long-term plan in terms of content and quantitative objectives, priority tasks and development programmes;
(b) strategic guidelines for the development of education and education systems and their implementation and support in the following areas:
1. the objectives and content of initial education;
2. monitoring and evaluation of the quality of initial education;
3. education of children, pupils and students with special educational needs and children, pupils and students of talent;
4. the role and support of teaching staff;
5. continuing education in lifelong learning;
6. the applicability of school graduates by field of education in the labour market,
7. basic artistic education,
8. language and interest education,
9. system of advisory services,
10. cooperation between state authorities and local authorities with trade unions, employers' organisations and other partners in the performance of training tasks;
(c) criteria for the development and optimisation of the education system and the structure of the future educational supply, focusing on the structure of the fields of education, the types of schools and their capacity on the basis of projected demographic developments and projects of further development;
(d) the economic part including, in particular, financial entitlements to the state budget and public budgets, development programmes and other sources of funding, in particular the European Union funds.
(3) For each strategic direction referred to in paragraph 2 (b), an analysis of the current situation shall be provided, the objective and measures leading to its implementation, the design of development programmes and projects, including projects implemented under the European Union funds, participation in international programmes, including financial collateral.
(4) The long-term intention of the Czech Republic is based on documents relating to the state budget, regional development, employment, human resources development, socio-economic development and sustainable development and on the common objectives of the European education processes adopted by the Government and the annual reports of the Czech School Inspection Centre.
(5) The long-term project in the region is based on the long-term intention of the Czech Republic, regional specificities of the development of the economy, the labour market and companies affecting the development of education, the state and development of the educational system of the region and the documents relating to the regional budget. "
(2) Paragraph 2 shall be deleted, including the title.

„§ 3
Dates of submission and publication of long-term projects
(1) Every third calendar year after the submission of a valid long-term intention by the Czech Republic to approve the Government, the Ministry will evaluate the project and submit it to the regions for opinion by 31 October. The counties shall send their opinions to the Ministry by 1 December. The Ministry, taking into account regional opinions, will complete the long-term project of the Czech Republic and submit to the Government for approval by 31 March of the following calendar year; publish it within 30 days of its approval by the Government.
(2) The Regional Authority will evaluate the long-term project in the region in such a way that it is evaluated, modified or supplemented according to the current situation in the calendar year in which the government approved the long-term project of the Czech Republic by 31 October to the Ministry for its opinion. The Ministry shall forward its opinion to the Regional Office by 15 December. The Regional Authority shall, taking into account the opinion of the Ministry, complete the long-term project in the county and submit to the Council for approval by 31 March of the following calendar year; publish and send it to the Ministry within 30 days of approval of the part concerning education in schools and educational establishments established by the Region by the Council. ';
4. In Section 4, the words "and content 'shall be inserted after the word" structure'.
5. in Paragraph 4 (1) (c):
"(c) evaluation of the implementation of the long-term project in the region, its objectives and measures in the past period, including evaluation of compliance with the long-term intention of the Czech Republic."
(6) Paragraph 5, including footnotes 1 to 3, reads:
„§ 5
(1) The annual report in the county shows the current situation and the assessment of the changes compared to the situation described in the previous annual report in the following areas:
(a) pre-school education;
(b) primary education and compulsory education;
(c) secondary education;
(d) higher vocational training;
(e) education of children, pupils and students with special educational needs and children, pupils and students of talent;
(f) basic artistic, linguistic and interest education;
(g) advisory services;
(h) educational establishments;
(i) education workers;
(j) continuing training of teaching staff;
(k) continuing education in the framework of lifelong learning;
(l) prevention of social pathological phenomena, environmental and multicultural education, education of foreigners and members of national minorities, education for sustainable development;
(m) participation of schools in development and international programmes.
(2) The economic part of the annual report in the county gives the data for the calendar year for which it is prepared and for at least the two preceding calendar years and contains:
(a) total expenditure on schools and school establishments established by region by type of school and school establishment, broken down into:
1. expenditure paid through regional standards (1), of which wage or salary expenditure,
2. operating expenditure,
3. investment expenditure,
4. expenditure on development programmes,
(b) non-investment expenditure incurred by schools and educational establishments established by municipalities or associations of municipalities in the territory of the county, broken down by type of school and educational establishment into expenditure borne through regional standards (1);
(c) information on funds for the activities of schools and educational establishments not established by the State, the county, the municipality, the municipal union or a registered church or a religious society which has been authorised to exercise the special right to establish church schools (2), to the extent and under conditions laid down by other legislation3) provided by the state budget and the county budget, broken down by type of schools and educational establishments;
(d) direct expenditure on child, pupil and student education for the different types of school and school establishments referred to in (a) and (b).
(3) The conclusions of the annual report in the county summarise the findings from the various chapters and are formulated in such a way that they can be the basis for the processing of long-term projects in the region.
1) § 161 (2) of Act No. 561 / 2004 Coll., on pre-school, primary, secondary, higher vocational and other education (Education Act), as amended by Act No. 383 / 2005 Coll.
2) Paragraph 7 (1) (e) of Act No. 3 / 2002 Coll., on the Freedom of Religious Religion and the Status of Churches and Religious Societies and on the amendment of certain laws (Act on Churches and Religious Societies).
3) Act No. 306 / 1999 Coll., on the grant of grants to private schools, preschool and school establishments, as amended. '
7. Paragraph 7 (1) reads as follows:
"(1) The annual activity report of the school shall always include:
(a) basic information on the school name, seat, characteristics of the school, the school founder, management data, remote access address, data on the school board;
(b) an overview of the fields of education taught by the school in accordance with the register;
(c) a framework description of the staff security of the school's activities;
(d) details of the admission procedure or entry into compulsory school and subsequent admission to school;
(e) data on the results of pupil education according to the objectives set by the school education programmes and the level of education provided, including the results of final examinations, final examinations and discharge;
(f) data on prevention of social pathology;
(g) data on the continuing training of teaching staff;
(h) activity and presentation of the school in public;
(i) details of the results of the inspection activity carried out by the Czech School Inspection Office;
(j) basic data on school management;
(k) details of school involvement in development and international programmes;
(l) data on school involvement in lifelong learning,
(m) details of projects financed from foreign sources submitted and carried out by the school;
(n) details of cooperation with trade unions, employers' organisations and other partners in carrying out training tasks. ';
8. The heading of Section 8 reads: "Framework structure of school self-evaluation."
9. in Article 8 (1) (c):
"(c) the areas referred to in paragraph 2 in which the school achieves good results and the areas where the level of education needs to be improved, including proposals for appropriate measures;"
10. in § 8 (2) (d):
"(d) the results of the education of pupils and students, in the case of secondary and higher vocational schools, the applicability of graduates to the labour market,"
11. in Paragraph 9 (1):
"(1) The school's own evaluation shall be carried out on an ongoing basis over a period of three school years. ';
Čl. II
Transitional provision
The long-term project under Decree No. 15 / 2005 Coll., as effective from the date of entry into force of the Decree, will be submitted by the Ministry of Education, Youth and Sports to the Government for the first time in 2011 and by the regional authorities to the Ministry of Education, Youth and Sports for the first time in 2012.

This Decree shall take effect on 1 August 2009.
