on the detailed definition of buildings for the water-management melodies of land and their parts and the manner and extent of care for them
The Ministry of Agriculture provides pursuant to § 56 paragraph 3 of Act No. 254 / 2001 Coll., on Water and on the amendment of certain laws (Water Act):
§ 1
Subject matter
This decree sets out in detail the construction of the water melodies of the land and parts thereof, namely the irrigation of the land, the drainage of the land and the protection of the land against the erosion of water activities. The decree also sets out the manner and extent of care for these buildings and parts thereof.
Detailed definition of buildings for the water-management melodies of land and parts thereof
§ 2
(1) The construction of the plot is the construction, assembly of structures, their parts and installations of the irrigation system; consists of a main irrigation plant and a detailed irrigation plant and serves for the artificial supply of irrigation water to compensate for the moisture deficit of agricultural crops, to apply fertiliser and other solutions to land, or to heat control, such as freezing protection or cooling, by spraying, under-water (furrow or drainage), overflow, discharge or other means, in particular by drip, point or subsurface systems.
(2) The main irrigation installation is a set of objects which are used for the collection and transport of irrigation water (irrigation operation), in particular sampling facilities, tanks, filling stations, open channels and indoor pipelines, including objects on them, fittings covered and open with objects on them, a irrigation pipe network for the supply of irrigation water to its collection points into detailed irrigation facilities, including those on it, such as airplanes, sludges, extrusions, hydrants or armour shafts. The main irrigation equipment is also reinforced handling surfaces and routes used exclusively for the operation of the irrigation.
(3) Detailed irrigation equipment is a set of objects and equipment used for the distribution of irrigation water on land, in particular portable pipes and fittings on it, sprinklers, belt sprinklers, wide-ranging irrigation machines or sprinklers.
(4) The building for the drainage of land is the construction, assembly of structures, their parts and equipment of the drainage system; is composed of a main drainage plant and a detailed drainage plant and is used to drain surface and groundwater surpluses from the plot, to aerate the plot and to protect the drained plot from flooding by external waters, by underground or surface drainage. The drainage of the land by underground drainage is carried out mainly by drainage network (pipe drainage, mole drainage, cross drainage), or by regulatory drainage. The drainage of land by surface drainage shall be carried out in particular by drains or ditches.
(5) The main drainage installation is a set of objects which are used to drain the excess surface and groundwater from the land, to air the land and to protect the drained land from flooding by external waters, in particular open channels (open drains, ditches and dry tanks to capture the external waters, players and objects used for regulation), covered pipes (from the brightness of 30 cm inclusive), including objects on them (degrees, slides) and drainage pumps.
(6) A detailed drainage installation is a set of objects which are used for the immediate adaptation of the water treatment of the soil so that the condition of the land corresponds to the lukewarm needs of the crops and expected activities on them; for underground drainage, it consists of collection drains, water drains, teaching, drainage ducts (underground drainage network) and for surface drainage it consists of collecting ditches and objects on them.
(7) The construction to protect the land from erosion activity of water is a construction or a set of structures, governing the slope of the territory or capturing and draining surface water and drains flowing on the land or increasing the infiltration of surface water; consists mainly of anti-erosion trenches, drains, terraces, players or dry tanks.
(8) The anti-erosion moat is usually a trapezoidal profile, used to capture and remove or infiltrate surface water and to capture floods.
(9) The passage is a shallow and wide moat with a slight slope of slopes.
(10) The terrace is an artificial or natural terrain stage, reducing the slope of part of the slope.
(11) The game is a transverse object in a trough, ravine or slope of the plot, creating space for the capture of the flooding and reducing the slope of the trough or bottom of the ravine above the object.
(12) The dry tank is a water tank with a special division of the space of the tank, designed primarily to protect the lower lying area from the effects of erosion activity of water or for short-term capture and drainage of flowing surface water and flooding.
(13) The prefix is a method of artificial supply of irrigation water, in which the irrigation water flows on the surface of the soil in a thin layer while watering it in the jacket.
(14) Heat is a method of artificial supply of irrigation water in which the soil is flooded with water in a layer up to 0,3 m.
Method and extent of construction care to water-management melodies of land and parts thereof
§ 3
(1) The owner of the buildings and parts of the buildings is responsible for the maintenance of these buildings. The maintenance of structures for the water-management melodies of land and parts thereof shall be carried out in order to slow down the process of physical wear and to ensure the reliable and safe operation of such structures. The maintenance range is based on the maintenance log.
(2) Maintenance inspections are carried out to determine the condition and functionality of these structures or parts thereof for the assessment of the need for maintenance. The documentation of these structures (including the handling and operating rules), or other circumstances considered relevant by the owner of these structures, is the basis for the maintenance inspection.
(3) Maintenance inspections are carried out at least once a year. The result of the maintenance inspection shall be recorded on the maintenance inspection, which shall be archived for five years. The maintenance inspection record shall contain the general elements and a list of defects identified by the maintenance inspection referred to in paragraph 2. The name of the construction, the date of the maintenance inspection and the definition of the site of the construction are general elements of the registration.
§ 4
Maintenance inspections of buildings to water-management melodies of land and parts thereof
During the maintenance examination, verification shall be carried out:
a) at canals, ditches, anti-erosion ditches and passages
1. the state of the fortifications and, where appropriate, the sealing of the bottom and slopes, (rims) and parallel protective beams,
2. the state of loading in the trough,
3. the state of grassland, accompanying and coastal crops of shrubs and trees,
4. the occurrence of algae and other aquatic plants in the trough;
5. the state of the objects (for example, thresholds, degrees, slides, culverts, bridges, partitioning objects or guards),
6. state of closure and other moving mechanisms,
b) for players and terraces
1. the deformation and state of the crown, which means the upper part of the structure of the games and terraces (declines, shifts, cracks),
2. the state of fortifications, sealants, shores,
3rd status of accompanying crops,
4. the state of loading of the compartment to capture the flooding,
5. state of functional objects,
(c) in the case of underground pipe ducts and feeders (equipment used to supply irrigation water)
1. shaft condition,
2. the state of the premises;
3rd state of flow and discharge objects,
4. the condition of the jaws (devices to prevent the intrusion of fixed objects),
(d) for tube underground lines and drainage nets
1. the occurrence of wet or defatted areas;
2. the state of the above-ground objects (shafts, teaching, sinks, regulatory drainage objects),
3. drains from the drains, condition of the receiver in the vicinity result in drainage nets,
(e) in the case of tube underground pressure lines (extrusions)
1. the occurrence of wet or defatted areas;
2. the state of the above-ground objects (hydrants, sludges, airplanes, shafts, marking, need to clean, need to restore coatings),
3. the condition of cathode protection equipment,
(f) for pipe overhead pressure lines (extrusions)
1. coupling and sealing condition,
2. equipment damage, deformation,
3. the need to restore coatings,
4. the condition of sprinklers and discharge devices,
5. state of support and auxiliary structures,
(g) in the case of pumping stations, feeders (equipment used to supply irrigation water) and other ground objects
1. the state of the roads used solely for the operation of the irrigation, reinforced handling surfaces, fencing,
2. the status of external lines (electrical, telephone, signalling),
3. the state of the collection facilities, pumping pits, fences, jaws, settling spaces,
4. the state of motion mechanisms;
5th state of construction (masonry, plaster, roofs, windows, tiles, etc.),
6th installation status (technical, heating, electrical installation, fire protection),
7. state of technological equipment (pumping aggregates, evacuation stations, compressors),
8. condition of pipes and fittings,
9. state of pressure vessels and validity of revisions;
10. the status of the lifting device and the validity of the revisions;
11. the state of the electrical equipment and the validity of revisions (substations, transformers, power lines, electric motors, switchboards, automatic control systems),
(h) dry tanks
1. state of fortification,
2. the state of the premises;
3. the state of loading of the flooding compartments;
4. state of spaces for short-term capture of surface water drain.
§ 5
Maintenance of buildings for land irrigation
(1) The maintenance of the building for the irrigation of the land is based on documentation of the actual implementation of the building for the irrigation of the land and is carried out in accordance with the relevant section of the technical standard (1) and under the special legislation2).
(a) sampling facilities
1. by treatment of crops, slopes, possible rakes, tanks and sampling facilities,
2. Removal of deposits from storage spaces, cleaning of deposits, floating substances and algae,
3. cleaning of structures of functional objects (guards, jaws, seating areas),
4. by treatment of metal coatings and cleaning and treatment of moving mechanisms;
(b) irrigation ducts and ditches
1. the treatment of grassland, slopes, as well as any rakes including their removal or restocking;
2. the treatment of accompanying trees, including their removal or restocking;
3. Removal of loading,
4. cleaning the structures of objects (passes, walls, partitioning objects),
5. by treatment of metal coatings and cleaning and treatment of moving mechanisms,
(c) irrigation pipe nets, feeders
1. by checking the function, cleaning, treatment (preservation) of objects and equipment on the pipe network (hoists, calciers, airplanes, hydrants),
2. Treatment of metal coatings and cleaning, treatment of moving mechanisms,
3. cleaning and drainage of the network after the end of the irrigation operation and before the start of the irrigation operation;
4. care for cathode protection of steel tubes according to operational regulations for electrical equipment,
d) surface pipe lines, extrusions and sprayers
1. inspection, cleaning and drainage after the completion of the irrigation operation, cleaning and treatment of moving mechanisms;
2. cleaning, treatment (preservation) of detachable pipes and parts thereof (fittings), repainting of coatings,
3. winter storage (except fixed pipes),
(e) belt sprinklers and irrigation machines
1. carrying out the operations specified in the operating and maintenance instructions supplied by the manufacturer of the installation;
2. drainage and wintering of equipment not intended for winter operation;
f) construction part of the irrigation pump station
1. care for the proper condition of the area of the irrigation pump station (surface surfaces, access communication, fencing),
2. mowing and processing of grassland, including sowing, processing of accompanying crops, including restocking;
3. care for the proper condition of the sampling facilities, suction wells, including their functional equipment (closures, moving mechanisms),
4. care for and control of fire-fighting measures;
5. maintenance of building buildings and parts thereof - plaster, roofs, windows, metal and wooden structures,
6. maintenance of water and sewage installations,
7. Maintenance of electrical installations, ventilation equipment, heating (as instructed by the equipment manufacturer),
g) technological part of the irrigation pump station
1. care for irrigation pumping aggregates (check enough lubricants, proper condition of seals, check of watering),
2. care for other functional equipment of the irrigation pump station (evacuation stations, compressors, pressure vessels),
3. care for the proper condition of the lifting device,
4. care for the proper condition of the piping line, including fittings (for example, caps or flaps),
5. care for the proper condition of electrical equipment (connections, distribution stations, transformers, power lines, electric motors, switchboards, automatic control systems).
(2) In the irrigation period, defects preventing the use of the building to the irrigation of the land are removed and maintenance is carried out to ensure its operation. Other maintenance shall normally be carried out after the end of the irrigation period. In addition to its own functional building buildings for the irrigation of the land, maintenance of all auxiliary and measuring equipment, such as height and polygon points, waterings, milestones and stations is also carried out.
§ 6
Maintenance of buildings to drain land
(1) The maintenance of the building to drain the land is based on documentation of the actual implementation of the building to drain the land, if available, and is carried out in accordance with the relevant section of the technical standard (3).
a) building for drainage of the land by underground drainage - pipe underground line and drainage network
1. by cleaning the pipes and pipes of the drainage network (water rinsing, wire cleaning, contours, pressure cleaner),
2. cleaning of above-ground objects on the network and their individual parts from loads and growths (mainly teaching, shafts, regulatory drainage objects),
3. by maintaining cover hatches and plates, cutting around the shafts when they are on permanent grassland sites,
4. treatment of metal and wood components of structures (rust removal, protective coatings),
5. by raising the soil above the mole drainage,
(b) a building for drainage of the land by surface drainage, meaning drains or ditches,
1. care for grasslands of the bottom and slopes of the riverbed (also of the protective dam), including their removal by mowing or by sowing,
2. Removal of loading,
3. Removal of potholes and tears in rigs (or in protective dams) by filling them, including compaction and surface treatment,
4. Removal of obstacles in the riverbed preventing flow;
5. the management of coastal crops, including their replenishment;
6. cleaning of objects in canals (culverts, bridges, stages, slides, seating areas, jaws), including treatment of their metal and wooden structures by restoration of protective coatings,
(c) the construction part of the drainage pump, namely:
1. care for the proper condition of the petrol station premises (surface surfaces, access communication, fencing),
2. mowing and processing of grassland, including sowing, processing of accompanying crops, including restocking;
3. cleaning and care of the proper condition of the sampling facilities, suction wells, including their functional equipment (closures, moving mechanisms),
4. care for and control of fire-fighting measures;
5. maintenance of buildings - plaster, roofs, windows, including treatment of metal or wood structures,
6. maintenance of water and sewage installations,
7. Maintenance of electrical installations, air conditioning, heating (ensuring the operation of the equipment as required and in accordance with the instructions and regulations of the equipment manufacturer),
(d) the mechanical and electrical parts of the service station by maintenance according to the separate operating order, for smaller stations according to the instructions and regulations of the manufacturer of the equipment.
(2) In addition to its own functional buildings for the drainage of land, maintenance of high and polygon points, watercourses, milestones and stations is also carried out.
§ 7
Maintenance of buildings to protect land against erosion of water
(1) The maintenance of the building to protect the land from the erosion activity of water is based on documentation of the actual implementation of the building to protect the property from erosion activity of water and is carried out by the care of
(a) anti-erosion ditches, drains, players and dry tanks
1. care for grasslands of the bottom and slopes, including their removal by mowing or replanting,
2. Removal of loading,
3. Removal of potholes and rigs in rigs,
4. Removal of obstacles in the riverbed preventing flow;
5. the management of coastal crops, including their replenishment;
6. normal maintenance of simple fastening - beds, pitches, tiles, fences, vegetation fortifications,
7. cleaning of related objects (passes, bridges, stages, slides, seating areas, jaws), including the treatment of their metal and wooden structures by restoring protective coatings,
(b) terraces
1. by treating grassland or trees on terraces;
2. care for objects draining terraces,
3. care for supporting walls of terraces.
(2) In addition to the building's own buildings for the protection of land against erosion activity of water, maintenance of high and polygon points, watercourses, milestones and stations is also carried out.
§ 8
Repeal
Decree No. 34 / 1960 Coll., on the obligations of owners (users) of melliorated land in the operation and maintenance of the irrigation grid and drainage, drainage and small waste networks of the melliorative structures of the repealed water cooperatives and on the operation and maintenance of these parts of the mellioric structures is hereby repealed.
§ 9
Efficacy
This Decree shall take effect on 10 June 2002.
