Resolution of the Government of the Czech Republic on the adoption of crisis measures

ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 30 April 2020
on the adoption of crisis measures
Following the Government Resolution 194 of 12 March 2020, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, the Government declared emergency status in accordance with Article 5 and Article 5 (a) to (e) and Article 6 of Act No. 240 / 2000 Coll., on the grounds of health threats in connection with the detection of coronavirus / known as SARS CoV-2 / in the territory of the Czech Republic, and on emergency management and amending certain laws (Crisis Act), as amended, for the resolution of a crisis situation, the adoption of emergency measures, by virtue § 5 (c) and (e) and § 6 (b) respectively.
Government with effect from 11 May 2020 at 00am
I. prohibits
(a) the presence of the public in catering establishments, with the exception of:
- establishments which do not serve the public (e.g. employment, catering of health and social services providers, in prison facilities),
- sales outside the food service establishment (e.g. fast food establishments with a window or the sale of food without entering the establishment),
- the outdoor premises of the catering service establishment,
(b) sales at catering establishments located within shopping centres with a sales area exceeding 5 000 m2;
(c) the operation of a taxi service, with the exception of a food delivery service or persons authorised to drive a taxi service;
(d) public presence in indoor pools and saunas;
(e) inspections of the inner premises of castles and locks;
(f) the sale of accommodation services, with the exception of persons providing accommodation in dormitories, spa facilities (for the purpose of providing spa rehabilitation care) and school accommodation facilities; This prohibition shall not apply to the sale and provision of accommodation services:
- persons for the purpose of pursuing a profession, business or other similar activity,
- foreigners until they leave the territory of the Czech Republic and foreigners with work permits in the territory of the Czech Republic,
- persons ordered by the public health authority to quarantine, and
- persons at risk of domestic violence,
(g) the pursuit of activities which are trade-related under trade law and in which the integrity of the skin is violated;
II. Orders that:
(a) the following rules have been complied with in establishments where traffic is not prohibited:
- actively prevent customers from being less distant than 2 metres apart,
- to ensure the management of fronts of waiting customers, both inside and outside the establishment, in particular by means of the marking of the space for waiting and placing marks for minimum spacing of 2 metres between customers,
- to place disinfectants on frequently touched articles (mainly handles, railings, shopping carts) so that they are available to employees and customers of the premises and can be used for regular disinfection,
- ensure that workers at the premises wear gloves when in contact with goods and when receiving payments from customers,
- to ensure that customers are informed of the above-mentioned rules, in particular through information posters at the entrance and at the premises and, where appropriate, by communicating the rules through loudspeakers at the premises,
(b) the sale of unpackaged pastries only took place under the following conditions:
- it is ensured that there is no accumulation of persons at the place where the pastries are taken,
- the place of sale is equipped with personal hygiene aids,
(c) entrepreneurs operating a retail food store with self-service sales provided disposable gloves or other similar protective equipment on their hands to customers free of charge at each entrance to such a store (e.g. a microthreaded bag);
(d) operators of agricultural and other outdoor markets and markets have complied with the following rules:
- not to sell foodstuffs exclusively intended for immediate consumption,
- to ensure distance between stands, tables or other points of sale of at least 2 metres,
- actively ensure that customers maintain a distance of at least 2 metres between themselves,
- to place containers containing disinfectants at each point of sale,
- to ensure that workers at points of sale wear gloves when in contact with goods and when receiving payments from customers,
- to sell goods without the possibility of tasting or consuming food and food or testing clothing on the spot,
(e) the following rules have been followed for the operation of zoos, botanical gardens, arbores and similar operations, which can only be entered on the basis of a ticket:
- visitors to zoos will be able to buy exclusively time tickets by remote access (online), without the possibility of buying them on site,
- the number of visitors shall be limited in one day to not exceed 150 persons per hectare of the area of the establishment,
- internal pavilions and exposures are closed,
- the operator ensures increased disinfecting of the premises, the distance between the benches for a minimum of 4 metres, avoiding contact between visitors and animal-care staff,
- the operator shall ensure measures to prevent the accumulation of persons and to check compliance with minimum spacing in places where accumulation of persons can be expected, such as children's playground, toilets, rest zones, attractions, refreshment zones, etc.,
(f) the following rules have been followed for the operation of libraries:
- ensure that library staff wear gloves when in contact with books and other similar goods,
- at the entrance to the library, the customer carries out hand disinfection, provided that the library operator provides the disinfectant,
(g) the following rules have been observed for the sale of clothing and footwear:
- testing of clothing and footwear takes place only after prior hand disinfection by the investigator,
- when returning clothing as part of a complaint, etc., the clothing is stored for 24 hours separately from other goods and can only then be reoffered to customers,
(h) the following rules have been observed for the activities of barbers and hairdressers:
- a barber or hairdresser (hereinafter referred to as "barber") uses double airway protection in the performance of his work, alongside a mask, etc. also a protective shield,
- at least 2 metres between customers, as well as between the barber and his customer, at least 2 metres between other barbers and their customers,
- if the barber or customer has a body temperature of 37 ° C or higher or other signs of COVID-19 disease, his access to the barber's or hairdresser's establishment is prevented,
- disinfectants for hand disinfection are available at the shop,
- antibacterial soaps, hand disinfectants and disposable towels are available in the toilets,
- at the beginning of the service, after the service has been provided and when switching to another customer, the barber shall always disinfect his hands with a means of virusic action and, if he uses gloves, change his gloves and, in the meantime, disinfect his hands,
- surface disinfection shall be carried out after the provision of service to each customer, including any hairdressing equipment used,
- the floor is disinfected at least once a day,
(i) the following rules have been followed for manicure, pedicure, massage, beauty services and podology:
- the person providing this service in the performance of his or her duties uses dual airway protection, alongside a mask, etc. also a protective shield,
- at least 2 metres between customers, as between the person providing the service and its customer, at least 2 metres between the other persons providing the service and their customers,
- where the person providing the service or the customer has a body temperature of 37 ° C or higher or other signs of COVID-19 disease, his access to the establishment shall be prevented,
- disinfectants for hand disinfection are available in the establishment,
- antibacterial soaps, hand disinfectants and disposable towels are available in the toilets,
- surface disinfection shall be carried out after the provision of the service to each customer, including any equipment used,
- the floor is disinfected at least once a day,
- the person providing the service uses disposable gloves (except for massages) in the performance of his or her duties, which he or she will replace with each customer, while carrying out hand disinfection by means of a virus-like device,
- before and after massage, the person providing the service shall carry out hand disinfection,
- compulsory disinfection of the treated area by the customer shall be carried out before the service is provided,
(j) the following rules have been followed for the operation of museums, galleries and other similar facilities:
- there is a maximum of 100 people in the facility at the same time and a maximum of 1 visitor per 10 m2 of space accessible to visitors,
- at least 2 metres between visitors, except for household members,
- the visitor at the entrance carries out hand disinfection, provided that the operator of the establishment provides the disinfectants,
(k) the following rules have been followed for theatres, cinemas, concert halls, circuses and similar operations:
- the operator shall ensure at least one person oversees compliance with the following rules and shall act on viewers and other persons to comply with them,
- the following instructions are communicated to viewers and others in particular by means of information boards, leaflets, screens, screens, etc.,
- there is a maximum of 100 spectators in the auditorium,
- in the case of seats with fixed seats, the spectators shall sit only in each other row and in such a row the spectators shall sit so that they may sit at most two persons side by side and at least one seat shall separate them from other persons,
- outside the auditorium is prevented from sitting in places otherwise intended for sitting,
- in the case of seating positions without fixed seats, the spectators shall sit in such a way that they sit together in no more than pairs and are separated from other persons by a distance of at least 1,5 metres,
- there is a distance of at least 2 metres between ticket points,
- in a number of persons waiting for ticket sales, customers with a distance of at least 2 metres are ranked and are called upon by information leaflets to respect this distance and to pay best by credit card,
- disinfectants for hand disinfection are available in the entrance and toilet areas,
- no food, including beverages, is sold and consumed,
- prior to the performance, etc., the entire area is disinfected for the audience, cleaning is carried out continuously (disinfecting the handle, handles, counters, etc.), daily cleaning is carried out with disinfectant products with viral effects, in accordance with any other recommendations of the local regional health station,
(l) the following rules have been complied with for the operation of the outdoor premises of the catering service establishment:
- the customers are so established that there is a distance of at least 1,5 metres between them, except for the customers sitting at the same table,
- the outdoor premises of the establishment are arranged in such a way that the seated customers in any part are not less than 1,5 metres from the bystanders, unless the outdoor premises of the establishment are separated from the surrounding area by a fixed barrier preventing the spread of airways droplets,
- the operator actively impedes the collection of persons at a distance of less than 1,5 metres, including the waiting zone of the establishment,
- the possibility of hand disinfection for customers is ensured when entering the indoor and outdoor premises of the food service establishment,
- customers are allowed access to a toilet in the indoor premises; the operator shall ensure that customers maintain a mandatory distance when moving around the premises;
- disinfecting chairs and tables is carried out before the establishment of each new group of customers,
- in the case of sale through the window, disinfection of the window shall be carried out at least every 2 hours,
- the customer is not obliged to wear a protective respiratory device at the time of consumption of food and meals, including drinks at the table,
- if the worker of the establishment has a body temperature of 37 ° C or more or other symptoms of COVID-19, his access to the establishment shall be prevented,
- the operator shall proceed to lead the customers to comply with all measures,
(m) the following rules have been followed for the operation of shopping centres with a sales area exceeding 5 000 m2:
- the operator shall ensure at least one person oversees compliance with the following rules and shall act on customers and other persons to comply with them,
- the following customer instructions are communicated to customers and others in particular by means of information boards, leaflets, screens, radio, etc.,
- the operator shall ensure a visible indication of the order for compliance with the 2 meters spread between persons on publicly accessible areas in the shopping centre (e.g. in the form of info, radio centre spots, information at the entrance to stores and other establishments, information on the floor of public spaces, etc.),
- a cleaning plan is implemented to adapt cleaning, disinfection, or decontamination of common areas on the basis of technical advice from the local health centre,
- the assembly of persons is prevented, in particular in all places where this can be expected, such as entrances from underground garages, areas in front of lifts, escalators, travelers, toilets, etc.,
- for each entry to the shopping centre, the possibility of hand disinfection is ensured for customers and employees,
- at all stores and other establishments, the possibility of hand disinfection is ensured at least within the premises of each cash register or cash zone,
- payment terminals are regularly disinfected,
- the use of resting places (chairs, chairs, benches, etc.) is restricted so as not to be places of assembly,
- at the entrance to each establishment there is a visible indication of the order of compliance with the distance between persons 2 metres apart in the premises of the establishment,
- the operator shall ensure the training of personnel to ensure and verify knowledge of the measures, symptoms and prevention of the spread of the disease, including the protection of visitors and workers,
- the operator shall ensure that visitors and other persons at the shopping centre can remove personal protective equipment (masks, gloves, etc.) into mixed waste,
- children's corners and similar services are not operated,
(n) the following rules have been observed for the operation of indoor sports sites:
- to limit the presence of customers so that they are at least 2 metres apart, except for separate organised activities or groups,
- cloakrooms and showers cannot be used,
- entry and exercise during the whole period with respiratory protection only, except for organised training in separate activities and groups,
- ensure disinfecting machines and other training tools and equipment after use by each client,
- continuously disinfect the sites where clients are present,
- to ensure hand disinfection for staff and clients,
- clients carry out mandatory hand disinfection before and after the exercise has been completed,
- to sell only packaged drinks and packaged foodstuffs,
- adjust the timetable so that cleaning, ventilation and disinfection of premises are carried out between the lessons;
III. Repeals the Government Resolution of 23 April 2020 No 453, published under No. 195 / 2020 Coll.
