GOVERNMENT REGULATION
of 14 June 2010
on the catalogue of the work of professional soldiers
The Government orders pursuant to § 23 (1) (b) of Act No. 143 / 1992 Coll., on the salary and remuneration of on-call time in the budget and in certain other organisations and bodies, as amended by Act No. 40 / 1994 Coll. and Act No. 217 / 2000 Coll.:
This Regulation establishes a catalogue of the work of professional soldiers and the way in which professional soldiers are assigned to grades.
(1) Work of professional soldiers
(a) the performance of training tasks within military units, professional and specialised training under management and professional supervision or in the exercise of separate professional activities in the training of specialised activities in the provision of the operation of military equipment under management and professional supervision is included in the fifth grade;
(b) the performance of training and combat tasks within military units, military units and military facilities is included in the sixth grade.
(2) The work of professional soldiers in the seventh to 15th grade shall be set out in a catalogue of the work of professional soldiers set out in the Annex to this Regulation.
(3) The work of professional soldiers, which is not provided for in the catalogue of professional soldiers, is to be included in the grade provided for similar work in the catalogue of public service and public service work.
The following shall be deleted:
1. Government Regulation No. 469 / 2002 Coll., laying down a catalogue of works and qualification assumptions and amending the Government Regulation on the pay ratios of employees in public services and administration.
2. Government Decree No. 331 / 2003 Coll., amending Government Decree No. 469 / 2002 Coll., laying down a catalogue of works and qualifications and amending the Government Decree on the remuneration of employees in public services and administration.
3. Government Decree No. 398 / 2004 Coll., amending Government Decree No. 469 / 2002 Coll., establishing a catalogue of works and qualifications and amending the Government Decree on the remuneration of employees in public services and administration, as amended by Government Decree No. 331 / 2003 Coll.
4. Government Decree No. 213 / 2005 Coll., amending Government Decree No. 330 / 2003 Coll., on the salary ratios of employees in public services and administration, as amended by Government Decree No. 637 / 2004 Coll., and Government Decree No. 469 / 2002 Coll., which provides for a catalogue of works and qualifications and amending the Government Decree on the pay ratios of employees in public services and administration, as amended.
5. Government Regulation No. 533 / 2005 Coll., amending Government Regulation No. 469 / 2002 Coll., laying down the catalogue of works and qualifications and amending the Government Regulation on the remuneration of employees in public services and administration, as amended.
6. Government Regulation No. 568 / 2006 Coll., amending Government Regulation No. 469 / 2002 Coll., laying down a catalogue of works and qualifications and amending the Government Regulation on the remuneration of employees in public services and administration, as amended.
7. Government Regulation No. 138 / 2009 Coll., amending Government Regulation No. 469 / 2002 Coll., laying down a catalogue of works and qualifications and amending the Government Regulation on the remuneration of employees in public services and administration.
This Regulation shall enter into force on 1 January 2011.

Catalogue of the work of professional soldiers
A. PROBLEM OF THE CZECH REPUBLIC
I. Seventh grade
1. Management and command of crew, operation of a combat vehicle or means of squad (master of swarm, element, crew, ensemble, operators, station, premises, sets).
2. Organizational provision of training ground, shooting range or training facility (training ground manager, shooting range, training facility).
3. Preparation of supporting documents and framework professional work on battalion or detachment staff (senior staff member, battalion staff member, division).
4. Service and maintenance of technical equipment of lower type (technician, specialist operator, older operator).
5. Control and operation of the main weapon system of the vehicle (shooter, shooter - operator, shooter - technician).
6. Management and organisation of work in warehouses in separate banners, floating, mobilising bases or logistics facilities (warehouse manager, warehouse manager of untouchable stocks).
7. Organisation of guard services with regular training of service dogs and setting up training programmes.
8. Maintenance, repair, control or operation of combat vehicles with specific modifications equipped with weapon systems (tanks, infantry combat vehicles) or their preparation for conducting fire or for operation in extreme natural conditions under water or in mountainous hard to access terrain.
9. The implementation of external security and defence of the seats of the President of the Republic or the exercise of watch service at honest fixed posts and the fulfilment of the representative duties of the Castle Guard in the framework of the President's protocol actions.
10. Search and partial uncovering of dangerous or unexploded ammunition, explosives and explosive articles by technical means in the field, carrying out maintenance of the technical means necessary for the performance of the work.
11. Operating checking, adjustment, localization or removal of defects for radio security devices of the air, radio stations, transmission equipment, automated and imaging systems (station commander, operator).
II. eighth grade
1. Management and command of the cooperative, a unit at the organisational level of the cooperative or a unit equal to it (commander, crew commander, station, establishment, workplace operator).
2. Technical, organisational, material and financial security of operation of company, battery or separate platoon (company technician, executive ensign, master of ensemble).
3. Management and provision of special facilities and warehouses of battalion, section or equipment for training and education purposes (older mechanic, chief of storerooms, teacher or training staff).
4. Management and organisation of work in brigade warehouses, storage of logistics facilities or stores of untouchable stocks of flags according to a specific definition (master of the brigade warehouse, manager of untouchable stocks according to a specific definition).
5. Ensuring a wider set of professional work with internal subdivisions (senior staff of brigade, battalion).
6. Search and partial uncovering of dangerous and unexploded ammunition, explosives or explosive articles in difficult conditions, for example in water tanks or underground areas.
7. Provision of specialised specialised work in the field of airport security to ensure the operation, maintenance or repair of motion surfaces or processing of designs for the disposal of airport equipment (commander, head of the airport security flight operations).
8. Execution of repairs to restore the operation of radio equipment, localisation or disposal of defects in complex radio or navigation systems (older radiotechical security technician workshop, system or radio security technician, senior command unit technician, unit commander).
III. Ninth grade
1. The management and command of the platoon or unit shall be equal to that of the platoon (Commander, Deputy Commander).
2. Separate management of subsystems in the performance of professional tasks of battalion, squad or squadron (Chief of Service, Chief of Control Technical Station, Chief of Park).
3. Service of special systems and equipment of company, battery or swarm (Chief - Commander of ensemble, radio locator, weapons complex).
4. Performing specialised work or directing professional work at the organisational level of command (senior staff member, senior professional).
5. Command, management and comprehensive provision of training and shooting sites of a specialised brigade or regiment centre (Commander, Chief).
6. Ensuring the operation and operation of special systems within the Air Force Command, Control or Survey Centre (older informatics, older technicians).
7. Management and coordination of combat alert activities (permanent operational supervisor).
8. Separate provision of professional agendas of military administrative offices or regional military transport offices (senior officer, senior staff member).
9. Management and comprehensive provision of storage facilities for brigades, storage areas within the base or logistics warehouses (Chief of Brigades Warehouse, Chief of Warehouse Department).
10. Sub-system management within the brigade, air base, other bundles, separate battalions or divisions with a closer involvement in subordinate military departments or ensuring the operation of headquarters (Chief of Unit, Group Chief, Chief of Service).
11. Destruction of ammunition into 20 mm calibre, hand grenades or ammunition into hand anti-tank weapons.
IV. Tenth grade
1. Management and command of the company, battery or units on an equal footing (Commander, Deputy Commander).
2. Management, command and comprehensive provision of the operation of the battalion or section on reduced numbers or organisational element for the creation of the battalion or section (Commander, Deputy Commander, Chief of Staff).
3. Management of individual sub-systems in the framework of brigade, other bundles or comparable military units (Commander of the Mobilisation Centre, Chief of Unit, Chief of Group, Chief of Service, Chief of Institute, Senior Officer).
4. Management and command of the connecting node within the communication and information system base (Chief of Node).
5. Management of critical sub-systems within the battalion, section, military administration or regional office of military transport (Chief of Logistics, Chief of Unit, Chief of Group, Chief of Military Type, Chief of Service).
6. Performing specialised work on individual systems with essential internal or external links (senior senior officer, senior officer).
7. Sub-systems management and tasks within the Air Force Command, Control and Survey Centre (Group Chief, Senior Officer, System Engineer, Engineer).
8. Control and command of sub-systems within flight or flight logistic flights on air bases.
9. Provision of specialised works in the framework of radiological research (senior officer, senior dispatcher, system engineer, senior engineer).
10. To carry out sorting of all known ammunition, explosives or explosive articles, designing ways of destroying them or destroying them by exploding on site or in a shredding pit, and organising transport and escorting them to a shredder pit or to a disposal site.
11. The performance of pyrotechnic works in connection with the protection of the life and health of designated persons and objects of particular importance, or the execution of pyrotechnic acts in non-standard situations, as well as possible terrorist attacks by explosives or explosives.
12. Delaboration of explosive articles under test or analytical activity.
13. Review and evaluation of operations and internal control systems, in particular with a view to compliance with legislation, risks and measures to mitigate or exclude them or to evaluate the effectiveness of the internal control system.
14. The implementation of the part-work for internal audit of the operational headquarters or the performance of each type of internal audit at the operational headquarters.
15. Methodological guidance, coordination and processing of comprehensive programmes of organisation and systemization, personalism, remuneration or training and education of soldiers and employees of the Ministry of Defence.
16. Implementation of system work in the areas of individual airport security sub-systems to ensure the operation, maintenance or repair of movement areas and their protection zones (airport security officer, repair base, training battalion, flight commanders, airport managers).
17. Implementation of systems work in the areas of individual radio security sub-systems to ensure the operation, maintenance or repair of radio security systems (officer of radio security of the air base and organisation units in the field of air traffic security to them on an equal footing).
18. Implementation of work in the areas of individual aerodrome operational security sub-systems to ensure the operation, maintenance or repair of aerodrome operational equipment and technical equipment (officer of airport operational security of the air base and organisation units in the field of air traffic security to them on an equal footing).
V. 11th grade
1. Management, command and provision of tasks of the Battalion, Division, Regional Military Transport Office, Training Military Equipment Service Centre or Military Services (Commander, Deputy Commander, Chief of Staff).
2. Management, command and provision of tasks to the foundations of subordinate logistics bases with a military-wide or veterinary base (Chief, Deputy Chief).
3. Sub-system management within the operational tactical headquarters with a closer involvement in subordinate military departments or ensuring the operation of its own headquarters (Chief of Unit, Group Chief, Service Chief, Senior Senior Officer - Specialist).
4. Management of critical subsystems within the base (Chief of Logistics, Chief of Division, Chief of Department).
5. Management and coordination of complex activities with considerable psychological effort in special development, production, technical, technological or similar workplaces.
6. Execution of the activities of the permanent operational supervisor of the General Staff of the Army of the Czech Republic.
7. Management of complex sub-systems and performance of tasks within the Air Force Command, Management or Awareness Centre (Chief of Unit, Group Chief, Shift Commander, Senior Officer).
8. Management and command of Air Force Logistics Flights in Air Base (Commander, Deputy Commander).
9. Management of the critical sub-systems of the Military Academy Training Command Vyškov, Military High School, Directorates or Operational Tactical Command (Chiefs of the deciding departments and groups, Chief of Logistics of the Military High School).
10. Management and provision of activities of selected operational centres of military accommodation and construction administrations (Chief, Head of Centre).
11. The management of spiritual service at the military department or military facility and the provision of contact with individual churches operating on a given territory (chaplain).
12. Sub-system management within the Castle Guard Headquarters for the provision of professional areas and the performance of specific tasks of the Castle Guard (Chief of Group, Legal Adviser).
13. Ensuring and performing specialised pyrotechnic activities in the search, handling, delaboration or disposal of ammunition, explosives, explosives or explosive systems.
14. Determining how all ammunition, explosives or explosive articles are disposed of.
15. Performing experimental delaboration of unknown ammunition with subsequent detection of the design and character of explosive elements.
16. Ensuring information, publicity and press relations with the public and the mass media, in particular on matters of important importance or publicity activity or in the mass media (press).
17. Complex performance of internal audit of operational headquarters.
18. Implementation of partial and analytical work for internal audit of the armed forces or performance of individual types of internal audit in the armed forces of the Czech Republic.
19. Creation of the concept of organizational relations and systemisation, personalism, remuneration or training and education of soldiers and employees of the Ministry of Defence or methodological guidance and coordination of personnel management of the Czech Army.
VI. 12th Grade
1. Management, command and all-round provision of the tasks of a medical base or a military unit equal to it (Commander, Deputy Commander, Chief of Staff).
2. Comprehensive management of the Regional Military Headquarters or the Departmental Office and processing of the concept of defence of the territory (Director, Deputy Director).
3. Management, command and universal security of the CIS Support Centre (Chief, Deputy Chief).
4. Management of systems activities of directorates or operational tactical headquarters with extensive internal and external links or personnel, financial, economic or logistical security, development and analytical activities in the field of combat mobilization emergency (Chief of Unit, Group Chief).
5. Management of critical sub-systems within the Castle Guard, Brigade, University of Defence or Air Base and critical sub-systems of teaching and training (Deputy Chief of Staff, Head of Department).
6. Management of critical sub-systems and performance of tasks in the management centre or in the Joint Operational Centre of the Ministry of Defence and the awareness of the Air Force (Centre Commander, Chief of Staff, Chief of Department, Chief of Shift).
7. Management of critical sub-systems within the framework of logistics bases with military-wide competence (Chief of Professional Activities).
8. Comprehensive provision of tasks related to the preparation and implementation of State Security Council documents under the responsibility of the Ministry of Defence.
9. Management of system activities within Castle Guard headquarters in the area of preparedness and planning or management and performance of specific tasks of Castle Guard (Chief of Department).
10. Comprehensive provision of highly specialised pyrotechnic activities in the field of pyrotechnic protection and setting methodology for teaching and training.
11. Coordination of the working activities of pyrotechnic groups with police or authorities of state administration or self-government.
12. Ensuring information, publicity or press activities within the competence of the Ministry of Defence or the Army of the Czech Republic in matters of national or international scope, particularly in relation to the public, foreign authorities or mass media (press).
13. Comprehensive performance of internal audit of the main activities of the Czech Army.
14. Creation of the concept of personnel administration of the Czech Army
VII. Grade 13
1. Management, command and all-round provision of brigades, air bases, communications and information systems with military capability, Castle guards, Prague Staff Headquarters and Logic Base with military competence (Commander, Chief, Deputy Commander, Deputy Chief, Deputy Chief of Staff).
2. Control, command and universal security of air traffic control by the Czech Army (Chief, Deputy Chief).
3. Determination of the concept and coordination of the protection of human rights and freedoms under the responsibility of the Ministry of Defence.
4. Fixing the priorities of the construction of the Ministry of Defence and their security in the defence planning system of the Czech Republic.
5. Processing of the main documents of the Czech Republic in the NATO defence planning system.
6. Creating a strategy of defence and security policy of the Czech Republic in a defined territory or area or coordination of the fulfilment of the objectives of the security policy of the Czech Republic and NATO defence policy.
7. Creation of the concept and coordination of the Defence Department's activities in the field of armaments policy, preparation and implementation of the management of strategic procurement projects having a major influence on the security and defence policy of the Czech Republic, including cooperation with the defence industry and with NATO and European Union Member States.
8. The creation of a concept of involvement of the Ministry of Defence in activities within the UN and OSCE, in particular in arms control, disarmament and military security cooperation processes and the creation of European security structures.
9. Creation of the concept of preparation for defence of the Czech Republic within the competence of the Ministry of Defence or of another central administrative office and ensuring consistency between the concept of defence of the Czech Republic and the concept of development of the Ministry of Defence.
10. Coordination of the processing of materials and materials for meetings of the State Security Council.
11. Management of critical sub-systems within the Directorate and Operational Tactical Command, with the responsibility for the entire structure of subordinate bundles or military departments (Chief of Administration, Chief of Section, Chief of Department at Directorate or Operational Tactical Command).
12. Creating a security policy concept for a given territory.
13. Management of the Ministry of Defence spiritual service and provision of contact with individual churches operating in the Czech Republic and provision of contact with other spiritual services of NATO (main chaplain).
14. The creation of a concept of media policy and media strategies of the Ministry of Defence or the Army of the Czech Republic, the formation of an extensive communication system and the coordination of its integration into a unified system within the competence of the Ministry of Defence.
15. Creation of the concept of the Department of Defence Personnel Administration.
VIII. 14th grade
1. Management, command and provision of tasks of the Army of the Czech Republic by operational tactical command or director (Commander, Director, Deputy Commander, Deputy Director, Chief of Staff).
2. Management, coordination and processing of the concept of security strategy, military strategy or construction of armed forces of the Czech Republic.
3. Coordination of activities of central administrative offices, bodies of self-government, administrative offices or legal entities relevant to State defence in preparation for defence of the Czech Republic.
4. Processing of concepts of mobilization programmes and principles of defence protection of the Czech Republic.
5. Ensuring, coordinating and controlling the implementation of military foreign policy issues of the Czech Republic for the territory concerned, together with the preparation of essential materials needed for its further development.
6. Comprehensive management of activities for continuous acquisition, collection and evaluation of reports on intentions and activities constituting a military threat to the Czech Republic to constitutional actors.
7. Complex coordination of the processing of conceptual materials needed for the security of the Czech Republic.
8. Complex coordination of the State Security Council.
9. Management, command and universal provision of tasks of a geographical and hydrometeorological service of a national nature and cooperation with NATO and the European Union (Chief, Deputy Chief).
10. Management of current and other aircraft equipped with weapon systems.
IX. 15th Grade
1. Creation of the concept of security policy of the Czech Republic.
B. MILITARY POLICE
I. Seventh grade
1. The performance of basic tasks of the Military Police in the field of the supervision of order-keeping by persons in military objects and soldiers in public and in the area of the supervision of security and transport or the performance of basic tasks of the patrol service with the possible use of the service dog.
2. Securing protection of designated objects of special importance.
3. Separate performance of surveillance and escort of persons restricted to freedom.
4. Performance of essential activities in the emergency units of Military Police Headquarters.
II. eighth grade
1. Performance of the Military Police's service in ensuring the supervision of compliance by persons in military buildings and soldiers in public and in the areas of security, transport, arms, ammunition and explosives control, with the possible use of technical equipment and means or service animals, including the investigation of offences under the jurisdiction of the Military Police.
2. The implementation of comprehensive documentation activities in the investigation of accidents.
3. Ensuring or carrying out criminal and criminalist technical activities and professional activities of the Military Police, in particular the provision of special work on the deployment of operational means of search, outreach and security techniques or the evaluation of data in police records systems.
4. Ensuring and coordinating the activities of the Military Police in the guarding and escorting of persons restricted to freedom or in the performance of the service cynology within the Military Police Headquarters or the Organising Services of Military Police Headquarters.
5. Performance of specialized activities in emergency or special units of Military Police Headquarters.
III. Ninth grade
1. Coordination and direction of the Military Police service in ensuring the supervision of compliance by persons in military objects and soldiers in public and in the areas of security, transport, the regime of protection in munitions bases, weapons, ammunition and explosives or the entry and movement of unauthorised persons in protected objects.
2. Management and coordination of combat alert and operational activities carried out at Military Police Headquarters.
3. Separate Operational Activities at Military Police Headquarters.
4. Separate provision or conduct of specialised criminalist and criminalist technical activities by the Military Police, in particular the provision of special work on the deployment of operational means of search, bait and safety equipment or the evaluation of data in police registration systems.
5. Separate security of protected persons.
6. Self-performing tasks in the detection, documentation and processing of minor offences.
7. The exercise of police activities in criminal proceedings in the detection and documentation of factually and legally less complex crime.
8. Management and command of the Military Police Group in the performance of specific tasks of transport, order or protection service at Military Police Headquarters.
9. Performing specialised activities or directing professional activities at the Military Police Headquarters's organisational department in order to carry out transport, order or protection tasks of the Military Police.
IV. Tenth grade
1. Enforcement of police activities in criminal proceedings in the detection and documentation of facts and legal complex crime in the jurisdiction of Military Police Headquarters.
2. Separate implementation of demanding and complex analyses, analysis and conceptual activities, evaluation of methods, forms and effectiveness of complex police measures or preparation of comprehensive documentation for decision-making at Military Police Headquarters.
3. Management and coordination of activities in the surveillance and escort of persons restricted to freedom within the scope of the Military Police Headquarters.
4. Performance of basic activities in the Special Operations Unit Military Police with competence throughout the Czech Republic.
5. Performance of specialised professional activities in emergency units or departments of Military Police Headquarters.
6. Specialised professional activities and procedures for ensuring the safety of protected persons.
7. Coordination of operational activities carried out at Military Police Headquarters.
8. Self-provision of specialised criminalist and criminalist technical activities with the Military Police Chief Command, in particular the provision of special work on the deployment of operational means of search, booby-traps and security techniques, or the evaluation of data in police evidence systems.
9. The exercise of police activities in criminal proceedings in the detection and documentation of legally less complex crime in the jurisdiction of Military Police Headquarters.
10. Management, command and comprehensive provision of the Military Police Group in the performance of specific tasks of transport, order or protection service at Military Police Headquarters.
V. 11th grade
1. The exercise of police activities in criminal proceedings in the detection and documentation of facts and legal complex crime in the jurisdiction of departments with a territorial scope defined by Military Police Headquarters or investigation of minor crimes by military officers.
2. Coordination and direction management of the police activities of the various services of the Military Police carried out within the organisational departments of the Military Police Headquarters or at the level of the Military Police Headquarters.
3. Performing specialised professional criminalistic and expert activities in particular in the field of dactyloscopy, ballistics, mechanoscopy at Military Police Headquarters.
4. Self-implementing methodological technical supervision, directing the conduct of police activities, or preparing and making normative acts and decisions at Military Police Headquarters.
5. Specialized professional activities in the Special Operations Unit Military Police with competence throughout the Czech Republic.
6. Methodological activities in the field of professional training under the responsibility of the Military Police Chief Command or the conduct of methodological technical supervision and direction of the performance of professional, physical and shooting police activities in the military police services.
7. Performing the activities of a permanent operational supervisor at Military Police Headquarters.
8. A separate creative solution to demanding and complex analytical, methodological and conceptual tasks or directing police activity at Military Police Headquarters.
VI. 12th Grade
1. The exercise of police activities in criminal proceedings in the detection and documentation of facts and legal, very complex criminal activity in the jurisdiction of the Military Police Chief Command or investigation of more serious crime by military officers.
