DECLARATION
of 25 June 2025
amending Decree No 153 / 2023 Coll., on the approval of the technical competence of vehicles and the technical conditions for the operation of vehicles on the road
The Ministry of Transport provides pursuant to Article 91 (1) of Act No. 56 / 2001 Coll., on the conditions of operation of vehicles on road, as amended by Act No. 103 / 2004 Coll., Act No. 411 / 2005 Coll., Act No. 226 / 2006 Coll., Act No. 311 / 2006 Coll., Act No. 170 / 2007 Coll., Act No. 297 / 2009 Coll., Act No. 152 / 2011 Coll., Act No. 239 / 2013 Coll., Act No. 63 / 2017 Coll., Act No. 193 / 2018 Coll., Act No. 337 / 2020 Coll., Act No. 432 / 2022 Coll.
Decree No 153 / 2023 Coll., on the approval of the technical competence of vehicles and the technical conditions of use of vehicles on the road, is amended as follows:
1. In footnote 4, "as amended by the Agreement of 16 October 1995 'is replaced by" as amended'.
2. In Article 5 (1), the words "decisions taken under an international agreement 'are replaced by the words" UN Regulations'.
3. In Paragraph 5 (2), the words "Decisions taken under an international agreement are indicated 'are replaced by the words" UN Regulations are indicated'.
4. In Article 6 (1) to (5), the words "decisions taken under an international agreement 'are replaced by the words" UN Regulations'.
5. The following Section 11a is inserted after Section 11:
Requirements for individually imported vehicles
(1) For the approval of the technical capacity of the imported vehicle, compliance with the requirement of:
(a) approval of the glazing of a vehicle pursuant to UN Regulations;
(b) approval of lighting equipment under UN Regulations;
(c) approval of safety belts under UN regulations;
(d) approval of devices for indirect vision according to UN Regulations;
(e) approval of tyres pursuant to UN Regulations;
(f) approval of the original coupling device according to UN Regulations;
(g) the approval of the original motor cycle exhaust system according to UN Regulations;
(h) symbols and colours of tell-tales and controls complying with UN regulations;
(i) position of the plate bearing the registration mark on the vehicle;
(j) all mandatory information on the vehicle manufacturer's label except VIN;
(k) the fitting of the vehicle with a label with a value of the basic inclination of the dipped-beam headlamps,
(l) the distance travelled counter at metric values; or
(m) the vehicle manufacturer's removal of the VIN.
(2) Compliance with the requirements of paragraph 1 shall not be required unless:
(a) the component of the vehicle or separate technical unit by its implementation complies with the requirements of UN Regulations if the requirements of paragraph 1 (a) to (g) are met;
(b) the plate bearing the registration mark shall be placed on the site of the vehicle manufacturer's design, if the requirement referred to in paragraph 1 (i) applies;
(c) the VIN is embossed on the vehicle with a replacement technology on the frame, chassis or bodywork of the vehicle, if the requirement referred to in paragraph 1 (m) applies.
(3) The requirements referred to in paragraph 1 which the vehicle does not meet and the conditions laid down in paragraph 2 are indicated in the Technical Protocol. '
6. the title of Annex 1 shall read as follows:
"UN regulations."
7. In Annex No 1, the words "Decisions taken pursuant to an international agreement annexed to the Agreement concerning the Adoption of Harmonised Technical Regulations of the United Nations on Wheeled Vehicles, Equipment and Components which can be Fitted or Used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Regulations concluded in Geneva on 20 March 1958, as amended by the Agreement of 14 September 2017 (" UN Regulations') 'are replaced by the words "UN Regulations'.
8. In Annex 1, in the table in row 51 at the end of the text, the word "noise 'is added.
9. In Annex 1, rows 164 to 176 are added to the table:

This Decree shall take effect on 1 July 2025.
