DECLARATION
Ministry of Industry and Trade
of 14 June 2001
on the dispatching order of the electricity system of the Czech Republic
The Ministry of Industry and Trade provides, pursuant to § 98 (7) of Act No. 458 / 2000 Coll., on the Terms and Conditions of Business and on the Enforcement of State Administration in the Energy Sector and on the amendment of certain laws (hereinafter referred to as "the Act ') for the implementation of § 23 (2) (d) of the Act:
§ 1
Basic provisions
(1) This decree provides for a dispatching order, which regulates the rules governing the control of the electricity system of the Czech Republic (hereinafter referred to as the "electricity system") and details of the use of equipment for providing support services.
(2) The dispatching procedure is subdivided into:
(a) transmission system control;
(b) dispatching control of distribution systems;
(c) dispatching control of electricity generation,
(d) dispatcher's management of final customers and traders.
(3) The dispatching procedure includes:
(a) the preparation of the operation of the transmission and distribution systems, including the provision of system services;
(b) the management of the operation of the transmission and distribution systems;
(c) preparing and managing the operation of power generating plants;
(d) technical evaluation of the operation of the transmission and distribution systems, including system services;
(e) issuing dispatching instructions.
(4) In the preparation of the operation of the transmission and distribution systems, an analysis of the reliability and security of the operation of the electricity system shall be carried out and the projects of operation of the electricity system shall be established, including the size and structure of the support services needed to ensure the system services.
(5) The operational management of the operation of the transmission system and distribution systems shall implement the projects set out in the preparation of the operation while addressing the impact of unforeseen operational events in the transmission and distribution systems.
(6) The technical evaluation of the operation of the transmission system and distribution systems analyses the dispatching management of electricity generation, transmission and distribution.
(7) The dispatching instructions are:
(a) the operational instructions of the transmission system operator's technical dispatching system (the transmission system operator's dispatching system);
(b) operational instructions for technical dispatches of distribution system operators ("distribution system operators dispatches");
(c) the instructions of the transmission system operator dispatcher and distribution system operator dispatcher.
§ 2
Transmission and distribution system control
(1) The dispatching procedure is ensured by:
(a) transmission system operator dispatching;
(b) dispatching of distribution system operators
1. connected to the transmission system,
2. not connected to the transmission system.
(2) The activities of the transmission system operator's dispatching system are:
(a) transmission system control, including direct lines connected to the transmission system;
(b) dispatching the control of transmission-connected power generating facilities with respect to the technical data specified in the electricity supply contracts, the provision of support services and the provision of electricity transmission;
(c) the dispatching management of electricity generation referred to in Article 3 (2) (b) to the extent that the support services provided comply with the technical data provided in the electricity supply contracts, the provision of support services and the provision of electricity distribution; the active power management of those blocks or power generating facilities connected to the distribution system and providing active power support services to the transmission system operator shall be carried out by the transmission system operator dispatching, respecting the technical data specified in the electricity supply contracts and the provision of electricity distribution;
(d) the dispatching of final customers whose demand facilities are connected to the transmission system and electricity traders using the transmission system, while respecting electricity transmission contracts;
(e) the provision of technical conditions for the transmission of electricity under electricity contracts concluded between the TSO and electricity market participants;
(f) transmission system traffic control within interconnected transmission systems according to interconnection rules;
(g) the transmission to the market operator of data on the assessment of support services under the specific legislation1).
(3) The distribution system operator's dispatching activities are:
(a) the dispatching control of its distribution system, including its connected direct lines and non-transmission-connected distribution systems; the transmission-connected distribution system operator's dispatching system shall be subject to the dispatching system of the terrestrial relevant distribution system when managing the transmitted power and emergency situations;
(b) the dispatcher's management of electricity generation referred to in Article 3 (2) (c) with respect to the technical data contained in the electricity supply contracts and the provision of electricity distribution;
(c) the dispatching management of electricity generation referred to in Article 3 (2) (b) with respect to the technical data contained in the electricity supply contracts, the supply of electricity distribution and the provision of support services pursuant to Article 2 (2) (c);
(d) dispatching of final customers whose demand facilities are connected to the distribution system and electricity traders using the distribution system, while respecting the electricity distribution contracts;
(e) the provision of technical conditions for the distribution of electricity under electricity distribution contracts concluded between the distribution system operator and electricity market participants;
(f) dispatching control of distribution system operation in connection with neighbouring systems;
(g) the transmission to the market operator of data on the assessment of support services under the specific legislation1).
§ 3
Control of electricity generation
(1) The dispatching of electricity generation are activities linked in particular to:
(a) preparing the operation of power generating plants, while respecting the technical data contained in the electricity supply contracts;
(b) the determination of the power generation output to ensure the balance of the electricity system power transmitted, while respecting the technical data contained in the electricity supply contracts and the provision of system service support services.
(2) For the purposes of the dispatching procedure, electricity plants shall be divided into:
(a) transmission-connected power plants;
(b) selected electricity plants connected to distribution systems providing support services to the transmission system operator;
(c) other electricity plants connected to distribution systems.
(3) The transmission system operator or the relevant distribution system operator to which the electricity generation is connected shall provide the necessary data for the operation of the transmission system or distribution system referred to in the transmission system operating rules or the distribution system operating rules and the necessary data for the processing of the annual and monthly preparation of the electricity system operation referred to in Annex 1.
(4) Power generators shall follow the transmission system operator's or distribution system operator's dispatching instructions referred to in paragraph 2.
§ 4
Dispatching of final customers and traders
(1) The dispatching of final customers and electricity traders consists of their influence in order to:
(a) respect for contractual relations;
(b) ensuring the reliability and quality of electricity supplies;
(c) prevention and management of emergency situations.
(2) According to how the final customer's demand facility is connected to the electricity system, a distinction is made between:
(a) the dispatching control of the final customer whose demand facility is connected to the transmission system;
(b) the dispatcher's management of the final customer whose demand facility is connected to the distribution system.
(3) When operating its demand facilities, the final customer shall follow the dispatching instructions of the relevant dispatches.
§ 5
Preparation of the operation of the transmission and distribution systems
(1) The preparation of the operation of the transmission system and distribution systems is a set of technical and organisational measures for the production, transmission, distribution and consumption of electricity, aimed at ensuring the reliable and secure operation of the transmission system and distribution systems, while respecting contractual relations between electricity market participants.
(2) The preparation of the operation of the transmission and distribution systems is divided into:
(a) annual preparation;
(b) monthly preparation,
(c) weekly and daily preparation.
(3) As part of the preparation of operations, TSOs and distribution system operators shall submit bids for the provision of support services; those operators shall be selected by the providers of the support services on the basis of the bids submitted from the electricity market participants, depending on the operational constraints and planned outages in the transmission and distribution systems.
(4) The preparation of the operation of the transmission system and the distribution system shall include a specified plan for the operation of the transmission system and distribution system on the basis of the maintenance and shut-down plan of those facilities, the operation plan of the power generating facilities in accordance with Article 3, an estimate of the progress of the load, a check on the reliability of the operation of the transmission system and distribution systems, including the identification of any restrictions for the conclusion of power transmission and distribution contracts, the provision of the required size and structure of the support services necessary for the reliability of the operation of the electricity system and international interconnection.
(5) The following data are transmitted for the preparation of operations:
(a) providers of support services for providing system services;
(b) transmission system operators and distribution system operators specified requirements for the release of transmission and distribution system facilities and for the re-entry into service of transmission system equipment, in accordance with the outage plan of those facilities, and requirements for the putting into service or decommissioning of new equipment;
(c) manufacturers specified requirements for the release of power generation and entry into service;
(d) the market operator of the supply and demand balance for the supply and supply of electricity for specified periods, broken down according to the needs of the transmission system operator and distribution system operators;
(e) eligible customers shall be informed of the planned work on their demand facilities which affect the involvement of the transmission and distribution systems to which they are connected.
(6) The preparation of the operation of the transmission system and distribution system and the publication of the results shall be carried out in accordance with the operational instructions of the transmission system operator and the operational instructions of the distribution system operators.
(7) The preparation of the transmission system operation shall be carried out following the expected five-year development of the transmission system, broken down into annual, monthly, weekly and daily preparation of the operation.
(8) The preparation of the operation of the distribution system shall be carried out following the expected five-year development of the distribution system, broken down into annual, monthly, weekly and daily preparation of the operation.
(9) The annual and monthly preparation of the operation of the electricity system is set out in Annex 1.
(10) The weekly and daily preparation of transmission system and distribution system operations shall be carried out on the basis of joint operational instructions from the transmission system operator and distribution system operators.
§ 6
Preparation of transmission system operation and provision of system services
(1) The results of the annual preparation of the operation of the transmission system for the following calendar year shall be made public to the extent necessary for the execution of the transactions, including the size of the system services and the structure of the necessary support services, justified by 30 November of the calendar year.
(2) The annual preparation of the transmission system operation is specified by the monthly preparation of the transmission system operation for the following month. The results shall be published by 16.00 on the third working day before the end of the preceding month. The monthly preparation of the transmission system operation is specified by the weekly and daily preparation of the transmission system operation according to the TSO's rules.
(3) In order to maintain a balance between the needs and the resources in the electricity system, system services shall be provided for each operational preparation period by providing support services in accordance with the TSO operating rules.
§ 7
Preparation of distribution system operation and provision of system services
(1) The results of the annual preparation of the operation of the distribution systems for the following calendar year shall be made public to the extent necessary for the execution of electricity transactions, including the size of the system services and the structure of the necessary support services, justified by 30 November of the calendar year.
(2) The annual preparation of the operation of the distribution system is specified by the monthly preparation of the operation of the distribution system for the following month. The results shall be published by 16.00 on the third working day before the end of the preceding month. The monthly preparation of the distribution system operation is specified by the weekly and daily preparation of the distribution system operation according to the distribution system operating rules.
(3) In order to ensure the reliable operation of distribution systems for each operational preparation period, system services shall be provided by providing support services in accordance with the operating rules of the distribution system.
§ 8
Processing of statistics for the electricity system
(1) The monthly electricity report prepared and published by the market operator contains:
(a) the results of the operation of the electricity system;
(b) the process of loading at maxima and minimum load of the electricity system;
(c) electricity balance of the electricity system;
(d) the power balance of the electricity system;
(e) the supply of electricity to final customers;
(f) evolution of net electricity consumption;
(g) the average weekly consumption maxima of selected days in distribution systems and electricity systems.
(2) The annual electricity report prepared and published by the market operator contains:
(a) electricity and power balance in the electricity system;
(b) the development of electricity supply to final customers by monthly breakdown;
(c) the net domestic electricity consumption in the electricity system by monthly breakdown;
(d) flows of maximum and minimum loads in weekly breakdown;
(e) load flows at annual maximum and minimum load levels of the electricity system.
§ 9
Traffic management
(1) The operational management of the operation provided by the transmission system operator's dispatcher shall include:
(a) ensuring the reliable and secure operation of the transmission system, including the provision of system services for the electricity system at the transmission system level;
(b) ensuring technical conditions for electricity transmission;
(c) the management of electricity flows in the transmission system and in connection with neighbouring States' electricity systems, while respecting interconnection rules;
(d) frequency control and power transfer between neighbouring States;
(e) the management of transmission-connected power generating facilities, selected power-generating facilities connected to distribution systems providing support services to the transmission system operator in accordance with Article 2 (2) (c);
(f) voltage and reactive power control at 400 kV and 220 kV transmission system facilities;
(g) the release and re-entry into service of power generating facilities connected to the transmission system and transmission system equipment;
(h) changes in the connection of the transmission system;
(i) management of support services;
(j) addressing transmission system fault states;
(k) taking measures to prevent and prevent an emergency.
(2) The operational management of operations provided by the distribution system operator's dispatcher includes:
(a) ensuring the reliable and secure operation of the distribution system, including the provision of system services at the distribution system level;
(b) ensuring technical conditions for the distribution of electricity;
(c) the management of electricity flows in the distribution system while respecting transfers between other distribution systems and the transmission system;
(d) the management of electricity generation connected to distribution systems pursuant to Article 2 (3) (b) and (c);
(e) voltage control in distribution system installations with a voltage level of 110 kV or less;
(f) the release and re-entry into service of electricity generation facilities connected to distribution systems and distribution system equipment;
(g) changes in the involvement of the distribution system;
(h) the resolution of fault states in the distribution system;
(i) taking measures to prevent and prevent an emergency.
(3) The coordination of the transmission system operator's dispatching and transmission-connected distribution system operators' dispatches in operational management includes:
(a) cooperation in the management of electricity flows in the transmission system, respecting transfers in connection with neighbouring States' systems and in the management of the transmitted power between the transmission system and distribution systems;
(b) cooperation in addressing exceptional operating conditions in the electricity system with a view to restoring the stabilised operation of the electricity system as quickly as possible;
(c) cooperation in switching on and off transformers 400 / 110 kV and 220 / 110 kV,
(d) cooperation in voltage control and reactive power control in distribution system equipment at 110 kV voltage level;
(e) cooperation in resolving the operation of parts of the electricity system in island mode;
(f) cooperation in the management of electricity generation connected to the distribution system which provides support services for the provision of system services;
(g) cooperation on changes in the transmission system involvement that affect the operation of the distribution systems and on changes in the distribution systems that affect the operation of the transmission system.
(4) On the basis of the international agreements in force, the operation of distribution systems which are parallel to the 110 kV transformation of distribution systems to the same neighbouring States is not allowed; for interstate deliveries to the divided islands 110 kV, the transmission system operator's dispatching system shall issue common operational instructions with the relevant distribution system operator; the exception is short-term switching (within about 3 minutes) into a parallel connection for the creation, modification and cancellation of the divided island operation of a part of the distribution system only on the basis of the verification of the security of operation of the electricity system; Such switching capability is then addressed in the said common operating instructions of the transmission system dispatcher and the relevant distribution system dispatcher.
(5) The procedure for the release, entry into service and mode of recording of authorisations for the operation of transmission and distribution system facilities is set out in Annex 2.
(6) The procedure for the removal of operational failures of transmission and distribution systems is set out in Annex 3.
§ 10
Technical evaluation of transmission system operation and system services
(1) The daily, weekly, monthly and annual technical evaluation of the operation of the transmission system shall include:
(a) evaluation of the actual operation of the electrical system load;
(b) evaluation of system and support services;
(c) analysis of transmission system failures and disturbances in distribution systems affecting transmission system operation;
(d) selected operational-technical statistics for the electricity system.
(2) In the operational instructions of the transmission system operator, additional data for the assessment of the operation of the transmission system are specified.
§ 11
Technical evaluation of the operation of distribution systems and system services
(1) The technical assessment of the operation of the distribution system shall include:
(a) evaluation of the actual load course;
(b) evaluation of system and support services provided at distribution system level;
(c) analysis of disturbances in the distribution system.
(2) Additional data for the assessment of the operation of the distribution system are specified in the operational instructions of the distribution system operator.
§ 12
Dispatch instructions
(1) The dispatching guidelines specify the details of the dispatching management of the transmission system and distribution system operation by the transmission system operator dispatching and the dispatching of distribution system operators.
(2) Dispatcher instructions are issued for the area
(a) international cooperation;
(b) preparation and evaluation of operations;
(c) frequency and power control;
(d) voltage control and regulation of reactive power;
(e) direction of consumption;
(f) defence plans and recovery plans for the electricity system which are part of emergency plans;
(g) an automated control and telecommunications system;
(h) transmission, distribution and power generation systems and systems for automatic control of the electricity system;
(i) operational management of transmission and distribution systems in accordance with Article 9 (1) and (2);
(j) the synergies between the transmission system operator's dispatching and distribution system operators' dispatches in accordance with Article 9 (3);
(k) management of support services;
(l) prevention and resolution of emergency situations.
§ 13
Data provision for dispatching procedures
(1) Entry data for the preparation of operations and for the management of the operation of the transmission and distribution systems shall be transmitted by telephone, fax, e-mail and through an automated dispatching system.
(2) The data obtained by the automated dispatching system, which serves as support to ensure the continuous operation of the transmission system and distribution system control process from the transmission system and distribution system dispatches are specified
(a) in the Transmission System Operation Rules for Transmission System and Transmission-connected Electricity Producers;
(b) in the Distribution System Operating Rules for Distribution Systems and Electricity Producers connected to Distribution Systems.
(3) Data for the technical evaluation of operations are obtained from the competent body's information system.
§ 14
Use of facilities for providing support services
(1) The selection of the facilities of the support service provider is governed by the following criteria:
(a) quality and reliability;
(b) localisation of the transmission system support service or distribution systems;
(c) minimising the overall costs of providing system services.
(2) Support services are:
